This can be realized involving citizens actively in this dialogue and raising their awareness on the decision making process at European, national and local level in order to promote an active citizenship and a shared and common integration policy. Immigration is an increasingly urgent theme at European level both in terms of numbers and needs and it is

also increasingly urgent to combine the principle of solidarity in policies to support the action of acceptance

THE FIRST PROJECT’S EVENT IN PALAZZO SAN GERVASIO - ITALY 21-22 April 2016

In the Municipality of Palazzo San Gervasio, the project IN.TO.EU. began

its activities at international level.

The project partners, the City of Durres, City of Alcanadre and the City of Ancient Olympia led by the lead partner, the City of Palazzo San

Gervasio, opened the discussion on the topic of immigration, and in particular the first reception, with the aim of sharing in the next two years

good practices, critical issues, needs and common approaches.

After the presentation of immigration policies at European level,

partners presented their local reality and heard some testimonies related to experiences of first reception’s approach, sharing with local

stakeholders the methodologies and policies applied at different levels.

The partnership has also shared technical and administrative aspects of

the project and started the dialogue and discussion on the first topic

covered by the project "The local situation: laws, methods, tools and approaches of the first receiving, role of institutions and private

subjects."

Il progetto IN.TO.EU. ha dato avvio alle attività nel comune di Palazzo San Gervasio. I partner, la città di Durazzo, quella di Alcanadre e l’antica Città di Olympia, guidati dal capofila, il Comune di Palazzo San Gervasio, hanno aperto la discussione sul tema dell’immigrazione, con particolare riferimento alla prima accoglienza. L’obiettivo è quello di diffondere, nei prossimi due anni, buone pratiche, problematiche, necessità e approcci comuni tra le varie realtà coinvolte. Dopo l’inquadramento delle politiche migratorie a livello Europeo, i partner hanno presentato le proprie realtà locali ascoltando testimonianze di esperienze di prima accoglienza e affrontando aspetti tecnici ed amministrativi legati alla gestione del progetto.

THE SECOND PROJECT’S EVENT IN DURRES - ALBANIA 21-23 September 2016

In the framework of the IN.TO.EU. project, the beautiful City of Durres

has organized the 2nd International event. From 21st to 23rd September the representatives of public and private stakeholders (public

institutions, NGO’s, representatives from academic bodies, and civil society) met and continued their work on the 1st project topic “The local situation: law, methods, tools and approaches of the first receiving, role of institutions and private subjects”. In this context partners presented different best practices related to

many aspects and levels of the topic analysis. Among all the best practices presented, each partner has selected one of another Country

to be enhanced and hereafter there is a short presentation of them.

Nella bella città di Durazzo, si è tenuto il secondo evento internazionale del progetto IN.TO.EU. dal 21 al 23 settembre. I rappresentanti del mondo pubblico e privato (istituzioni, NGO, referenti del mondo accademico e della società civile) hanno approcciato il primo argomento previsto dal progetto La situazione locale: leggi, metodi, strumenti ed approcci della prima accoglienza, ruolo delle istituzioni e dei soggetti privati. In tale contesto i partner hanno presentato le diverse buone pratiche adottate nei paesi d’origine.

THE MUNICIPALITY OF DURRES CHOOSE THE ITALIAN BEST PRACTICE CALLED “SPRAR”

Albania has chosen Italy case as best practice: SPRAR. The protection system for asylum seekers and refugees (SPRAR) is made

by the network of local authorities that, on the basis of the available

resources, access to the National Fund for asylum policies and services to realize integrated reception projects. Hence, the SPRAR has two main

objectives: • to offer measures to provide assistance and protection to the

individual beneficiary;

• to facilitate the integration process by acquiring a newfound

autonomy. To achieve these objectives the SPRAR projects are all based on the

concept of the “empowerment of the beneficiary”, defined as "an individual and organized process through which individuals can rebuild

their ability to choose and design and regain the perception of their own value, potential and opportunities".

The main features of the protection system are: • The public nature of the resources provided and the reception of the

politically responsible authorities, the Interior Ministry and local

authorities, according to a multilevel governance approach; • The voluntary participation of local authorities in the network of

hospitality projects;

• Decentralization of the "integrated reception" interventions; • Synergies initiated in the area with the so-called "management

bodies", the third sector who make a vital contribution to the implementation of interventions;

• The promotion and development of local networks, with the

involvement of all stakeholders and key partners for the success of reception measures, protection and integration of the applicants.

The SPRAR local projects are characterized by an active participation, shared by large cities and small towns from metropolitan areas and

towns of the province. Unlike the European market, the Italian SPRAR

sees the realization of small to medium sized projects - designed and implemented at local level, with the direct participation of local players –

which helps to build and strengthen a reception culture in the framework of receiving communities and it favors the continuity of the pathways to

beneficiaries’ socio-economic integration. In this sense it is a bit of

"excellence" of the overall institutional system of acceptance of immigrants and asylum seekers, unfortunately intended to accommodate

only a fraction of the people to whom it is addressed theoretically.

Local events in Italy

Il sistema di protezione dei richiedenti asilo e dei rifugiati (SPRAR) è costituito da un network di autorità locali, sulla base delle risorse disponibili, dell’accesso ai Fondi Nazionali per le politiche di asilo e dei servizi, con l’obiettivo di realizzare progetti integrati di ricezione.  In particolare, lo SPRAR ha due obiettivi principali:

offrire misure che forniscano assistenza e protezione ai beneficiari; facilitare il processo di integrazione attraverso un’autonomia di rete.

Per raggiungere questi obiettivi, i progetti SPRAR si basano sul concetto dell’empowerment del beneficiario definito come “un processo individuale ed organizzato attraverso il quale gli individui possono ricostruire le proprie abilità per scegliere e progettare e valorizzare la percezione del proprio valore, del proprio potenziale e le opportunità connesse”. I progetti locali SPRAR si caratterizzano per un’attiva partecipazione che aiuta a costruire e rafforzare una cultura dell’accoglienza in un contesto di comunità ospite che favorisca l’integrazione socio-economica dei beneficiari.

THE MUNICIPALITY OF ANCIENT OLYMPIA CHOOSE THE SPANISH BEST PRACTICE CALLED “CAREI” A best practice presented by the Spanish partners, was the Aragon Centre of Resources for Intercultural Education “CAREI“. This is a center created by the Department of Education, Culture and Sport of the Government of Aragon serving the Aragon education community and deals with matters related to the induction and integration of the immigrant population in an educational context and from an inter-cultural viewpoint. It is a successful action for the community’s future prosperity as it builds a strong base on the search for roads to multi-racial understanding that will guide locals and immigrants to a freer, fairer and more supportive society. The promotion of cooperation between “the local realities” of different European countries in order to investigate the issue of integration was the topic of IN.TO.EU. 2nd International meeting held in Durres. All participants contributed by analyzing the laws, methods and tools used by the institutions involved in the first receiving of immigrants and refugees, but through a different point of view, focusing on the best practices elaborated in each country, which activated a dialogue and constructive and innovative proposals on a common exchange approach. This Centre carries out several projects, one of which is the Intercultural Mediation Service. The Intercultural mediation is a process of rapprochement between people of different cultures through an impartial third person (the mediator). The overall objective is to create a new framework for intercultural coexistence through improved communication and relationship between these people or groups of people. It is an educational service provided by an entity selected through a public contract. It is funded by the Directorate General of Innovation, Equality and Participation Department of Education, Culture and Sports of the Government of Aragon and has as objectives to foster care students who know the educational environment, facilitating their welcome and their social and school integration. This Service consists of six staff members that come from different cultures: Arabic, Chinese, Eastern Europe and Sub-Saharan Africa and provide help to students and families from any cultural background. These Intercultural mediators help new students get accustomed to their new education environment and the everyday life at school, ensuring a smoother social and of course educational integration. The center’s staff is responsible to find ways to promote changes for the improvement of intercultural coexistence within schools. The intercultural mediators help teachers and parents prevent any possible conflicts that may appear due to different cultures and mentalities, by explaining diversity and the great need of respecting it. Moreover, they create communication channels between families and

La buona pratica presentata dai partner Spagnoli prende il nome di Centro Aragonese di Ricerche per l’Educazione Interculturale “CAREI”. Tale centro è stato voluto dal Dipartimento di Educazione, Cultura e Sport del Governo di Aragona a sostegno della comunità di educatori dell’Aragona al fine di alleggerire i problemi di integrazione degli immigrati nel contesto educativo e dal punto di vista dell’interculturalità. Si tratta di un’azione di successo per la prosperità futura della comunità poiché getta solide basi per lo sviluppo di una società multietnica.

Il Centro porta avanti diversi progetti, uno dei quali è il Servizio di Mediazione Interculturale. La mediazione interculturale è un processo di riconciliazione tra persone di differenti culture attraverso una terza persona imparziale (il mediatore). L’obiettivo principale è creare un nuovo quadro di riferimento per la coesistenza interculturale attraverso una migliore comunicazione e relazione tra persone o gruppi di persone di culture differenti.

C’è un grande bisogno di formare ulteriormente ed in modo specializzato sia docenti che mediatori al fine di fornire loro gli strumenti per comprendere in profondità il fenomeno dell’immigrazione e gestirne le dinamiche nel processo di integrazione.

high schools using the school of parents and organizing common events. These specialized mediators are people capable of giving another point of view to those in conflict, and make efforts to approach the opposite positions, if and when they appear. Nevertheless, there is a great need of further educating teachers and training mediators so that everyone engaged understands in depth the worldwide phenomenon of immigration and the necessity of accepting and respecting diversity. There is a necessity to demonstrate more respect to rights and obligations. Of course, more financial resources in education are needed in order to train teachers on intercultural matters but also help school units organize intercultural events with the participation of students, parents, teachers and community. At the same time the regional governments should find ways to allow immigrants have a main role in refugees policy especially in small places, as there is a great need for them to work and at the same time this is the best way to integrate them. E’ emersa inoltre la forte necessità di imparare ad avere maggiore rispetto per diritti ed obblighi.

Naturalmente sarebbe necessario avere maggiori risorse in modo da educare gli stessi educatori sulle questioni interculturali ma anche per aiutare le unità scolastiche ad organizzare eventi interculturali con la partecipazione di studenti, genitori, docenti e comunità tutta. Allo stesso tempo, il governo regionale dovrebbe individuare le modalità che consentano agli immigrati di avere un maggior peso nelle politiche migratorie soprattutto nelle piccole comunità, nelle quali c’è un grande bisogno del loro lavoro, considerando che proprio nelle piccole comunità si creano le condizioni più favorevoli per una migliore integrazione.

THE PROVINCE OF TERUEL CHOOSE THE ALBANIAN BEST PRACTICE

In the framework of the project IN.TO.EU funded by the EU programme

“Europe for Citizens” (2014-2020), Durres Municipality has organized the 2nd International Event, where there were presented and exchanged

best practices among partner countries concerning the first receiving

and integration of immigrants. Indeed, Albania has dealt with the immigration phenomenon, during the

ex-Yugoslavia War and Serbian genocide to Kosovo in 1999. In a three-month period, from March to May 1999, Albania received and accommodated almost 435,000 refugees (in addition to the 20,000

already in the country since 1998) by providing food, water, transport, logistics, shelter and sanitation; facilitate voluntary repatriation of

refugees to their homes in Kosovo. Thus, there have been established

receiving structures in Kukës, Durrës and other cities. Also, many citizens welcomed the co-nationals at their houses in order to

provide social and economic support. Indeed, the Albanian Government financially assisted 29,855 Albanian host families with cash grant. The

cash grant gave the opportunity to the host families’ to cover the

additional living expenses related to their refugee guests (such as food, fuel and utilities). In addition, the Albanian Government Office for

Refugees conducted a monthly registration of refugees living at the local host families (an average of nine refugees per family).

The Government cooperated with many domestic and foreign

governmental and non-governmental organizations through Government Commission, which appointed a Special Coordinator to the Emergency

Management Group in order to coordinate factors and actions in the field. A Health Desk was established by the Emergency Management

Group to provide an overview of the health impact of the crisis upon

refugees and domestic Albanian population. Even though the refugees returned to Kosovo, the Emergency Management Group continued to

coordinate the work on the rehabilitation of the refugee-affected areas.

During this phase, humanitarian emergency activity has established a bridge between emergency activities and normal situation.

After the experience with the refugees from Kosovo, from 2004 the Albanian state has under its administration a receiving center for

refugees in Babrru (Tirana city) and Marqinet (Vlora city).

L’Albania ha avuto a che fare con il fenomeno migratorio durante la guerra dell’ex Yugoslavia e il genocidio in Kosovo, nel 1999. In tre mesi, dal Marzo al Maggio 1999, l’Albania ha accolto quasi 435.000 rifugiati (in aggiunta ai 20.000 già arrivati nel 1998) fornendo cibo, acqua, trasporti, logistica, riparo e servizi sanitari oltre alla facilitazione nel rimpatrio dei rifugiati in Kosovo. In aggiunta, molti cittadini hanno accolto i connazionali nelle proprie case per fornire loro un supporto sociale ed economico. In questo contesto il governo Albanese ha fornito assistenza finanziaria a 29.855 famiglie ospitanti Albanesi con un supporto economico. Tale aiuto consentiva alle famiglie ospitanti di coprire le spese aggiuntive legate alla presenza dei loro ospiti rifugiati. In aggiunta, l’Ufficio per i Rifugiati del Governo Albanese ha condotto una campagna di registrazione mensile dei rifugiati che vivevano quali ospiti nelle famiglie.

Il Gruppo di Gestione delle Emergenze ha istituito, inoltre, un desk per il controllo sanitario al fine di valutare l’impatto della crisi sulla salute dei rifugiati e della popolazione albanese. Quando, poi, i rifugiati rientrarono in Kosovo, il Gruppo di Gestione delle Emergenze continuò a coordinare il lavoro di riabilitazione delle zone colpite dalla crisi.

Local events in Albania THE MUNICIPALITY OF PALAZZO SAN GERVASIO CHOOSE THE GREEK BEST PRACTICE

Greece is one of the countries most interested in the migrants’ phenomenon. Here, in order to provide training to third country

refugees and immigrants, Government has established children structures for the education of refugees, which operate within the schools of those regional departments of the country who provide shelter to immigrants and refugees. These structures are organized in Kinder Garden (for children aged 4-5 years old), Primary School (for

children aged 6-12 years old), and Gymnasium (for children aged 13-15 years old).

The organization, as well as the operation, coordination and training

programme is supervised by a Management, Coordination and Supervising Group for refugee education and there are International

organizations - like Terre des hommes Foundation Child Relief - that make a selection in order to find adequate people who can be Child

protection and Education Project Manager, among European country.

These figures have to be able to assist and work under the supervision of the Field Coordinator, the Emergency Coordinator and the Humanitarian

Child Protection Specialist in HQ. They are in charge of the direct implementation and supervision of the Child Protection (CP) and

Education project. They have to be able to ensure with two assistants

(protection and education) the overall management of a team of social

La Grecia è uno dei paesi più colpiti dal fenomeno dei migranti. Qui, con l’obiettivo di fornire educazione e di scolarizzare i rifugiati provenienti dai paesi terzi e gli immigrati, il Governo ha organizzato strutture educative per i rifugiati che operano in collaborazione con le istituzioni scolastiche dei dipartimenti regionali delle nazioni che forniscono rifugio agli immigrati. Tali strutture sono organizzate in Asili (per i bambini di età compresa tra i 4 e i 5 anni), in Scuola Primaria (per i bambini di età compresa tra i 6 e i 12 anni) e in Ginnasio (per i ragazzi tra i 13 e i 15 anni).

workers, caseworkers, welfare workers and interpreters. They have to be able to work in complete line with the CP project strategy defined for

the intervention, as well as to work in close coordination with the governmental and non-governmental agencies, with the coordination

system, to develop, monitor and orientate the CP project. They have to

be able to work with all relevant authorities at district and community level (civil, religious, police, militaries and all other services) for a better

implementation, acceptance and ownership in improving the conditions

to protect children. They have to be able to conduct their duties in respect of the Tdh Child Protection Policy.

Regarding the children educational structures, some activities and school timetable follow the official Greek educational timetable. The exception

is about kinder gardens, where the education is provided within the host

structures of NGOs and other bodies. During the days, lessons are explained in Greek in order to allow the students to learn the language.

Special reception classes will operate during the afternoon (14.00-18.00) in schools located near the country's hospitality structures. Moreover, in

every refugee accommodation center there is one or more Education

Refugee Coordinator appointed. They are permanent teachers, trained during their term of office and supported by the Management Group,

Coordination and Monitoring of refugee education of the Ministry, as well as by a special scientific committee appointed by decision of the

Minister of Education, Research and Religious Affairs and the Regional

Primary and Secondary Education Managers. They are very important because they inform the migrants about the importance of the education

as a key instrument of social inclusion, as well as the implementation of educational policy in Host Structures for Education of Refugees. They

also provide help through the updating of the registration of students;

they monitor and coordinate the training and the observance of quantitative and qualitative evidence of educational activities. Moreover

they ensure the smooth integration of students attending the Host

Structures for Education and their interaction with other students; they present pedagogical flexibility in teaching, taking into account the

cultural identity of students; they propose and implement educational activities in refugee hosting areas and in nearby schools. In collaboration

with the school counselors they are also responsible for organizing and

attending seminars but also encode the problems that arise in educational practices and prepare relating reports which shall be

submitted to the competent services of the Ministry of Education.

L’organizzazione è supervisionata da un Gruppo di Gestione, Coordinamento e Supervisione per i rifugiati.

In relazione alle strutture educative, alcune attività e alcuni orari scolastici seguono quelli ufficiali greci. Fa eccezione quanto accade negli asili dove l’educazione è impartita da ONG e strutture simili. Durante il giorno, le lezioni sono spiegate in greco in modo da consentire ai ragazzi di apprendere la lingua. Nel pomeriggio (tra le 14.00 e le 18.00), invece, operano speciali classi di recupero. In ogni centro per rifugiati c’è uno specifico Coordinatore Educativo per i rifugiati. Si tratta di docenti di ruolo, sostenuti dal Gruppo di Gestione, Coordinamento e Monitoraggio dell’educazione ai rifugiati del Ministero e da uno specifico comitato scientifico istituito dal Ministero dell’Educazione, la Ricerca e gli Affari Religiosi oltre che dai Manager regionali dell’Educazione Primaria e Secondaria. Questi tecnici sono molto importanti per il ruolo di informazione che svolgono tra i migranti, mostrando loro quanto sia importante l’educazione nel processo di integrazione sociale. Inoltre, tali figure sostengono gli studenti in servizi quali la registrazione scolastica, il monitoraggio e il coordinamento delle attività educative, sia in termini di qualità che di quantità.

The importance of these figures is also in their qualifications: they have educational experience in Intercultural Schools, Reception Classes,

Support Courses, Greek Language Courses abroad and other compensation structures, Specialization (Post-graduate

qualification/PhD) in intercultural education, voluntary participation in

educational activities for refugees in and outside of organized educational framework.
