Administrator Recommendation of Expulsion Matrix Must Recommend Expulsion (Mandatory)
Shall Recommend Expulsion Unless Particular Circumstances Render Inappropriate - Possessing drugs/knife (Expulsion Expected)
May Recommend Expulsion (Discretionary) - Disruption
