EVEN THOUGH THE VOLUME OF SOLID WASTES BURIED IN
Region Two dipped nearly 13 percent from the pre-vious year, landfilling remained big in metropolitan
Chicago in 1996: The region’s 17 landfills received 22.8million gate cubic yards of wastes (about 6.9 million tons)— which amounted to nearly half of all wastes landfilledin Illinois that year.
Significantly, four-fifths of these wastes were deposited injust six landfills in Region Two. But look at what is hap-pening to four of these high-volume facilities: Greene Val-ley Landfill (Naperville) closed in 1996; and Mallard LakeLandfill (Hanover Park), Congress Development Co.Landfill (Hillside), and Woodland RDF (South Elgin) areexpected all to close by the end of the year 2000.
Expansions of existing facilities and development of newlandfills are becoming increasingly difficult if not impossi-ble in Region Two, causing disposal numbers to continueto fall, and capacity numbers to continue to drop as well.

Accurate reflections of available capacity occur only oncea year, when landfills take their Illinois EPA-required“capacity snapshot” each New Year’s Day.
On Jan. 1, 1996, Region Two had 141.8 million gate cubicyards of available landfill space. By Jan. 1, 1997, thatcapacity had plunged 41.2 percent to 83.3 million gatecubic yards.
Such a steep decline is likely to moderate, if for no otherreason than it has less distance to fall.
Half the landfills after 2000
Returning to the subject of near-term landfill closings,seven facilities plan to shut their gates by the end of2000. When they do, their combined capacity — 17.4 mil-lion gate cubic yards as of Jan. 1, 1997 — a volumegreater than the capacity of Region Seven (Southern Illi-nois) will be lost forever.
With the region operating from a much smaller base inthe years ahead, it appears that as few as eight landfills

may remain open for business after 2000 (disregarding,for now, efforts to build a new landfill in Will County).
Zion Landfill to open by late 1998The only landfill currently under development in RegionTwo is Zion Landfill, which plans to open by late 1998.This facility replaces, and even shares some acreage with,Winthrop Harbor/BFI #1, which closed in July 1996.
Transfer stations vital to Region TwoRegion Two is home to 44 of the state’s 66 transfer sta-tions. Of this total, Cook County has 35 (with 15 in thecity of Chicago); Will County has four; DuPage, Kane andLake counties each have one; and Grundy, Kendall andMcHenry counties have none.
Transfer stations consolidate locally collected wastes forefficient shipment to distant landfills. Some transfer sta-tions separate and remove recyclables from the municipalwaste stream.
In 1996, Region Two’s transfer stations handled 6.2 mil-lion tons of wastes, which was only about 700,000 tonsshy of total wastes entering the region’s landfills thatyear. No other region comes close to Region Two’s 90-per-cent ratio of wastes-handled-to-wastes-landfilled. In

Region Five, the next highest region, this ratio was 22percent.
The region’s transfer stations are noted in the maps onpages R2.2, R2.5 and R2.6, and in the table on page R2.7.
Some Region Two transfer stations handled more wastethan the state’s busiest landfills. For example, WasteManagement’s Metro/Chicago Transfer Station, at 1500N. Hooker St., processed 417,600 tons of garbage in 1996.This tonnage exceeded wastes accepted by CountrysideLandfill, in Lake County, which ranked ninth among thestate’s 57 landfills that accepted wastes that year.
When Metro/Chicago’s tonnages are combined with thoseof two other Chicago transfer stations — Groot Indus-tries/Chicago, at 6747 N. Elmhurst Road, and MedillMaterial Recovery & Recycling Facility, at 1633 W.Medill Ave. — the total exceeds one million tons.
Nearly 165,000 tons of landscape wastes compostedTwenty composting facilities handled nearly 165,000 tonsof landscape wastes in 1996. This tonnage is equivalent tosome 2.4 percent of total wastes landfilled in the region.

Six agencies hold delegation agreementsThe Illinois EPA has delegated inspection authority tothe the following agencies in Region Two: w DuPage County Solid Waste Departmentw Kankakee County Health Departmentw Lake County Health Departmentw McHenry County Health Departmentw Will County Land Use Departmentw Chicago Department of Environment.
Delegation agreements authorize these agencies to con-duct many of the duties that would otherwise have to beperformed by the Illinois EPA field office: investigatingsuspected violations of land-pollution laws and reports ofopen dumping, and inspecting landfills, transfer stationsand compost facilities permitted through the Agency’sBureau of Land. (Inspections also include industrial land-fills, or monofills, and landfills that closed prior to 1994;these facilities are not included in this report.)
DuPage County contains two landfills (one closed and oneexpected to close in 1998) and one transfer station.

Municipal Waste Management Plans
The Solid Waste Planning andRecycling Act requires all Illinoiscounties and the city of Chicago todevelop, adopt and implement 20-year municipal waste managementplans.
Plans include programs and recom-mendations to achieve solid wastemanagement goals, which typicallyinclude waste reduction, recycling,incineration and landfilling as pro-gram options.
The law requires each plan toinclude a program to recycle 15 per-cent of municipal wastes by the endof the third year of the program and25 percent of municipal wastes bythe end of the fifth year.
Every five years each plan mustidentify changes in planning areas,evaluate progress in plan implemen-tation and, if necessary, revise planrecommendations and goals. Thecounty also has the option of updat-ing its solid-waste generation rate.The plan is then submitted to the Illi-nois EPA for review and comment.
