LANDFILLS IN REGION THREE ACCOUNTED FOR 12percent of the more than 46 million gate cubic yardsof wastes buried statewide during 1996. The region’s

facilities accepted 5.6 million gate cubic yards, or 13.4percent more than 1995’s total of 4.9 million gate cubicyards. Landfilling statewide declined 2.1 percent from1995 to 1996.

Nearly 40 percent of the wastes landfilled in the regionwere trucked to Tazewell Recycling and Disposal Facility,in East Peoria. This landfill ranked sixth among 57 Illinoislandfills that accepted wastes during 1996. In contrast,Henry County Landfill #2, at Atkinson, ranked 55th.

Pollution Control Board revokes Watts Landfill permitOn Feb. 5, 1998, the Illinois Pollution Control Board, cit-ing numerous violations of regulations, revoked the oper-ating permit of Watts Landfill, in Taylor Ridge; the facili-ty continued taking waste until March 20, 1998, whileappealing the Board’s decision. That appeal was deniedand the facility has since appealed to the Third District

Voluntary and involuntary landfill closuresPeoria City/County Landfill #1 reached capacity limitsand closed its gates on April 10, 1998; the facility isexpected to complete construction of the landfill’s cap andseek closure certification. Pekin Landfill is expected tofollow suit later in the year.

Henry County Landfill #2 ceased taking wastes in August1997 and is attempting to resolve a number of complianceissues. The facility had indicated that it planned to closein 1998, and it is unclear if it will accept any more wastesprior to permanent closure. Premature closures of HenryCounty and Watts Landfills would reduce regional capaci-ty by about 2.1 million gate cubic yards.

New landfill opened near PeoriaPeoria City/County Landfill #2 began taking wastes onMarch 9, 1998. The new facility has a design capacity of7.5 million airspace cubic yards. Airspace includes allwastes and all intermediate cover (soil or alternativematerials spread atop the wastes at the end of each work-ing day) and the landfill’s final clay and topsoil cap.

The new landfill will be operated by Waste Managementof Illinois Inc., whereas Peoria City/County Landfill #1had been managed by a subsidiary of Peoria Disposal Co.

(PDC). Subsidiaries of PDC operate Clinton Landfill #2and Pike County Landfill, and also maintain the now-closed Washington Landfill.

PDC’s 74-acre facility in Peoria is unique: It is the state’sonly active, commercial hazardous-waste landfill. (CIDRecycling and Disposal Facility #4, in Chicago, also holdsa permit to accept hazardous waste but it has been inac-tive since 1994.)

Spoon Ridge Landfill plans a hiatusIn December 1997, the Agency granted Spoon RidgeLandfill, near Fairview, a permit that would allow thefacility’s owner and operator, BFI of Illinois Inc., a sub-sidiary of Browning-Ferris Industries Inc., of Houston, toexpand the disposal area from 80 to 372 acres, total land-fill area from 995 to 1,038 acres, and raise peak elevationfrom 813.5 to 915 feet. With a design capacity of 84.6 mil-lion airspace cubic yards, the facility has the potential tobecome the state’s largest landfill.

Six months later, BFI made an abrupt U-turn when itannounced plans to temporarily close Spoon Ridge onJune 30, 1998, for one to three years as part of a nation-wide effort to cut costs. BFI officials said, in publishedreports, it will use the time to continue developing trans-fer stations and securing waste contracts that will even-tually allow wastes from greater Chicago and southeast-ern Wisconsin to be transported to Spoon Ridge.

Delegated inspections performed in Tazewell CountyThe Illinois EPA has delegated inspection authority toTazewell County Health Department for duties usuallyperformed by the Agency’s field office, such as investigat-ing all reports of open dumping and other land pollutionincidents, and for inspecting the county’s three landfillsand one composting facility.

Transfer station activity was low. . . Two municipally owned and operated transfer stationshandled more than 11,000 tons of waste, an amountequalling less than 1 percent of municipal solid wasteslandfilled in the region during 1996.

Recycling rates range from 2 to 39 percentWhile the Agency does not regulate recycling, it does sur-vey recycling coordinators statewide. Those in RegionThree reported recycling rates ranging from 2 to 39 per-cent. However, recycling data from Fulton, Hancock andWoodford counties are four to eight years out of date.Thus, the regional average recycling rate of 24 percentcannot correctly be viewed at the average rate for 1996. u

. . . and so was compostingSix of the region’s seven compost facilities processed morethan 19,000 tons of landscape wastes during 1996.

Municipal Waste Management Plans

The Solid Waste Planning andRecycling Act requires all Illinoiscounties and the city of Chicago todevelop, adopt and implement 20-year municipal waste managementplans.

Plans include programs and recom-mendations to achieve solid wastemanagement goals, which typicallyinclude waste reduction, recycling,incineration and landfilling as pro-gram options.

The law requires each plan toinclude a program to recycle 15 per-cent of municipal wastes by the endof the third year of the program and25 percent of municipal wastes bythe end of the fifth year.

Every five years each plan mustidentify changes in planning areas,evaluate progress in plan implemen-tation and, if necessary, revise planrecommendations and goals. Thecounty also has the option of updat-ing its solid-waste generation rate.The plan is then submitted to the Illi-nois EPA for review and comment.
