    The purpose of this letter is to request the use of Hom e Land S ecurity grant monies available inaccount # 273-343580-741000-17071 for the sole source purchase of the Direct Link CrisisComm unications System, manufactured by Enforcem ent Technology Group Inc. (ETGI). Thissystem is widely recognized and used by Law Enforcem ent and Military agencies. We havebeen trying to acquire this unit since 2001 but have fallen short due to funding. W e acquired ourcurrent negotiator phone in 2002 from Television Equipment Associates, Inc. (TEA) w hich wasthe least expensive option available to us at the time. Please consider the following argum entsfor the sole source purchase of the Direct Link System: TEA advised me, in the Fall of 2008, that our negotiator phone system is no longer beingmanufactured. There is no upgrade or alternative model available through them. TEA hasadvised they, "...will continue to service this system but no new parts will be made f or it." Ilearned this after having our system sent out for m aintenance.o The TEA system forces us to utilize components from other manufacturers in order torecord negotiations or allow others (Department heads in the Comm and Post) to hear.o This system is already outdated and I fear that future service needs will not behonored in the long term. There is no available Lansing or Michigan based manufacturer comparable to Direct Link,which is located in Milwaukee, WI. Rescue Phone, Inc. is the only true comp etitor to ETGI's Direct Link System.o Rescue Phone is comparably priced but does not have the same number of features oroptions for integrating other components like the Direct Link.o Rescue Phone is a C risis Negotiation tool only, where the D irect Link is moreversatile for a number of major events requiring Incident Command System.o We have spoken w ith several of the agencies that own the Direct Link and all reportthey are satisfied. The Direct Link system can save lives and make incident management more efficient andresourceful by:o Fast deployment to the crisis location and simple to make operationalo Being able to see and hear inside the crisis location (Risk Assessment) via the "bug"and secret camera features

    o Stealthy surveillance features will help us plan our resolution strategies in an effort toavoid unnecessary tactical measures that could endanger civilian, police andperpetrator liveso We have other ETG I components (e.g. cellular recorder) that interface with the DirectLink naturally and will enhance the overall system and it's performance. Surrounding agencies, including, East Lansing, Eaton County, Clinton County and MichiganState Police own the D irect Link System. Our p ractice of training with some of these

    agencies and the propensity of mutual aid for m ajor incidents makes continuity of equipmenta significant issue seamless interagency cooperation. ETGI has been responsive to all of our inquiries and prompt in delivery of previous orders.Our negotiator team h as had plenty of opportunity to see and hand le other available options. TheDirect Link has been our goal for many years and we have found nothing comparable to changeour minds. The LPD Negotiators have demonstrated great success in resolving complicatedcrises without the need for tactical intervention. This Team, this Departm ent and the Citizens ofLansing would all benefit from this state of the art technology that will maximize our incidentmanagement and life saving capabilities.Thank you in advance for any consideration you give this important sole source procurement.

    TRAFFIC CONTROL REQUEST: BEECHFIELD DRIVE AND WAYCROSS DRIVEThe Transportation and Parking Office conducted an investigation to determine sightdistance and traffic control requirements at the intersection of Beechfield Drive andWaycross Drive. This investigation was conducted to evaluate the existing yieldcontrolled intersections within the Marscot subdivision and the possibility ofimplementing an alternating yield/stop pattern within the subdivision.The intersection of Beechfield Drive and Waycross Drive is a residential four-legintersection, currently controlled with yield signs on Waycross Drive at Beechfield Drive.Beechfield Drive is two blocks long beginning at Miller Road and ending at a dead endsouth of Waycross Drive. Beechfield Drive is 36 feet wide in this area with unrestrictedparking on both sides of the street. Waycross Drive is five blocks long beginning at adead end west of Beechfield Drive and ending at a dead end east of Lerner Way.Waycross Drive is 36 feet wide in this area with unrestricted parking on both sides of thestreet.A safe approach speed study was performed and revealed a safe approach speed ofsixteen (16) miles per hour (MPH) due to the trees and shrubs in the southwest cornerof the intersection. This critical safe approach speed applies to vehicles travelingeastbound and northbound into the intersection.A review of the accident records for this intersection indicates there have been noreported accidents from January 1, 2004 to December 31, 2008The Transportation and Parking Office recommends upgrading the existing yield signson Waycross Drive at Beechfield Drive to stop signs due to the safe approach speed.

This study was conducted in response to a request made by an arearesident.The intersection of Christiansen Road and Ferrol Street is an uncontrolled residentialthree-leg intersection. Christiansen Road is approximately seven blocks long beginningat Jolly Road and terminating at the Ferrol Street intersection. Christiansen Road is 35feet wide with unrestricted parking in this area. Ferrol Street is approximately twoblocks long beginning at Richmond Street and terminating just east of the Christiansenintersection. Ferrol Street is 30 feet wide with unrestricted parking in this area.A safe approach speed study was performed and revealed a safe approach speed offive (5) miles per hour (MPH) due to the house in the southeast quadrant of theintersection. This critical safe approach speed applies to vehicles traveling westboundand northbound into the intersection.A review of the accident records for this intersection indicates there have been noreported accidents from January 1, 2004 to December 31, 2008.The Transportation and Parking Office recommends the installation of a stop sign onChristiansen Road at Ferrol Street because of the safe approach speed and to eliminateright-of-way confusion.

This study was conducted in response to a request made by an area resident.The intersection of Dadson Drive and Meese Drive is an uncontrolled residential three-leg intersection. Dadson Drive is approximately five blocks long beginning at MeeseDrive and terminating just east of the Richard Road intersection. Dadson Drive is 30feet wide with unrestricted parking in this area. Meese Drive is approximately twoblocks long beginning north of Dadson Drive and terminating at Donson Drive.     TRAFFIC CONTROL REQUEST: DONORA STREET AND KENWOOD AVENUEThe Transportation and Parking Office conducted an investigation to determine sightdistance and traffic control requirements at the intersection of Donora Street andKenwood Avenue. This study was conducted as part of the program to investigate alluncontrolled intersections in the city.The intersection of Donora Street and Kenwood Avenue is an uncontrolled residentialfour-leg intersection. Donora Street is eight blocks long beginning at Baker Street andterminating at Pacific Avenue. Donora Street is 25 feet wide with prohibited parkingalong the east side and unrestricted parking along the west side of the street in thisarea. Kenwood Avenue is four blocks long beginning east of Alpha Street and endingjust west of Lyons Avenue. Kenwood Avenue is 22 to 25 feet wide with unrestrictedparking in this area.A safe approach speed study was performed and revealed a safe approach speed ofnine (9) miles per hour (MPH) due to the hill and house located at the southeast cornerof the intersection. This critical safe approach speed applies to vehicles travelingwestbound and northbound into the intersection.A review of the accident records for this intersection indicates there have been noreported accidents from January 1, 2004 to December 31, 2008.The Transportation and Parking Office recommends the installation of stop signs onDonora Street at Kenwood Avenue because of the safe approach speed and toeliminate right-of-way confusion.

This accident was asingle vehicle crash that occurred on October 2, 2007.

    TRAFFIC CONTROL REQUEST: FULTON PLACE AND OSBORN ROADThe Transportation and Parking Office conducted an investigation to determine sightdistance and traffic control requirements at the intersection of Fulton Place and OsbornRoad. This study was conducted in response to a request made by an area resident.The intersection of Fulton Place and Osborn Road is an uncontrolled residential three-leg intersection. Fulton Place is one block long beginning at Drexel Road andterminating at Osborn Road. Fulton Place is 26 feet wide in this area with parkingprohibited along the east side. Osborn Road is approximately five blocks longbeginning at Stanley Street and terminating at Shiawassee Street. Osborn Road is 26feet wide in this area with parking prohibited along the south / west side. One hourparking is allowed on the north side of Osborn Road in this area, between 8 am and 6p.m., Monday through Friday.A safe approach speed study was performed and revealed a safe approach speed offourteen (14) miles per hour (MPH) due to the large spruce tree in the northwestquadrant of the intersection. This critical safe approach speed applies to vehiclestraveling eastbound and southbound into the intersection.A review of the accident records for this intersection indicates there have been noaccidents from January 1, 2004 to December 31, 2008.The Transportation and Parking Office recommends the installation of a stop sign onFulton Place at Osborn Road because of the safe approach speed and to eliminateright-of-way confusion.

This critical safe approach speed applies to vehicles traveling westboundand southbound into the intersection.A review of the accident records for this intersection indicates there has been onereported accident from January 1, 2004 to December 31, 2008.
