    Honorable Mayor and C ity Council President,

    WHEREAS, safety and the adequate maintenance of and improvements to theCity's infrastructure is of critical importance to its citizens, and

    WHEREAS, the .Board of Public Service is generally aware of the limitedavailable funds. due.to decreasing revenues,

    BE IT THEREFORE R ESOLVED, that the Board of Public Service supports andrecommen ds the following budget priorities to the C ity Council for consideration w ith theCouncil's Budget P olicies and Priorities for the Fiscal Year 2011-2012.

    1. The Board supports the use of an asset management plan which helpsidentify maintenance and repair priorities for the City's Street System. Funding levelsshould be increased to improve the implementation of local street maintenance, repairand reconstruction, including consideration of additional funding mechanisms such as amillage specifically devoted to local street maintenance and repair.

    2. The Board supports the adequate funding for maintenance of the entirepublic rights-of-way, including removal of snow and debris from non-motorized trafficlanes; and adequate funding of the sidewalk gap closure program and sidewalk repairsconsistent with keeping safety a first priority.

    The., Board supports. the continuation and increased use of the SingleStream R ecycling Program by. funding additional community-wide education awarenessefforts.

    4. As the Public Service Department generates savings through improvedefficiencies in service delivery, and. other areas, the savings would' be maintained withinthe Department of Public Service. These savings should then be allocated among thehighest priority projects of the Department. In addition, the Public Service Boardrecommends that additional savings, or portions thereof, within the City be considered

    .for the highest priority projects identified by the Public Service Department.

    Annual Summer Tax ResolutionOkemos Public Schools

    A regular meeting of the Board of Education of the Okemos Public Schools, Okemos,Michigan, was held in the Community Conference Room of the administration building on 13thday of De cember 2010 at seven (7:00) o'clock in the evening (P.M.).

    The meeting was called to order at 7:14 in the evening (P.M.) by President Ronald Styka.Present: Deborah Baughman Amy Crites, Melanie Lynn, Andrew Saultz, Ronald Styka, JeffreyTheuer and Peter TreziseAbsent:

    The following preamble and resolution were offered by member Peter Trezise andsupported by mem ber Deborah Baughman.

    WHEREAS, this board of education by resolution of December 13, 2010 determined tonposea summer property tax levy to collect one-half of school property taxes, including 'debt servidesand sinking funds, upon property located within the school district, beginning with 1983 aiidlcontinuing from year to year until specifically revoked by the Okemos Board of Edu aion _

    NOW THEREFORE BE IT RESOLVED THAT:1. This Board of Education, pursuant to 1976 PA 452, as amended, hereby invokes for 2011

    its previously adopted ongoing resolution imposing a summer tax levy of one-half ofschool property taxes, including debt service and sinking funds, beginning with 1983 andcontinue from year to year until specifically revoked by this board of education, andrequests each city and/or township in which this district is located (and in which a localschool district or city is concurrently imposing a summ er tax levy) to collect those summ ertaxes.

    2. The Superintendent, Deputy Superintendent, or designee is authorized and directed to for-ward to the governing body of each city and township in which this district is located (andin which a local school district or city is concurrently imposing a summer tax levy) a copyof this board's resolution imposing a summer property tax levy on an ongoing basis and acopy of this resolution requesting that each such city and/or township agree to collect thesummer tax levy for 2011 in the amounts specified in this resolution. Said resolution andthe request to collect the summer tax levy shall be forwarded so that they are received bythe appropriate governing bodies before January 1, 2.012.

    3. The Superintendent, Deputy Superintendent, or designee is authorized and directed tonegotiate on behalf of this district with the governing body of each city and/or township inwhich the district is located for the reasonable expenses for collection of this district'ssummer tax levy that the city and/or township may bill under IVI .CL 380.1611 or MCL380.1612. Any such proposed agreement shall be brought before this board of its approvalor disapproval.

    4. All resolutions and parts of resolutions insofar as they conflict with the provisions of thisresolution are hereby rescinded.
