    Foreword

    European companies of all types have made considerableimprovements in occupational safety and health (OSH) overthe past decades. Such improvements are due, in part, to theacknowledgement by managers that taking an active leadershiprole in safety and health is not only important for legal or ethicalreasons, but also for sound business ones. This leadership guide ispart of EU-OSHAs Healthy Workplaces Campaign 201213.

    The overall campaign focuses on how companies, workers, theirrepresentatives and other stakeholders can work together to improvesafety and health. This practical guide Management leadership in

    occupational safety and health is aimed at managers who wish toshow leadership in safety and health. It highlights the ongoing needto improve safety and health and the role managers should play ifthey wish to be in the vanguard.

    A thriving business community creates jobs and wealth and goodmanagement of health and safety in the workplace is key to this.Safe working conditions are an essential element for the qualityproduction of goods and provision of services.

    The success of a company depends on taking calculated risks.Prevention is the most effective approach to mitigate against theserisks. It allows a company to limit uncertainties. In evaluating the risksand taking appropriate prevention measures, companies can improvetheir productivity and therefore also their profit margins.

    Prevention is better than cure.

    Occupational safety and health (OSH) systems aredesigned to identify and minimise risks at the workplace.The effectiveness of such systems also affects businessperformance, either in a negative way if these systemsare cumbersome or bureaucratic, or positively if theyare well designed and function effectively. To have apositive impact, OSH systems need to function smoothly,in tune with rather than in contradiction to the overallmanagement of the company and the delivery ofproduction targets and deadlines.

    In the light of this, it pays to remember that it is the legal(and moral) duty of employers to ensure the protectionof workers health and safety, as well as consultingworkers and/or their representatives and allowing themto take part in discussions relating to safety andhealth at work. Management leadership on safetyand health can support this.

    Introduction: Why is occupational safetyand health important?Every year more than 5 500 people lose their livesin the European Union as a result of accidents in theworkplace. It is very difficult to quantify the healthimpact of occupational diseases in the EU and thereis no consensus on the data. However, InternationalLabour Organization (ILO) estimates suggest that159 000 people in the EU die each year as a result ofoccupational diseases. European Union companieslose around 143 million working days every yearto workplace accidents ( 1). Estimates vary, but suchaccidents and ill-health cost the EU economy at

    least EUR 490 billion per year. Anticipating risks,implementing effective safety measures and rigorousfollow-up are essential for reducing these figures.

    Addressing health and safety provides opportunitiesto improve business efficiency as well as safeguardingworkers. These have been analysed in the recentEuropean Survey of Enterprises on New and EmergingRisks (ESENER) (2).

    Benefits can include: reduced costs and reduced risks lower employee

    absence and turnover rates, fewer accidents anda lower threat of legal action;

    ensuring better business continuity, thereby increasing

    productivity by avoiding incidents, accidents,breakdowns and process failure;

    improved standing and a better reputation amongsuppliers, clients and other partners.

    Management can show leadership on preventing safetyand health risks at the workplace. Three underlyingmanagement principles are key for enhancing safety andhealth. These are: effective and strong leadership; involving workers and their constructive engagement; ongoing assessment and review.

    These three points are explored in more detail below.

    A management approach to OSH

    A preventive approach is only fruitfulif supported by management. Strongand visible leadership and engagedmanagers can provide direction andinput to this preventive approach.

    Point 1: Effective and strong leadershiLeadership is a condition for success. A preventiveapproach is only likely to be fruitful if it is supported bythe management. A strong and visible leadership andengaged managers at all levels can provide direction andinput to this preventive approach. This makes it clear toeveryone that safety and health are strategic questionswithin the company.

    In practice this means that: management commits itself to occupational safety

    and health as a core value of the organisation andcommunicates this to the employees;

    managers have an accurate picture of the risk profile ofthe organisation;

    management leads by example and demonstratesleadership integrity, for example, by following alloccupational safety and health rules at all times;

    the roles and responsibilities of different actors inpreventing and managing health and safety risks at

    the workplace are clearly defined and planned andmonitored proactively;

    OSH can feature in the companys sustainabilityand/or corporate social responsibility strategy and maybe encouraged throughout the supply chain.

    Practical examples of OSH leadership include: visiting work stations to engage with staff about health and safety concerns

    (workers may not only identify problems but may provide solutions too); taking personal responsibility and showing that you care; leading by example; making available, as far as possible, money and time.

    The Total oil refinery in Antwerp brought incontractors SPIE Belgium to help maintain pipeworkand machinery. It soon became obvious that therewas a clash of business and safety cultures that hadto be realigned if accident and sickness rates wereto be significantly reduced.

    After intensive efforts, the companies resolved keyorganisational differences and then focused onemployee behaviour on the shop floor. Employees wereencouraged to work responsibly and autonomouslyby training them to, for example, carry out a riskassessment before beginning a new task. The alignmentof corporate cultures was achieved by means of intense,though largely informal, consultation.

    These improvements resulted in zero accidents oncethe two companies had agreed on best practices.

    Success factorsAligning the safety cultures of the two companies wasonly possible because of open communication, goodleadership, the active involvement of the employees

    and the innovative approaches of the preventionservices. The participation of senior managementdemonstrated to employees the importance accordedto all health and safety issues within the company.

    Key actions within this process were: newsletters and information management; safety walks; toolbox meetings (short presentations to the

    workforce on a particular aspect of health

    and safety); extensive training courses.

    Point 2: Involving workersand their constructive engagementThe two-way process of involving workers and theirconstructive engagement is important in the successof management initiatives.

    Employers, according to EU law, must consult theiremployees about health and safety. This includes:provision of information; instruction and training;

    and engaging in consultation with workers and theirrepresentatives. Depending on national requirements,employers may be required to establish safetycommittees and the post of workers representative.

    Worker participation helps to establish a cultureof dialogue. Workers and their representatives areencouraged to take part in health and safety decision-making. Some employers have found benefits in goingbeyond these legal obligations. They encourage active

    health and safety involvement on a daily basis and alsoinclude workers in additional forums such as workinggroups on specific topics.

    Effective upward communication is key workers arelistened to and what they say is acted upon. Equallyimportantly, workers accept their responsibility to followthe health and safety rules at the workplace, and areengaged with management in a constructive and helpfulway. This two-way process creates a culture whererelationships between employers and workers are basedon collaboration, trust and joint problem-solving. Andonce established this culture has the potential for healthand safety improvements.

    Worker participation helps to establisha culture of dialogue. Workers andtheir representatives are encouragedto take part in health and safetydecision-making.

    Direct worker participation should not be seen asan alternative to a system of workers representatives.They are two different avenues which can be usedeffectively, in line with national frameworks and thespecific characteristics of the workplace.

    Benefits of this collaborative culture may include loweraccident rates, cost-effective solutions and a moreproductive workforce. These may in turn lead to lowerabsentee rates and better control of workplace risks.

    Employee input is especially valuable during: risk assessment; development of policies and interventions; provision of pertinent observations during training

    and implementation.

    GOOD PRACTICE EXAMPLE

    Strategy for preventing needle-in-finger injuries in a clothing and textilecompany

    The managers and trade unions at a British clothingcompany discussed how to reduce the high rate ofneedle-in-finger injuries in sewing machinists, sincethe standard machine guards did not fully protect themachinists. A small team, including two machinists,was established at a specific site and was asked todesign a guard that everybody could work with.Local machinists were then involved in testing thenew prototypes. Where the guard was fitted, needle-in-finger injuries were eliminated. As well as havinga positive impact on workers, this joint work alsobrought business benefits, by reducing the costs forthe employer in terms of compensation claims andinsurance premiums.

    Point 3: Ongoing assessment and revieMonitoring and reporting are vital tools for enhancingworkplace safety and health. Management systemswhich provide, for example, the company boardmembers with specific (e.g. incident-led) and routinereports on the performance of health and safety policiescan be useful in raising issues, highlighting problems andultimately enhancing workplace safety and health.

    Elements of a good assessment and review systeminclude: procedures for reporting major health and safety

    failures to the company board members and owners assoon as is practical;

    systems for capturing and reporting accurateand timely incident data such as accident and sicknessrates;

    arrangements for eliciting and incorporating workerviews and experiences;

    periodic reports of the impact that preventive schemes

    such as training and maintenance programmes haveon OSH;

    regular audits of the effectiveness of risk controlsand management;

    assessments of the impact that changes such as theintroduction of new work processes, procedures orproducts have on safety and health;

    effective procedures for implementing new andaltered legal requirements.

    Monitoring and reporting are vitaltools for enhancing workplace safetyand health.

    GOOD PRACTICE EXAMPLE

    Fine-tuning of assessment and reviewprocedures following an accident in theflour milling industry in Italy

    Three employees were injured in an accident whichoccurred during the routine maintenance of a flour-milling machine. The initial inspection found thatsafety procedures had been followed and that theequipment was not faulty. At issue was a machinerydesign problem. The plant was owned by a Frenchmilling group employing 160 workers in the Sienaprovince of Italy.

    The employer decided to take the investigationsforward through the combined efforts of differentstakeholders such as company executives, specialisedemployee health and safety representatives, thehealth and safety inspectorate and regional healthinsurance fund officials. The employee representatives

    on the health and safety committee, workers andsupervisory staff helped to uncover the underlyingcauses of the accident.

    The participatory approach was based oninterviews with the operators and their proposalsfor improvements to the machinery design. Thecollective investigation showed that the design of thetemperature monitor needed improving. The analysisalso revealed that the accident happened partly as aresult of understaffing and highlighted training issues.The investigation also led the Ministry of Labour toset up a process aimed at detecting and identifyingfailings in safety standards.

    OSH leadership self-assessment

    Just as you do not build a company in one day,it also takes long-term efforts to develop a soundprevention policy.

    A good start is to verify what the state of play is onprevention in the company. This self-assessment toolallows you to gather the necessary information and thepossibilities to improve the situation.

    How does it work?During the evaluation a certain number of aspects of thecompanys safety and health approach are highlighted. Prevention policy Leadership Prevention tools Information, training and consultation.

    For each of these aspects, three elements are reviewedin the tool. For each element, you should estimate

    the attainment level in your company from the fourdescriptions. Indicate, for each of the elements, whichdescription (A, B, C or D) corresponds best with thesituation in your company. The final score is calculatedwith the help of the matrix.

    The successful companies of tomorrow are those which today havebeen able to combine the vision and theforesight to invest in innovation and inthe health and safety of their workers.

    Who should do it?It is recommended that the evaluation is done by theCEO him- or herself. The evaluation can also be carriedout by more persons, the final score being obtained bycalculating the average or after a discussion leading tothe identification of the most appropriate description forthe company.

    How to improve?The score gives an idea of the level of prevention.The tool also provides you with inspiration andconcrete possibilities for improvement by lookingat the descriptions leading to a higher score.
