• Meeting held March 31, 2010 to update the 2008 Coordinated Plan.

• Stakeholders invited to provide input to improve the Coordinated Plan related to people with disabilities and low income, seniors and veterans.

• Consensus:

– STS and most of the human services transportation have strict eligibility requirements.

– General purpose demand responsive service is needed to better serve all target groups.

– Expanded transportation options needed for daily living activities for seniors, veterans and people with disabilities.

• Example of identified need: Expansion of STS II (people who are STS-eligible but live or need transportation outside the service STS area)

MEDICAID TRANSPORTATION

Adults and children authorized to receive Medicaid. Functional assessment needed to approve special transp. needs or if destination/origin more than ¾ mile away from fixed route public transit. In some cases, we will accept a form DMA 5048, completed by the recipient’s physician, which determines the mode of transportation most appropriate to meet the recipient’s needs.

Only to and from Medicaid-billable service provider.

Medicaid funding from federal and state dollars.

Medicaid eligibility determined by Economic Services Division. Any staff with access to ISSI can complete Transportation Assessment Form (TAF)

Mandatory public transit unless unable to use public transit as determined by functional assessment, physician’s statement or destination/origin outside of ¾ mile proximity to fixed route transit. If eligible for door-to door transit, use cab or MTS.

ELDERLY DISABLED TRANSPORTATION ASSISTANCE (EDTAP)

Adults receiving chemotherapy or dialysis.

Transportation to and from dialysis or chemotherapy.

NCDOT Rural Operating Assistance Program (ROAP)

SFA/MTS Any staff with access to ISSI can complete TAF

MTS or cab; $1.50 passenger fare per one-way trip

RURAL GENERAL PUBLIC TRANSPORTATION (RGP)

Persons living outside the corporate city limits

Unincorporated regions and not having a human services agency that will pay for transportation service.

NCDOT Rural Operating Assistance Program (ROAP), grant requires 10% local match

SFA/MTS Any staff with access to ISSI can complete TAF

Door to door service via cab to bus stop or to another rural area, or door to door via cab if public transit not viable option. $1.50 passenger fare per one-way trip

ELDERLY GENERAL PURPOSE TRANSPORTATION (EGP)

Medical appts, grocery, recreation, Senior Centers, paid employment, post secondary education and SCNP

Used to be funded through ½ cent sales/transit tax allocated through MTC; now total county dollars

CATS bus service with a monthly bus pass or fare of $1.50 each way. MTS transport or cab if functional assessment determines passenger unable to use public transit or destination/origin is outside 3/4 mile proximity to fixed route public transit

Description • The Rural General Public Program assistance funds are intended to provide transportation services for individuals

from the county who do NOT have a human service agency or organization that will pay for the transportation service.

Eligibility Criteria • To use RGP funds, the passenger MUST live in or be visiting someone living in the non-urbanized area of a

county. Either the origin or destination of the trip must be in the non-urbanized area. The RGP funds cannot be used to provide service from an origin within the urban area or MPO boundaries to a destination within the urban area or MPO boundaries. Certification of eligibility will be the responsibility of the county or eligible authority. The county or eligible authority must be able to provide documentation that the RGP funded service was provided to an eligible person. See Appendix C for the urban-rural population data from the 2010 Census.

Eligible Expenses • ROAP funds are to be used for operational activities; not for capital or administrative expenses. Refer to the

Eligible Transportation Expenses Matrix in Appendix A for the allowable expenses under this program. A fare may be charged for eligible RGP services. Any fares collected must be used to match the RGP funds and/or provide more RGP transportation service.

Restrictions • The RGP funds must be sub-allocated by the county to the Community Transportation System. RGP funds must be

used to provide transportation services to individuals who are not eligible for the same transportation services funded by any other means. Human service agencies cannot purchase RGP funded services (i.e., passes, tickets, tokens) for the agency’s program needs or their clients needs. RGP funds may be used as matching funds for operating assistance under 5310, 5311, 5316 and 5317 federally funded transportation programs as appropriate. RGP funds cannot be transferred to any other ROAP program.

Eligible Transportation Expenses Matrix Services must be provided to a person that meets the eligibility criteria.

Trip Based Services - Trips may be provided by car/vanpool, taxi, public transit vehicle, private transit vehicle,

agency vehicle or mileage reimbursement to a volunteer. The most cost-effective option should be chosen. Public

/Private transportation providers shall be reimbursed based on the fully allocated cost per mile, per hour, or per

passenger trip or for the cost of a token or ticket. Volunteers can be reimbursed for mileage only. If a human

service agency uses an agency vehicle to provide the trip, the agency must include the fully allocated cost of a trip

in their reimbursement request including fuel, staff time and benefits, depreciation, vehicle insurance and licensing.

Human service agencies cannot purchase passes, tickets or tokens from the community transit

systems for the agency’s program needs or their clients’ needs. Human service agencies must pay

the fully allocated cost for the transportation services they need. Clients must purchase their own

passes, tickets and tokens from the community transit system.

IMPORTANT! Counties and eligible authorities will no longer be allowed to use ROAP

funds for other services including fuel assistance (gas vouchers, gas cards, reimbursement to fuel
