INTRODUCTION On 3 August 2016, U.S. Environmental Protection Agency (EPA) Region I On-Scene Coordinators (OSC) Elsbeth Hearn and Natalie McClaine, and Weston Solutions, Inc. (WESTON®), Superfund Technical Assessment and Response Team IV (START) personnel Chris Dupree, John Burton, Sara Evarts, and Bonnie Mace mobilized to the NH Marble and Fiberglass Site (the site) located in Derry, Rockingham County, New Hampshire. The purpose of the trip was to conduct surface and subsurface soil sampling activities in the northeast portion of the site to determine the depth and extent of contaminated soil at the site. SITE DESCRIPTION The NH Marble and Fiberglass Site (the site) is located at 19 Elm Street, Derry, Rockingham County, New Hampshire (NH) (see Attachment A, Figure 1). The geographic coordinates at the approximate center of the site are 42° 52' 53.5" north latitude and 71° 19' 51.2" west longitude. The site is an approximately 1.7-acre parcel, located in a mixed commercial/residential area of Derry, NH. The site is bordered to the north by Maple Street and commercial properties; to the east by wooded areas, Beaver Brook, and residential properties; to the south by residential properties (a condominium complex); and to the west by Elm Street and commercial and residential properties (see Attachment A, Figure 2).

The former site building footprint occupies the northwest portion of the property. The majority of the southern portion of the property is a paved parking area. The site building was demolished by the Town of Derry in July 2016. Prior to the demolition of the on-site building, a removal action was conducted by U.S. EPA to remove hazardous materials and containers from the building. Drums, containers, and materials were removed and staged in storage trailers until transportation and disposal could be arranged. SITE ACTIVITIES On 3 August 2016, START members Dupree, Burton, Evarts, and Mace mobilized to the site to conduct surface and subsurface soil sampling in the area east of the former building footprint, and north of the paved parking area. Site Health and Safety Coordinator (SHSC) Dupree conducted a tailgate health and safety meeting, and all personnel signed the site-specific health and safety plan (HASP), which was prepared as a separate document entitled, Weston Solutions, Inc. Region I START Site Health and Safety Plan (HASP) for the NH Marble and Fiberglass Site Preliminary Assessment/Site Investigation, Derry, New Hampshire. START personnel established a 25-foot by 25-foot grid in the sampling area. START Site Leader (SL) Dupree and OSCs Hearn and McClaine discussed analytes and sampling depths. Unless refusal was encountered, START personnel collected surface soil samples from 0 to 6 inches below ground surface (bgs), and subsurface soil samples from 6-24 inches bgs from each sample location using disposable or steel scoops, and hand augers. In select locations, subsurface soil samples were collected from 6-12 inches bgs, and 12-14 inches bgs. START personnel collected 23 surface soil and 33 subsurface soil samples. START personnel also collected three samples from visible striations/layers in the riverbank at the northern end of the property. START sampling activities were performed in accordance with the site sampling and analysis plan (SAP), which was prepared as a separate document, entitled Sampling and Analysis Plan for the NH Marble and Fiberglass Site, Derry, Rockingham County, New Hampshire. START personnel conducted soil sampling activities in Level D personal protective equipment (PPE), as per the site-specific HASP. Sample locations were photodocumented and recorded using a TrimbleTM Global Positioning System (GPS) unit (see Attachment C, Photodocumentation Log). EPA chain-of-custody procedures were utilized for all sampling activities and were completed by START personnel (see Attachment D, Chain-of-Custody Record). Samples were analyzed on site by the EPA Mobile Laboratory for metals using an X-Ray Fluorescence (XRF) analyzer, and for polychlorinated biphenyls (PCBs) using a Gas Chromatograph (GC). A portion of the samples were delivered to the EPA Office of Environmental Measurement and Evaluation (OEME) Laboratory located in North Chelmsford, Massachusetts for semivolatile organic compound (SVOC), confirmatory metals, and confirmatory PCB analyses. Field screening and laboratory analysis results are included in Table 1 [see Attachment B, Table 1].

ANALYTICAL DATA SUMMARIES Samples were analyzed on site for metals with an XRF by the EPA Mobile laboratory. Lead was detected at concentrations ranging from 47 parts per million (ppm) to 8,637 ppm; and arsenic was detected at concentrations from non-detect to 333 ppm. The XRF screening results were compared to the EPA Removal Management Levels (RMLs) for residential soil, and the EPA RMLs for industrial soil. Lead was detected at concentrations greater than the residential RML (400 ppm) in 18 of the soil samples; and at concentrations greater than the industrial RML (800 ppm) in eight of the samples. Arsenic was detected at concentrations above the residential RML (68 ppm) in 13 of the samples, and at concentrations above the industrial RML (300 ppm) in one sample. A total of 24 samples were field-screened for PCB Aroclor-1254 (A-1254) by the EPA mobile laboratory. Aroclor-1254 was detected in 10 of the analyzed samples at concentrations greater than the laboratory reporting limit. No samples contained concentrations greater than the EPA RML for A-1254 (3.5 ppm). A total of 14 samples were submitted for confirmatory metals analysis, including one duplicate sample; five of the samples were also submitted for mercury analysis. In addition, 11 samples were submitted for confirmatory PCB analysis, and seven for SVOC analysis. Samples were submitted to the OEME New England Regional Laboratory (NERL). Metals, including lead and arsenic, were found at concentrations greater than the EPA Residential RML in six of the soil samples. PCBs were not detected above the applicable RML in any sample. SVOCs were detected at concentrations greater than the applicable RMLs in three soil samples.
