Arbor Day Celebration and Arbor Day 5K Root Run/Walk & Fun Run

On May 2, the City held the 10th Annual Arbor Day Celebration. The festivities kicked off with the

Annual 5K Root Run/Walk with over 100 runners participating. Immediately following the race, the

City awarded the Palm Coast Running Series winners. At the “Feed a Mouth, Get a Tree, Grow a

Community” campaign attendees exchanged non-perishable food items for a three gallon tree. The

City handed out over 450 trees to participants. For more information, see the Community

Development Department Update attached.

The City Celebrates Public Service Recognition Week

This week, the City of Palm Coast and its employees celebrated “Public Service Recognition Week”.

The City’s BAM Team hosted several events for employees including: breakfast (green eggs and ham)

served by Department Directors and the City Manager; a Proclamation to employees, where City

Council declared May 4-8, 2015 as Public Service Recognition Week; an employee lunch, attended by

those employees celebrating milestones with the City including 5 years, 10 years 15 years, 20 years

and 35 years of service; and finally, “Take Your Daughters and Sons to Work Day” where employee’s

children visited each City department to see different jobs our employees do to make COPC a great

place to work and learn.

CHIRP: Wild About Birds Presentation At Belle Terre Elementary School

On April 24th, as part of the CHRIP program City staff assisted Miss

Gina Holt from Wild About Birds in educating 58 Belle Terre

Elementary kindergartens. Students learned how to help injured

wildlife, the difference between day and night time birds of prey, and

how these birds fit into the food chain. Students and teachers were

excited to see the live birds of prey in honor of Earth Day.

City of Palm Coast Utility Team wins 9th Top Ops State Championship

The Palm Coast Utility Department’s “Water Buoys” team won

its ninth Top Ops State Championship on May 5, successfully

challenging water treatment teams from other Florida entities in

a fast-paced question/answer competition. Team members Fred

Greiner (captain), Tom Martens, Peter Roussell and Jim Hogan

(coach) correctly answered more questions than any other team

competing at the annual Florida Water Resource Conference

(FWRC) in Orlando. Top Ops Team will complete for the top

national honors at the AWWA in June. For more information

see the attached news release.

Operations Division staff assisted our latest FiberNET ISP, Joytel, prepare their rack space for turn up in the next few weeks.

Applications Division updated the City Website to comply with YouTube's new v3 API (so the videos would show again).

Applications Division updated the Comp Plan on the website.

GIS Division completed coordinate geometry (cogo) of 3 legal descriptions describing new easements being granted to the City. These 3 easements were digitized/attributed for inclusion in the Land Rights Project.

Operations Division received 130 Track IT’s this past week.

Operations Division staff is continuing the upgrade of City computers to MS Office 2013. It is the latest version of Office and it is our goal to make sure all users are on this version in the next few weeks. (Word, Excel, Outlook, etc...) Progress is 98% complete.

Operations Division staff is continuing their annual site inventory. They will visit all sites to verify all computer equipment. Progress is 82% complete.

Operations Division staff is currently researching and testing:

Pipe Replacement on Brushwood Drive

Street Maintenance

Currently mowing Palm Harbor Parkway, Clubhouse Drive, Matanzas

Woods Parkway, Old Kings Road and all neighborhoods.

36 lane miles of curb and gutter mechanically swept and cleared of debris

on main arterial roadways.

Inspected irrigation systems and provided maintenance on Belle Terre.

Screened and recycled 2,400 cubic yards of dirt; made ready for future City

projects.

Seminole Woods Multi-Use-Path – formed and finished 450 linear feet of

sidewalk. Formed, installed steel and poured headwall end-caps.

Sign shop wired traffic box and programmed the control flasher.

Sign shop assisted FDOT in activating a traffic signal “warning ahead”

flasher on US-1.

Sign shop performed an eight hour turn movement count at Old Kings Road

and Town Center Blvd.

Sign shop hosted the “Take our Kids to Work” day, tour and demo of the

sign shop, sign making process and traffic cabinet demonstration.

63 Right-of Way inspections completed for new construction.

Graded and stabilized 3,806 linear feet of residential swale.

Refurbished 1,170 linear feet of Right-of-Way for Swale Rehabilitation.

Mow and weed 34,085 linear feet of ditch in the “F” & “BL” sections -

inmate crew.

Inspected 33 swale work orders and 1 non-swale work orders.

Removed and replaced one spillway on Roxboro Drive.

PLANNING SEA GRANT ADVISORY COMMITTEE Staff was invited to serve on the Sea Grant Advisory Committee for a beginning term of 2 years. The Committee is comprised of numerous stakeholders from Flagler and St. Johns County including educators, local government, University of Florida facilities, ecotourism, and other various organizations focused on environmental matters. Staff met with other members on April 30, 2015 to discuss projects. The Committee meets twice a year. UPCOMING ROADWAY PROJECT MEETING City staff hosted an informational meeting on the impending roadway projects in the northeast Palm Coast corridor area. The public meeting was attended by approximately 30 residents. ARBOR DAY 2015 On May 2, the City held the 10th Annual Arbor Day Celebration. The festivities kicked off with the Annual 5K Root Run/Walk with over 100 runners participating. Immediately following the race, the City awarded the Palm Coast Running Series winners. At the “Feed a Mouth, Get a Tree, Grow a Community” campaign attendees exchanged non-perishable food items for a three gallon tree. The City handed out over 450 trees to participants. The ever popular native butterfly release took flight at 11:00 am, releasing over 500 native butterflies into Central Park. The most popular displays of the day were the large kites decorating the Arbor Day sky, walk through butterfly tent, live bee hive from Bee Honest, and City of Palm Coast tree tent and children’s activity tent. The day drew approximately 2,500 participants to the event.

WASHINGTON OAKS EARTH DAY CELEBRATION On April 25th, staff attended Washington Oaks Earth Day Celebration by promoting upcoming City events, the National Mayor’s Water Conservation Challenge and water conservation programs supported by the City.

CITY SUPPORT FOR EARTH DAY FASHION SHOW AT BELLE TERRE ELEMENTARY The City donated swag bags to a group of 4th grade Belle Terre Elementary students that created outfits out of recycled or repurposed materials in honor of Earth Day. Students showcased their creations while strutting down the runway lined with recycle bins and “litterbugs” they created out of trash. The costumes that scored the highest in each of the 5 categories were awarded with Swag Bags. Students were so excited to discover all the City treasures that were inside! Students took their animal tracks guide out to recess and informed us that deer and rabbits have been playing on the field after school.

27% Design continues, currently working on Section 30. Staff received a scope of services from Singhofen for permitting.

Secs. 1 & 2 Stormwater Modeling Evaluation of the Drainage System

22% Singhofen & Associates to prepare the modeling for $46,615.00. Consultant is now geo-referencing as-builts and preparing stormwater model database (SMD).

Projects Under Construction

Palm Coast Parkway Six-Laning 73% Widening on the north side of the parkway continues. Landscape irrigation work continues.

Royal Palms Parkway Improvements 90% Paving began 5-7-2015 for remaining structural asphalt. Installation of reuse piping continues.

Holland Park 16% Excavation of retention pond continues. Old restroom building demolished. Tree barricades installed.

City Hall 42%

Framing of interior walls on the second floor of office portion is 90% complete and 10% complete in the community wing. Mechanical duct work installation and electrical conduit rough-in continues.

Additional drop off locations can be found on the Flagler Humane Society website. “Doghouse Donation Boxes” are found at all the fire stations in Flagler County. Outreach Adoption Events: Don’t forget that FHS have volunteers and adoptable pets at the Farmer’s Market in Flagler Beach every Friday and at PetSmart in Palm Coast every Saturday and Sunday. There were adoptable pets on site (with some successful adoptions!), pet related vendors, and food! The Kid Zone had loads of stuff for the kids. The kissing booth was a hit with smooches from some of the adoptables at FHS. Public Announcements: The Flagler Humane Society has a variety of subsidized spay and neuter programs for members of the community that need to have their pets or community pets sterilized. In the past week, the department responded to 181 calls. There were three structure fires with minimal damages reported and one brush fire. A total of 130 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 431 out of a possible 800 and the fire danger is low.

Mother’s Day Lacrosse Showcase – Saturday and Sunday, May 9-10 at Indian Trails Sports

Complex. The showcase allows players to display their skills in front of over 65 college coaches from

across the United States. Coaches from Ohio, Delaware, Vermont, Michigan, Massachusetts and

across the state of Florida will be in attendance. Over 500 lacrosse players are expected to participate

in this weekend’s Showcase.

Wood Carvers - The art of woodcarving has a history that spans centuries. At its core,

woodcarving transforms a piece of wood into a masterfully crafted work of art. Join this group of

gifted carvers as they share their skill and know how in this informal teaching atmosphere. The

woodcarving group is a mixed group of men and women at all levels and abilities. Visitors are

welcome. Held each Tuesday from 1-4pm at the Palm Coast Community Center

Critic’s Choice Dinner Club - Each month this “Club” visits a new restaurant, chosen by the

group, to spend quality time with friends enjoying a casual dinner while rating the food and service.

New members are always welcomed. The next Club meeting will be held on Thursday, May 14 at

Women’s Self Defense - Learn effective methods to ward off attackers in this three day class.

Sergeant Lutz from the Flagler County Sheriff’s Office will teach you skills that will make you more

aware of your surroundings and methods to protect yourself and provide safety tips to implement right

away. Pre-registration required and participants must attend all three classes. The next class will

begin on Wednesday, May 13 beginning at 6pm at the Palm Coast Community Center.

Water Babies (Ages 6 months & up) - Parent and child water introduction class that uses

games, music and fun to familiarize your child to being in and around the water. Water Babies

participants learn basic skills. The class will begin on Tuesday, May 12 at 1:30pm at the Frieda

Re: Week in Review

The average water demand for the week was 7.108 million gallons per day; the average wastewater

flow was 5.795 million gallons per day.

Crews installed 3 new domestic water meters, 1 reuse meter, 3 new PEP tanks and replaced 1 existing

tank.

This week 272 utility customers were shut off for non-payment.

There were a total of 7 calls after hours.

Royal Palms Parkway reuse line – Completed 400 feet of

pipe, cleaned up trench and prepared area for sod.

The Inflow and Infiltration crew inspected via CCTV 5,807

feet of gravity sewer and inspected 26 manholes.

Water Distribution crews replaced 5 water service lines

(retrofits) and tested and repaired 120 backflow preventers.

5 employees attended the City Customer Service Training.

Two employees attended Troxler Radition Safety Officer

School and became certified RSO’s. Within the next two

weeks they will be receiving an orientation to be the City

Assiant Radiation Safety Officers.

Food Truck Tuesday on May 19 to feature K-9 and Mounted Posse demos Palm Coast – It’s time once again for Food Truck Tuesdays on Tuesday, May 19! Enjoy gourmet food and family fun – all for a great cause – from 5-8 p.m. at Central Park in Town Center, 975 Central Ave., Palm Coast. This month, the Flagler County Sheriff’s Office will provide demonstrations by its K-9 Unit, Command Unit and Mounted Posse. Entertainment will be hosted by Flagler Sheriff’s PAL, including a DJ, music, face-painting, and fun games with prizes for kids! The Food Truck event will feature about a dozen food trucks – mobile kitchens, canteens and catering trucks that offer up gourmet foods including appetizers, main dishes, side dishes and desserts. Many menus are kid-friendly. The food trucks signed up for May include:

City of Palm Coast Utility team wins 9th Top Ops State Championship

Palm Coast – The Palm Coast Utility Department’s “Water Buoys” team won its ninth Top Ops State Championship on May 5, successfully challenging water treatment teams from other Florida entities in a fast-paced question/answer competition. Team members Fred Greiner (captain), Tom Martens, Peter Roussell and Jim Hogan (coach) correctly answered more questions than any other team competing at the annual Florida Water Resource Conference (FWRC) in Orlando. FWRC is a joint conference of the American Water Works Association, The Florida Water Environment Association (FWEA), and the Florida Water and Pollution Control Operators Association (FWPCOA). Questions in this competition covered a broad range of operational topics including basic science, chemistry, hydrology, water distribution, public health and sanitation, plant maintenance, safety and process control. The annual contest recognizes and promotes excellence in all aspects of water operations, giving operators the opportunity to showcase their knowledge and talents. The Palm Coast team has won the state championship for nine of the past 11 years. “The Top Ops team is excited to again bring home the win, and we’re looking forward to advancing to the national competition,” said Hogan, Palm Coast Utility Systems Manager of Water Operation. “The team’s dedication and competitive drive to excel in this fast-paced contest, involving all technical aspects of water treatment, ultimately benefits the citizens of Palm Coast by having a better, more-motivated and highly trained operating staff for the City’s water treatment plants.” The City’s state-champion Top Ops Team will compete for the top national honors at the American Water Works Association Annual Conference and Exposition (ACE) to be held in Anaheim, Calif., in June. Since 2005, the Water Buoys have won the national competition five times – including in 2014. Also at the conference this week, Utility Department staff accepted the Florida Water Environment Association’s David W. York Water Reuse Award. The 2015 Water Reuse Project of the Year was awarded for the City’s innovative new concentrate Zero Liquid Discharge (ZLD) system.

Palm Coast’s Belle Terre Tennis Courts to close for 2-3 weeks for resurfacing Palm Coast – The City of Palm Coast’s Belle Terre Tennis Courts will be closed beginning Tuesday, May 12, for resurfacing. The project is expected to take two to three weeks to complete. The court surface will be repaired, repainted and restriped. The restriping will include dual lines, meaning that the courts will have the regular tennis lines and then “shadow” lines for pickleball (on the outer courts) and U10 tennis (on the center court.) During this closure and through November 2015, the Palm Coast Tennis Center, 1290 Belle Terre Pkwy., will offer reduced rates for players. Prices shown are per person:

Monday – $5 from 8 a.m.-8 p.m.

Tuesday – 2 for Tuesday $2 from 4-8 p.m.

Wednesday – $4 from 4-6 p.m. and $2.50 from 6-8 p.m.

Thursday – $4 from 4-8 p.m.

CSI Camp Join the Crime Scene Investigation (CSI) team as we “investigate” the

techniques used to identify and process the clues of a crime. Attendees will

learn vehicle processing, fingerprinting, and get a glimpse into forensics casting.

The week will include a tour of the county courthouse and jail.

Lunch & Snack The Flagler County School Board provides a FREE

lunch. Campers must provide their own snack

each day.

Camp T-Shirt Each registered participant will receive a camp

t-shirt. T-shirts must be worn on the day of field

Field Trips To attend field trips, participants must pre –

register and pay the applicable fee. Payment of

All kids will visits Freida Zamba Swimming

Pool on Tuesdays and Thursdays. Kids are

required to bring sunscreen and appropriate

bathing suits. Children in grades 2nd and up

Fire Fighter Kids Camp

Campers will visit a fire station and use regulation fire equipment. They will

learn firefighting techniques, the concept of CPR and first aid, home and fire

safety and how to properly use a fire extinguisher. Bring a bathing suit and

towel on Wednesday and prepare to get wet.
