THE NATURE OF THE PROBLEM
• One of the main goals of the Terrassa City Council is to improve the
mobility of the industrial parks areas. In general these areas are
characterized by having a low cover of public transport supply. The target
group in the pilot application of this project are the people who work in the main
enterprises of Can Parellada, Colom II and Santa Margarida industrials parks
located in the South-East of Terrassa.
• The accessibility to industrial areas by urban and interurban public transport is
very poor, and particularly in Can Parellada. This situation causes an increase
in using the private car to access these areas.
• So the flexible mobility service proposed manages efficiently the use of
private cars encouraging the reduction of cars by means of increasing the
occupation rate per car. In all cases that service is a complement of the
existing urban and interurban public transport supply.

MAIN ACTIONS
• To increase transport offer
• To improve the accessibility of some population’s groups who do not
have private vehicle or driver licence such as immigrants, women,
trainees…
• To argue the road safety on displacements.
• To improve worker’s health by stress reduction and less traffic accidents,
reducing sick-leave and work absence.
• To reduce the economical and social costs by:
• Reducing vehicle use
• Reducing traffic accidents during commuter mobility
• Less fuel consumption will help to reduce greenhouse gases
emissions to the atmosphere

PRIVATE SECTOR COLLABORATION
From January to May, the City Council celebrated meetings with the largest companies’ managers as well as each company committee.
• These meetings aimed to present the Agata website and the shuttle service and to ask them for their collaboration.
11 companies were visited: 7 accepted to finance the project:
Nifco Products, Nifco Products, ParcParc VallèsVallès, , RieterRieter SaifaSaifa, , LaboratorisLaboratoris MiretMiret, ,
LaboratoriosLaboratorios LabianaLabiana, Checkpoint and Kern , Checkpoint and Kern PharmaPharma• These are the largest companies located in Can Parellada, Colom II
and Santa Margarida, with 1.605 employees. .
Through these meetings, interesting ideas and suggestions arose
concerning further communication possibilities and the incorporation of other
potential companies.

In addition to the meetings with the largest companies’ managers, the contact with the worker’s unions has also been very important and continuous:
CCOO and UGT’s industries’ representatives
They are the real link to the workers since they are workers too.
•The objective of those meetings was the inner communication with the workers by word of mouth to ensure the real promotion of the website, the carpooling service and the shuttle service to current and potential users.
•Furthermore, the suggestions and ideas of the assistants were very useful to prepare and decide the best communication tools and development.

The City Council also talked to the CECOT (Confederació Empresarial
Comarcal de Terrassa) and the Terrassa’s Chamber of Commerce as
they have contact with many medium and small companies and it would
be a useful tool to disseminate the Agata project as well as the new
shuttle service to all workers of the industrial parks.
They agreed to collaborate by sending a letter and a leaflet to all their associates.

• Increase employees’ awareness in relation to the necessity of offering alternative transport systems different from the private car: they even finance part of the shuttle’s shortage!!
• The AGATA project confirmed that Can Parellada, Colom II and Santa Margarita did not have an acceptable transport offer: it was necessary to improve it

“The bus shuttle’s service is an incredible change. Before this, the journey Barcelona –
Terrassa by RENFE and Bus 7 has a duration of 1 hour 30 minutes. Now, by FGC +
shuttle bus, I arrive to my work centre with only 55 minutes”
“In my opinion, the bus shuttle’s service it’s a great idea, because we could arrive to our
work centres by FGC and bus. And it’s also good for the trainees who are too young to

The Agata website can help women approaching the employment market. At present, only 25% of the total workers of the concerned industrial areas are women. Furthermore, women are often those with less availability of a car.
As this is an important objective of the Agata Agency and the City Council, we have added a system into the website that will allow us seeing if we were successful.

The shuttle bus as a Flexible Transport Service
• According to the definition of FTS, the bus shuttle that is now under operation can not be considered as a really flexible service.Nevertheless, once confirmed the feasibility of the service, theCity Council could consider its transformation into a FTS in order to cover the transport demand of companies located close to the current shuttle bus stops.
• The web portal with carpooling service can be considered a genuine FTS. At this point, the City Council has to develop the institutional supporting structure of the on-line agency i.e. to consolidate the financial scheme for economic sustainability.

A new study to improve the transport offer in Can Parellada, Colom II and Santa Margarida is currently being developed.
This study will:
• Allow the improvement of the accessibility and security,
• Include proposals for the companies to impulse actions focused in favouring more sustainable transports (parking lots for carpoolers, bicycle parking, etc.).
• Provide an added value to the Agata Agency, making it more useful and informative for a longer time period.

AGATA will also help defining the figure and role of a MOBILITY MANAGER.
This figure should:
• Be in charge of the control of the Agency, expand it towards all the
industrial parks of Terrassa or even, for a larger area, and maintain it
• Work on the integral improvement of the mobility conditions in the
three industrial parks currently under study,
• Be financed by the industrial park companies (as it is defined in the
“Catalonian Mobility Law”),
At present and during the pilot phase, the City Council is doing this work but we are working to see how this could be managed in the near future.
*as we don’t have any experience on the Mobility Manager issue, we would be
grateful if anyone of you could give us some advice.
