Executive Summary - April 2018 Activities Executed along with Regular O&M

1. 29th National Road safety week has been celebrated during 23rd to 30th April 2018.

During the Road Safety Week, the Road Safety awareness rallies, free eye and general

medical camps, pamphlet distribution, awareness video showing & quiz programs to

college students, road users have been conducted at junctions, toll plazas & truck lay

byes and prizes distributed to the participants.

2. Painting & Numbering of KM / HM stones has been completed during this month and

painting of RCC handrails, guard posts, parapet wall is in progress from Km. 28-121.

3. Improvement measures at Black Spot Locations including installation of Solar Blinkers,

Accident Spot & Restriction end sign boards, provision of advance warning sign boards,

advance warning road markings, object markers along the median kerb for advance

warning to the road users have been provided in Project Highway.

4. Rectification of road assets including Brick drain, RCC drain cover slabs, manhole

covers, damaged PGR, Culvert parapet wall & Kerb on Service road, MCW are being

done regularly and Hazard marker, Delineator and Guard post are being fixed at all

required locations in between Km 28-121 to improve safety.

5. Riding quality improvement under Periodic Maintenance with HIPR process has been

completed from Km. 60-121. Further from Km. 28–60, riding quality improvement works

have been completed along MCW & Service road with the Micro surfacing, Milling &

Inlay processes as communicated vide our letter no. GMR/TT/NHAI/942/2017/2333

Dt.09.01.2017. Thermoplastic road marking has been completed on faded and 2016

relay locations from Km.28+000 – 121+000. Fixing of Road Stud Rumbles at all black spot

locations and relay locations has been completed from Km.28+000 – 121+000.

6. As a part of CSR Activities, Road safety awareness through exhibition, lane discipline

awareness and video showing programs were conducted at various locations in our

highways including Truck Lay Byes, Toll Plazas and major junctions at Vandalur,

Maraimalai Nagar, Madhuranthagam & Tindivanam.

7. Air and Noise pollution test have been conducted at Project Site during this month as

per the O&M yearly planner.

Need support from client for future works:

1. COS has been submitted by the Concessionaire for implementation of the

improvement measures suggested by the RSE Team for black spot and other major

locations. The COS proposal has been reviewed and certified by the IE and is under

review with the Authority. However the Concessionaire has attended the bar markings,

installation of solar blinkers and accident spot & restriction ends sign boards at major

locations for improving the road safety. However the NHAI shall implement the Long

term remedial measures including construction of FOB / PUP, VUP, Flyovers, road

widening, providing Pedestrian guard rails along median for eliminating the black spots

at Project Highway.

2. Even though our continuous effort with concern local authorities, we are unable to

control the disposal of garbage on service road rendering the same not being utilised

fully at Singaperumal Koil, Guduvanchery & Urapakkam. We request your intervention

with district level Panchayat administration on this issue to maintain service roads clean

and tidy at all times and free flow of traffic too.

3. The construction of RCC Drain in place of Panchayat brick drain is to be considered

under COS to solve flooding of drain overflow water during rainy season on service

road. The proposals along with IE recommendations are pending at your end.

4. Closing of unauthorised median cuts is being attended by the Concessionaire but the

local public are damaging it again and again. Requesting for Authority intervention for

necessary enforcement actions through Police Authorities.

Maintenance Activity during April 2018

Highway Patrol

Highway patrolling is carried out regularly with two teams round the clock. The patrol team

monitors the traffic flow and encroachments into NH property, emergency action in case of

accidents like first aid, calling ambulance, information to all concerned, clearing vehicles from

road way to ensure smooth traffic flow. The various other activities carried out like removal of

parked vehicles, safety arrangement to breakdown vehicles, removal of private approaches,

timely assistance to road users in emergency & keep utmost vigilant for road safety to road users

and road assets.

Turf Maintenance

Turf maintenance is being carried out using the grass-cutting machine @ Km 28+000 to 39+000, Km

60+000 to 70+000 & Km 90+000 to 100+000 as per monthly task.

Landscaping

Watering to the plants was carried out as and when required. Basin formation and blowing of soil

to the plants were carried out. Removing the unwanted plants was carried out. Replacing of

dead/missed plants is in progress.

ROW Clearance

Removal of Undesirable growth and vegetation in areas within the ROW is being carried out

regularly using the manpower. Watering is carried out as and when required for the ROW trees.

The clearance work carried out between Km 28+000 to 39+000, Km 60+000 to 70+000 & Km 90+000

to 100+000.

Avenue & Median plantations

Median maintenance including basin work, grass cutting, trimming and watering to the median &

avenue plants from Km. 28-121 is in progress on daily basis. Tree banding completed from km.28-

121.

Cleaning of MCW & SR

Cleaning of MCW is being carried out using power Broomers and man power to the entire project

based on observation on daily basis.

Thermoplastic Road marking& Fixing of Road stud Rumbles

Thermoplastic road marking has been completed on faded and 2016 relay locations from Km.

28+000 – 121+000. Fixing of stud rumbles at all black spot locations and relay locations have been

completed between Km. 28+000 – 121+000.

Building Maintenance

Building maintenance such as Toll plazas @ 103+000 & 53+000, Rest areas @ 72+000 RHS, 119+000

LHS & Truck lay bye @ 113+000 LHS & RHS, 70+000 LHS & RHS are done regularly on daily basis.

Shoulder Maintenance

Shoulder maintenance is in progress by using the approved borrow gravel with compaction using

the Roller and grader is used for removal of excess soil and for levelling the shoulder.

Painting works

Painting & Numbering of KM / HM stones has been completed and painting of RCC handrails,

guard posts, parapet wall is in progress from Km. 28-121. Environmental Testing

Air and Noise pollution test have been conducted at Project Site during this month as per the O&M

yearly planner.

Debris / Road Obstruction

Our patrol team & maintenance team removed debris on the carriage way regularly by using

men & machinery.

Culverts

The total no of culverts is 186. As per the schedule the cleaning of culverts are to be done once at

6 months frequency. The cleaning of culverts between KM 28 to KM 32 - 14 nos., KM 60 to KM 65 –

13 nos. & KM 90 to KM 95– 7nos. is completed during this month.

Drainage

The total length of concrete drain is 21625m. As per the schedule the Clearing of concrete drains

are to be done at 4 months frequency. The clearing work carried out between Km 30.200-31.200

LHS, Km. 31.700-32.100 LHS, Km 32.600-34.700 LHS, Km 69.200-69.250 BHS, Km 76.300-76.850 LHS, Km

90.550- 91.190 LHS, Km90.550-91.195 RHS.

Electrical

Street lighting, High mast, Feeder Pillar and Building lighting are being maintained regularly.

Replacing of fused bulbs & other electrical faults are progressed and in progress on daily basis

with our electrical team.

Encroachment removal

Encroachments are being cleared from Km 28+000 to Km 121+000 on both LHS & RHS on daily

basis with our detected team. Removal of unauthorised advertisement boards is in progress.

Safety improvement plan

Improvement measures at Black Spot Locations including installation of Solar Blinkers,

Accident Spot & Restriction end sign boards, provision of advance warning sign boards,

advance warning road markings, object markers along the median kerb for advance

warning to the road users have been provided in Project Highway.

Warning sign boards and advance warning road markings have been provided at

unauthorised median openings.

All median openings, Important deep curves has been highlighted with median markers

and Lane visibility Studs and All Important Junctions has been highlighted by red Rumbled

studs strips on both sides as goodwill to the project safety. This activity has been completed

in between km 28-121.

All median openings and junctions have been facilitated with Diamond (big cluster), Tyre

with reflective stickers, kerb with yellow and black paint to improve visibility during Day &

night, this work is in progress on regular basis.

Over shooting tree branches is being attended at required locations for road user safety in

between Km. 28-121.

Hazard markers and delineator at all Crash barriers/parapet wall has been provided in

between km 28-121.

o Road safety, Pollution Awareness programmes and First AID programs are being

conducted for road users at our TLBs, Junctions & Bus stops and for the Institution and

School students near to the highway for the goodwill of Road user and public.

Periodic maintenance activities

For riding quality improvement under Periodic Maintenance with HIPR process has been

completed for the length of 34.17 Kms from Km. 60-121 at all required locations. From Km. 28-60,

the riding quality improvement along MCW & Service road with Micro surfacing, Milling & Inlay at

required locations as per the list of joint survey has been started from 13.02.2017 and 28.50 km

length of Micro surfacing, 24.68 Kms of Milling & BC Inlay has been completed at all required

locations.

MONTHLY NARRATIVE REPORT – APRIL - 2018

Highlights:

29th Road safety week was celebrated from 23.04.2018 to 30.04.2018.

Road safety rally, Video showing, Quiz, Workshop, Vehicle checking with help of RTO,

Helmet rally, Sticker pasting, Board fixing, propaganda vehicle etc. were conducted,

about 50000 drivers, cleaners and general road users were benefitted.

State transport minister, Chief General Manager, Regional Transport officer, Police

officers, independent Engineer, GMR TT employees , Highway patrol team etc... Were

actively participated.

Nutrition awareness program and Healthy food competition were conducted at 3

various Anganwadies teachers and ANM mothers at Arayapakkam, Kallapiranpuram

and Nelvoy, about 150 teachers, Anganwadi worker and ANM mothers were benefitted.

CDPO, Village health nurse and Supervisor were participating and gave awareness to all

participants.

Annual day celebration at Mamandur Panchayat union middle school, about 550

students and village members participated.

District educational officer, Block level educational officers and BRT supervisor were

participated. Best teacher’s award also distributed by educational officials.

Two class room building repaired and painted at Panchayat Union middle school,

Vadapathi, to improve the environment of the class rooms and also pasted the

Educational posters to improve their studies in village school students.

Mr. R. Bharathi, Project Manager (GMRTT) has inaugurated the renovated model class

room at Vadapathi.

First aid training program was conducted at 3 various college along with Indian Red

Cross society, about 1020 students were benefitted.
