A decided policy of strengthening current and creating new twinning programmes

The 2015-2019 mandate was a particularly intense period in Mollet given the extension of our twinning partner-ships which were launched in 1987 with the signature of an agreement with Rivoli (Italy) and extended in 1989 with an agreement with Cinco Pinos (Nicaragua)

After 30 years and at a time when the project of a united and diverse Europe is experiencing challenges and difficulties Mollet del Vallegraves decided to reactivate its twinning activities to contribute to European ideals

Initially we reactivated our twinning agreement with Rivoli and this city put us in contact with its other twinned cities Ravensburg (Germany) and Montelimar (France) During the first years of this mandate we intensified youth exchanges between these cities for example Ravensburg

Young Ravenburg sportspeople visit Mollet del Vallegraves

From 26-28 May 2017 we celebrated the Street Sport Festival and invited 20 young people from Ravensburg and Torres Vedras (Portugal) to play sport with young people from Spain and other European countries This activity was part of the programme to celebrate Mollet winning the European City of Sport Award1

7th International Youth Conference

From 28 October to 4 November 2017 Ravensburg organised a young peoplersquos conference on Europe Under Construction to invite young people to make an active contribution to the future of Europe Financed by the Erasmus+ Youth in Action programme this event involved the active and intense participation of young people from Ravensburg and Mollet alongside young people from the following cities

bull Monteacutelimar (France) bull Rivoli (Italy) bull Brest (White Russia) bull Coswig (Germany) bull Rhonda Cynon Taf (UK) bull Nazareth (Israel)bull Varazdin (Croatia) bull Nahariya (Israel) bull Bursa (Turkey) bull Sisian (Armenia)

With Ravensburg we are currently preparing the 8th International Youth Conference which will be held in Ravensburg from 26 October to 1 November 2019

Exchanges between our music schools

bull Concert to Celebrate the 25th Anniversary of the Mollet Music School From 20 -23 May 2016 over 50 young musicians from the Ravensburg Music School visited Mollet and gave a gala performance with young people from Mollet This concert brought together 100 young musicians who performed on an outside stage set up in the central square in Mollet

Twinning activities contacts with municipalities abroad co-operation and partnerships

bull The Mollet Music School Jazz band visited Ravensburg from 19 - 22 October 2017Over 30 young people from Mollet stayed with young people in Ravensburg and gave two concerts for the general public

bull 3rd International Youth Classic Camp - 2 - 8 April 2018 During a week over 160 young musicians from Ravensburg Mollet del Vallegraves Rhonda Cynon Thaf (Wales) and Varazdin (Croatia) rehearsed Genesis Suite by Tolga Kashif These young people then gave a concert to celebrate the signature of the twinning agreement between Mollet and Ravensburg

A Mollet delegation visited Ravensburg during the Classic Camp weekend to ratify the twinning agreement signed a year earlier in Mollet del Vallegraves

This list of activities aims to illustrate the first phase of our strategy to reactivate and extend our twinning agreements through exchanges for young people from both cities

We carried out intense institutional work as part of the second phase to create new links between Mollet and other European cities To consolidate this action we decided to create a delegation formed by a representative of each political party at our Council meetings regardless of whether these parties were elected to the municipal government This ensures that every political party feels as if it belongs to the European strategy carried out by Mollet in recent years

Thanks to this city diplomacy the municipality has signed two new twinning agreements taking us to a total of four

The future of the four twinned cities

2018 saw the culmination of a project launched in 2015 in which we aimed to secure quadrilateral twinning agreements with four cities (Montelimar Ravensburg Rivoli and Mollet) Having achieved this objective we held a working meeting in Montelimar (France) during the weekend in which the twinning agreement was signed (November 2018) in which we defined our shared project ldquoProfessionalizing Twinning Projectsrdquo

The four cities agreed that twinning agreements have traditionally been based on exchanges between young people sports and cultural organisations etc and that this had contributed to create links and to allow new generations of young people to feel like they belong to Europe We therefore committed to continue working in this line as well as to undertake a new path in the form of technical and political meetings between the four councils in order to improve our public services and face the challenges shared by European cities

The first meeting of this kind will be held in Montelimar in the first quarter of 2019 We agreed to address the following issues youth employment digital transition the environment and tourism

There will be elections in Mollet del Vallegraves in May 2019 but the project will be maintained no matter what the results thanks to this inclusive approach to international relationships In fact two new twinning agreements have already been foreseen for the 2019-2023 mandate with Rhonda Cynon Thaf (Wales) which is currently twinned with Ravensburg and Rivoli and with Nabeul (Tunisia) which is currently twinned with Montelimar

Other twinning activities

While we have focused on Ravensburg to explain the actions we have carried out to sign new twinning agreements we also want to briefly mention the activities we continue to implement with Rivoli The following are a few of the highlights

Erasmus + project Letrsquos Communicate - 26 June to 7 July 2018

bull A group of young people from Rivoli and Mollet del Vallegraves spent 10 days together with young people from countries includingbull Belguim - Germany - Macedonia and Portugal

This encounter had a dual objective to reflect on the culture of peace at European level remembering the young partisans who died in Rivoli fighting Italian and German fascists and to reflect on the impact that the media and social networks have on our lives

European Voluntary Service (EVS)

bull The Council of Rivoli formed part of an EVS network and thanks to the friendship that unites us with this city Laura Franco a young girl from Mollet was selected to carry out European Voluntary Service in Rivoli through a selection process

This project focuses on working with young people in Rivoli who make poor use of the sports betting houses proliferating in Europe A group of young leaders were given the task of convincing these minors that this activity leads to addiction and that they should re-direct their time and interests to cultural sporting and other activities

Besides the above-mentioned music school exchanges with our twinned cities Mollet has also built an international dimension into various activities in the city Highlights include

Third international festival of music Sona Mollet 2018

The Sona Mollet - In Memory of Anna Villaescusa Rebull festival from 5 - 7 October 2018 This third edition of the festival has become consolidated as an international benchmark and featured a top-flight programme of young jazz and classical musicians

This clear support for young professional musicians is the result of the agreement signed between Mollet del Vallegraves the Amsterdam Conservatory and the Liceu Opera House Conservatory (Barcelona)

This agreement is thanks to the career in the two conservatories of Anna Villaescusa Rebull a young pianist from Mollet who died of leukemia four years ago

Mollet International Puppet Festival (MITMO)

From 10 to 13 April 2018 we celebrated the Mollet International Puppet Festival (MITMO - Mostra Internacional de Titelles de Mollet) which after over 10 yearsrsquo experience has become a must-see springtime event for families One of the main features of MITMO is the abundance of free open-air performances

Numerous companies visited the city and offered 23 performances over 3 days Since the beginning MITMO concentrated on quality performances and has always attracted international companies Once again this year we enjoyed performances by visiting companies

Contacts with municipalities abroad co-operation and partnerships

The Mollet Council also works with other cities on European projects like Horizon 2020 URBACT etc that seek to improve the quality of life of European citizens and call on young people to play an active role in building the future of the European Union The latest experiences carried out by Mollet are described below

Horizon 2020 project under the topic ldquoSocietal and political engagement of young people and their perspectives on Europerdquo

From October 2015 to March 2018 the young people of Mollet had the opportunity to take part in this project together with young people from the following cities and regions

bull Hatay (Turkey) bull Association of Communities of Locride (Italy) bull Valdemoro (Spain) bull The region of Crete (Greece)

The following companies and universities form part of the project consortium and created an app and a webpage to promote the social and political engagement of young people in environmental issues

bull Linguatec GMBH (Germany) bull Draxis environmental (Greece) bull Kairos Future (Sweden) bull Sampas (Turkey) bull The university of Abertay Dundee (Scotland)

Graphic design students from the National Secondary School Mollet played an active part in the process of creating apps making suggestions and sharing them with students from the above cities

Over 15 online dialogues were carried out in which young Europeans were able to take part at local or international level and make suggestions on a wide variety of subjects electric cars cycle lanes nature conservation city waste management renewable energies etc

Over 2500 people took part in the project in Mollet del Vallegraves of whom 1277 were aged between 16 and 30 years old Molletrsquos young people travelled to Berlin for a conference on Young People and New Technologies allowing them to present the results and explain their role in the projects

URBACT III Agri-Urban

From June 2016 to June 2018 Mollet del Vallegraves has participated in this project whose objective is to find sustainable food systems for our cities We pay special attention to health local economy and entrepreneurship to generate new opportunities for agri-food business for young people in Europe

These are the 10 cities with whom Mollet del Vallegraves has worked intensively for 24 months

As a result of our participation in this project the city of Mollet del Vallegraves has learned from the initiatives implemented in Europe and has included several of them in the Integrated Action Plan which each city has developed

URBACT II Diet for a Gren Planet

The Council of Mollet del Vallegraves had already participated in the URBACT II project lsquoDiet for a Green Planetrsquo which focused on improving the quality of food in school canteens in order to protect the environment and improve childrenrsquos health

This project consisting in transferring knowledge from the Swedish city of Soumldertaumllje to the following cities

bull Lomza (Poland) bull Moletai (Lithuania) bull Mollet (Spain)

This is a clear example of what the European project must strive to be a space of cooperation and exchange of knowledge so that all European citizens can overcome current challenges together with a participatory and active attitude

Co-operation of our secondary schools with schools abroad

Mollet has five public secondary schools and four subsidised private secondary schools All of them work together with the Department of European Projects and International Relations of the Council of Mollet and ask us for support and advice if needed for their exchanges with other secondary schools across Europe for the purpose of practising languages

An example of this is the work carried out by the Sant Gervasi School during the school year of 2017-2018 during which they have participated in student exchanges with secondary schools in the following cities

bull Darmstadt (Germany) 50 students in their 4th year of secondary educationbull Rostrenen (France) 22 students bull Amsterdam (Netherlands) 40 students

We would also like to highlight the project shared by two European secondary schools the Institut Gallecs in Mollet and the Institut fuumlr Soziale Berufe in Ravensburg which the Council of Mollet supports The students donrsquot just participate in a linguistic and cultural exchange they also have the possibility of doing an internship abroad

From 23 May to 31 July 2018 the students from the Advanced Training Course in Early Years Education in Mollet participated in work placements in nurseries in the twinned city of Ravensburg (Montesori School St Josef School and Waldorf School) Before that German students had completed work placements from January until May 2018 in the four nurseries in Mollet La Xarranca Pinetons Filadora and La Quitxalla For the young people who participate in this programme Europe will be very close to them as it has been part of their personal and professional experience

Finally we would like to add that the cultural and sporting institutions in our city are also participating in exchanges throughout Europe for which they receive support from the City Council if needed

European events

The Council of Mollet del Vallegraves has been invited to speak at several European events in order to present the work we have carried out at a European level

Highlights include

European Parliament intergroup meetingBrussels - 10th of January 2018

Mollet del Vallegraves was invited together with the city of Wroclaw (Poland) to a hearing with the European Parliamentrsquos Urban Intergroup presided by Mr Jan Olbrycht MEP

We were able to present evidence of the changes that have been made in our city thanks to the European projects that have been implemented in the recent years to several MEPs Among the most important changes are local participation and food policies transforming procurement models improving the publicrsquos diet promoting youth participation in environmental issues etc

United Nations Conference Habitat III on Housing and Sustainable Urban Development in Ecuador (2016)

Held from the 17-20 October 2016 and gathering 30000 people from 167 countries The conference reinvigorated the global commitment to sustainable urbanization and Member States of the United Nations adopted a New Urban Agenda building on the Habitat Agenda of Istanbul in 1996

Mollet was chosen because of its ability to network with other European cities and to apply knowl-edge gained from abroad locally

During these events we had the opportunity to learn about the Sustainable Development Goals (SDGs) and the 2030 Agenda and we have decided to align our Cityrsquos Strategic Plan with the SDGs and to contribute through our daily local action to the improvement of the situation in Europe and the world

The European Green Leaf Award 2015-2016

The European Green Leaf Award is open to all towns and cities across Europe with a population of 20000 and up to 100000 inhabitants Cities are evaluated in the following areas

bull Climate change and energy performance bull Quality of Air and the acoustic environmentbull Mobility bull Waste and green economybull Biodiversity and land use bull Water management

Mollet del Vallegraves and the Portuguese city of Torres Vedras were the winners of the inaugural European Green Leaf Awards in 2015-2016

The first task we received from the Directorate-General for Environment in Brussels was the creation of the European Green Leaf Network3 of European cities where the winners and finalists would be able to access

European City of Sport Award 2017

This award spreads the European dimension of sports and it is appointed every year at the Euro-pean Parliament The corner stone of the European dimension of sports is written in the article 149 of the Treaty of Lisbon

ldquoThe Union shall contribute to the promotion of European sporting issues while taking account of the specific nature of sport its structures based on voluntary activity and its social and educa-tional function [hellip] Union action shall be aimed at developing the European dimension in sport by promoting fairness and openness in sporting competitionsrdquo

Molletrsquos bid for European City of Sport was evaluated in the following areas

bull Education bull Health bull Integration bull Social Inclusionbull Quality of Life

Mollet was awarded in 2017 and during the whole year the city together with all stakeholders develop a wide programme of activities Some of them included as well young people from European cities

We are working together with Sofia which is Capital of Sport 2018 to benefit from an Erasmus+ project that could give the possibility to a group of young people from Mollet to go to Sofia and practice sport in 2019

Euroscola Award 2018

The European Parliamentrsquos Information Office in Spain in collaboration with the European Commissionrsquos representatives in Spain the Secretary of State for European Affairs (Ministry of Foreign Affairs and Cooperation) and with the Secretary of State for Culture (Ministry of Education Culture and Sport) convened the XXIV edition of the Euroscola Competition which focused on the celebration of the European Year of Cultural Heritage under the slogan ldquoOur heritage where the past meets the futurerdquo

The objective of this call for proposals has been to make young people reflect on what European cultural heritage means and what it represents Our cultural heritage unites Europe through its history and its common values Itrsquos not just a value from the past but it also helps us to create our future as Europeans and find common paths in understanding and unity

The students in their 4th year of secondary education at the Sant Gervasi School in Mollet del Vallegraves won this award on two occasions

bull Academic Year 2016-2017 the students were able to go to Strasbourg in October 2017bull Academic Year 2017-2018 the winning students will visit the European Parliament headquarters

in Strasbourg during the first half of 2019

Europe Day propagation of the European ideal

Europe Day is a date marked on the calendar at our Department of European Projects and Interna-tional Relations 2018 has been the fourth year during which we have offered activities aimed at spreading the European ideal sharing information about how the European Union works and deal-ing with current issues in Europe

2018 has been a year of expansion as we have gone from only engaging with young people during the first three years to widening our attention to the elderly and the general public We have also in-creased the number of activities carried out exclusively in English and we have added twinned cities to our local activities

Programme of activities for Europe Day 2018

bull Talk in English at the cityrsquos secondary schools ldquoEurope from its citiesrdquo The talk was given at 5 secondary schools in the city and around 420 students between 16 and 17 years old voluntarily participated The content of the talk which is given in English is updated with each edition

The projects chosen in 2018 are the following

bull First part European symbols the motto united in diversity the European anthem the flag the Schuman Declaration member states and enlargements EU indicators etc

bull Second part - International relations from the local level the Twinning agreements- Two possibilities twinning with an EU city or twinning with less developed countries - Twinning definition active citizenship participation European dimension raise awareness a lasting relationship- Twinning benefits- Our twinned cities Rivoli and Ravensburg (Mollet was not twinned with Montelimar in May 2018)

To make the talk more interesting we invited employees from the City Councils of Rivoli (Italy) and Ravensburg (Germany) to present their cities and talk about their citiesrsquo relationship with Mollet as a specific case of European twinning that young people can benefit from

bull Talk in English at the community centre of Can Borrell ldquoEurope opportunities to study work or volunteerrdquo This talk was aimed at young people aged between 16 and 30 years in order to reach a wide range of young people in the city including those who are already working or are studying at university

Its objective was to promote mobility and to present programmes with the European Voluntary Service the Youth Guarantee as well as the approved European CV format Europass

bull Talk in English at the community centre of Can Borrell ldquoMollet in EuroperdquoTalk aimed at the general public with the aim of presenting all the work that we do in the Department on a European level projects international relations etc

bull Talk in Catalan for the elderly ldquoA to Z about European culturerdquo One of our important developments during 2018 has been our decision to also engage with the elderly We took advantage of the fact that it was the European Year of Cultural Heritage to offer them a fun and entertaining dynamic which has helped them to learn about some of the cultural customs that we share as a common heritage

bull Seminar at the community centre of Can Borrell ldquoThe European Union that wersquore unfamiliar withrdquoThis has been the most innovative project to which we have allocated the highest budget The idea was to prepare a course involving four sessions (once per week) with sessions of 1 and a half or 2 hours to explain how the European Union is organised how it works etc The agenda was as follows

bull Introduction What is the European Union Origins and goals bull Organisations institutions composition etc bull European citizenship bull The European Union nowadays Topics to debate

The activity has been very well received and we will do it again in 2019 We hired a teacher from the Rovira i Virgili University who is specialised in European policies of international cooperation and development to teach this course

European Weeks and Thematic Years

Mollet del Vallegraves actively participates in the European weeks and themed years providing support to events andor initiatives relating to them preparing programmes of activities for our citizens and taking advantage of the alliances that may be created We often receive support from Barcelona Provincial Council in organising activities related to the European weeks

European Year of Cultural Heritage Abelloacute Museum joined in this anniversary with an open day during the weekend from 13 - 15 September 2018 Other related activities have been presented in the awards section

Mollet del Vallegraves has long associative and institutional experience in the field of solidarity and international cooperation especially in the network from the Baix Vallegraves to the north of Chinandega in Nicaragua where is located San Juan de Cinco Pinos a twinned town since 1989

Collaboration agreement with the Catalan Development Cooperation Fund

One of the key elements of managing interna-tional cooperation and solidarity in Mollet is the collaboration agreement with the Catalan Development Cooperation Fund (FCCD - Fons Catalagrave de Cooperacioacute al Desenvolupament) This is an organisation formed by councils which allocate part of their budget to finance activities for development cooperation and solidarity with people from poorer countries The FCCD jointly manages the financial resources provided by the councils which allows them to unify the analysis and evaluation criteria of the projects and to have a technical team of specialists who provide a coordinated monitoring of the projects that are financed

The Department of Solidarity and Cooperation at the Council of Mollet is also part of the Governing Council of the FCCD This means that the action carried out between the two organisations is fully coordinated

During 2018 the Council of Mollet del Vallegraves has collaborated with the following projects

bull Emergency response to the effects of the earthquake and tsunami in IndonesiaOn 28 September 2018 a series of earthquakes shook the region of Donggala the province of Central Sulawesi in Indonesia causing 1234 deaths

bull Social projects in Nicaragua in the context of the socio-political and economic crisis that the country has been experiencing since April 2018 Nicaragua is a strategic country for development cooperation in Mollet due to our twinning with the Nicaraguan town of Cinco Pinos Mollet has participated in the following projects this year

bull P2089 - CENIC Project - Centre for Nutrition and Training in San Juan de Limay Funding for feeding 104 children aged between 3 and 5 years old and for hygienic materials

bull P2656 - Expansion and maintenance of the El Sauce nursing home Covers the cost of staff of the nursing home who care for dozens of people on a permanent basis The elderly people housed there are largely people who used to be homeless or who have no family support

bull P3117 - Support for the Nidia White Womenrsquos Movement shelter for victims of violence safety food and entertainment Regular maintenance of the Bilwi shelter by purchasing food hygiene products clothes and medical equipment The centre houses children and teenagers who have been victims of sexual abuse and violence

bull P2913 - Extension of the funding for literacy programmes in the Rama communities in Bluefields Covering the fuel expenses for the river boats that serve the indigenous communities in the jungle and support for the cost of personnel during and after the literacy programmes

Subsidies for institutions of solidarity and cooperation in Mollet del Vallegraves

Mollet has a wide rand of organisations which are very active and committed to solidarity around the world Every year the Council announces a process for subsidies to collaborate with solidarity projects coordinated directly by organisations in the area The projects chosen in 2018 are the following

bull Arr (Mauritania) creation of a sufficient number of nursery places in the village of Arr and improving the educational system of the school

bull Dessie South Wollo (Ethopia) The construction of the library aims to improve the education of the children at this school therefore increasing the pupilsrsquo access to more sources for studying reducing their dependency on teachers as a source of knowledge

bull Indigenous and country peoplersquos union in Guatemala promotion of democratic labour relations which encourages a growth model based on gender equality and respect for human and labour rights

bull Tambacunda (Senegal) organise and trains the population (60 families in the area of Netteboulou) in the management of agricultural drilling and irrigation This operation drills at 100 m3 per hour the organisation of 15 hectares and the technical administrative and financial training of rural structures

bull Cerro (Cuba) Promoting the use of medicinal plants and seasonings through a campaign in which people can learn the health benefits of their use

Mollet Solidarity Committee (awareness)

The Solidarity Committee is composed of 20 charitable institutions which organise throughout the year awareness activities for their projects and actions aimed at the citizens of Mollet Once a year they get together to organise an awareness weekend which is open to all citizens

bull Solidarity Festival from 26 - 28 October 2018 Among the activities conducted during the weekend highlights includebull Exhibition Refugees Letrsquos build a more humane and just societybull Colloquium talk Immigration and asylum

Mollet and the project ldquoCities for Human Rightsrdquo

The involvement of Mollet in the defense and promotion of human rights has been developed both in actions for the local citizens and internationally In the first aspect Mollet together with other Catalan Municipalities has joined the European Charter for the Safeguarding of Human Rights in the City

With the participation of 25 municipalities of Catalonia among them Mollet del Vallegraves this project want to publicize the work of human rights defenders helping to educate the citizens of the participating cities on the need to integrate human rights in our daily work

A group of more than 200 local authorities and organisations interested in urban sustainable mo-bility Members exchange information and work together to engage with the European Union and national governments about transport policy issues legislation regulations and funding

Network of Educating Cities

Founded in 1994 it is a permanent structure for the collaboration between local governments committed to Charter of Educating Cities In December 2018 the number of members amounted to 488 cities from 36 countries on all continents

Mayors for Peace Network

Registered as a consultative NGO associated with the Economic and Social Council of the United Nations more than 7500 cities from 163 different countries and regions are part of it all sharing the aim of working for peace

A decided policy of strengthening current and creating new twinning programmes

The 2015-2019 mandate was a particularly intense period in Mollet given the extension of our twinning partner-ships which were launched in 1987 with the signature of an agreement with Rivoli (Italy) and extended in 1989 with an agreement with Cinco Pinos (Nicaragua)

After 30 years and at a time when the project of a united and diverse Europe is experiencing challenges and difficulties Mollet del Vallegraves decided to reactivate its twinning activities to contribute to European ideals

Initially we reactivated our twinning agreement with Rivoli and this city put us in contact with its other twinned cities Ravensburg (Germany) and Montelimar (France) During the first years of this mandate we intensified youth exchanges between these cities for example Ravensburg

Young Ravenburg sportspeople visit Mollet del Vallegraves

From 26-28 May 2017 we celebrated the Street Sport Festival and invited 20 young people from Ravensburg and Torres Vedras (Portugal) to play sport with young people from Spain and other European countries This activity was part of the programme to celebrate Mollet winning the European City of Sport Award1

7th International Youth Conference

From 28 October to 4 November 2017 Ravensburg organised a young peoplersquos conference on Europe Under Construction to invite young people to make an active contribution to the future of Europe Financed by the Erasmus+ Youth in Action programme this event involved the active and intense participation of young people from Ravensburg and Mollet alongside young people from the following cities

Exchanges between our music schools

bull Concert to Celebrate the 25th Anniversary of the Mollet Music School From 20 -23 May 2016 over 50 young musicians from the Ravensburg Music School visited Mollet and gave a gala performance with young people from Mollet This concert brought together 100 young musicians who performed on an outside stage set up in the central square in Mollet

bull The Mollet Music School Jazz band visited Ravensburg from 19 - 22 October 2017Over 30 young people from Mollet stayed with young people in Ravensburg and gave two concerts for the general public

bull 3rd International Youth Classic Camp - 2 - 8 April 2018 During a week over 160 young musicians from Ravensburg Mollet del Vallegraves Rhonda Cynon Thaf (Wales) and Varazdin (Croatia) rehearsed Genesis Suite by Tolga Kashif These young people then gave a concert to celebrate the signature of the twinning agreement between Mollet and Ravensburg

A Mollet delegation visited Ravensburg during the Classic Camp weekend to ratify the twinning agreement signed a year earlier in Mollet del Vallegraves

This list of activities aims to illustrate the first phase of our strategy to reactivate and extend our twinning agreements through exchanges for young people from both cities

We carried out intense institutional work as part of the second phase to create new links between Mollet and other European cities To consolidate this action we decided to create a delegation formed by a representative of each political party at our Council meetings regardless of whether these parties were elected to the municipal government This ensures that every political party feels as if it belongs to the European strategy carried out by Mollet in recent years

Thanks to this city diplomacy the municipality has signed two new twinning agreements taking us to a total of four

The future of the four twinned cities

2018 saw the culmination of a project launched in 2015 in which we aimed to secure quadrilateral twinning agreements with four cities (Montelimar Ravensburg Rivoli and Mollet) Having achieved this objective we held a working meeting in Montelimar (France) during the weekend in which the twinning agreement was signed (November 2018) in which we defined our shared project ldquoProfessionalizing Twinning Projectsrdquo

The four cities agreed that twinning agreements have traditionally been based on exchanges between young people sports and cultural organisations etc and that this had contributed to create links and to allow new generations of young people to feel like they belong to Europe We therefore committed to continue working in this line as well as to undertake a new path in the form of technical and political meetings between the four councils in order to improve our public services and face the challenges shared by European cities

The first meeting of this kind will be held in Montelimar in the first quarter of 2019 We agreed to address the following issues youth employment digital transition the environment and tourism

There will be elections in Mollet del Vallegraves in May 2019 but the project will be maintained no matter what the results thanks to this inclusive approach to international relationships In fact two new twinning agreements have already been foreseen for the 2019-2023 mandate with Rhonda Cynon Thaf (Wales) which is currently twinned with Ravensburg and Rivoli and with Nabeul (Tunisia) which is currently twinned with Montelimar

While we have focused on Ravensburg to explain the actions we have carried out to sign new twinning agreements we also want to briefly mention the activities we continue to implement with Rivoli The following are a few of the highlights

Erasmus + project Letrsquos Communicate - 26 June to 7 July 2018

bull A group of young people from Rivoli and Mollet del Vallegraves spent 10 days together with young people from countries includingbull Belguim - Germany - Macedonia and Portugal

This encounter had a dual objective to reflect on the culture of peace at European level remembering the young partisans who died in Rivoli fighting Italian and German fascists and to reflect on the impact that the media and social networks have on our lives

European Voluntary Service (EVS)

bull The Council of Rivoli formed part of an EVS network and thanks to the friendship that unites us with this city Laura Franco a young girl from Mollet was selected to carry out European Voluntary Service in Rivoli through a selection process

This project focuses on working with young people in Rivoli who make poor use of the sports betting houses proliferating in Europe A group of young leaders were given the task of convincing these minors that this activity leads to addiction and that they should re-direct their time and interests to cultural sporting and other activities

Besides the above-mentioned music school exchanges with our twinned cities Mollet has also built an international dimension into various activities in the city Highlights include

Third international festival of music Sona Mollet 2018

The Sona Mollet - In Memory of Anna Villaescusa Rebull festival from 5 - 7 October 2018 This third edition of the festival has become consolidated as an international benchmark and featured a top-flight programme of young jazz and classical musicians

This clear support for young professional musicians is the result of the agreement signed between Mollet del Vallegraves the Amsterdam Conservatory and the Liceu Opera House Conservatory (Barcelona)

This agreement is thanks to the career in the two conservatories of Anna Villaescusa Rebull a young pianist from Mollet who died of leukemia four years ago

Mollet International Puppet Festival (MITMO)

From 10 to 13 April 2018 we celebrated the Mollet International Puppet Festival (MITMO - Mostra Internacional de Titelles de Mollet) which after over 10 yearsrsquo experience has become a must-see springtime event for families One of the main features of MITMO is the abundance of free open-air performances

Numerous companies visited the city and offered 23 performances over 3 days Since the beginning MITMO concentrated on quality performances and has always attracted international companies Once again this year we enjoyed performances by visiting companies

The Mollet Council also works with other cities on European projects like Horizon 2020 URBACT etc that seek to improve the quality of life of European citizens and call on young people to play an active role in building the future of the European Union The latest experiences carried out by Mollet are described below

Horizon 2020 project under the topic ldquoSocietal and political engagement of young people and their perspectives on Europerdquo

From October 2015 to March 2018 the young people of Mollet had the opportunity to take part in this project together with young people from the following cities and regions

bull Hatay (Turkey) bull Association of Communities of Locride (Italy) bull Valdemoro (Spain) bull The region of Crete (Greece)

The following companies and universities form part of the project consortium and created an app and a webpage to promote the social and political engagement of young people in environmental issues

bull Linguatec GMBH (Germany) bull Draxis environmental (Greece) bull Kairos Future (Sweden) bull Sampas (Turkey) bull The university of Abertay Dundee (Scotland)

Graphic design students from the National Secondary School Mollet played an active part in the process of creating apps making suggestions and sharing them with students from the above cities

Over 15 online dialogues were carried out in which young Europeans were able to take part at local or international level and make suggestions on a wide variety of subjects electric cars cycle lanes nature conservation city waste management renewable energies etc

Over 2500 people took part in the project in Mollet del Vallegraves of whom 1277 were aged between 16 and 30 years old Molletrsquos young people travelled to Berlin for a conference on Young People and New Technologies allowing them to present the results and explain their role in the projects

URBACT III Agri-Urban

From June 2016 to June 2018 Mollet del Vallegraves has participated in this project whose objective is to find sustainable food systems for our cities We pay special attention to health local economy and entrepreneurship to generate new opportunities for agri-food business for young people in Europe

As a result of our participation in this project the city of Mollet del Vallegraves has learned from the initiatives implemented in Europe and has included several of them in the Integrated Action Plan which each city has developed

URBACT II Diet for a Gren Planet

The Council of Mollet del Vallegraves had already participated in the URBACT II project lsquoDiet for a Green Planetrsquo which focused on improving the quality of food in school canteens in order to protect the environment and improve childrenrsquos health

This project consisting in transferring knowledge from the Swedish city of Soumldertaumllje to the following cities

bull Lomza (Poland) bull Moletai (Lithuania) bull Mollet (Spain)

This is a clear example of what the European project must strive to be a space of cooperation and exchange of knowledge so that all European citizens can overcome current challenges together with a participatory and active attitude

Co-operation of our secondary schools with schools abroad

Mollet has five public secondary schools and four subsidised private secondary schools All of them work together with the Department of European Projects and International Relations of the Council of Mollet and ask us for support and advice if needed for their exchanges with other secondary schools across Europe for the purpose of practising languages

An example of this is the work carried out by the Sant Gervasi School during the school year of 2017-2018 during which they have participated in student exchanges with secondary schools in the following cities

bull Darmstadt (Germany) 50 students in their 4th year of secondary educationbull Rostrenen (France) 22 students bull Amsterdam (Netherlands) 40 students

We would also like to highlight the project shared by two European secondary schools the Institut Gallecs in Mollet and the Institut fuumlr Soziale Berufe in Ravensburg which the Council of Mollet supports The students donrsquot just participate in a linguistic and cultural exchange they also have the possibility of doing an internship abroad

From 23 May to 31 July 2018 the students from the Advanced Training Course in Early Years Education in Mollet participated in work placements in nurseries in the twinned city of Ravensburg (Montesori School St Josef School and Waldorf School) Before that German students had completed work placements from January until May 2018 in the four nurseries in Mollet La Xarranca Pinetons Filadora and La Quitxalla For the young people who participate in this programme Europe will be very close to them as it has been part of their personal and professional experience

Finally we would like to add that the cultural and sporting institutions in our city are also participating in exchanges throughout Europe for which they receive support from the City Council if needed

European Parliament intergroup meetingBrussels - 10th of January 2018

Mollet del Vallegraves was invited together with the city of Wroclaw (Poland) to a hearing with the European Parliamentrsquos Urban Intergroup presided by Mr Jan Olbrycht MEP

We were able to present evidence of the changes that have been made in our city thanks to the European projects that have been implemented in the recent years to several MEPs Among the most important changes are local participation and food policies transforming procurement models improving the publicrsquos diet promoting youth participation in environmental issues etc

United Nations Conference Habitat III on Housing and Sustainable Urban Development in Ecuador (2016)

Held from the 17-20 October 2016 and gathering 30000 people from 167 countries The conference reinvigorated the global commitment to sustainable urbanization and Member States of the United Nations adopted a New Urban Agenda building on the Habitat Agenda of Istanbul in 1996

Mollet was chosen because of its ability to network with other European cities and to apply knowl-edge gained from abroad locally

The European Green Leaf Award 2015-2016

The European Green Leaf Award is open to all towns and cities across Europe with a population of 20000 and up to 100000 inhabitants Cities are evaluated in the following areas

bull Climate change and energy performance bull Quality of Air and the acoustic environmentbull Mobility bull Waste and green economybull Biodiversity and land use bull Water management

Mollet del Vallegraves and the Portuguese city of Torres Vedras were the winners of the inaugural European Green Leaf Awards in 2015-2016

The first task we received from the Directorate-General for Environment in Brussels was the creation of the European Green Leaf Network3 of European cities where the winners and finalists would be able to access

European City of Sport Award 2017

This award spreads the European dimension of sports and it is appointed every year at the Euro-pean Parliament The corner stone of the European dimension of sports is written in the article 149 of the Treaty of Lisbon

ldquoThe Union shall contribute to the promotion of European sporting issues while taking account of the specific nature of sport its structures based on voluntary activity and its social and educa-tional function [hellip] Union action shall be aimed at developing the European dimension in sport by promoting fairness and openness in sporting competitionsrdquo

Molletrsquos bid for European City of Sport was evaluated in the following areas

Mollet was awarded in 2017 and during the whole year the city together with all stakeholders develop a wide programme of activities Some of them included as well young people from European cities

We are working together with Sofia which is Capital of Sport 2018 to benefit from an Erasmus+ project that could give the possibility to a group of young people from Mollet to go to Sofia and practice sport in 2019

Euroscola Award 2018

The European Parliamentrsquos Information Office in Spain in collaboration with the European Commissionrsquos representatives in Spain the Secretary of State for European Affairs (Ministry of Foreign Affairs and Cooperation) and with the Secretary of State for Culture (Ministry of Education Culture and Sport) convened the XXIV edition of the Euroscola Competition which focused on the celebration of the European Year of Cultural Heritage under the slogan ldquoOur heritage where the past meets the futurerdquo

The objective of this call for proposals has been to make young people reflect on what European cultural heritage means and what it represents Our cultural heritage unites Europe through its history and its common values Itrsquos not just a value from the past but it also helps us to create our future as Europeans and find common paths in understanding and unity

The students in their 4th year of secondary education at the Sant Gervasi School in Mollet del Vallegraves won this award on two occasions

bull Academic Year 2016-2017 the students were able to go to Strasbourg in October 2017bull Academic Year 2017-2018 the winning students will visit the European Parliament headquarters

in Strasbourg during the first half of 2019

Europe Day propagation of the European ideal

Europe Day is a date marked on the calendar at our Department of European Projects and Interna-tional Relations 2018 has been the fourth year during which we have offered activities aimed at spreading the European ideal sharing information about how the European Union works and deal-ing with current issues in Europe

2018 has been a year of expansion as we have gone from only engaging with young people during the first three years to widening our attention to the elderly and the general public We have also in-creased the number of activities carried out exclusively in English and we have added twinned cities to our local activities

Programme of activities for Europe Day 2018

bull Talk in English at the cityrsquos secondary schools ldquoEurope from its citiesrdquo The talk was given at 5 secondary schools in the city and around 420 students between 16 and 17 years old voluntarily participated The content of the talk which is given in English is updated with each edition

The projects chosen in 2018 are the following

bull First part European symbols the motto united in diversity the European anthem the flag the Schuman Declaration member states and enlargements EU indicators etc

bull Second part - International relations from the local level the Twinning agreements- Two possibilities twinning with an EU city or twinning with less developed countries - Twinning definition active citizenship participation European dimension raise awareness a lasting relationship- Twinning benefits- Our twinned cities Rivoli and Ravensburg (Mollet was not twinned with Montelimar in May 2018)

To make the talk more interesting we invited employees from the City Councils of Rivoli (Italy) and Ravensburg (Germany) to present their cities and talk about their citiesrsquo relationship with Mollet as a specific case of European twinning that young people can benefit from

bull Talk in English at the community centre of Can Borrell ldquoEurope opportunities to study work or volunteerrdquo This talk was aimed at young people aged between 16 and 30 years in order to reach a wide range of young people in the city including those who are already working or are studying at university

Its objective was to promote mobility and to present programmes with the European Voluntary Service the Youth Guarantee as well as the approved European CV format Europass

bull Talk in English at the community centre of Can Borrell ldquoMollet in EuroperdquoTalk aimed at the general public with the aim of presenting all the work that we do in the Department on a European level projects international relations etc

bull Talk in Catalan for the elderly ldquoA to Z about European culturerdquo One of our important developments during 2018 has been our decision to also engage with the elderly We took advantage of the fact that it was the European Year of Cultural Heritage to offer them a fun and entertaining dynamic which has helped them to learn about some of the cultural customs that we share as a common heritage

bull Seminar at the community centre of Can Borrell ldquoThe European Union that wersquore unfamiliar withrdquoThis has been the most innovative project to which we have allocated the highest budget The idea was to prepare a course involving four sessions (once per week) with sessions of 1 and a half or 2 hours to explain how the European Union is organised how it works etc The agenda was as follows

bull Introduction What is the European Union Origins and goals bull Organisations institutions composition etc bull European citizenship bull The European Union nowadays Topics to debate

The activity has been very well received and we will do it again in 2019 We hired a teacher from the Rovira i Virgili University who is specialised in European policies of international cooperation and development to teach this course

European Weeks and Thematic Years

Mollet del Vallegraves actively participates in the European weeks and themed years providing support to events andor initiatives relating to them preparing programmes of activities for our citizens and taking advantage of the alliances that may be created We often receive support from Barcelona Provincial Council in organising activities related to the European weeks

Mollet del Vallegraves has long associative and institutional experience in the field of solidarity and international cooperation especially in the network from the Baix Vallegraves to the north of Chinandega in Nicaragua where is located San Juan de Cinco Pinos a twinned town since 1989

Collaboration agreement with the Catalan Development Cooperation Fund

One of the key elements of managing interna-tional cooperation and solidarity in Mollet is the collaboration agreement with the Catalan Development Cooperation Fund (FCCD - Fons Catalagrave de Cooperacioacute al Desenvolupament) This is an organisation formed by councils which allocate part of their budget to finance activities for development cooperation and solidarity with people from poorer countries The FCCD jointly manages the financial resources provided by the councils which allows them to unify the analysis and evaluation criteria of the projects and to have a technical team of specialists who provide a coordinated monitoring of the projects that are financed

The Department of Solidarity and Cooperation at the Council of Mollet is also part of the Governing Council of the FCCD This means that the action carried out between the two organisations is fully coordinated

During 2018 the Council of Mollet del Vallegraves has collaborated with the following projects

bull Emergency response to the effects of the earthquake and tsunami in IndonesiaOn 28 September 2018 a series of earthquakes shook the region of Donggala the province of Central Sulawesi in Indonesia causing 1234 deaths

bull Social projects in Nicaragua in the context of the socio-political and economic crisis that the country has been experiencing since April 2018 Nicaragua is a strategic country for development cooperation in Mollet due to our twinning with the Nicaraguan town of Cinco Pinos Mollet has participated in the following projects this year

bull P2089 - CENIC Project - Centre for Nutrition and Training in San Juan de Limay Funding for feeding 104 children aged between 3 and 5 years old and for hygienic materials

bull P2656 - Expansion and maintenance of the El Sauce nursing home Covers the cost of staff of the nursing home who care for dozens of people on a permanent basis The elderly people housed there are largely people who used to be homeless or who have no family support

bull P3117 - Support for the Nidia White Womenrsquos Movement shelter for victims of violence safety food and entertainment Regular maintenance of the Bilwi shelter by purchasing food hygiene products clothes and medical equipment The centre houses children and teenagers who have been victims of sexual abuse and violence

bull P2913 - Extension of the funding for literacy programmes in the Rama communities in Bluefields Covering the fuel expenses for the river boats that serve the indigenous communities in the jungle and support for the cost of personnel during and after the literacy programmes

Subsidies for institutions of solidarity and cooperation in Mollet del Vallegraves

Mollet has a wide rand of organisations which are very active and committed to solidarity around the world Every year the Council announces a process for subsidies to collaborate with solidarity projects coordinated directly by organisations in the area The projects chosen in 2018 are the following

bull Arr (Mauritania) creation of a sufficient number of nursery places in the village of Arr and improving the educational system of the school

bull Dessie South Wollo (Ethopia) The construction of the library aims to improve the education of the children at this school therefore increasing the pupilsrsquo access to more sources for studying reducing their dependency on teachers as a source of knowledge

Mollet and the project ldquoCities for Human Rightsrdquo

The involvement of Mollet in the defense and promotion of human rights has been developed both in actions for the local citizens and internationally In the first aspect Mollet together with other Catalan Municipalities has joined the European Charter for the Safeguarding of Human Rights in the City

With the participation of 25 municipalities of Catalonia among them Mollet del Vallegraves this project want to publicize the work of human rights defenders helping to educate the citizens of the participating cities on the need to integrate human rights in our daily work

This network was created by the Council of Mollet del Vallegraves and the Council of Torres Vedras (Portugal) in 2015 and consists of a dozen cities To become a part of it the city must have won the EGL award or be a finalist city4

CIVINET Network

A group of more than 200 local authorities and organisations interested in urban sustainable mo-bility Members exchange information and work together to engage with the European Union and national governments about transport policy issues legislation regulations and funding

Network of Educating Cities

Founded in 1994 it is a permanent structure for the collaboration between local governments committed to Charter of Educating Cities In December 2018 the number of members amounted to 488 cities from 36 countries on all continents

Mayors for Peace Network

Registered as a consultative NGO associated with the Economic and Social Council of the United Nations more than 7500 cities from 163 different countries and regions are part of it all sharing the aim of working for peace

European Capitals and Cities of Sport Federation

More than 300 cities that share the promotion of the European dimension of sport5

bull The Mollet Music School Jazz band visited Ravensburg from 19 - 22 October 2017Over 30 young people from Mollet stayed with young people in Ravensburg and gave two concerts for the general public

bull 3rd International Youth Classic Camp - 2 - 8 April 2018 During a week over 160 young musicians from Ravensburg Mollet del Vallegraves Rhonda Cynon Thaf (Wales) and Varazdin (Croatia) rehearsed Genesis Suite by Tolga Kashif These young people then gave a concert to celebrate the signature of the twinning agreement between Mollet and Ravensburg

A Mollet delegation visited Ravensburg during the Classic Camp weekend to ratify the twinning agreement signed a year earlier in Mollet del Vallegraves

This list of activities aims to illustrate the first phase of our strategy to reactivate and extend our twinning agreements through exchanges for young people from both cities

We carried out intense institutional work as part of the second phase to create new links between Mollet and other European cities To consolidate this action we decided to create a delegation formed by a representative of each political party at our Council meetings regardless of whether these parties were elected to the municipal government This ensures that every political party feels as if it belongs to the European strategy carried out by Mollet in recent years

Thanks to this city diplomacy the municipality has signed two new twinning agreements taking us to a total of four

The future of the four twinned cities

2018 saw the culmination of a project launched in 2015 in which we aimed to secure quadrilateral twinning agreements with four cities (Montelimar Ravensburg Rivoli and Mollet) Having achieved this objective we held a working meeting in Montelimar (France) during the weekend in which the twinning agreement was signed (November 2018) in which we defined our shared project ldquoProfessionalizing Twinning Projectsrdquo

The four cities agreed that twinning agreements have traditionally been based on exchanges between young people sports and cultural organisations etc and that this had contributed to create links and to allow new generations of young people to feel like they belong to Europe We therefore committed to continue working in this line as well as to undertake a new path in the form of technical and political meetings between the four councils in order to improve our public services and face the challenges shared by European cities

The first meeting of this kind will be held in Montelimar in the first quarter of 2019 We agreed to address the following issues youth employment digital transition the environment and tourism

There will be elections in Mollet del Vallegraves in May 2019 but the project will be maintained no matter what the results thanks to this inclusive approach to international relationships In fact two new twinning agreements have already been foreseen for the 2019-2023 mandate with Rhonda Cynon Thaf (Wales) which is currently twinned with Ravensburg and Rivoli and with Nabeul (Tunisia) which is currently twinned with Montelimar

While we have focused on Ravensburg to explain the actions we have carried out to sign new twinning agreements we also want to briefly mention the activities we continue to implement with Rivoli The following are a few of the highlights

Erasmus + project Letrsquos Communicate - 26 June to 7 July 2018

bull A group of young people from Rivoli and Mollet del Vallegraves spent 10 days together with young people from countries includingbull Belguim - Germany - Macedonia and Portugal

This encounter had a dual objective to reflect on the culture of peace at European level remembering the young partisans who died in Rivoli fighting Italian and German fascists and to reflect on the impact that the media and social networks have on our lives

European Voluntary Service (EVS)

bull The Council of Rivoli formed part of an EVS network and thanks to the friendship that unites us with this city Laura Franco a young girl from Mollet was selected to carry out European Voluntary Service in Rivoli through a selection process

This project focuses on working with young people in Rivoli who make poor use of the sports betting houses proliferating in Europe A group of young leaders were given the task of convincing these minors that this activity leads to addiction and that they should re-direct their time and interests to cultural sporting and other activities

Besides the above-mentioned music school exchanges with our twinned cities Mollet has also built an international dimension into various activities in the city Highlights include

Third international festival of music Sona Mollet 2018

The Sona Mollet - In Memory of Anna Villaescusa Rebull festival from 5 - 7 October 2018 This third edition of the festival has become consolidated as an international benchmark and featured a top-flight programme of young jazz and classical musicians

This clear support for young professional musicians is the result of the agreement signed between Mollet del Vallegraves the Amsterdam Conservatory and the Liceu Opera House Conservatory (Barcelona)

This agreement is thanks to the career in the two conservatories of Anna Villaescusa Rebull a young pianist from Mollet who died of leukemia four years ago

Mollet International Puppet Festival (MITMO)

From 10 to 13 April 2018 we celebrated the Mollet International Puppet Festival (MITMO - Mostra Internacional de Titelles de Mollet) which after over 10 yearsrsquo experience has become a must-see springtime event for families One of the main features of MITMO is the abundance of free open-air performances

Numerous companies visited the city and offered 23 performances over 3 days Since the beginning MITMO concentrated on quality performances and has always attracted international companies Once again this year we enjoyed performances by visiting companies

Contacts with municipalities abroad co-operation and partnerships

The Mollet Council also works with other cities on European projects like Horizon 2020 URBACT etc that seek to improve the quality of life of European citizens and call on young people to play an active role in building the future of the European Union The latest experiences carried out by Mollet are described below

Horizon 2020 project under the topic ldquoSocietal and political engagement of young people and their perspectives on Europerdquo

From October 2015 to March 2018 the young people of Mollet had the opportunity to take part in this project together with young people from the following cities and regions

bull Hatay (Turkey) bull Association of Communities of Locride (Italy) bull Valdemoro (Spain) bull The region of Crete (Greece)

The following companies and universities form part of the project consortium and created an app and a webpage to promote the social and political engagement of young people in environmental issues

bull Linguatec GMBH (Germany) bull Draxis environmental (Greece) bull Kairos Future (Sweden) bull Sampas (Turkey) bull The university of Abertay Dundee (Scotland)

Graphic design students from the National Secondary School Mollet played an active part in the process of creating apps making suggestions and sharing them with students from the above cities

Over 15 online dialogues were carried out in which young Europeans were able to take part at local or international level and make suggestions on a wide variety of subjects electric cars cycle lanes nature conservation city waste management renewable energies etc

Over 2500 people took part in the project in Mollet del Vallegraves of whom 1277 were aged between 16 and 30 years old Molletrsquos young people travelled to Berlin for a conference on Young People and New Technologies allowing them to present the results and explain their role in the projects

URBACT III Agri-Urban

From June 2016 to June 2018 Mollet del Vallegraves has participated in this project whose objective is to find sustainable food systems for our cities We pay special attention to health local economy and entrepreneurship to generate new opportunities for agri-food business for young people in Europe

These are the 10 cities with whom Mollet del Vallegraves has worked intensively for 24 months

As a result of our participation in this project the city of Mollet del Vallegraves has learned from the initiatives implemented in Europe and has included several of them in the Integrated Action Plan which each city has developed

URBACT II Diet for a Gren Planet

The Council of Mollet del Vallegraves had already participated in the URBACT II project lsquoDiet for a Green Planetrsquo which focused on improving the quality of food in school canteens in order to protect the environment and improve childrenrsquos health

This project consisting in transferring knowledge from the Swedish city of Soumldertaumllje to the following cities

bull Lomza (Poland) bull Moletai (Lithuania) bull Mollet (Spain)

This is a clear example of what the European project must strive to be a space of cooperation and exchange of knowledge so that all European citizens can overcome current challenges together with a participatory and active attitude

Co-operation of our secondary schools with schools abroad

Mollet has five public secondary schools and four subsidised private secondary schools All of them work together with the Department of European Projects and International Relations of the Council of Mollet and ask us for support and advice if needed for their exchanges with other secondary schools across Europe for the purpose of practising languages

An example of this is the work carried out by the Sant Gervasi School during the school year of 2017-2018 during which they have participated in student exchanges with secondary schools in the following cities

bull Darmstadt (Germany) 50 students in their 4th year of secondary educationbull Rostrenen (France) 22 students bull Amsterdam (Netherlands) 40 students

We would also like to highlight the project shared by two European secondary schools the Institut Gallecs in Mollet and the Institut fuumlr Soziale Berufe in Ravensburg which the Council of Mollet supports The students donrsquot just participate in a linguistic and cultural exchange they also have the possibility of doing an internship abroad

From 23 May to 31 July 2018 the students from the Advanced Training Course in Early Years Education in Mollet participated in work placements in nurseries in the twinned city of Ravensburg (Montesori School St Josef School and Waldorf School) Before that German students had completed work placements from January until May 2018 in the four nurseries in Mollet La Xarranca Pinetons Filadora and La Quitxalla For the young people who participate in this programme Europe will be very close to them as it has been part of their personal and professional experience

Finally we would like to add that the cultural and sporting institutions in our city are also participating in exchanges throughout Europe for which they receive support from the City Council if needed

Mollet del Vallegraves was invited together with the city of Wroclaw (Poland) to a hearing with the European Parliamentrsquos Urban Intergroup presided by Mr Jan Olbrycht MEP

We were able to present evidence of the changes that have been made in our city thanks to the European projects that have been implemented in the recent years to several MEPs Among the most important changes are local participation and food policies transforming procurement models improving the publicrsquos diet promoting youth participation in environmental issues etc

United Nations Conference Habitat III on Housing and Sustainable Urban Development in Ecuador (2016)

Held from the 17-20 October 2016 and gathering 30000 people from 167 countries The conference reinvigorated the global commitment to sustainable urbanization and Member States of the United Nations adopted a New Urban Agenda building on the Habitat Agenda of Istanbul in 1996

Mollet was chosen because of its ability to network with other European cities and to apply knowl-edge gained from abroad locally

The European Green Leaf Award 2015-2016

The European Green Leaf Award is open to all towns and cities across Europe with a population of 20000 and up to 100000 inhabitants Cities are evaluated in the following areas

bull Climate change and energy performance bull Quality of Air and the acoustic environmentbull Mobility bull Waste and green economybull Biodiversity and land use bull Water management

Mollet del Vallegraves and the Portuguese city of Torres Vedras were the winners of the inaugural European Green Leaf Awards in 2015-2016

The first task we received from the Directorate-General for Environment in Brussels was the creation of the European Green Leaf Network3 of European cities where the winners and finalists would be able to access

European City of Sport Award 2017

This award spreads the European dimension of sports and it is appointed every year at the Euro-pean Parliament The corner stone of the European dimension of sports is written in the article 149 of the Treaty of Lisbon

ldquoThe Union shall contribute to the promotion of European sporting issues while taking account of the specific nature of sport its structures based on voluntary activity and its social and educa-tional function [hellip] Union action shall be aimed at developing the European dimension in sport by promoting fairness and openness in sporting competitionsrdquo

Molletrsquos bid for European City of Sport was evaluated in the following areas

Mollet was awarded in 2017 and during the whole year the city together with all stakeholders develop a wide programme of activities Some of them included as well young people from European cities

We are working together with Sofia which is Capital of Sport 2018 to benefit from an Erasmus+ project that could give the possibility to a group of young people from Mollet to go to Sofia and practice sport in 2019

Euroscola Award 2018

The European Parliamentrsquos Information Office in Spain in collaboration with the European Commissionrsquos representatives in Spain the Secretary of State for European Affairs (Ministry of Foreign Affairs and Cooperation) and with the Secretary of State for Culture (Ministry of Education Culture and Sport) convened the XXIV edition of the Euroscola Competition which focused on the celebration of the European Year of Cultural Heritage under the slogan ldquoOur heritage where the past meets the futurerdquo

The objective of this call for proposals has been to make young people reflect on what European cultural heritage means and what it represents Our cultural heritage unites Europe through its history and its common values Itrsquos not just a value from the past but it also helps us to create our future as Europeans and find common paths in understanding and unity

The students in their 4th year of secondary education at the Sant Gervasi School in Mollet del Vallegraves won this award on two occasions

bull Academic Year 2016-2017 the students were able to go to Strasbourg in October 2017bull Academic Year 2017-2018 the winning students will visit the European Parliament headquarters

in Strasbourg during the first half of 2019

Europe Day is a date marked on the calendar at our Department of European Projects and Interna-tional Relations 2018 has been the fourth year during which we have offered activities aimed at spreading the European ideal sharing information about how the European Union works and deal-ing with current issues in Europe

2018 has been a year of expansion as we have gone from only engaging with young people during the first three years to widening our attention to the elderly and the general public We have also in-creased the number of activities carried out exclusively in English and we have added twinned cities to our local activities

Programme of activities for Europe Day 2018

bull Talk in English at the cityrsquos secondary schools ldquoEurope from its citiesrdquo The talk was given at 5 secondary schools in the city and around 420 students between 16 and 17 years old voluntarily participated The content of the talk which is given in English is updated with each edition

The projects chosen in 2018 are the following

bull First part European symbols the motto united in diversity the European anthem the flag the Schuman Declaration member states and enlargements EU indicators etc

bull Second part - International relations from the local level the Twinning agreements- Two possibilities twinning with an EU city or twinning with less developed countries - Twinning definition active citizenship participation European dimension raise awareness a lasting relationship- Twinning benefits- Our twinned cities Rivoli and Ravensburg (Mollet was not twinned with Montelimar in May 2018)

To make the talk more interesting we invited employees from the City Councils of Rivoli (Italy) and Ravensburg (Germany) to present their cities and talk about their citiesrsquo relationship with Mollet as a specific case of European twinning that young people can benefit from

bull Talk in English at the community centre of Can Borrell ldquoEurope opportunities to study work or volunteerrdquo This talk was aimed at young people aged between 16 and 30 years in order to reach a wide range of young people in the city including those who are already working or are studying at university

Its objective was to promote mobility and to present programmes with the European Voluntary Service the Youth Guarantee as well as the approved European CV format Europass

bull Talk in English at the community centre of Can Borrell ldquoMollet in EuroperdquoTalk aimed at the general public with the aim of presenting all the work that we do in the Department on a European level projects international relations etc

bull Talk in Catalan for the elderly ldquoA to Z about European culturerdquo One of our important developments during 2018 has been our decision to also engage with the elderly We took advantage of the fact that it was the European Year of Cultural Heritage to offer them a fun and entertaining dynamic which has helped them to learn about some of the cultural customs that we share as a common heritage

bull Seminar at the community centre of Can Borrell ldquoThe European Union that wersquore unfamiliar withrdquoThis has been the most innovative project to which we have allocated the highest budget The idea was to prepare a course involving four sessions (once per week) with sessions of 1 and a half or 2 hours to explain how the European Union is organised how it works etc The agenda was as follows

bull Introduction What is the European Union Origins and goals bull Organisations institutions composition etc bull European citizenship bull The European Union nowadays Topics to debate

The activity has been very well received and we will do it again in 2019 We hired a teacher from the Rovira i Virgili University who is specialised in European policies of international cooperation and development to teach this course

Mollet del Vallegraves actively participates in the European weeks and themed years providing support to events andor initiatives relating to them preparing programmes of activities for our citizens and taking advantage of the alliances that may be created We often receive support from Barcelona Provincial Council in organising activities related to the European weeks

Mollet del Vallegraves has long associative and institutional experience in the field of solidarity and international cooperation especially in the network from the Baix Vallegraves to the north of Chinandega in Nicaragua where is located San Juan de Cinco Pinos a twinned town since 1989

Collaboration agreement with the Catalan Development Cooperation Fund

One of the key elements of managing interna-tional cooperation and solidarity in Mollet is the collaboration agreement with the Catalan Development Cooperation Fund (FCCD - Fons Catalagrave de Cooperacioacute al Desenvolupament) This is an organisation formed by councils which allocate part of their budget to finance activities for development cooperation and solidarity with people from poorer countries The FCCD jointly manages the financial resources provided by the councils which allows them to unify the analysis and evaluation criteria of the projects and to have a technical team of specialists who provide a coordinated monitoring of the projects that are financed

The Department of Solidarity and Cooperation at the Council of Mollet is also part of the Governing Council of the FCCD This means that the action carried out between the two organisations is fully coordinated

During 2018 the Council of Mollet del Vallegraves has collaborated with the following projects

bull Emergency response to the effects of the earthquake and tsunami in IndonesiaOn 28 September 2018 a series of earthquakes shook the region of Donggala the province of Central Sulawesi in Indonesia causing 1234 deaths

bull Social projects in Nicaragua in the context of the socio-political and economic crisis that the country has been experiencing since April 2018 Nicaragua is a strategic country for development cooperation in Mollet due to our twinning with the Nicaraguan town of Cinco Pinos Mollet has participated in the following projects this year

bull P2089 - CENIC Project - Centre for Nutrition and Training in San Juan de Limay Funding for feeding 104 children aged between 3 and 5 years old and for hygienic materials

bull P2656 - Expansion and maintenance of the El Sauce nursing home Covers the cost of staff of the nursing home who care for dozens of people on a permanent basis The elderly people housed there are largely people who used to be homeless or who have no family support

bull P3117 - Support for the Nidia White Womenrsquos Movement shelter for victims of violence safety food and entertainment Regular maintenance of the Bilwi shelter by purchasing food hygiene products clothes and medical equipment The centre houses children and teenagers who have been victims of sexual abuse and violence

Mollet has a wide rand of organisations which are very active and committed to solidarity around the world Every year the Council announces a process for subsidies to collaborate with solidarity projects coordinated directly by organisations in the area The projects chosen in 2018 are the following

bull Arr (Mauritania) creation of a sufficient number of nursery places in the village of Arr and improving the educational system of the school

bull Dessie South Wollo (Ethopia) The construction of the library aims to improve the education of the children at this school therefore increasing the pupilsrsquo access to more sources for studying reducing their dependency on teachers as a source of knowledge

The involvement of Mollet in the defense and promotion of human rights has been developed both in actions for the local citizens and internationally In the first aspect Mollet together with other Catalan Municipalities has joined the European Charter for the Safeguarding of Human Rights in the City

With the participation of 25 municipalities of Catalonia among them Mollet del Vallegraves this project want to publicize the work of human rights defenders helping to educate the citizens of the participating cities on the need to integrate human rights in our daily work

A group of more than 200 local authorities and organisations interested in urban sustainable mo-bility Members exchange information and work together to engage with the European Union and national governments about transport policy issues legislation regulations and funding

Network of Educating Cities

Founded in 1994 it is a permanent structure for the collaboration between local governments committed to Charter of Educating Cities In December 2018 the number of members amounted to 488 cities from 36 countries on all continents

Mayors for Peace Network

Registered as a consultative NGO associated with the Economic and Social Council of the United Nations more than 7500 cities from 163 different countries and regions are part of it all sharing the aim of working for peace

European Capitals and Cities of Sport Federation

The first meeting of this kind will be held in Montelimar in the first quarter of 2019 We agreed to address the following issues youth employment digital transition the environment and tourism

There will be elections in Mollet del Vallegraves in May 2019 but the project will be maintained no matter what the results thanks to this inclusive approach to international relationships In fact two new twinning agreements have already been foreseen for the 2019-2023 mandate with Rhonda Cynon Thaf (Wales) which is currently twinned with Ravensburg and Rivoli and with Nabeul (Tunisia) which is currently twinned with Montelimar

While we have focused on Ravensburg to explain the actions we have carried out to sign new twinning agreements we also want to briefly mention the activities we continue to implement with Rivoli The following are a few of the highlights

Erasmus + project Letrsquos Communicate - 26 June to 7 July 2018

bull A group of young people from Rivoli and Mollet del Vallegraves spent 10 days together with young people from countries includingbull Belguim - Germany - Macedonia and Portugal

This encounter had a dual objective to reflect on the culture of peace at European level remembering the young partisans who died in Rivoli fighting Italian and German fascists and to reflect on the impact that the media and social networks have on our lives

European Voluntary Service (EVS)

bull The Council of Rivoli formed part of an EVS network and thanks to the friendship that unites us with this city Laura Franco a young girl from Mollet was selected to carry out European Voluntary Service in Rivoli through a selection process

This project focuses on working with young people in Rivoli who make poor use of the sports betting houses proliferating in Europe A group of young leaders were given the task of convincing these minors that this activity leads to addiction and that they should re-direct their time and interests to cultural sporting and other activities

Besides the above-mentioned music school exchanges with our twinned cities Mollet has also built an international dimension into various activities in the city Highlights include

Third international festival of music Sona Mollet 2018

The Sona Mollet - In Memory of Anna Villaescusa Rebull festival from 5 - 7 October 2018 This third edition of the festival has become consolidated as an international benchmark and featured a top-flight programme of young jazz and classical musicians

This clear support for young professional musicians is the result of the agreement signed between Mollet del Vallegraves the Amsterdam Conservatory and the Liceu Opera House Conservatory (Barcelona)

This agreement is thanks to the career in the two conservatories of Anna Villaescusa Rebull a young pianist from Mollet who died of leukemia four years ago

Mollet International Puppet Festival (MITMO)

From 10 to 13 April 2018 we celebrated the Mollet International Puppet Festival (MITMO - Mostra Internacional de Titelles de Mollet) which after over 10 yearsrsquo experience has become a must-see springtime event for families One of the main features of MITMO is the abundance of free open-air performances

Numerous companies visited the city and offered 23 performances over 3 days Since the beginning MITMO concentrated on quality performances and has always attracted international companies Once again this year we enjoyed performances by visiting companies

The Mollet Council also works with other cities on European projects like Horizon 2020 URBACT etc that seek to improve the quality of life of European citizens and call on young people to play an active role in building the future of the European Union The latest experiences carried out by Mollet are described below

Horizon 2020 project under the topic ldquoSocietal and political engagement of young people and their perspectives on Europerdquo

From October 2015 to March 2018 the young people of Mollet had the opportunity to take part in this project together with young people from the following cities and regions

The following companies and universities form part of the project consortium and created an app and a webpage to promote the social and political engagement of young people in environmental issues

bull Linguatec GMBH (Germany) bull Draxis environmental (Greece) bull Kairos Future (Sweden) bull Sampas (Turkey) bull The university of Abertay Dundee (Scotland)

Graphic design students from the National Secondary School Mollet played an active part in the process of creating apps making suggestions and sharing them with students from the above cities

Over 15 online dialogues were carried out in which young Europeans were able to take part at local or international level and make suggestions on a wide variety of subjects electric cars cycle lanes nature conservation city waste management renewable energies etc

Over 2500 people took part in the project in Mollet del Vallegraves of whom 1277 were aged between 16 and 30 years old Molletrsquos young people travelled to Berlin for a conference on Young People and New Technologies allowing them to present the results and explain their role in the projects

URBACT III Agri-Urban

From June 2016 to June 2018 Mollet del Vallegraves has participated in this project whose objective is to find sustainable food systems for our cities We pay special attention to health local economy and entrepreneurship to generate new opportunities for agri-food business for young people in Europe

As a result of our participation in this project the city of Mollet del Vallegraves has learned from the initiatives implemented in Europe and has included several of them in the Integrated Action Plan which each city has developed

URBACT II Diet for a Gren Planet

The Council of Mollet del Vallegraves had already participated in the URBACT II project lsquoDiet for a Green Planetrsquo which focused on improving the quality of food in school canteens in order to protect the environment and improve childrenrsquos health

This project consisting in transferring knowledge from the Swedish city of Soumldertaumllje to the following cities

bull Lomza (Poland) bull Moletai (Lithuania) bull Mollet (Spain)

This is a clear example of what the European project must strive to be a space of cooperation and exchange of knowledge so that all European citizens can overcome current challenges together with a participatory and active attitude

Co-operation of our secondary schools with schools abroad

Mollet has five public secondary schools and four subsidised private secondary schools All of them work together with the Department of European Projects and International Relations of the Council of Mollet and ask us for support and advice if needed for their exchanges with other secondary schools across Europe for the purpose of practising languages

An example of this is the work carried out by the Sant Gervasi School during the school year of 2017-2018 during which they have participated in student exchanges with secondary schools in the following cities

bull Darmstadt (Germany) 50 students in their 4th year of secondary educationbull Rostrenen (France) 22 students bull Amsterdam (Netherlands) 40 students

We would also like to highlight the project shared by two European secondary schools the Institut Gallecs in Mollet and the Institut fuumlr Soziale Berufe in Ravensburg which the Council of Mollet supports The students donrsquot just participate in a linguistic and cultural exchange they also have the possibility of doing an internship abroad

From 23 May to 31 July 2018 the students from the Advanced Training Course in Early Years Education in Mollet participated in work placements in nurseries in the twinned city of Ravensburg (Montesori School St Josef School and Waldorf School) Before that German students had completed work placements from January until May 2018 in the four nurseries in Mollet La Xarranca Pinetons Filadora and La Quitxalla For the young people who participate in this programme Europe will be very close to them as it has been part of their personal and professional experience

Finally we would like to add that the cultural and sporting institutions in our city are also participating in exchanges throughout Europe for which they receive support from the City Council if needed

European Parliament intergroup meetingBrussels - 10th of January 2018

Mollet del Vallegraves was invited together with the city of Wroclaw (Poland) to a hearing with the European Parliamentrsquos Urban Intergroup presided by Mr Jan Olbrycht MEP

We were able to present evidence of the changes that have been made in our city thanks to the European projects that have been implemented in the recent years to several MEPs Among the most important changes are local participation and food policies transforming procurement models improving the publicrsquos diet promoting youth participation in environmental issues etc

United Nations Conference Habitat III on Housing and Sustainable Urban Development in Ecuador (2016)

Held from the 17-20 October 2016 and gathering 30000 people from 167 countries The conference reinvigorated the global commitment to sustainable urbanization and Member States of the United Nations adopted a New Urban Agenda building on the Habitat Agenda of Istanbul in 1996

Mollet was chosen because of its ability to network with other European cities and to apply knowl-edge gained from abroad locally

The European Green Leaf Award 2015-2016

The European Green Leaf Award is open to all towns and cities across Europe with a population of 20000 and up to 100000 inhabitants Cities are evaluated in the following areas

bull Climate change and energy performance bull Quality of Air and the acoustic environmentbull Mobility bull Waste and green economybull Biodiversity and land use bull Water management

Mollet del Vallegraves and the Portuguese city of Torres Vedras were the winners of the inaugural European Green Leaf Awards in 2015-2016

The first task we received from the Directorate-General for Environment in Brussels was the creation of the European Green Leaf Network3 of European cities where the winners and finalists would be able to access

European City of Sport Award 2017

This award spreads the European dimension of sports and it is appointed every year at the Euro-pean Parliament The corner stone of the European dimension of sports is written in the article 149 of the Treaty of Lisbon

ldquoThe Union shall contribute to the promotion of European sporting issues while taking account of the specific nature of sport its structures based on voluntary activity and its social and educa-tional function [hellip] Union action shall be aimed at developing the European dimension in sport by promoting fairness and openness in sporting competitionsrdquo

Molletrsquos bid for European City of Sport was evaluated in the following areas

Mollet was awarded in 2017 and during the whole year the city together with all stakeholders develop a wide programme of activities Some of them included as well young people from European cities

We are working together with Sofia which is Capital of Sport 2018 to benefit from an Erasmus+ project that could give the possibility to a group of young people from Mollet to go to Sofia and practice sport in 2019

Euroscola Award 2018

The European Parliamentrsquos Information Office in Spain in collaboration with the European Commissionrsquos representatives in Spain the Secretary of State for European Affairs (Ministry of Foreign Affairs and Cooperation) and with the Secretary of State for Culture (Ministry of Education Culture and Sport) convened the XXIV edition of the Euroscola Competition which focused on the celebration of the European Year of Cultural Heritage under the slogan ldquoOur heritage where the past meets the futurerdquo

The objective of this call for proposals has been to make young people reflect on what European cultural heritage means and what it represents Our cultural heritage unites Europe through its history and its common values Itrsquos not just a value from the past but it also helps us to create our future as Europeans and find common paths in understanding and unity

The students in their 4th year of secondary education at the Sant Gervasi School in Mollet del Vallegraves won this award on two occasions

bull Academic Year 2016-2017 the students were able to go to Strasbourg in October 2017bull Academic Year 2017-2018 the winning students will visit the European Parliament headquarters

in Strasbourg during the first half of 2019

Europe Day is a date marked on the calendar at our Department of European Projects and Interna-tional Relations 2018 has been the fourth year during which we have offered activities aimed at spreading the European ideal sharing information about how the European Union works and deal-ing with current issues in Europe

2018 has been a year of expansion as we have gone from only engaging with young people during the first three years to widening our attention to the elderly and the general public We have also in-creased the number of activities carried out exclusively in English and we have added twinned cities to our local activities

Programme of activities for Europe Day 2018

bull Talk in English at the cityrsquos secondary schools ldquoEurope from its citiesrdquo The talk was given at 5 secondary schools in the city and around 420 students between 16 and 17 years old voluntarily participated The content of the talk which is given in English is updated with each edition

The projects chosen in 2018 are the following

bull First part European symbols the motto united in diversity the European anthem the flag the Schuman Declaration member states and enlargements EU indicators etc

bull Second part - International relations from the local level the Twinning agreements- Two possibilities twinning with an EU city or twinning with less developed countries - Twinning definition active citizenship participation European dimension raise awareness a lasting relationship- Twinning benefits- Our twinned cities Rivoli and Ravensburg (Mollet was not twinned with Montelimar in May 2018)

To make the talk more interesting we invited employees from the City Councils of Rivoli (Italy) and Ravensburg (Germany) to present their cities and talk about their citiesrsquo relationship with Mollet as a specific case of European twinning that young people can benefit from

bull Talk in English at the community centre of Can Borrell ldquoEurope opportunities to study work or volunteerrdquo This talk was aimed at young people aged between 16 and 30 years in order to reach a wide range of young people in the city including those who are already working or are studying at university

Its objective was to promote mobility and to present programmes with the European Voluntary Service the Youth Guarantee as well as the approved European CV format Europass

bull Talk in English at the community centre of Can Borrell ldquoMollet in EuroperdquoTalk aimed at the general public with the aim of presenting all the work that we do in the Department on a European level projects international relations etc

bull Talk in Catalan for the elderly ldquoA to Z about European culturerdquo One of our important developments during 2018 has been our decision to also engage with the elderly We took advantage of the fact that it was the European Year of Cultural Heritage to offer them a fun and entertaining dynamic which has helped them to learn about some of the cultural customs that we share as a common heritage

bull Seminar at the community centre of Can Borrell ldquoThe European Union that wersquore unfamiliar withrdquoThis has been the most innovative project to which we have allocated the highest budget The idea was to prepare a course involving four sessions (once per week) with sessions of 1 and a half or 2 hours to explain how the European Union is organised how it works etc The agenda was as follows

bull Introduction What is the European Union Origins and goals bull Organisations institutions composition etc bull European citizenship bull The European Union nowadays Topics to debate

The activity has been very well received and we will do it again in 2019 We hired a teacher from the Rovira i Virgili University who is specialised in European policies of international cooperation and development to teach this course

European Weeks and Thematic Years

Mollet del Vallegraves actively participates in the European weeks and themed years providing support to events andor initiatives relating to them preparing programmes of activities for our citizens and taking advantage of the alliances that may be created We often receive support from Barcelona Provincial Council in organising activities related to the European weeks

Mollet del Vallegraves has long associative and institutional experience in the field of solidarity and international cooperation especially in the network from the Baix Vallegraves to the north of Chinandega in Nicaragua where is located San Juan de Cinco Pinos a twinned town since 1989

Collaboration agreement with the Catalan Development Cooperation Fund

One of the key elements of managing interna-tional cooperation and solidarity in Mollet is the collaboration agreement with the Catalan Development Cooperation Fund (FCCD - Fons Catalagrave de Cooperacioacute al Desenvolupament) This is an organisation formed by councils which allocate part of their budget to finance activities for development cooperation and solidarity with people from poorer countries The FCCD jointly manages the financial resources provided by the councils which allows them to unify the analysis and evaluation criteria of the projects and to have a technical team of specialists who provide a coordinated monitoring of the projects that are financed

The Department of Solidarity and Cooperation at the Council of Mollet is also part of the Governing Council of the FCCD This means that the action carried out between the two organisations is fully coordinated

During 2018 the Council of Mollet del Vallegraves has collaborated with the following projects

bull Emergency response to the effects of the earthquake and tsunami in IndonesiaOn 28 September 2018 a series of earthquakes shook the region of Donggala the province of Central Sulawesi in Indonesia causing 1234 deaths

bull Social projects in Nicaragua in the context of the socio-political and economic crisis that the country has been experiencing since April 2018 Nicaragua is a strategic country for development cooperation in Mollet due to our twinning with the Nicaraguan town of Cinco Pinos Mollet has participated in the following projects this year

bull P2089 - CENIC Project - Centre for Nutrition and Training in San Juan de Limay Funding for feeding 104 children aged between 3 and 5 years old and for hygienic materials

bull P2656 - Expansion and maintenance of the El Sauce nursing home Covers the cost of staff of the nursing home who care for dozens of people on a permanent basis The elderly people housed there are largely people who used to be homeless or who have no family support

bull P3117 - Support for the Nidia White Womenrsquos Movement shelter for victims of violence safety food and entertainment Regular maintenance of the Bilwi shelter by purchasing food hygiene products clothes and medical equipment The centre houses children and teenagers who have been victims of sexual abuse and violence

bull P2913 - Extension of the funding for literacy programmes in the Rama communities in Bluefields Covering the fuel expenses for the river boats that serve the indigenous communities in the jungle and support for the cost of personnel during and after the literacy programmes

Subsidies for institutions of solidarity and cooperation in Mollet del Vallegraves

Mollet has a wide rand of organisations which are very active and committed to solidarity around the world Every year the Council announces a process for subsidies to collaborate with solidarity projects coordinated directly by organisations in the area The projects chosen in 2018 are the following

bull Arr (Mauritania) creation of a sufficient number of nursery places in the village of Arr and improving the educational system of the school

bull Dessie South Wollo (Ethopia) The construction of the library aims to improve the education of the children at this school therefore increasing the pupilsrsquo access to more sources for studying reducing their dependency on teachers as a source of knowledge

bull Indigenous and country peoplersquos union in Guatemala promotion of democratic labour relations which encourages a growth model based on gender equality and respect for human and labour rights

bull Tambacunda (Senegal) organise and trains the population (60 families in the area of Netteboulou) in the management of agricultural drilling and irrigation This operation drills at 100 m3 per hour the organisation of 15 hectares and the technical administrative and financial training of rural structures

bull Cerro (Cuba) Promoting the use of medicinal plants and seasonings through a campaign in which people can learn the health benefits of their use

Mollet Solidarity Committee (awareness)

The Solidarity Committee is composed of 20 charitable institutions which organise throughout the year awareness activities for their projects and actions aimed at the citizens of Mollet Once a year they get together to organise an awareness weekend which is open to all citizens

The Mollet Council also works with other cities on European projects like Horizon 2020 URBACT etc that seek to improve the quality of life of European citizens and call on young people to play an active role in building the future of the European Union The latest experiences carried out by Mollet are described below

Horizon 2020 project under the topic ldquoSocietal and political engagement of young people and their perspectives on Europerdquo

From October 2015 to March 2018 the young people of Mollet had the opportunity to take part in this project together with young people from the following cities and regions

bull Hatay (Turkey) bull Association of Communities of Locride (Italy) bull Valdemoro (Spain) bull The region of Crete (Greece)

The following companies and universities form part of the project consortium and created an app and a webpage to promote the social and political engagement of young people in environmental issues

bull Linguatec GMBH (Germany) bull Draxis environmental (Greece) bull Kairos Future (Sweden) bull Sampas (Turkey) bull The university of Abertay Dundee (Scotland)

Graphic design students from the National Secondary School Mollet played an active part in the process of creating apps making suggestions and sharing them with students from the above cities

Over 15 online dialogues were carried out in which young Europeans were able to take part at local or international level and make suggestions on a wide variety of subjects electric cars cycle lanes nature conservation city waste management renewable energies etc

Over 2500 people took part in the project in Mollet del Vallegraves of whom 1277 were aged between 16 and 30 years old Molletrsquos young people travelled to Berlin for a conference on Young People and New Technologies allowing them to present the results and explain their role in the projects

URBACT III Agri-Urban

From June 2016 to June 2018 Mollet del Vallegraves has participated in this project whose objective is to find sustainable food systems for our cities We pay special attention to health local economy and entrepreneurship to generate new opportunities for agri-food business for young people in Europe

These are the 10 cities with whom Mollet del Vallegraves has worked intensively for 24 months

As a result of our participation in this project the city of Mollet del Vallegraves has learned from the initiatives implemented in Europe and has included several of them in the Integrated Action Plan which each city has developed

URBACT II Diet for a Gren Planet

The Council of Mollet del Vallegraves had already participated in the URBACT II project lsquoDiet for a Green Planetrsquo which focused on improving the quality of food in school canteens in order to protect the environment and improve childrenrsquos health

This project consisting in transferring knowledge from the Swedish city of Soumldertaumllje to the following cities

bull Lomza (Poland) bull Moletai (Lithuania) bull Mollet (Spain)

This is a clear example of what the European project must strive to be a space of cooperation and exchange of knowledge so that all European citizens can overcome current challenges together with a participatory and active attitude

Co-operation of our secondary schools with schools abroad

Mollet has five public secondary schools and four subsidised private secondary schools All of them work together with the Department of European Projects and International Relations of the Council of Mollet and ask us for support and advice if needed for their exchanges with other secondary schools across Europe for the purpose of practising languages

An example of this is the work carried out by the Sant Gervasi School during the school year of 2017-2018 during which they have participated in student exchanges with secondary schools in the following cities

bull Darmstadt (Germany) 50 students in their 4th year of secondary educationbull Rostrenen (France) 22 students bull Amsterdam (Netherlands) 40 students

We would also like to highlight the project shared by two European secondary schools the Institut Gallecs in Mollet and the Institut fuumlr Soziale Berufe in Ravensburg which the Council of Mollet supports The students donrsquot just participate in a linguistic and cultural exchange they also have the possibility of doing an internship abroad

From 23 May to 31 July 2018 the students from the Advanced Training Course in Early Years Education in Mollet participated in work placements in nurseries in the twinned city of Ravensburg (Montesori School St Josef School and Waldorf School) Before that German students had completed work placements from January until May 2018 in the four nurseries in Mollet La Xarranca Pinetons Filadora and La Quitxalla For the young people who participate in this programme Europe will be very close to them as it has been part of their personal and professional experience

Finally we would like to add that the cultural and sporting institutions in our city are also participating in exchanges throughout Europe for which they receive support from the City Council if needed

Mollet del Vallegraves was invited together with the city of Wroclaw (Poland) to a hearing with the European Parliamentrsquos Urban Intergroup presided by Mr Jan Olbrycht MEP

We were able to present evidence of the changes that have been made in our city thanks to the European projects that have been implemented in the recent years to several MEPs Among the most important changes are local participation and food policies transforming procurement models improving the publicrsquos diet promoting youth participation in environmental issues etc

United Nations Conference Habitat III on Housing and Sustainable Urban Development in Ecuador (2016)

Held from the 17-20 October 2016 and gathering 30000 people from 167 countries The conference reinvigorated the global commitment to sustainable urbanization and Member States of the United Nations adopted a New Urban Agenda building on the Habitat Agenda of Istanbul in 1996

Mollet was chosen because of its ability to network with other European cities and to apply knowl-edge gained from abroad locally

The European Green Leaf Award 2015-2016

The European Green Leaf Award is open to all towns and cities across Europe with a population of 20000 and up to 100000 inhabitants Cities are evaluated in the following areas

bull Climate change and energy performance bull Quality of Air and the acoustic environmentbull Mobility bull Waste and green economybull Biodiversity and land use bull Water management

Mollet del Vallegraves and the Portuguese city of Torres Vedras were the winners of the inaugural European Green Leaf Awards in 2015-2016

The first task we received from the Directorate-General for Environment in Brussels was the creation of the European Green Leaf Network3 of European cities where the winners and finalists would be able to access

European City of Sport Award 2017

This award spreads the European dimension of sports and it is appointed every year at the Euro-pean Parliament The corner stone of the European dimension of sports is written in the article 149 of the Treaty of Lisbon

ldquoThe Union shall contribute to the promotion of European sporting issues while taking account of the specific nature of sport its structures based on voluntary activity and its social and educa-tional function [hellip] Union action shall be aimed at developing the European dimension in sport by promoting fairness and openness in sporting competitionsrdquo

Molletrsquos bid for European City of Sport was evaluated in the following areas

Mollet was awarded in 2017 and during the whole year the city together with all stakeholders develop a wide programme of activities Some of them included as well young people from European cities

We are working together with Sofia which is Capital of Sport 2018 to benefit from an Erasmus+ project that could give the possibility to a group of young people from Mollet to go to Sofia and practice sport in 2019

Euroscola Award 2018

The European Parliamentrsquos Information Office in Spain in collaboration with the European Commissionrsquos representatives in Spain the Secretary of State for European Affairs (Ministry of Foreign Affairs and Cooperation) and with the Secretary of State for Culture (Ministry of Education Culture and Sport) convened the XXIV edition of the Euroscola Competition which focused on the celebration of the European Year of Cultural Heritage under the slogan ldquoOur heritage where the past meets the futurerdquo

The objective of this call for proposals has been to make young people reflect on what European cultural heritage means and what it represents Our cultural heritage unites Europe through its history and its common values Itrsquos not just a value from the past but it also helps us to create our future as Europeans and find common paths in understanding and unity

The students in their 4th year of secondary education at the Sant Gervasi School in Mollet del Vallegraves won this award on two occasions

bull Academic Year 2016-2017 the students were able to go to Strasbourg in October 2017bull Academic Year 2017-2018 the winning students will visit the European Parliament headquarters

in Strasbourg during the first half of 2019

Europe Day propagation of the European ideal

Europe Day is a date marked on the calendar at our Department of European Projects and Interna-tional Relations 2018 has been the fourth year during which we have offered activities aimed at spreading the European ideal sharing information about how the European Union works and deal-ing with current issues in Europe

2018 has been a year of expansion as we have gone from only engaging with young people during the first three years to widening our attention to the elderly and the general public We have also in-creased the number of activities carried out exclusively in English and we have added twinned cities to our local activities

Programme of activities for Europe Day 2018

bull Talk in English at the cityrsquos secondary schools ldquoEurope from its citiesrdquo The talk was given at 5 secondary schools in the city and around 420 students between 16 and 17 years old voluntarily participated The content of the talk which is given in English is updated with each edition

The projects chosen in 2018 are the following

bull First part European symbols the motto united in diversity the European anthem the flag the Schuman Declaration member states and enlargements EU indicators etc

bull Second part - International relations from the local level the Twinning agreements- Two possibilities twinning with an EU city or twinning with less developed countries - Twinning definition active citizenship participation European dimension raise awareness a lasting relationship- Twinning benefits- Our twinned cities Rivoli and Ravensburg (Mollet was not twinned with Montelimar in May 2018)

To make the talk more interesting we invited employees from the City Councils of Rivoli (Italy) and Ravensburg (Germany) to present their cities and talk about their citiesrsquo relationship with Mollet as a specific case of European twinning that young people can benefit from

bull Talk in English at the community centre of Can Borrell ldquoEurope opportunities to study work or volunteerrdquo This talk was aimed at young people aged between 16 and 30 years in order to reach a wide range of young people in the city including those who are already working or are studying at university

Its objective was to promote mobility and to present programmes with the European Voluntary Service the Youth Guarantee as well as the approved European CV format Europass

bull Talk in English at the community centre of Can Borrell ldquoMollet in EuroperdquoTalk aimed at the general public with the aim of presenting all the work that we do in the Department on a European level projects international relations etc

bull Talk in Catalan for the elderly ldquoA to Z about European culturerdquo One of our important developments during 2018 has been our decision to also engage with the elderly We took advantage of the fact that it was the European Year of Cultural Heritage to offer them a fun and entertaining dynamic which has helped them to learn about some of the cultural customs that we share as a common heritage

bull Seminar at the community centre of Can Borrell ldquoThe European Union that wersquore unfamiliar withrdquoThis has been the most innovative project to which we have allocated the highest budget The idea was to prepare a course involving four sessions (once per week) with sessions of 1 and a half or 2 hours to explain how the European Union is organised how it works etc The agenda was as follows

bull Introduction What is the European Union Origins and goals bull Organisations institutions composition etc bull European citizenship bull The European Union nowadays Topics to debate

The activity has been very well received and we will do it again in 2019 We hired a teacher from the Rovira i Virgili University who is specialised in European policies of international cooperation and development to teach this course

European Weeks and Thematic Years

Mollet del Vallegraves actively participates in the European weeks and themed years providing support to events andor initiatives relating to them preparing programmes of activities for our citizens and taking advantage of the alliances that may be created We often receive support from Barcelona Provincial Council in organising activities related to the European weeks

Mollet del Vallegraves has long associative and institutional experience in the field of solidarity and international cooperation especially in the network from the Baix Vallegraves to the north of Chinandega in Nicaragua where is located San Juan de Cinco Pinos a twinned town since 1989

Collaboration agreement with the Catalan Development Cooperation Fund

One of the key elements of managing interna-tional cooperation and solidarity in Mollet is the collaboration agreement with the Catalan Development Cooperation Fund (FCCD - Fons Catalagrave de Cooperacioacute al Desenvolupament) This is an organisation formed by councils which allocate part of their budget to finance activities for development cooperation and solidarity with people from poorer countries The FCCD jointly manages the financial resources provided by the councils which allows them to unify the analysis and evaluation criteria of the projects and to have a technical team of specialists who provide a coordinated monitoring of the projects that are financed

The Department of Solidarity and Cooperation at the Council of Mollet is also part of the Governing Council of the FCCD This means that the action carried out between the two organisations is fully coordinated

During 2018 the Council of Mollet del Vallegraves has collaborated with the following projects

bull Emergency response to the effects of the earthquake and tsunami in IndonesiaOn 28 September 2018 a series of earthquakes shook the region of Donggala the province of Central Sulawesi in Indonesia causing 1234 deaths

bull Social projects in Nicaragua in the context of the socio-political and economic crisis that the country has been experiencing since April 2018 Nicaragua is a strategic country for development cooperation in Mollet due to our twinning with the Nicaraguan town of Cinco Pinos Mollet has participated in the following projects this year

bull P2089 - CENIC Project - Centre for Nutrition and Training in San Juan de Limay Funding for feeding 104 children aged between 3 and 5 years old and for hygienic materials

bull P2656 - Expansion and maintenance of the El Sauce nursing home Covers the cost of staff of the nursing home who care for dozens of people on a permanent basis The elderly people housed there are largely people who used to be homeless or who have no family support

bull P3117 - Support for the Nidia White Womenrsquos Movement shelter for victims of violence safety food and entertainment Regular maintenance of the Bilwi shelter by purchasing food hygiene products clothes and medical equipment The centre houses children and teenagers who have been victims of sexual abuse and violence

bull P2913 - Extension of the funding for literacy programmes in the Rama communities in Bluefields Covering the fuel expenses for the river boats that serve the indigenous communities in the jungle and support for the cost of personnel during and after the literacy programmes

Subsidies for institutions of solidarity and cooperation in Mollet del Vallegraves

Mollet has a wide rand of organisations which are very active and committed to solidarity around the world Every year the Council announces a process for subsidies to collaborate with solidarity projects coordinated directly by organisations in the area The projects chosen in 2018 are the following

bull Arr (Mauritania) creation of a sufficient number of nursery places in the village of Arr and improving the educational system of the school

bull Dessie South Wollo (Ethopia) The construction of the library aims to improve the education of the children at this school therefore increasing the pupilsrsquo access to more sources for studying reducing their dependency on teachers as a source of knowledge

bull Indigenous and country peoplersquos union in Guatemala promotion of democratic labour relations which encourages a growth model based on gender equality and respect for human and labour rights

bull Tambacunda (Senegal) organise and trains the population (60 families in the area of Netteboulou) in the management of agricultural drilling and irrigation This operation drills at 100 m3 per hour the organisation of 15 hectares and the technical administrative and financial training of rural structures

bull Cerro (Cuba) Promoting the use of medicinal plants and seasonings through a campaign in which people can learn the health benefits of their use

Mollet Solidarity Committee (awareness)

The Solidarity Committee is composed of 20 charitable institutions which organise throughout the year awareness activities for their projects and actions aimed at the citizens of Mollet Once a year they get together to organise an awareness weekend which is open to all citizens

bull Solidarity Festival from 26 - 28 October 2018 Among the activities conducted during the weekend highlights includebull Exhibition Refugees Letrsquos build a more humane and just societybull Colloquium talk Immigration and asylum

Mollet and the project ldquoCities for Human Rightsrdquo

The involvement of Mollet in the defense and promotion of human rights has been developed both in actions for the local citizens and internationally In the first aspect Mollet together with other Catalan Municipalities has joined the European Charter for the Safeguarding of Human Rights in the City

With the participation of 25 municipalities of Catalonia among them Mollet del Vallegraves this project want to publicize the work of human rights defenders helping to educate the citizens of the participating cities on the need to integrate human rights in our daily work

This network was created by the Council of Mollet del Vallegraves and the Council of Torres Vedras (Portugal) in 2015 and consists of a dozen cities To become a part of it the city must have won the EGL award or be a finalist city4

CIVINET Network

A group of more than 200 local authorities and organisations interested in urban sustainable mo-bility Members exchange information and work together to engage with the European Union and national governments about transport policy issues legislation regulations and funding

Network of Educating Cities

Founded in 1994 it is a permanent structure for the collaboration between local governments committed to Charter of Educating Cities In December 2018 the number of members amounted to 488 cities from 36 countries on all continents

Mayors for Peace Network

Registered as a consultative NGO associated with the Economic and Social Council of the United Nations more than 7500 cities from 163 different countries and regions are part of it all sharing the aim of working for peace

European Capitals and Cities of Sport Federation

More than 300 cities that share the promotion of the European dimension of sport5

Is a member of the World Federation of United Nations Associations (WFUNA) created in 1946 as a social and non-political initiative with the main objective to defend and spread the principles of peace and human rights in the world

The European Parliamentrsquos Information Office in Spain in collaboration with the European Commissionrsquos representatives in Spain the Secretary of State for European Affairs (Ministry of Foreign Affairs and Cooperation) and with the Secretary of State for Culture (Ministry of Education Culture and Sport) convened the XXIV edition of the Euroscola Competition which focused on the celebration of the European Year of Cultural Heritage under the slogan ldquoOur heritage where the past meets the futurerdquo

The objective of this call for proposals has been to make young people reflect on what European cultural heritage means and what it represents Our cultural heritage unites Europe through its history and its common values Itrsquos not just a value from the past but it also helps us to create our future as Europeans and find common paths in understanding and unity

The students in their 4th year of secondary education at the Sant Gervasi School in Mollet del Vallegraves won this award on two occasions

bull Academic Year 2016-2017 the students were able to go to Strasbourg in October 2017bull Academic Year 2017-2018 the winning students will visit the European Parliament headquarters

in Strasbourg during the first half of 2019

Europe Day propagation of the European ideal

Europe Day is a date marked on the calendar at our Department of European Projects and Interna-tional Relations 2018 has been the fourth year during which we have offered activities aimed at spreading the European ideal sharing information about how the European Union works and deal-ing with current issues in Europe

2018 has been a year of expansion as we have gone from only engaging with young people during the first three years to widening our attention to the elderly and the general public We have also in-creased the number of activities carried out exclusively in English and we have added twinned cities to our local activities

Programme of activities for Europe Day 2018

bull Talk in English at the cityrsquos secondary schools ldquoEurope from its citiesrdquo The talk was given at 5 secondary schools in the city and around 420 students between 16 and 17 years old voluntarily participated The content of the talk which is given in English is updated with each edition

The projects chosen in 2018 are the following

bull First part European symbols the motto united in diversity the European anthem the flag the Schuman Declaration member states and enlargements EU indicators etc

bull Second part - International relations from the local level the Twinning agreements- Two possibilities twinning with an EU city or twinning with less developed countries - Twinning definition active citizenship participation European dimension raise awareness a lasting relationship- Twinning benefits- Our twinned cities Rivoli and Ravensburg (Mollet was not twinned with Montelimar in May 2018)

To make the talk more interesting we invited employees from the City Councils of Rivoli (Italy) and Ravensburg (Germany) to present their cities and talk about their citiesrsquo relationship with Mollet as a specific case of European twinning that young people can benefit from

bull Talk in English at the community centre of Can Borrell ldquoEurope opportunities to study work or volunteerrdquo This talk was aimed at young people aged between 16 and 30 years in order to reach a wide range of young people in the city including those who are already working or are studying at university

Its objective was to promote mobility and to present programmes with the European Voluntary Service the Youth Guarantee as well as the approved European CV format Europass

bull Talk in English at the community centre of Can Borrell ldquoMollet in EuroperdquoTalk aimed at the general public with the aim of presenting all the work that we do in the Department on a European level projects international relations etc

bull Talk in Catalan for the elderly ldquoA to Z about European culturerdquo One of our important developments during 2018 has been our decision to also engage with the elderly We took advantage of the fact that it was the European Year of Cultural Heritage to offer them a fun and entertaining dynamic which has helped them to learn about some of the cultural customs that we share as a common heritage

bull Seminar at the community centre of Can Borrell ldquoThe European Union that wersquore unfamiliar withrdquoThis has been the most innovative project to which we have allocated the highest budget The idea was to prepare a course involving four sessions (once per week) with sessions of 1 and a half or 2 hours to explain how the European Union is organised how it works etc The agenda was as follows

bull Introduction What is the European Union Origins and goals bull Organisations institutions composition etc bull European citizenship bull The European Union nowadays Topics to debate

The activity has been very well received and we will do it again in 2019 We hired a teacher from the Rovira i Virgili University who is specialised in European policies of international cooperation and development to teach this course

Mollet del Vallegraves actively participates in the European weeks and themed years providing support to events andor initiatives relating to them preparing programmes of activities for our citizens and taking advantage of the alliances that may be created We often receive support from Barcelona Provincial Council in organising activities related to the European weeks

Mollet del Vallegraves has long associative and institutional experience in the field of solidarity and international cooperation especially in the network from the Baix Vallegraves to the north of Chinandega in Nicaragua where is located San Juan de Cinco Pinos a twinned town since 1989

Collaboration agreement with the Catalan Development Cooperation Fund

One of the key elements of managing interna-tional cooperation and solidarity in Mollet is the collaboration agreement with the Catalan Development Cooperation Fund (FCCD - Fons Catalagrave de Cooperacioacute al Desenvolupament) This is an organisation formed by councils which allocate part of their budget to finance activities for development cooperation and solidarity with people from poorer countries The FCCD jointly manages the financial resources provided by the councils which allows them to unify the analysis and evaluation criteria of the projects and to have a technical team of specialists who provide a coordinated monitoring of the projects that are financed

The Department of Solidarity and Cooperation at the Council of Mollet is also part of the Governing Council of the FCCD This means that the action carried out between the two organisations is fully coordinated

During 2018 the Council of Mollet del Vallegraves has collaborated with the following projects

bull Emergency response to the effects of the earthquake and tsunami in IndonesiaOn 28 September 2018 a series of earthquakes shook the region of Donggala the province of Central Sulawesi in Indonesia causing 1234 deaths

bull Social projects in Nicaragua in the context of the socio-political and economic crisis that the country has been experiencing since April 2018 Nicaragua is a strategic country for development cooperation in Mollet due to our twinning with the Nicaraguan town of Cinco Pinos Mollet has participated in the following projects this year

bull P2089 - CENIC Project - Centre for Nutrition and Training in San Juan de Limay Funding for feeding 104 children aged between 3 and 5 years old and for hygienic materials

bull P2656 - Expansion and maintenance of the El Sauce nursing home Covers the cost of staff of the nursing home who care for dozens of people on a permanent basis The elderly people housed there are largely people who used to be homeless or who have no family support

bull P3117 - Support for the Nidia White Womenrsquos Movement shelter for victims of violence safety food and entertainment Regular maintenance of the Bilwi shelter by purchasing food hygiene products clothes and medical equipment The centre houses children and teenagers who have been victims of sexual abuse and violence

bull P2913 - Extension of the funding for literacy programmes in the Rama communities in Bluefields Covering the fuel expenses for the river boats that serve the indigenous communities in the jungle and support for the cost of personnel during and after the literacy programmes

Mollet has a wide rand of organisations which are very active and committed to solidarity around the world Every year the Council announces a process for subsidies to collaborate with solidarity projects coordinated directly by organisations in the area The projects chosen in 2018 are the following

bull Arr (Mauritania) creation of a sufficient number of nursery places in the village of Arr and improving the educational system of the school

bull Dessie South Wollo (Ethopia) The construction of the library aims to improve the education of the children at this school therefore increasing the pupilsrsquo access to more sources for studying reducing their dependency on teachers as a source of knowledge

bull Indigenous and country peoplersquos union in Guatemala promotion of democratic labour relations which encourages a growth model based on gender equality and respect for human and labour rights

bull Tambacunda (Senegal) organise and trains the population (60 families in the area of Netteboulou) in the management of agricultural drilling and irrigation This operation drills at 100 m3 per hour the organisation of 15 hectares and the technical administrative and financial training of rural structures

bull Cerro (Cuba) Promoting the use of medicinal plants and seasonings through a campaign in which people can learn the health benefits of their use

Mollet Solidarity Committee (awareness)

The Solidarity Committee is composed of 20 charitable institutions which organise throughout the year awareness activities for their projects and actions aimed at the citizens of Mollet Once a year they get together to organise an awareness weekend which is open to all citizens

bull Solidarity Festival from 26 - 28 October 2018 Among the activities conducted during the weekend highlights includebull Exhibition Refugees Letrsquos build a more humane and just societybull Colloquium talk Immigration and asylum

Mollet and the project ldquoCities for Human Rightsrdquo

The involvement of Mollet in the defense and promotion of human rights has been developed both in actions for the local citizens and internationally In the first aspect Mollet together with other Catalan Municipalities has joined the European Charter for the Safeguarding of Human Rights in the City

With the participation of 25 municipalities of Catalonia among them Mollet del Vallegraves this project want to publicize the work of human rights defenders helping to educate the citizens of the participating cities on the need to integrate human rights in our daily work

Registered as a consultative NGO associated with the Economic and Social Council of the United Nations more than 7500 cities from 163 different countries and regions are part of it all sharing the aim of working for peace

We would also like to highlight the project shared by two European secondary schools the Institut Gallecs in Mollet and the Institut fuumlr Soziale Berufe in Ravensburg which the Council of Mollet supports The students donrsquot just participate in a linguistic and cultural exchange they also have the possibility of doing an internship abroad

From 23 May to 31 July 2018 the students from the Advanced Training Course in Early Years Education in Mollet participated in work placements in nurseries in the twinned city of Ravensburg (Montesori School St Josef School and Waldorf School) Before that German students had completed work placements from January until May 2018 in the four nurseries in Mollet La Xarranca Pinetons Filadora and La Quitxalla For the young people who participate in this programme Europe will be very close to them as it has been part of their personal and professional experience

Finally we would like to add that the cultural and sporting institutions in our city are also participating in exchanges throughout Europe for which they receive support from the City Council if needed

Mollet del Vallegraves was invited together with the city of Wroclaw (Poland) to a hearing with the European Parliamentrsquos Urban Intergroup presided by Mr Jan Olbrycht MEP

We were able to present evidence of the changes that have been made in our city thanks to the European projects that have been implemented in the recent years to several MEPs Among the most important changes are local participation and food policies transforming procurement models improving the publicrsquos diet promoting youth participation in environmental issues etc

United Nations Conference Habitat III on Housing and Sustainable Urban Development in Ecuador (2016)

Held from the 17-20 October 2016 and gathering 30000 people from 167 countries The conference reinvigorated the global commitment to sustainable urbanization and Member States of the United Nations adopted a New Urban Agenda building on the Habitat Agenda of Istanbul in 1996

Mollet was chosen because of its ability to network with other European cities and to apply knowl-edge gained from abroad locally

The European Green Leaf Award 2015-2016

The European Green Leaf Award is open to all towns and cities across Europe with a population of 20000 and up to 100000 inhabitants Cities are evaluated in the following areas

bull Climate change and energy performance bull Quality of Air and the acoustic environmentbull Mobility bull Waste and green economybull Biodiversity and land use bull Water management

Mollet del Vallegraves and the Portuguese city of Torres Vedras were the winners of the inaugural European Green Leaf Awards in 2015-2016

The first task we received from the Directorate-General for Environment in Brussels was the creation of the European Green Leaf Network3 of European cities where the winners and finalists would be able to access

European City of Sport Award 2017

This award spreads the European dimension of sports and it is appointed every year at the Euro-pean Parliament The corner stone of the European dimension of sports is written in the article 149 of the Treaty of Lisbon

ldquoThe Union shall contribute to the promotion of European sporting issues while taking account of the specific nature of sport its structures based on voluntary activity and its social and educa-tional function [hellip] Union action shall be aimed at developing the European dimension in sport by promoting fairness and openness in sporting competitionsrdquo

Molletrsquos bid for European City of Sport was evaluated in the following areas

Mollet was awarded in 2017 and during the whole year the city together with all stakeholders develop a wide programme of activities Some of them included as well young people from European cities

We are working together with Sofia which is Capital of Sport 2018 to benefit from an Erasmus+ project that could give the possibility to a group of young people from Mollet to go to Sofia and practice sport in 2019

The Council of Mollet del Vallegraves has been invited to speak at several European events in order to present the work we have carried out at a European level

Highlights include

European Parliament intergroup meetingBrussels - 10th of January 2018

Mollet del Vallegraves was invited together with the city of Wroclaw (Poland) to a hearing with the European Parliamentrsquos Urban Intergroup presided by Mr Jan Olbrycht MEP

We were able to present evidence of the changes that have been made in our city thanks to the European projects that have been implemented in the recent years to several MEPs Among the most important changes are local participation and food policies transforming procurement models improving the publicrsquos diet promoting youth participation in environmental issues etc

United Nations Conference Habitat III on Housing and Sustainable Urban Development in Ecuador (2016)

Held from the 17-20 October 2016 and gathering 30000 people from 167 countries The conference reinvigorated the global commitment to sustainable urbanization and Member States of the United Nations adopted a New Urban Agenda building on the Habitat Agenda of Istanbul in 1996

Mollet was chosen because of its ability to network with other European cities and to apply knowl-edge gained from abroad locally

The European Green Leaf Award 2015-2016

The European Green Leaf Award is open to all towns and cities across Europe with a population of 20000 and up to 100000 inhabitants Cities are evaluated in the following areas

bull Climate change and energy performance bull Quality of Air and the acoustic environmentbull Mobility bull Waste and green economybull Biodiversity and land use bull Water management

Mollet del Vallegraves and the Portuguese city of Torres Vedras were the winners of the inaugural European Green Leaf Awards in 2015-2016

The first task we received from the Directorate-General for Environment in Brussels was the creation of the European Green Leaf Network3 of European cities where the winners and finalists would be able to access

European City of Sport Award 2017

This award spreads the European dimension of sports and it is appointed every year at the Euro-pean Parliament The corner stone of the European dimension of sports is written in the article 149 of the Treaty of Lisbon

ldquoThe Union shall contribute to the promotion of European sporting issues while taking account of the specific nature of sport its structures based on voluntary activity and its social and educa-tional function [hellip] Union action shall be aimed at developing the European dimension in sport by promoting fairness and openness in sporting competitionsrdquo

Molletrsquos bid for European City of Sport was evaluated in the following areas

bull Education bull Health bull Integration bull Social Inclusionbull Quality of Life

Mollet was awarded in 2017 and during the whole year the city together with all stakeholders develop a wide programme of activities Some of them included as well young people from European cities

We are working together with Sofia which is Capital of Sport 2018 to benefit from an Erasmus+ project that could give the possibility to a group of young people from Mollet to go to Sofia and practice sport in 2019

Euroscola Award 2018

The European Parliamentrsquos Information Office in Spain in collaboration with the European Commissionrsquos representatives in Spain the Secretary of State for European Affairs (Ministry of Foreign Affairs and Cooperation) and with the Secretary of State for Culture (Ministry of Education Culture and Sport) convened the XXIV edition of the Euroscola Competition which focused on the celebration of the European Year of Cultural Heritage under the slogan ldquoOur heritage where the past meets the futurerdquo

The objective of this call for proposals has been to make young people reflect on what European cultural heritage means and what it represents Our cultural heritage unites Europe through its history and its common values Itrsquos not just a value from the past but it also helps us to create our future as Europeans and find common paths in understanding and unity

The students in their 4th year of secondary education at the Sant Gervasi School in Mollet del Vallegraves won this award on two occasions

bull Academic Year 2016-2017 the students were able to go to Strasbourg in October 2017bull Academic Year 2017-2018 the winning students will visit the European Parliament headquarters

in Strasbourg during the first half of 2019

Europe Day propagation of the European ideal

Europe Day is a date marked on the calendar at our Department of European Projects and Interna-tional Relations 2018 has been the fourth year during which we have offered activities aimed at spreading the European ideal sharing information about how the European Union works and deal-ing with current issues in Europe

2018 has been a year of expansion as we have gone from only engaging with young people during the first three years to widening our attention to the elderly and the general public We have also in-creased the number of activities carried out exclusively in English and we have added twinned cities to our local activities

Programme of activities for Europe Day 2018

bull Talk in English at the cityrsquos secondary schools ldquoEurope from its citiesrdquo The talk was given at 5 secondary schools in the city and around 420 students between 16 and 17 years old voluntarily participated The content of the talk which is given in English is updated with each edition

The projects chosen in 2018 are the following

bull First part European symbols the motto united in diversity the European anthem the flag the Schuman Declaration member states and enlargements EU indicators etc

bull Second part - International relations from the local level the Twinning agreements- Two possibilities twinning with an EU city or twinning with less developed countries - Twinning definition active citizenship participation European dimension raise awareness a lasting relationship- Twinning benefits- Our twinned cities Rivoli and Ravensburg (Mollet was not twinned with Montelimar in May 2018)

To make the talk more interesting we invited employees from the City Councils of Rivoli (Italy) and Ravensburg (Germany) to present their cities and talk about their citiesrsquo relationship with Mollet as a specific case of European twinning that young people can benefit from

bull Talk in English at the community centre of Can Borrell ldquoEurope opportunities to study work or volunteerrdquo This talk was aimed at young people aged between 16 and 30 years in order to reach a wide range of young people in the city including those who are already working or are studying at university

Its objective was to promote mobility and to present programmes with the European Voluntary Service the Youth Guarantee as well as the approved European CV format Europass

bull Talk in English at the community centre of Can Borrell ldquoMollet in EuroperdquoTalk aimed at the general public with the aim of presenting all the work that we do in the Department on a European level projects international relations etc

bull Talk in Catalan for the elderly ldquoA to Z about European culturerdquo One of our important developments during 2018 has been our decision to also engage with the elderly We took advantage of the fact that it was the European Year of Cultural Heritage to offer them a fun and entertaining dynamic which has helped them to learn about some of the cultural customs that we share as a common heritage

bull Seminar at the community centre of Can Borrell ldquoThe European Union that wersquore unfamiliar withrdquoThis has been the most innovative project to which we have allocated the highest budget The idea was to prepare a course involving four sessions (once per week) with sessions of 1 and a half or 2 hours to explain how the European Union is organised how it works etc The agenda was as follows

bull Introduction What is the European Union Origins and goals bull Organisations institutions composition etc bull European citizenship bull The European Union nowadays Topics to debate

The activity has been very well received and we will do it again in 2019 We hired a teacher from the Rovira i Virgili University who is specialised in European policies of international cooperation and development to teach this course

European Weeks and Thematic Years

Mollet del Vallegraves actively participates in the European weeks and themed years providing support to events andor initiatives relating to them preparing programmes of activities for our citizens and taking advantage of the alliances that may be created We often receive support from Barcelona Provincial Council in organising activities related to the European weeks

Mollet del Vallegraves has long associative and institutional experience in the field of solidarity and international cooperation especially in the network from the Baix Vallegraves to the north of Chinandega in Nicaragua where is located San Juan de Cinco Pinos a twinned town since 1989

Collaboration agreement with the Catalan Development Cooperation Fund

One of the key elements of managing interna-tional cooperation and solidarity in Mollet is the collaboration agreement with the Catalan Development Cooperation Fund (FCCD - Fons Catalagrave de Cooperacioacute al Desenvolupament) This is an organisation formed by councils which allocate part of their budget to finance activities for development cooperation and solidarity with people from poorer countries The FCCD jointly manages the financial resources provided by the councils which allows them to unify the analysis and evaluation criteria of the projects and to have a technical team of specialists who provide a coordinated monitoring of the projects that are financed

The Department of Solidarity and Cooperation at the Council of Mollet is also part of the Governing Council of the FCCD This means that the action carried out between the two organisations is fully coordinated

During 2018 the Council of Mollet del Vallegraves has collaborated with the following projects

bull Emergency response to the effects of the earthquake and tsunami in IndonesiaOn 28 September 2018 a series of earthquakes shook the region of Donggala the province of Central Sulawesi in Indonesia causing 1234 deaths

bull Social projects in Nicaragua in the context of the socio-political and economic crisis that the country has been experiencing since April 2018 Nicaragua is a strategic country for development cooperation in Mollet due to our twinning with the Nicaraguan town of Cinco Pinos Mollet has participated in the following projects this year

bull P2089 - CENIC Project - Centre for Nutrition and Training in San Juan de Limay Funding for feeding 104 children aged between 3 and 5 years old and for hygienic materials

bull P2656 - Expansion and maintenance of the El Sauce nursing home Covers the cost of staff of the nursing home who care for dozens of people on a permanent basis The elderly people housed there are largely people who used to be homeless or who have no family support

bull P3117 - Support for the Nidia White Womenrsquos Movement shelter for victims of violence safety food and entertainment Regular maintenance of the Bilwi shelter by purchasing food hygiene products clothes and medical equipment The centre houses children and teenagers who have been victims of sexual abuse and violence

bull P2913 - Extension of the funding for literacy programmes in the Rama communities in Bluefields Covering the fuel expenses for the river boats that serve the indigenous communities in the jungle and support for the cost of personnel during and after the literacy programmes

Subsidies for institutions of solidarity and cooperation in Mollet del Vallegraves

Mollet has a wide rand of organisations which are very active and committed to solidarity around the world Every year the Council announces a process for subsidies to collaborate with solidarity projects coordinated directly by organisations in the area The projects chosen in 2018 are the following

bull Arr (Mauritania) creation of a sufficient number of nursery places in the village of Arr and improving the educational system of the school

bull Dessie South Wollo (Ethopia) The construction of the library aims to improve the education of the children at this school therefore increasing the pupilsrsquo access to more sources for studying reducing their dependency on teachers as a source of knowledge

bull Indigenous and country peoplersquos union in Guatemala promotion of democratic labour relations which encourages a growth model based on gender equality and respect for human and labour rights

bull Tambacunda (Senegal) organise and trains the population (60 families in the area of Netteboulou) in the management of agricultural drilling and irrigation This operation drills at 100 m3 per hour the organisation of 15 hectares and the technical administrative and financial training of rural structures

bull Cerro (Cuba) Promoting the use of medicinal plants and seasonings through a campaign in which people can learn the health benefits of their use

Mollet Solidarity Committee (awareness)

The Solidarity Committee is composed of 20 charitable institutions which organise throughout the year awareness activities for their projects and actions aimed at the citizens of Mollet Once a year they get together to organise an awareness weekend which is open to all citizens

bull Solidarity Festival from 26 - 28 October 2018 Among the activities conducted during the weekend highlights includebull Exhibition Refugees Letrsquos build a more humane and just societybull Colloquium talk Immigration and asylum

Mollet and the project ldquoCities for Human Rightsrdquo

The involvement of Mollet in the defense and promotion of human rights has been developed both in actions for the local citizens and internationally In the first aspect Mollet together with other Catalan Municipalities has joined the European Charter for the Safeguarding of Human Rights in the City

With the participation of 25 municipalities of Catalonia among them Mollet del Vallegraves this project want to publicize the work of human rights defenders helping to educate the citizens of the participating cities on the need to integrate human rights in our daily work

This network was created by the Council of Mollet del Vallegraves and the Council of Torres Vedras (Portugal) in 2015 and consists of a dozen cities To become a part of it the city must have won the EGL award or be a finalist city4

CIVINET Network

A group of more than 200 local authorities and organisations interested in urban sustainable mo-bility Members exchange information and work together to engage with the European Union and national governments about transport policy issues legislation regulations and funding

Network of Educating Cities

Founded in 1994 it is a permanent structure for the collaboration between local governments committed to Charter of Educating Cities In December 2018 the number of members amounted to 488 cities from 36 countries on all continents

Mayors for Peace Network

Registered as a consultative NGO associated with the Economic and Social Council of the United Nations more than 7500 cities from 163 different countries and regions are part of it all sharing the aim of working for peace

The objective of this call for proposals has been to make young people reflect on what European cultural heritage means and what it represents Our cultural heritage unites Europe through its history and its common values Itrsquos not just a value from the past but it also helps us to create our future as Europeans and find common paths in understanding and unity

The students in their 4th year of secondary education at the Sant Gervasi School in Mollet del Vallegraves won this award on two occasions

bull Academic Year 2016-2017 the students were able to go to Strasbourg in October 2017bull Academic Year 2017-2018 the winning students will visit the European Parliament headquarters

in Strasbourg during the first half of 2019

Europe Day propagation of the European ideal

Europe Day is a date marked on the calendar at our Department of European Projects and Interna-tional Relations 2018 has been the fourth year during which we have offered activities aimed at spreading the European ideal sharing information about how the European Union works and deal-ing with current issues in Europe

2018 has been a year of expansion as we have gone from only engaging with young people during the first three years to widening our attention to the elderly and the general public We have also in-creased the number of activities carried out exclusively in English and we have added twinned cities to our local activities

Programme of activities for Europe Day 2018

bull Talk in English at the cityrsquos secondary schools ldquoEurope from its citiesrdquo The talk was given at 5 secondary schools in the city and around 420 students between 16 and 17 years old voluntarily participated The content of the talk which is given in English is updated with each edition

The projects chosen in 2018 are the following

bull First part European symbols the motto united in diversity the European anthem the flag the Schuman Declaration member states and enlargements EU indicators etc

bull Second part - International relations from the local level the Twinning agreements- Two possibilities twinning with an EU city or twinning with less developed countries - Twinning definition active citizenship participation European dimension raise awareness a lasting relationship- Twinning benefits- Our twinned cities Rivoli and Ravensburg (Mollet was not twinned with Montelimar in May 2018)

To make the talk more interesting we invited employees from the City Councils of Rivoli (Italy) and Ravensburg (Germany) to present their cities and talk about their citiesrsquo relationship with Mollet as a specific case of European twinning that young people can benefit from

bull Talk in English at the community centre of Can Borrell ldquoEurope opportunities to study work or volunteerrdquo This talk was aimed at young people aged between 16 and 30 years in order to reach a wide range of young people in the city including those who are already working or are studying at university

Its objective was to promote mobility and to present programmes with the European Voluntary Service the Youth Guarantee as well as the approved European CV format Europass

bull Talk in English at the community centre of Can Borrell ldquoMollet in EuroperdquoTalk aimed at the general public with the aim of presenting all the work that we do in the Department on a European level projects international relations etc

bull Talk in Catalan for the elderly ldquoA to Z about European culturerdquo One of our important developments during 2018 has been our decision to also engage with the elderly We took advantage of the fact that it was the European Year of Cultural Heritage to offer them a fun and entertaining dynamic which has helped them to learn about some of the cultural customs that we share as a common heritage

bull Seminar at the community centre of Can Borrell ldquoThe European Union that wersquore unfamiliar withrdquoThis has been the most innovative project to which we have allocated the highest budget The idea was to prepare a course involving four sessions (once per week) with sessions of 1 and a half or 2 hours to explain how the European Union is organised how it works etc The agenda was as follows

bull Introduction What is the European Union Origins and goals bull Organisations institutions composition etc bull European citizenship bull The European Union nowadays Topics to debate

The activity has been very well received and we will do it again in 2019 We hired a teacher from the Rovira i Virgili University who is specialised in European policies of international cooperation and development to teach this course

European Weeks and Thematic Years

Mollet del Vallegraves actively participates in the European weeks and themed years providing support to events andor initiatives relating to them preparing programmes of activities for our citizens and taking advantage of the alliances that may be created We often receive support from Barcelona Provincial Council in organising activities related to the European weeks

Mollet del Vallegraves has long associative and institutional experience in the field of solidarity and international cooperation especially in the network from the Baix Vallegraves to the north of Chinandega in Nicaragua where is located San Juan de Cinco Pinos a twinned town since 1989

Collaboration agreement with the Catalan Development Cooperation Fund

One of the key elements of managing interna-tional cooperation and solidarity in Mollet is the collaboration agreement with the Catalan Development Cooperation Fund (FCCD - Fons Catalagrave de Cooperacioacute al Desenvolupament) This is an organisation formed by councils which allocate part of their budget to finance activities for development cooperation and solidarity with people from poorer countries The FCCD jointly manages the financial resources provided by the councils which allows them to unify the analysis and evaluation criteria of the projects and to have a technical team of specialists who provide a coordinated monitoring of the projects that are financed

The Department of Solidarity and Cooperation at the Council of Mollet is also part of the Governing Council of the FCCD This means that the action carried out between the two organisations is fully coordinated

During 2018 the Council of Mollet del Vallegraves has collaborated with the following projects

bull Emergency response to the effects of the earthquake and tsunami in IndonesiaOn 28 September 2018 a series of earthquakes shook the region of Donggala the province of Central Sulawesi in Indonesia causing 1234 deaths

bull Social projects in Nicaragua in the context of the socio-political and economic crisis that the country has been experiencing since April 2018 Nicaragua is a strategic country for development cooperation in Mollet due to our twinning with the Nicaraguan town of Cinco Pinos Mollet has participated in the following projects this year

bull P2089 - CENIC Project - Centre for Nutrition and Training in San Juan de Limay Funding for feeding 104 children aged between 3 and 5 years old and for hygienic materials

bull P2656 - Expansion and maintenance of the El Sauce nursing home Covers the cost of staff of the nursing home who care for dozens of people on a permanent basis The elderly people housed there are largely people who used to be homeless or who have no family support

bull P3117 - Support for the Nidia White Womenrsquos Movement shelter for victims of violence safety food and entertainment Regular maintenance of the Bilwi shelter by purchasing food hygiene products clothes and medical equipment The centre houses children and teenagers who have been victims of sexual abuse and violence

Mollet has a wide rand of organisations which are very active and committed to solidarity around the world Every year the Council announces a process for subsidies to collaborate with solidarity projects coordinated directly by organisations in the area The projects chosen in 2018 are the following

bull Arr (Mauritania) creation of a sufficient number of nursery places in the village of Arr and improving the educational system of the school

bull Dessie South Wollo (Ethopia) The construction of the library aims to improve the education of the children at this school therefore increasing the pupilsrsquo access to more sources for studying reducing their dependency on teachers as a source of knowledge

bull Indigenous and country peoplersquos union in Guatemala promotion of democratic labour relations which encourages a growth model based on gender equality and respect for human and labour rights

bull Tambacunda (Senegal) organise and trains the population (60 families in the area of Netteboulou) in the management of agricultural drilling and irrigation This operation drills at 100 m3 per hour the organisation of 15 hectares and the technical administrative and financial training of rural structures

bull Cerro (Cuba) Promoting the use of medicinal plants and seasonings through a campaign in which people can learn the health benefits of their use

Mollet Solidarity Committee (awareness)

The Solidarity Committee is composed of 20 charitable institutions which organise throughout the year awareness activities for their projects and actions aimed at the citizens of Mollet Once a year they get together to organise an awareness weekend which is open to all citizens

bull Solidarity Festival from 26 - 28 October 2018 Among the activities conducted during the weekend highlights includebull Exhibition Refugees Letrsquos build a more humane and just societybull Colloquium talk Immigration and asylum

The involvement of Mollet in the defense and promotion of human rights has been developed both in actions for the local citizens and internationally In the first aspect Mollet together with other Catalan Municipalities has joined the European Charter for the Safeguarding of Human Rights in the City

With the participation of 25 municipalities of Catalonia among them Mollet del Vallegraves this project want to publicize the work of human rights defenders helping to educate the citizens of the participating cities on the need to integrate human rights in our daily work

bull P2913 - Extension of the funding for literacy programmes in the Rama communities in Bluefields Covering the fuel expenses for the river boats that serve the indigenous communities in the jungle and support for the cost of personnel during and after the literacy programmes

Subsidies for institutions of solidarity and cooperation in Mollet del Vallegraves

Mollet has a wide rand of organisations which are very active and committed to solidarity around the world Every year the Council announces a process for subsidies to collaborate with solidarity projects coordinated directly by organisations in the area The projects chosen in 2018 are the following

bull Arr (Mauritania) creation of a sufficient number of nursery places in the village of Arr and improving the educational system of the school

bull Dessie South Wollo (Ethopia) The construction of the library aims to improve the education of the children at this school therefore increasing the pupilsrsquo access to more sources for studying reducing their dependency on teachers as a source of knowledge

bull Indigenous and country peoplersquos union in Guatemala promotion of democratic labour relations which encourages a growth model based on gender equality and respect for human and labour rights

bull Tambacunda (Senegal) organise and trains the population (60 families in the area of Netteboulou) in the management of agricultural drilling and irrigation This operation drills at 100 m3 per hour the organisation of 15 hectares and the technical administrative and financial training of rural structures

bull Cerro (Cuba) Promoting the use of medicinal plants and seasonings through a campaign in which people can learn the health benefits of their use

Mollet Solidarity Committee (awareness)

The Solidarity Committee is composed of 20 charitable institutions which organise throughout the year awareness activities for their projects and actions aimed at the citizens of Mollet Once a year they get together to organise an awareness weekend which is open to all citizens

bull Solidarity Festival from 26 - 28 October 2018 Among the activities conducted during the weekend highlights includebull Exhibition Refugees Letrsquos build a more humane and just societybull Colloquium talk Immigration and asylum

Mollet and the project ldquoCities for Human Rightsrdquo

The involvement of Mollet in the defense and promotion of human rights has been developed both in actions for the local citizens and internationally In the first aspect Mollet together with other Catalan Municipalities has joined the European Charter for the Safeguarding of Human Rights in the City

With the participation of 25 municipalities of Catalonia among them Mollet del Vallegraves this project want to publicize the work of human rights defenders helping to educate the citizens of the participating cities on the need to integrate human rights in our daily work

bull List of human rights defenders who were invited to visit Mollet in 2018 bull Dimir Viana (Brazil) - 9 of April 2018 bull Yolanda Oqueliacute (Guatemala) - 12 of April 2018 bull Chema Caballero (Spain) - 13 of April 2018

Human rights defenders visited 5 primary schools and almost 400 students profited from this activity

This network was created by the Council of Mollet del Vallegraves and the Council of Torres Vedras (Portugal) in 2015 and consists of a dozen cities To become a part of it the city must have won the EGL award or be a finalist city4

CIVINET Network

A group of more than 200 local authorities and organisations interested in urban sustainable mo-bility Members exchange information and work together to engage with the European Union and national governments about transport policy issues legislation regulations and funding

Network of Educating Cities

Founded in 1994 it is a permanent structure for the collaboration between local governments committed to Charter of Educating Cities In December 2018 the number of members amounted to 488 cities from 36 countries on all continents
