( January 1st of each year or prior to conducting any lobbying activities , whichever is earlier . A statement of expenditures incurred in connection with those lobbying instances should also be filed prior to April 1 of each year for the preceding year . As a reminder , lobbying of Aviation Authority Staff and Board members , who are members of any committee responsible for ranking bids or proposals and thereafter forwarding those recommendations to the Board, is prohibited between the time a request for proposals or bids is released until ranking and award occurs . In addition , lobbying of any Aviation Authority Board member is prohibited from the time that the applicable committee ranks the proposals or bids t o the time that the Aviation Authority board makes the award . As adopted by the Board on Se ptember 19 , 2012 , lobbyists are now required to sign-in at the Aviation Authority offices prior to any meetings with Staff or Board members . In the event a lobbyist meets with Staff or a Board member at a location other than the Aviation Authority offices , the lobbyist shall file a Notice of Lobbying (Form 4) detailing each instance of lobbying to the Aviation Authority within 7 calendar days of such lobbying . ANNOUNCEMENT Pursuant to Florida Statute 28 6 . 0113 (2) (b)l , the portion of the PSC meeting, when presentations and interviews are being conducted , will be exempt from public meeting requirements and will be recorded .

CONSIDERATION OF FIRMS SHORTLISTED FOR W393 , CONTINUING ARCHI TECTURAL CONSULTING SERVICES, AT THE ORLANDO INTERNATIONAL AIRPORT AND ORLANDO EXECUTIVE AIRPORT 1 . Pursuant to t h e act ion of the PSC at its meeting o n Oc tobe r 17 , 2018 , the e i ght shortlisted firms listed below (in alphabetical order) were interviewed for further consideration and recommendation to the Aviation Authority Board for the subject s e rvices :

The PSC and staff had p r evi o u s ly been f urni shed a copy of each Letter of Interest (LOI) along with the Adve rtise me nt , the Submission Requirement s , and o ther supporting d ocume ntation .

It was the consen s us of the PSC to utilize 2 0- minute introductions/interviews for t he selection process . Ea c h firm had up to S minutes to make a team introduct i o n to t he PSC foll owing which the PSC conducted a 15 - minute quest i on and answer session .

Interviews were conducted from 11 : 05 a . m. to 3 : 00 p . m. Each firm made its int r oduction , which was then followed by the interv i e w, where question s were posed by the PSC and staff . Questions were directed to each firm ' s proposed project manager who t he n responded or deferred to colleagues .

Chair Thornton read the Lobbyist Disclosure and noted that any appeals of decisions made by the PSC must be filed with the Chief Executive Offic er within five bus i ness days (no later than 4 : 00 p . m. on the fifth business day) of the rendering of that decision . Chair Thornton proceeded to read the following statement : As set forth in the procurement documents , the PSC will conduct private question and answer sessions with each Propo ser , as part o f the overall competitive procurement process . These sessions are c l o sed and exemp t pursuant t o Flor i da S ta tute 2 86 . 011 3 (2 ) (b ) 1 . In a c cordance with this Statute, the entire closed session will be recorded v erbatim b y a recording devi c e . No p ortion of this me eting will b e hel d o ff the rec ord . When the closed session is complete , an announcement will be made and e nd the recording . From that point forward , no discussion regarding the procurement may take place between the Proposer and the Aviation Authority representatives .

Chair Thornton then asked Alpha MRC , Inc . to verify that all members of its team were present and that no one , othe r than its team members and Aviation Authority staff , were pre s e nt . (AMRC): AMRC was represented by Roxana Constantinide , Principal Architect ; John Constantinide , Mechanical Engineering ; Frances Laboy , Architecture ; Lavinia Bobe , Architec ture ; Michael Constantinide , Princ ipal Engineer ; Maria Allen , Archite ct ; and , Kristin Bec ker and Heather Magray with De signe rs West , Inc . ARMC provide d a handout f o r i t s introduc tio n ; a c opy of which i s on f ile with t he Avia tion Authority . During its introduc tion , AMRC satisfac torily a ddressed t he e xperience and expertise of its team members and key personnel proposed for these services ; its experience that prepared them to provide these servic es ; its proposed pro jects and how they were similar to those anticipated under this agreement ; and its r e sponse to the anticipated c hallenges .

Chai r Tho rnton i nstruc t e d the PSC and s t a ff to po s e que s t i ons based on ARMC ' s int roduc tion a nd s ubmi t t e d LOI . The foll owing questio n s were a ddressed , whi c h included, but were not limited to :

1 . Has AMRC ever obtained a permit from the City of Orlando ? AMR.C responded that they are in the process of getting their first one in the last 15 years.

2 . Mos t o f ARMC' s pro j ect s a r e wi t h mili ta r y fac ilit ies . How doe s t ha t trans l ate to facilities at an international a i r po r t? AMR.C responded that they consider military facilities as airport facilities, such as Cape Canaveral and Patrick Air Force Base, which they are essentially airports that have military administration. Even though the interface with the public is less than at an international airport , the function is very similar in the service of the airfields and runways, and other faci li ties.

3 . AMRC stated i n its p roposa l t hat it i s a MWBE bus iness and wi ll sel f - perform t o meet the MWBE partic ipa tion goals . However , i f select e d , those goa l s can not b e met b y self-performing the wo rk . How d oes AMRC i ntend to meet t h e s ma ll business part i c ipation goals? AMR.C responded that from their understanding of the MWBE requiremen t s, an MBE or WBE would have to participate , and being that t hey are a WBE , they were under t h e impressi on that with b e ing the Pri me, t h e y would nee d t o s el f­p erfo rm a s ubstan tial amount of t h e con tract . AMRC i ndicated t hat they h a v e MBEs, WBEs, and a VBE as subconsultants , and what they bring to the table is a small business solution with small business efficiencies while providing large firm servic es .

4 . Other than Designers West , Inc ., does AMRC' s other regular subconsul tan ts have any experience wi th th~ Aviation Authority? AMRC repl.ied that Susan Hal.1. , a 1.andscape architect , is one of their subconsul.tants and she has worked on the JetBl.ue buil.ding .

5 . Is AMRC aware of the Aviation Authority ' s approval processes prior to starting work on projects or when funds have been do led out deplet ing the remaining f unds f o r pre v ious l y a pproved wo rk? And tha t wor k cannot commence unti l it has been appro ve d? AMRC repl.ied yes, and noted that they have worked in this mode with the U.S. Air Force, where they worked on proposal.s, purchase orders with contracting officers, and such, and the approach was stil.1. simil.ar. AMRC stated that they are comfortabl.e with this process as it is simil.ar to what they have experienced over the past 20 years. Additional.1.y, for the U.S. Air Force, they did designs, and design-buil.d projects, where at some points they were the Prime or the Contractor was the Prime, but the contracting officer was al.ways their point of contact.

6 . For the work compl eted in Brevard County , were the permits obtained t h rough Brevard County government or through the U. S . Army Corps of Engineers? AMRC responded that a 1.ot of the projects were administered through the U.S. Army Corps of Engineers. In other cases, they went through the U.S. Air Force and the State of Fl.orida for al.1. the permits, and woul.d go through the same process whether it was commercial. or U. S . Air Force. ARMC stated that , because of no dig days or hol.idays, the permit woul.d go through the U.S. Air Force first, per the contracting officer's direction once the permit was obtained. Furthermore, AMRC stated that environmental. permits would need to

( be done through the Fl.orida Department of Environmental. Protection since it is federal land within the State of Florida , and because there are agreements between the federal. government and the State of Fl.orida where certain permits must be appl.ied for through the state.

7 . How does AMRC generally handl e c hanges t o a project , and how f ast d oes AMRC respond to field c hanges , owner directive changes , and is s uing ASis , DS is o r RFis ? AMRC responded that changes in the fiel.d are responded to on the day that it arrives to them, because at that point they do not want to hol.d up a contractor or the contract. Once that change comes to them, it is eval.uated, then a site visit is made to eval.uate the conditions, and if it can be resol.ved immediatel.y, then the contracting officer is made aware of the required change. ARMC noted that anything as far as design changes woul.d need to be eval.uated to determine what impact it has on the discipl.ines involved or the cost of construction, which may take a coupl.e days or more depending on the time factor for the scope of the change or the impact of the fiel.d condition.

8 . What i s t he h ighest ranking offi cer t hat AMRC has wor ke d wi t h t hrough t he milita ry? AMRC responded that they have worked with col.onel.s and general.s, and on the non - mil.itary government-side , they have worked with GS-1 4s and GS- 15s.

9 . Fo r QA/ QC, how has AMRC resolve d a s i tuat i on where there was a proble m i d e n t i f i e d wi th e i t he r a subcon s u ltant or AMRC? ARMC res ponded that typical.1.y during the design , wheth er they work with their i n - h ouse team or augment t hat with their subconsul. tan ts, t h e p roject al.ways comes out from them , so during the design , ARMC has numerous peer reviews , then they have design reviews before submittal.s, and if there is a probl.em iden t ified during the review o f the QC drawings, they resol.v e that , and if it is a smal.1. enough c hange al.ong with a 1.ooming submittal. sch edul.e , they

( would inform the client that they would work while the client is reviewing, and they would bring the revised drawings to the meeting. AMRC noted that on some of their proj ects they hav e provided continuing on- site proj ect management, which they consider a vital part of a project going smoothly, and if any challenges arrive, the people brought forth today will be directly responsible for your projects so that there is continuity between the people that do the design work and on-going construction management.

10. Does AMRC typ{cally have a project manager i n volved on all projects o r when necessary? AMRC responded that it varies with the contract , so not necessarily 100% of the time, since there are different players for different projects, but for NASA, Kennedy Space Center, and Patrick Air Force Base projects, on-site project management has been part of the scope.

11 . Is AMRC familiar with the LEED program at the Aviation Aut hority? Mr. Constantinide stated that he is a certified energy manager , LEED AP, and has helped the U. S . Air For ce meet and exceed s ustai nability goals per executive orders , as well as the federal program, which includes energy and water. Mr. Constantinide further stated that those are completely different governments, and different municipalities have different requirements , but his goal is to meet the requirements and make it a cost savings proposition in every design .

1 2 . Mr . Consta nt inid e , have you loo ke d int o a n y of the Aviat ion Autho r i ty ' s LEE D pro j ects? Mr . Constantinide replied that he has looked at them from a high top- level v iew, and has spoken wi th many contractors; addi t i onally, he is v ery active in ASHRAE with the building c ommittee.

1 3 . Communic ation i s a lwa ys ke y . How d oes AMRC inte nd to keep the Avi a t i o n Aut hority ' s pro j ect ma nagers t horoughl y informe d with AMRC ' s process ? AMRC responded that from what they do , they communicate through e-mail and copy, and make sure there is transparency, because their role is to make sure the project managers are aware of what is going on with the project and what they discover or have a quest i on , b e cause a key part of unders tandi n g what may or may n ot be ou t i n t he fi eld are not a l ways in the as-builts . AMR.C s ta t e d t hat t hey have encount ered where close communication has resu l ted in sched ule and cost savings, where t h ey were able to expedite , redu c e sch e dule or c atch i t ems during construc tion and r eact accordingly i n design and p rovide a solution. Thus, c ommunic ation f or AMR.C is key and a c rucial component in quality.

1 4 . AMRC has nine poten t i al s ubcon s ul tants on t he ir team. Has AMRC worked wi t h a ll n ine? AMRC confirmed yes .

1 5 . Pl e ase provide a n example of a s ma ll bus iness pla n tha t AMRC had fo r one of t he ir a i r p o r t pro j ects . What was t h e h ighest l evel of participation? AMRC replied that for the i r small busine ss p l an t h ey have eith er been the prime, on a design -buil d , or t h e subconsultan t, and as a subcon sul t ant , they have not been reques t e d to p r ovi de a small business plan . As a prime on design-bui lds , they used 80%- 100% s mall bus inesses because t h e contrac t or t h e y work e d with is a s ma l l b usin ess . Us ually the l arger firms tend to b e t heir contractors or anyone t hey migh t work wi t h on a n i che b a s i s , such as c ommunications engineering , but for general e n gineeri ng and archi tectural items, t h ey turn to s mall bus inesses , because they respond as e ffective as

The PSC noted that AMRC submitted a very good LOI , which included a detailed approach , a good understanding of the services required, and was very responsive during the interview . AMRC addressed LEED/sustainabi lity design principles , and its expertise with Revit®/3 D modeling product i on of design/construction documents . AMRC has an experienced team wi th simi l ar work experience . AMRC i s l ocated in Merritt Is l a nd , FL , and has been i n business for over 25 years . AMRC ' s project manager has over 35 years of professional architectural experience . AMRC ' s project experience i ncludes Fire Station Repair , Repa i r of Inte rior/Exterior and Fire System Radar Facility , and Construction o f Heavy Equipment Mai ntenance Facility, Ascension Auxiliary Air Field , Ascension Islan d , FL ; Repair/Upgrade of Entry Control Point (ECP) , Cape Canaveral Air Force Station , FL ; Enclosure and HVAC Warehouse Facility, Antigua Air Base , Ant igua ; Repair/Replace Elevators in the 45th Space Wing Headquarters , and Renovat ion of Hangar 751 , Patrick Air Force Base , FL ; and , Mission Critical Room/Antenna Tower Pede stal Renovation (De sign/Build) , Eastern Range Command Destruct Modernization , Jonathan Dickinson Miss ile Tracking Annex - Phase III , Hob e Sound, FL . AMRC provided the required license , insurance , and financial information , and received positive reference responses . AMRC is a MWBE certified firm and stated that it is committed to achieving the participation goals of the Aviation Authori ty ' s DBE , MWBE , and LDB/VBE programs .

Chair Thornton stated that t he c l osed session for AMRC is complete , and announced that f rom t his point forward , no discussion regarding the procurement may take place between the Proposer and the Aviation Authori ty representatives . The recording was stopped .

Chair Thornton instructed the PSC and staff to pose questions based on BBA ' s presentation and submitted LOI . The following questions were addressed , which included , but were not limited to :

l . Examples of projects listed for BBA include the Orlando International Airport South Terminal C, Phase 1 ; the South Airport Automated People Mover (APM) Complex ; and the OOC Offi ce building . Was BBA the lead archi tect for these pro jec ts? BBA confirmed yes, and indicated that for the design of the OUC Office Building in 2008, they were part of a joint venture with HuntonBrady Architects , who did the interior component, and BBA did the envelope of the building.

2 . Additionally , was BBA the lead architect for the Nova Southeastern Univers ity (NSO) medica l education complex , and for the mixed- used development , The Plaza?

BBA responded yes, and noted that Ms. Kirkpatrick was recently enveloped into the NSU project. Ms. Kirkpatrick explained that BBA is the lead architect and has taken it from the beginning design all the way through to construction administration, as it is an extremely fast - tracked project, which had a sense of a design-build delivery method; it will be completed in May 2019.

3 . Is BBA aware that as a continuing architect with the Aviat ion Authority , projects are capped at a $2 million construction value and generally a d e sign i s needed wi thin a very short time frame , i . e . within a we ek turn-a r o und? BBA confirmed yes.

4 . How does BBA ' s example of projects display the capability to expedite a project for the Aviation Authority? BBA responded that they have leverage with the use of Revit and BIM modeling to help with delivering a project very quickly, large or small, and with over 100 people within their organization in three office locations, primarily in Orlando and Tampa, BBA stated that they definitely have the resources, capabilities , experience and expertise to deliver quick projects. Additionally, BBA noted that most of their work with interiors are tenant improvement driven, which has a very quick turn-around, so they are sympathetic with turning around space planning or quick studies that would allow a project to advance during a production stage.

5 . Has BBA r ecently permi t t e d wi t h the Cit y of Orla ndo? BBA responded that just about all the work they do is City of Orlando driven, and currently, they are working on a project called The Yard at Ivanhoe, a $100 million mixed-used multi-family project. BBA stated that they have also completed work with the City Tower, a 25-story high-rise multi-family project completed with PCL Construction Services , Inc.

6 . I s BBA a MWBE firm? BBA confirmed yes, and stated that they have been recently recertified.

7 . BBA replied yes, and as standard practice with all their clients, not just the Aviation Authority or other agencies like it , they expect to receive written authorizations prior to commencement of work, and unfortunately they have experienced times where they have had to pause their work due to waiting for the proper authorizations to be obtained .

9 . Please e xpla in the me t hod o l ogy of BBA' s Total Qua l i t y Assurance (TQA) Progr am. BBA responded that in general terms, over the years as a practice, BBA has developed a very comprehensive series of checklists, both interdisciplinary and architectural, and they employ its TQA on all of their projects, even though it may seem old school, it is very effective. Additionally, BBA is currently going through a wave of QA/QC reviews with the Ground Transportation Facility (GTF} for the STC, making sure that they have addressed all the issues they are aware of, and noted that checklists cannot be made specific to every conceivable building type or situation, but they are effective. BBA further noted that more recently, they have been utilizing the BIM drawings for clash detection. Moreover, BBA is very adept at discussing and reviewing those drawings via the BIM 360, which is a method they are using on the STC for coordination, as well as the use of Navisworks.

10 . Is BBA aware of the Avi ation Aut hor i ty ' s LEED program? BBA replied yes, and noted that they have done 12-15 LEED projects, with most of them rated gold and a few rated silver .

11 . Ms . Ki rkpatric k , what type of wor k h a ve you done in this arena ? Ms. Kirkpatrick responded that she has been working on the existing STC parking garage, and has a great base of knowledge with the consultants and has collaborated and made friendships, thus getting to know the consultants is why they work so well together , which is one of her favorite things about the project. Ms. Kirkpatrick explained that she knows everyone by heart , and can pick up the phone and reach out to ask questions , even if it is something small, like needing a mechanical for the elevator, on a large project , she takes care of the project on both the macro and micro scale. Ms. Kirkpatrick concluded that she believes she is well versed with bringing all the players that she knows so far together , to get the Aviation Authority the res ults they expect.

12 . Ms . Kirkpatrick , you have become f a miliar with t he Aviation Authority ' s master des ign guidelines and standards . How wi ll you he l p with making sure that those are implemented into the proj ects? Ms. Kirkpatrick responded that she has gone through the master design guidelines with all the p r ojects she has been invol ved with, and if she has a question, she knows the person to call and ask, and if that person does not know, they can direct her to the next person , so she will dig down and get to the answer that she needs . Ms. Kirkpatrick indicated that she is good at bringing people together.

13. Ms. Kirkpatrick how are you with b e ing a tas k master , because this t ype of work ne eds to be done immediat e ly? Ms . Kirkpatri c k resp onde d t ha t , it is a f a v orite p art of hers, b eing a leader and providing the direction and instruction to get everyone together , and she does well with being herself, not with for ce , with getting everyone to help .

14 . As a Prime , what was the largest pro jec t BBA has been involved with , and what was t he percentage of small business participation? BBA responded that the largest proj ect as the Prime architect was the City Tower project , a high- rise residential. They utilized a MBE participation for the MEP systems, which was about $62 million with an overall participation of 15%. Most of the other projects have been private, which have not required small business participation.

16 . Does BBA have experience with their six proposed subconsultants listed in their proposa l ? BBA stated yes, with the exception of Digital Building Services , LLC (DBS) , which is a unique laser scanning type of profession, but they are included because BBA perceived that it would be a usual part for their team, because of the nature of the work that might come their way, should they be selected.

17 . From BBA ' s list of Aviation Authority project s , wa s there on e that did not go as we l l as expect e d? What were the lessons learned from that ? What would have been done differently? BBA responded that a recent challenge was the refurbishment of the landside public restrooms project, where there were a dozen or more restrooms , and with the complexity of the restrooms and the constraints that they entailed were intensive . It effectively turned out well for everyone , but it was a difficult project because of the unique conditions that were f ound at landside , the conditions wer e not the same from one r es t room to the next , so they had to be nimble and f l exible with maki ng it all fit wi thin a very confined space .

1 8 . Di d communi cation go well betwee n BBA and t he contractor? BBA replied yes , and noted that when the contractor had discovered an issue or problem, BBA brought that t o attention and quickly responded and devel oped a response t o have everything come together in an acceptabl e way.

The PSC noted that BBA submitted a good LOI , which included a complete approach , a good understanding o f the servi ces required , and was very responsive during the interview . BBA has an exper i e nced team wi t h s imilar work experience . BBA is located in Orlando , FL, a nd has been i n business for over 25 years . BBA ' s project manager has over 36 years of professional archi tectural experience . BBA ' s project experience includes t he OUC Office , Orlando , FL ; Dr . Kiran C . 5 . BA&P ' s proposal states that the company is 95 % Hi spanic owned . Why wou l d BA&P not be a certified MWBE firm? BA&P stated that they are not registered as a MWBE firm due to the volume of their work and the size of their company, at over 130 employees, which takes them out of that designation.

6 . Is BA&P aware of t he Aviation Authority ' s approval processes prior t o star ting work on projects or when funds have been doled out depleting the remaining funds for previousl y approved work? That the work cannot commence until it has been approved? Mr. Barrera responded that his role is to make sure that the project managers cannot start until an executed Notice to Proceed (NTP) or work authorization is issued with a clearly defined scope, fee, and expectations, because that would put BA&P at risk as well as their client.

7 . Mr . Westfall , where did you work with The Walt Disney Company? Mr. Westfall replied that he had worked with Walt Disney Imagineering (WDI), and before that for the actual The Walt Disney Company.

8 . Mr . We stfall , f or pe r mitting with the WDI , did you go t h rough Reedy Creek or the Ci t y o f Orlando? Mr. Westfall responded that Reedy Creek is who they mainly dealt with, which went by the EPCOT Building Code, which is similar to the Florida Building Code. BA&P commented that their company is built with consultants that have experience working with and are familiar with the City of Orlando permitting process, but BA&P does not have current experience with the City of Orlando, but has experience with the City of Miami.

9 . In a s cenar io whe r e BA& P designe d the job, t he des ign gets a pproved a nd the work commences , but a building inspector disagrees with what BA&P placed together for " building code" , yet the Aviation Authority , as the Owner , directs BA& P t o c ontinue with the work . What would BA& P do t o he lp the Owner? BA&P responded that they would go back to the building code and defend their design based on what has been approved and put together, since they did their due diligence when they prepared the design. BA&P indicated that there are times when they have encountered inspectors who have different ideas, due to attending a seminar or a new hot button item that was always a code item but is now being enforced. There can be surprises , but BA&P does their due diligence to mitigate any issues related to that as they come up in the field. Because design revisions as program needs change have to be submitted as revisions, BA&P will defend not only the revision but the initial design, so when t hey do their revised drawings , they place the code issues and their research in the permit drawings, so that the inspector and their company knows where they started.

10 . How ma ny LEED p ro j ects does BA&P have? BA&P repli ed that they have six LEED certified projects and another three that are in the process o f being certified

11 . Mr . Wes t fa l l , being located in Or l a ndo , how can you b e respon s ive with getting t he p ro j ect organ i ze d ? Mr. Westfall indicated that with his experience with WDI he had the types of projects that would require all hands-on-deck. People would be called out to the s ite , barricades put up and they start looking at the project and whether

it may cause downtime, which is unfavorable. To his understanding, even a small project can be as important, or even more important than a large proj ect. Mr . Westfall further indicated that he would be considerate of that and r espond to that, which is why he is positioned as the Deputy Project Manager. Mr. Pynes added that he has design experience working with the Miami Aviation Authority and with the tenants, to meet their needs and to keep their operations flowing to inhibit downtime due to issues during construction , as Mr . Westfall indicated . Mr . Barrera added that technology has changed the way they do business today, with having the capability to have someone out in the field take pictures and videos to send to their people who can help resolve the problem without having to spend time traveling.

12 . Where has BA&P worked with their proposed subconsultants? BA&P responded that they have worked with C&S Companies on Cruise Terminal 3 at Port Canaveral.

13 . How about with s tructural or interior design subconsultants? BA&P replied no, and noted that they select firms that they have interviewed and looked at their experience and potential small business participation, then picked the firms that they deemed most qualified in terms of the contract, because each project is unique and not all of their subconsultants would work on every project.

14 . What was BA&P ' s largest pro j ect as the Prime , a nd how did t hey develop t heir s ma ll business participat i on? BA&P responded that they are currently working on Terminal Bat the Port of Miami £or a $200 million cruise terminal £or the Norwegian Cruise Line . The way they developed their small business participation, since it was a Miami­Dade County project, is they got the list of approved subconsultants, and went through the list to see who is qualified in specific areas and interviewed them to make sure that they can be successful together. BA&P highlighted that it is an important program to them as they were once considered a minority small business enterprise. Mr. Pynes indicated that at the Miami International Airport, BA&P's largest project there was a $200 million terminal expansion with the requirement of 20% MWBE participation , and they achieved 24 % participation.

15 . Are a ny of BA&P ' s proposed s ubconsultants a Veteran Business Enterprise (VBE)? BA&P replied no , not to their knowledge .

16 . Did BA&P work with the Automated People Movers (APMs) at the Miami I nt ernat ional Airport? BA&P responded that they worked on the North Terminal Guideway project, coordinating the base building structure and electrical systems to support that; additionally, they were the program management £or the airport for an APM to a remote parking lot and refurbishment of an APM on Concourse C , where they were responsible £or the QA/QC on the architects , engineers , and contractors . BA&P reviewed t he designs , addressed code issues with the designs, and did weekly and daily inspections on the construction over a two year period to make s ure they were compliant.

day to see if there were any comments placed. A few days ago when the permit comment responses were due, the City contacted them, because someone from the Aviation Authority reached out as well, and found out that there was a glitch in the system and the permit was never pushed to the reviewers, and so that created a delay, but now the City has agreed to have those comments back within five days, so they acknowledged that it was them and not B&P. B&P further noted that they have had issues getting hung up in the permitting process , and i t was addre sse d by the media that ther e have been a lot of issues with getting that system to work efficiently and correctly.

2 . Is B&P aware of the Avi at i on Aut hori ty ' s approval processes prior to starting work on projects or when funds have been doled out depleting the remaining funds for previously approved work? That the work cannot commence until it has been approved? B&P responded that they are familiar with the processes, and typically, they receive an agreement, then a notice-to-proceed, before they can engage in the work.

3 . B&P has work experience with the Aviation Authority and is familiar with the guidelines . How does B&P feel with complying with the guidel ines and that they are followed through to the construction phase? B&P responded that they think they have done very well with complying, and with any project there is always something that is learned. B&P explained that from their most recent architectural issues, they did not seem to have any issues in terms of review comments back from Aviation Authority staff, so they have done a good job with understanding them. Sometimes B&P finds something that is out-of-date, and looks for opportunities to coordinate and communicate on how to comply with certain elements of those guidelines

4 . How does B&P plan to balance the work load amongst their s ma ll business partners? B&P responded that their approach, at least with SGM Engineering and C&S Companies, is to see which firm may have some first-hand experience depending on the project or assignment that they are given , and see if they have experience with that entity or area of the airport, as that would create preference due to familiarity. Also, B&P's work load and the partner's work load with response time would be considered in making that decision. B&P noted that they have a diverse enough team where they do not have to meet all the MWBE participation, just with MEP, and they can certainly meet that with other subconsultants. With Above Group, Inc., they want to introduce them to the Aviation Authority so that they can get partnered with either C&S Companies or SGM Engineering on specific tasks , whether it is the MEP or low-voltage aspect, so they will look for opportunities to plug them into smaller manageable roles so they can get familiar with working with the Aviation Authority.

5 . How has B&P been doing with communicating with the Aviation Authority and its project managers? B&P replied that they are doing ok, and that they are not perfect. They have learned on the ARFF project that there were probably a c ouple of times that they did not keep the project manager as aware of their proce sses and procedures as they s hould have. B&P noted that they only need to be told on ce what they are n ot doing righ t and t h e n t h ey fix it, so, as stated previously, every project for them is a learning process. There is always something new learned about the Aviation Authority and the airport with every project, and they continue to keep improving their level of service to the Aviation Authority.

ELEVENlB stated that they have an agreement with the Aviation Authority as a subconsultant to a mechanical consultant, and most of their other continuing services agreements are subcontracts to a lead, whether it is to a contractor or engineer.

4 . What is t he status on the ELEVEN18 ' s Apopka City Center project? ELEVENlB responded that they have had that project in their office for about £our years. ELEVEN18 explained that they started out with some early planning £or it and have been continually working on it over that time . It is a joint venture with the City of Apopka, and it has a bunch of different uses and different buildings within the site, such as a hotel portion, retail portion, business offices, and multi-family residential. ELEVENlB explained that they just completed the construction documents £or the first building on that site, which is the hotel, and construction should commence in about six months; additionally, it is a progressive-phased development, rather than doing all 40 acres at once.

5 . Is ELEVEN18 aware of the Aviation Authori t y ' s approval processes prio r to starting work on projects or when funds ha ve been d o l e d out de p l eting the remaining funds f or pre vious l y approv e d wor k? That the wor k c annot commenc e until it has been approve d ? ELEVEN18 responded that they have dealt with those types of environments before with other entities, and £or pretty much any project, they have to get approvals from t he client as the progress goes. This way , they do not get too far before realizing that there is something that is not wanted.

6 . Whe n the re were c ha nges on t he Unive r sal Studios project , how fa s t was ELEVEN1 8 a b l e to turn the m around f o r the c ont r act o r ? ELEVENlB responded that it was understood that things were happening at a good pace, but a lot of times when there were those i ssues, a lot o f other parties we re involved . So despite the best efforts, it c an be hard to move things forward, whether it is the creative group or the engineer or the technical consultant that is b uilding the effect, any one of them can create a delay.

7 . Did the con tractor e v e r try to come back due t o er r ors and omiss i ons , or were t hose n e got i ated a l ong t he way? ELEVENlB rep lied t h a t at t h e end o f t h e whole p roje c t the y sat d o wn t ogether and the contractor paid the entire contract. There were a couple change orders at the end of the contract which was agreed to not pursue , so there was not a credit back or deduct to the contractor . It was just agreed that both were who le with the completion of the Universal Studios p r ojec t.

ELEVENlB responded that Ms. Mccann is their LEED certified business partner, and stated that in commerciai deveiopment , they do not usuaiiy see deveiopers interested in pursuing LEED certification . With the code having stringent environmentai requirements these days , ELEVEN18 is aiways moving towards sustainabiiity and pushing their ciients towards this , but have different outcomes with commerciai deveiopers because of the stringent requirements.

9 . Please describe ELEVEN 18 ' s QA/QC program . ELEVENlB stated that they have a basic checkiist of what their staff is to go over at the commencement of every project. ELEVEN18 further stated that, at the start of design, some items, iike how to get water off the roof or how is the water comi ng into the buiiding, which are mostiy technicai items are checked to make sure they are paid attention to. Then at a certain point , usuaiiy around 50% compietion, ELEVEN18 has a person on staff, a more seasoned architect , that reviews the pians and gives them a good r ed-iine check , and a good coordination review with the consuitants. These are then passed back through to the compietion of the design process . In terms of using Revit and other program for ciash detection, a good portion of the work is AutoCAD based.

10 . This type of agreement involve s proj ect s from $10 , 000 t o $2 million , and all this require s responsiveness . How d oes ELEVEN 18 i nt e nd t o b e r esponsive t o the Aviation Authority? ELEVEN18 identified Ms. Thornton, and stated that part of the reason they brought her on was, when they were working with a ciien t , Vineiand Point Owner, LLC, that started in 2012, ELEVEN18 had just been estabiished for a few years , and at the end of the project, this ciient said ELEVEN18 needs to step up their responsiveness game; thus , Ms . Thornton was added. She is a key part of managing communication and making sure documentation is moving between the parties. One of the focuses in the office is that the architects are doing architecture. ELEVEN18 does not track hours on projects or have peopie forecast their biiiings, because they do not want them doing business management, but rather project management . ELEVEN18 conciuded that , with this structure in piace with the way they operate, if they get a caii someone is there to pick up the phone. They make sure their ceii phone numbers are on their business cards and that they are accessibie to their ciients. When new personnei join their fi=, there is aiways a training process with answering the phones, caiiers gets what they need, whether that is finding the right person or finding the document .

11 . Ms . Tho rnto n , proj ect managers on ELEVEN 18 ' s e nd need t o have a good g r asp on all of t he di sciplines . Ple ase describe you r s kill leve l in t his a r ea . Ms . Thornton repiied that part of ELEVENlB's strength is, because they have been using AutoCAD for so iong, that they have to understand aii those systems as the architect. If they had been using Revi t the whoie time , then they might have been more ienient in understanding the other systems because Revi t is finding out the issues for them . Also utilizing the City of Orlando's expedited permitting process £or the projects has helped them to streamii ne that effort and get proj ects that are complex in design back in line with a very aggressive construction schedule.

6 . MLM ha s quit e a n e xt e nsive b ackground i n LEED and a comprehensive QA/QC p l a n . Please e xpla in the methodo l ogy MLM uses for the ir QA/QC p lan . MLM stated that the methodology they would like to utilize and have utilized in the past is to bring in a person that has a constructability background that has not been active with the design of the project. MLM indicated that they have utilized Mr. Antonio Aguerrevere, part of the MLM staff, for that purpose, especially at the STC, where he was brought on during the construction phase. He came in to do QA/QC checks on their work, not only to interject constructability issues, but also to interject a third set of eyes that has not been through the design, mainly because there are things that are overlooked when seen in repetition over time, and having that fresh set of eyes has been very beneficial to MLM.

7 . From a p o int of v i e w o f wor ki ng with the Avia tio n Authority i n delivering pro j ects , communicatio n has been very good a nd op e n . As c ommunication is t he key to h e lpi n g al l o f us s ucce e d , what can we do , or you do , t o i mpr ove tha t process? MLM indicated that the Technical Review Team (TRT) sessions are very beneficial to any program or project as it progresses through, and getting active participation from, the different departments that may or may not touch a particular project or assignment, because more often than not, the work is being performed adjacent to another project from another department and they might not be aware of it or the department they are working with may not be aware of it. Having that voice from the TRT sessions often catches coordination issues up front . MLM further indicated that it is very critical, especially under the tight schedules that they have had recently. Where there is not enough time for the full formal process, it is important that the different departments send a representative that can at least sit and listen in on the discussion, and possibly go back and interject even after the fact, because MLM's turn-around time after the TRT is very compressed. Basically, it is important that the communication stream be set , and sometimes the presence of the person in the TRT meeting is very helpful because they pick­up on the urgency of the question or the need to get an answer, especially when an e - mail cannot express that ur gency .

Mr. Van Loon stated that, in his opinion, it woul.d be to respond £aster. He noted that his experience with the Aviation Authority has been through email.s and phone cal.1.s, which has been going wel.1. so £ar, but sometimes the response time coul.d be a bit £aster.

8 . What will R&B do to ensure that t h e QA/QC efforts are focused on all projects , l arge or s mall? Mr. Van Loon responded that when he started over a month ago, it was real.ized that, with the smal.1.er projects, because they have a quicker turn-around, they get under the radar without peopl.e noticing them . So, R&B establ.ished a procedure where they have a cal.endar in the o££ice that states when the project is due , and they back that up a week and have it assigned to someone el.se in the o££ice that handl.es QA/ QC reviews. The project cannot go out until. this review is compl.eted and signed 0££ by someone el.se in the o££ice. R&B noted that they have tested it on three or £our smal.1.er projects and it is working wel.1. .

9 . How has R&B been monitoring and controlling their subconsultants? R&B repl.ied that they cal.1. , and email., and communicate as often as possibl.e , and they use Bl.ueBeam . R&B expl.ained that the internal. QA/QC set they do is an internal. Bl.ueBeam sess ion, and whoever marks it and whoever is worki ng on the project gets 1.inked to it, and they have access to al.1. the comments that wil.1. be addressed as wel.1..

The PSC noted that R&B submitted an excellent LOI , which inc luded a detailed approach , a good understanding of the servi ces required , and was very respons i ve during the interview . R&B addressed the aesthetics of t he airport and promoting the "Orlando Exper ienceTM" , LEED/sustainability design principles , and its expertise with Revit®/3D mode ling production of design/construction doc uments . R&B ha s a very exper i e nced team with simi lar work expe ri e nce . R&B is located in Orlando , FL , and has been in business for over 22 years . R&B ' s project manager has over 38 years of professional architectural exper i e nce . R&B is on e of the Aviation Authority ' s Continuing Architectural Consultants and has performe d well during its t enure . 5 . To b e clear , RSA is proposing i n the name of the corporation , not as an indi vi.dual? Mr. Swisher confirmed yes.

6 . Descr ibe in more deta i l what RSA has done over the years with the Aviation Authority . RSA replied that they did not list their projects at the Aviation Authority on their LOI due to the requirement that the projects listed are within the last £i ve years. RSA indicated that the first project they did was the McDonalds in the main food court, which still exists the way RSA designed it 15 years ago. Since then , they have done the food courts, Ruby Tuesday's restaurant, On the Border restaurant, Bahama Breeze restaurant , either new or renovated Starbucks except the evening Starbucks locations, and a lot 0£ other venues in the food courts, such as the main food court where they have redone £our or five venues. RSA has also done a lot 0£ retail £or different clients, and the ALD Lounge on Airside 4 and Airside 1 , a very good client. Additionally, RSA has interfaced with Mr. Birkebak ' s team.

7 . Has RSA ' s focus at t h e Orlando Inte rna t i ona l Airport (MCO) been wi th restaurants and concessions? RSA confirmed yes.

( 8 . Has RSA branched out into other arenas at MCO?

RSA replied no , and that they are trying to get there.

9 . Is RSA a MWBE firm? RSA confirmed yes, and elaborated that they are registered with the City of Orlando, Orange County, FL, and Walt Disney Company.

10. In RSA ' s LOI , the Aviation Aut hori ty ' s MWBE policy was not acknowledged . Does RSA understand that part nering with the Aviation Authority includes meet ing the MWBE participation goals? RSA responded that they were n ot aware 0£ that, but since their last submittal, they understand that there is a MWBE participation goal that is required.

11 . What are RSA ' s c urrent projects? RSA replied that currently they are finishing up a very large restaurant at Disney which seats over 400 people , at a value of about $40 million. They are wrapping it up and it is now under construction , so they are looking to keep busy, and b e lieve t his type of work is good timing. They are also working £or the Jacksonville airport on a new lounge area , as well as a few jobs £or HMS Host , which they have n ot signed up anyone for the additional work, so they are seeking some good work.

12 . Wha t is RSA ' s methodology for QA/QC? RSA responded that, depending on the scope of the project, they t r aditionally have a 3 0/ 60/90/100- day plan and have what the y call "interna l page- tur n s" £or the 30/60/90 portions , which is normally done in their office. Sometimes , if the client is involved, such as the restaurant with Patina Restaurant Group, they invite the client to do the page- turns along with their consultants . Usually, t h ey spend a day reviewing the drawings; however , on

the restaurant project, the lighting and acoustical consultants from The Walt Disney Company were invited because the design was very intense. Even if it is a small project , RSA will still have page- turns wi th their c onsultants .

13 . Is there any type o f techno l ogy that RSA uti lizes? RSA responded that their prime software is Revit, which they have been using for eight years , and have been using it 100% in the office for the past three years . They dev elop models and interface wi th their consultants .

14 . I s RSA familiar wi th the Avi at i o n Au t hority ' s LEED p rogram ? RSA replied yes, and noted that they do not have someone in their office that is LEED certified; however, they use consultants, such as SGM Engineering, Inc., who keeps up-to-date with those requirements , and they use their expertise for LEED.

15 . This t ype of con t r act involves wo rk f r om the r a nge of $10 , 00 0 to $2 mi ll i o n , wi th a n on- c a ll t ype of respons ive ne ss . With t hat type of s cenario , how d oes RSA i ntend to s uppleme n t t h e Aviat i o n Aut ho r i t y ' s r eques t s? Mr. Swisher replied that he can be at MCO in two hours after he receives a call, or at the very least , the next day, and noted that they have clients that can attest to this.

16 . Some of t h e up coming p rojects at MCO a r e back-of- house , whi c h is more impo r tan t as that is what keeps t he place f unc t i oning . Wha t kind of work has RSA d one t h a t i s r e l ated t o more bac k- of- ho u s e d e s i gn ? RSA stated that currently, with The Walt Disney Company, they are working with a division called Facilities Asset Management (FAM) , and for 15 years or more, they have done work for FAM, and for the most part, it was back-of­house type of work, such as restroom renovations , ADA issues, and Life Safety issues.

17 . Who wa s t h e f irs t Prime c ont rac tor that RSA partne r e d wi t h at t he Av i a t i on Autho rity? RSA replied that they have done work with Gomez Construction and HMS Host.

18 . On whi c h proj ect was RSA partne r e d with Gome z Construct i on? RSA replied that the air conditioning was replaced on Airside 1 , ALD Lounge, because there was some HVAC that needed to be redone , which that was the last project they have done with Gomez Construction. RSA noted that most of the projects they have partnered with Gomez Construction have been quite small.

to achieving the participation goals of the Aviation Authority ' s DBE , MWBE , and LDB/VBE programs .

Chair Thornton stated that the closed session for R&B is complete , and announced that from this point forward , no discussion regarding the procurement may take place between the Proposer and the Aviation Authority representatives . The recording was stopped .

Chair Thornton read the Lobbyist Disclosure and noted that any appeals of decisions made by the PSC must be filed with the Chief Executive Officer within five business days (no later than 4 : 00 p . m. on the fifth business day) of the rendering of that decision .

Chair Thornton requested that staff provide its evaluations of the introductions and interviews. Staff noted that each Proposer submitted strong LO Is that met the advertised requirements and were qua lified and capable of performing the services .

Chair Thornton highlighted that , with his experience for the past 25 years at the Aviation Authority , these firms make an impressive group , and with the amount of work going on , there have been times where it was a struggle to get a well - qualified group together . Chair Thornton requested that Mr . Birkebak provide his observations and then have the PSC discuss what they have conclude d based on the interviews and the LOis .

Mr . Birkebak concurred and stated that currently the Aviation Authority has had five firms for the last 5 years , and that it looks like four or five firms would be an adequate number for the Aviation Authority . One of the objectives that the Aviation Authority has focused on is to mentor new firms . This group has a good selection of exper i enced firms as well as firms new to the Aviation Authority . Mr . Birkebak then state d that , through both the LOis and their interviews , MLM and R&B stood out as exceptional . Both firms went through the extra effort of really explaining and going back into the details even though they are two of the Aviation Authority ' s continuing architects , which shows that they understand what this really means to get these contracts. They also stood out as the highest by demonstrating that they took the time and reall y learned how to do something , especially on t he more difficult pro j ects at the Aviation Authority. Mr . Birkebak provided the following observations :

• Alpha MRC , Inc . (AMRC) : AMRC comes from the coast working a lot at Pat rick Air Force Base , and even though this work is not exactly like the Aviation Authority , ARMC was still working on an airport and there are similarities there . Looking at t he projects AMRC presented, the work is very similar, and the processes might be different , but they seem to be showing a good understanding of how the Aviation Authority works and what it does. AMRC is on its first ci ty proj ect for s ubmi tta l with the City of Or l ando , which will be a learning experience , as i t has been for everyone that has worked with the City of Orlando over the last couple years as the City converts to an electronic process . AMRC ' s project manager has a really good understanding of not only running s maller projects , but about b e ing a good pro j ect manager with communications and processes, as we ll as a good understanding of what t heir sub con s ult a nt s have to d o within the who l e process . AMRC has been a prime architect a nd has done a lot of work as a subconsultant to a contractor , which involved a lot of d esign- build wor k, which ma ny of the Aviation Authority projects are .

• Bermello Ajamil & Partners, Inc . (BA&P) : BA&P ' s airport work is extensive and based out of their Mi ami , FL office . After listening to them explain how they

( would operate these kinds o f pro jects , and wit h the l ocal staff that has the airport experience , BA&P demonstrated that they have great project con t r ols , which is really diffi c ult on smaller project s . They went into what that mea n s , and , with the l oca l staff starting o ff wi th the r epr esentat ive , Mr . Westfall , is really good wit h the experience needed to get this work done . Through everythi ng BA&P is doing , they stood out above the others , a nd noted that they would be a good team to bring on .

• Borrelli and Partners , Inc . (B&P) B&P is one o f the Aviation Authority ' s continuing archi tectur al consultant , but i t was a little disappointing that Mr . Trbov i c h , the project manager , did not step up to talk about a lot of the i ssues of being a continu i ng architect , when compared to the other two continuing f i rms , and demonstrate a full understanding on what it is to have this type of work .

• ELEVEN1 8Ar c hitecture LLC (ELEVEN1 8 ) : After listening to t h e Principal , Mr . Adams , a nd Project Manager , Ms. Chea , who spoke up a couple time s , ELEVEN18 showed a g ood unde r standing of t his ki nd of work a nd eagerness t o d o this kind of work . They are a small firm , and they have been doing work in and around the City of Orlando for ten years , but this would be thei r entry into more public sector wor k . ELEVEN1 8 was very impressive and demo nstrated tha t they had very similar wo rk , whi c h we r e r e pa i r-tough projects that no one s eems to get d one .

• Rick Swi s her , Architect , Inc . (RSA) : RSA has done a l ot of concess i on work for the Aviation Authority , and this would be the i r first entry into actually applying for a pro j ect with the Aviation Authority . They have a small team, which i s certainly capable of doing a l ot of work , but did not seem to come to t h e level of expertise t hat t h e other firms have.

Mr . Birkeba k conclude d t hat hi s recomme ndat i o n would b e AMRC , BA&P , ELEVEN18 , MLM , and R&B .

Mr . Patterson indicated that he does not d iffer t oo much from Mr . Bi rkeba k ' s observatio ns , and note d that MLM and R&B have e xtensive Aviat i on Authority institutio nal knowledge , and t hat they both have been very responsive , which is why he e ncourages to keep them onboard . ELEVEN 18 appea r s to b e the r ight si ze and have the right kind of background, in terms of p roject s , a nd stated that the y are a good fit for thi s contract f or bringing on someone ne w. BA&P has good airport experien c e a nd local r epr esentative . AMRC may seem to be too mi lita ry- focused , but from t hei r h andout and interview, AMRC demonstrated that the work they do for ot her clients is also done at the Aviation Authority . For these , and the same reasons that Mr. Birkebak provided , Mr . Patterson ranked BBA, B&P , and RSA a little bit below the oth e r firms .

Mr . Ruohomaki concurred wi t h Mr . Birkebak and Mr . Patterson , and elaborated that with looking at projected workload , he placed MLM a nd R&B at the top , then the next three with ELEVEN18 , BA&P , and AMRC .

Mr . Hunt con c urred and indicated that all the firms answered the ques tions wel l and are capable . Mr . Hunt r ecomme nde d AMRC, BA& P, ELEVEN1 8 , MLM , and R& B for t hese servi ces

Ms . L' Heureux stated t hat the same f i ve f irms (i . e . , AMRC , BA&P , ELEVEN1 8 , MLM , and R&B) d emonstrated that best underst a nding of the Av i ation Authority ' s processes and concurre d with the previously sta t e d recommendations .

Legal Counsel explained that , since there are so many new players being proposed , the recommendation to the Aviation Authority Board would be to retain five firms , and that all five firms would have an equal opportuni ty for work as it is disseminated over the course of the years under the contracts . However , in accordance with State Statutes , the recommendation must rank all of the interviewed firms . Because these will be on- call continuing contracts , the selected firms will have a fair and equitable opportunity to get the work .

Chair Thornton inquired if the ranking should stop at five firms . Legal Counsel replied that the PSC can choose to stop at five firms if that is t he preferred number , and what that means is , if the Aviation Authority Board accepts the recommendation , then a contract is executed with those five firms , but if for whatever reason a contract cannot be consummated with all five firms , then the choice can be made to come back and re - rank the remaining firms or stick with f our or however many contracts are executed , as there is no obligation for the PSC to rank all eight firms .

Upon motion of Mr. Ruohomaki, second by Mr. Patterson, vote carried to recommend to the Aviation Authority Board the ranking below for the Continuing Architectural Services (W393), at the Orlando International Airport and Orlando Executive Airport and approve a no cost Continuing Architectural Services Agreement with each of the five top-ranked firms

First: MLM - Martin Architects, Inc.

Second: Rhodes & Brito Architects, Inc.

Third: Bermello Ajamil & Partners, Inc.
