Ruling PDP Legislature Party met under the chairperson- ship of Chief Minister and PDP president Mehbooba Mufti at her official residence over din- ner tonight to finalize party strategy to counter the Opposition while joint meeting of PDP-BJP Alliance has been scheduled for January 3. Sources told the Excelsior that almost all Ministers, MLAs and MLCs were present at the PDP Legislature party meeting at Mehbooba's official residence in which she reportedly called upon the party Ministers and legislators to project achieve- ments of the Government and put up "united face'' in both Houses to counter the "Opposition propaganda''. Sources said the PDP leader- ship was of the view that both major Opposition parties includ- ing National Conference and Congress would try to provoke the two coalition partners-the PDP and BJP-by trying to exploit "ideological differences" between the two parties but the treasury benches must exercise restraint, put up united front and counter the Opposition effec- tively. Ruling PDP was of the view that there was "no major issue'' before National Conference and Congress, or even the smaller groups, as sit- uation by and large remained peaceful in the Kashmir valley this year, barring few inci- dents. However, the party leaders observed that the Opposition would try to make out issues "out of nothing'' and the PDP legislators should be well prepared to counter the Opposition effectively in both the Houses. Sources said the PDP and BJP Legislature Parties will meet jointly on January 3 at the residence of Mehbooba Mufti to devise "collective strategy'' of the Alliance for the budget ses- sion. The BJP Legislature Party has already held its meeting on December 30 under the chair- manship of BJP national general secretary (organizations) Ram Lal in which a host of issues were taken up which included the ruling party's strategy in the Legislature. The BJP has decided that some of its MLAs would contin- ue to project the party's "agenda'' but in such a manner that it did- n't hurt the PDP and coalition functioned smoothly in the Legislative Assembly as well as Legislative Council. Meanwhile, according to sources, the National Conference legislators met here today to discuss the issues to be taken up during tomorrow's Governor Address and the budg- et session. The NC had held its Legislature Party meeting on December 20 under the chair- manship of NC Legislature Party leader Omar Abdullah. "Today, the NC legislators decided that they would take up the issues like Kashmir sit- uation, corruption, nepotism, favouritism, governance deficit, development inertia, backdoor appointments,, shortage of essential supplies, paralysis of administration, Project achievements, counter Oppn forcefully: Mehbooba WASHINGTON, Jan 1: President Donald Trump today tore into Pakistan accus- ing it of giving nothing to the US but "lies and deceit" and providing "safe haven" to ter- rorists in return for USD 33 billion aid over the last 15 years thinking of American leaders as "fools". In his strongest attack against Pakistan yet, Trump in his first tweet of the year on New Year's day also appeared to suggest he could cut off foreign aid to Pakistan. "The United States has fool- ishly given Pakistan more than 33 billion dollars in aid over the last 15 years, and they have given us nothing but lies & deceit, thinking of our leaders as fools," Trump said in the strong- ly worded tweet. "They give safe haven to the terrorists we hunt in Afghanistan, with little help. No more!" Trump said. His remarks come days after the New York Times reported that the US is consid- ering withholding USD 225 million in aid to Pakistan reflecting its dissatisfaction with the latter's reluctance in the war against terrorism. Shortly after Trump's attack, Pakistan Foreign Minister Khawaja Asif called on Prime Minister Shahid Khaqan Abbasi, a Pakistani media report said. "The meeting held a detailed review of the Trump's state- ment," the Geo TV reported, cit- ing its sources. It said the two leaders also discussed on the country's for- eign policy. "We will respond to President Trump's tweet shortly inshallah...Will let the world know the truth..Difference between facts & fiction..," Asif tweeted. In November, the US had strongly condemned release of the Mumbai attack mastermind Hafiz Saeed by Pakistan and had demanded his immediate re- arrest and prosecution, warning that there would be "repercus- sions" for bilateral ties if Islamabad fails to take "decisive action" against the JuD chief. Saeed, who carries a USD 10 million American bounty on his head for terror activities, walked free after the Pakistan Government decided against detaining him further in any other case. This has put a serious question mark on the performance of the PDP-BJP Coalition Government, which otherwise is making tall claims about being the entirely different dispensation the State has ever witnessed. The Governor's Address is drafted by the Government itself and is approved by the State Cabinet in its special meeting generally convened few days prior to the commencement of the Budget Session. The imple- mentation of all the announce- ments in the Governor's Address is the responsibility of the con- cerned departments and Government is required to ensure proper follow-up action that too in a time bound manner so as to ensure good gover- nance. However, during the detailed exercise carried out by EXCELSIOR it came to the fore that several commitments made in the Governor's Address to the Joint Session of Legislature on January 2, 2017 and on May 25, 2016 have yet not been implemented by the PDP-BJP Coalition Government thereby under- mining the importance of the Legislature. As far as Governor's Address of January 2, 2017 is concerned, it was mentioned that State Government was seriously pur- suing the project of development of Tawi River Front on the pat- tern of Sabarmati River in Gujarat and a pilot project of approximately 3.5 kilometer of the river stretch has been identi- fied to be taken up in the first phase. However, there is no progress on this project despite lapse of one year and Housing and Urban Development Department is still groping in dark vis-à-vis source of funding even for the first phase of the project. Astonishingly, during the past one year the Ministers and MLAs of the Bharatiya Janata Party came up with numerous Numerous commitments made in Governor’s Address of past 2 years fail to become reality Fayaz Bukhari SRINAGAR Jan 1: The operation launched by securi- ty forces against the Fidayeen, who attacked Central Reserve Police Force (CRPF) Training Centre in Pulwama district of South Kashmir ended today following the recovery of the body of third militant. In a pre-dawn strike, five CRPF men were killed while three others injured when three Fidayeen of Jaish-e-Mohammad stormed the camp at Letpora in Pulwama district yesterday. The body of third Fidayeen was recovered this afternoon from the debris. Bodies of two Fidayeen Manzoor Ahmad Baba from Drubgam, Pulwama and Fardeen Ahmad Khanday from Nazeempora, Tral were recov- ered yesterday. As the security forces were conducting searches last evening and removing debris, they were fired upon by the third Fidayeen leading to heavy firing. However, the operation was put on hold for the night and in the morning it was resumed and body of third Fidayeen was recovered. However, his identity was not ascertained and he is believed to be Pakistani nation- al. Special Director General of CRPF, SN Srivastav, today told reporters that the opera- tion continued throughout the night. "Darkness was a limit- ing factor and it impeded our operation. This morning we continued the operation and concluded it with the killing of last hiding militant. While I am briefing you some amount of search operation is going on as the campus is very big", he said. "We want to discount chances of anybody hiding any- where, though the chances are bleak. But still we want to be fully sure before calling off the operation. There were no further 3rd Fidayeen shot dead Excelsior Correspondent NEW DELHI, Jan 1: The proposed bunkers along the International Border (IB) and Line of Control (LoC) in Jammu & Kashmir, which are being funded by the Union Home Ministry, will now be constructed directly by a Central Agency like CPWD, NBCC (National Building Construction Corporation), etc. This was disclosed here today by Union Minister Dr Jitendra Singh while briefing the media about some of the important projects to be under- taken in the New Year in Jammu & Kashmir and Northeast. On the occasion, the Minister also released a 2018 wall - calendar prepared by the Ministry of Northeast /DoNER. Dr Jitendra Singh thanked Home Minister Rajnath Singh for having accepted the request to undertake the construction of bunkers along the IB and LoC in Jammu & Kashmir directly by a Central Agency, in order to avoid further delay and also to ensure efficiency and trans- parency. The demand for construction of bunkers along the Indo-Pak border in Jammu & Kashmir, Dr Jitendra Singh said, had been consistently made by the BJP even when it was not in power either in the State or at the Centre. He said, the Modi Government promptly consid- ered the demand for construc- tion of community bunkers, but then the local people residing along the borders also made a demand for individual bunkers. Finally, therefore, within the constraints of viability and feasi- bility, it was decided to have a combination of community bunkers as well as individual bunkers and to begin with, the Union Ministry of Home Affairs formally conveyed to the J&K State Government, the sanction of Rs 415.73 crore for construc- tion of 14,460 bunkers," he added. In the meanwhile, Dr Jitendra Singh disclosed that the Union Home Ministry has written to the J&K State Government to submit a detailed list containing exact location of large community bunkers as well as a list of individual bunkers as per the conditions and norms laid down for the purpose. He Central Agency to construct bunkers in J&K: Dr Jitendra Nishikant Khajuria JAMMU, Jan 1: It may sound incredible but is true that in the Directorate of Health Services, Jammu, which has the strength of around 900 doctors only , more than 2000 transfers were affected in the last one and half year. While some doctors were transferred twice and thrice, a few others were shifted even four times within days for the reasons best known to the con- cerned authorities at the helm of affairs, though officially these orders were said to be issued ‘in the interest of administration’. On the other hand, some blue eyed and influential doctors con- tinued to evade the ingenuous duty by managing to remain attached at the Directorate office or at the so called Evening Clinics in Jammu City notwith- standing a clear direction by the Commissioner Secretary Health to Director Health Jammu for immediate detachment of all the attachments and adjustment of surplus doctors in Jammu. Pertinent to mention that total sanctioned strength of doc- tors in the Directorate of Health Services Jammu is 1370 while working strength is only around 900. However, more than 2000 transfers were affected in the Jammu Directorate during the last one and half year with sev- eral doctors shifted frequently within days till their pick and choose adjustment at suitable place, official sources told the Excelsior with documentary evi- dences in this regard. While elaborating, sources quoted several orders, mostly individual, according to which some doctors were transferred from one place to another and within days, the same person was shifted to second and sometime third or even fourth place to adjust the blue eyed. Listing the examples, sources quoted the orders of fre- quent shifting of a female Medical Officer, who was trans- ferred thrice within two months. More than 2000 transfers in one & half year though DHS has only 900 doctors Excelsior Correspondent JAMMU, Jan 1: Finance Minister Dr Haseeb Drabu said today that the PDP-BJP Alliance was doing “remark- able well’’ and it will last full term even as he observed that several significant issues men- tioned in ‘Agenda of Alliance’ of the two parties have been fulfilled in less than half of the term of the Government. In an interview to the Excelsior, Dr Drabu said the Alliance between the two parties has been working well with both the partners showing lot of maturity. “The BJP leadership in New Delhi as well as Jammu and Kashmir and the PDP lead- ership in the State have been showing lot of maturity and working with great responsibili- ty. Unlike the previous coalition Governments, the present Alliance is firmly in place despite ‘ideological differences’ between the two parties. The coalition will complete its full term of six years,’’ he said. Asserting that it would be too early to take a view on whether the PDP and BJP will contest 2019 Lok Sabha and 2020 Assembly elections togeth- er, the Finance Minister, howev- er, maintained that comfort level between the two parties is very high despite grave provocations from some quarters. “Both sides now know each other very well,’’ he remarked. Dr Drabu maintained that it was due to PDP-BJP Alliance that “extreme polarization’’ was not in Jammu and Kashmir. “The BJP has been taking care of Jammu and the PDP Kashmir. Both have very good equations and the State is benefiting from the Alliance,’’ he asserted. The Finance Minister, how- ever, didn’t agree with general perception that incidents of stone pelting have gone down considerably in Kashmir due to demonetization. “There seems to be no link between demonetization and stone pelting. But definitely, the stone pelting incidents stopped suddenly. I don’t see any link between the two but it is a fact that stone pelting stopped all of a sudden,’’ he added. On implementation of ‘Agenda of Alliance’ reached between the two Alliance part- ners before forming the Government, Dr Drabu said a number of points mentioned in the Agenda have already been implemented. “The talks have been started by the Centre through Special Representative Dineshwar Sharma. several new commitments arelikely to be made in theGovernor's Address to JointSession of Legislature tomor-row morning yet StateGovernment has failed to hon-our numerous announcementsmade in the Governor'sAddress of past two years.This has put a serious questionmark on the performance ofthe PDP-BJP CoalitionGovernment, which otherwiseis making tall claims aboutbeing the entirely differentdispensation the State has everwitnessed.

The Governor's Address is

drafted by the Government itselfand is approved by the StateCabinet in its special meetinggenerally convened few daysprior to the commencement ofthe Budget Session. The imple-mentation of all the announce-ments in the Governor's Addressis the responsibility of the con-cerned departments andGovernment is required toensure proper follow-up actionthat too in a time bound mannerso as to ensure good gover-nance.

However, during the

detailed exercise carried outby EXCELSIOR it came to thefore that several commitmentsmade in the Governor'sAddress to the Joint Session ofLegislature on January 2, 2017and on May 25, 2016 have yetnot been implemented by thePDP-BJP CoalitionGovernment thereby under-mining the importance of theLegislature.

As far as Governor's Addressof January 2, 2017 is concerned,it was mentioned that StateGovernment was seriously pur-

suing the project of developmentof Tawi River Front on the pat-tern of Sabarmati River inGujarat and a pilot project ofapproximately 3.5 kilometer ofthe river stretch has been identi-fied to be taken up in the firstphase.

SRINAGAR Jan 1: Theoperation launched by securi-ty forces against the Fidayeen,who attacked Central ReservePolice Force (CRPF) TrainingCentre in Pulwama district ofSouth Kashmir ended todayfollowing the recovery of thebody of third militant.

In a pre-dawn strike, fiveCRPF men were killed whilethree others injured when threeFidayeen of Jaish-e-Mohammadstormed the camp at Letpora inPulwama district yesterday.

The body of third Fidayeenwas recovered this afternoonfrom the debris. Bodies of twoFidayeen Manzoor Ahmad Babafrom Drubgam, Pulwama andFardeen Ahmad Khanday fromNazeempora, Tral were recov-ered yesterday.

As the security forces wereconducting searches last eveningand removing debris, they werefired upon by the third Fidayeenleading to heavy firing.However, the operation was puton hold for the night and in themorning it was resumed andbody of third Fidayeen wasrecovered. However, his identity

was not ascertained and he isbelieved to be Pakistani nation-al.

Special Director General ofCRPF, SN Srivastav, todaytold reporters that the opera-tion continued throughout thenight. "Darkness was a limit-ing factor and it impeded ouroperation. This morning wecontinued the operation andconcluded it with the killing oflast hiding militant. While Iam briefing you some amountof search operation is going onas the campus is very big", hesaid.

NEW DELHI, Jan 1: Theproposed bunkers along theInternational Border (IB) andLine of Control (LoC) inJammu & Kashmir, which arebeing funded by the UnionHome Ministry, will now beconstructed directly by aCentral Agency like CPWD,NBCC (National BuildingConstruction Corporation),etc.

This was disclosed heretoday by Union Minister DrJitendra Singh while briefingthe media about some of theimportant projects to be under-taken in the New Year in Jammu& Kashmir and Northeast. Onthe occasion, the Minister alsoreleased a 2018 wall - calendarprepared by the Ministry ofNortheast /DoNER.

Dr Jitendra Singh thankedHome Minister Rajnath Singhfor having accepted the requestto undertake the construction ofbunkers along the IB and LoC inJammu & Kashmir directly by aCentral Agency, in order toavoid further delay and also toensure efficiency and trans-parency.

The demand for constructionof bunkers along the Indo-Pakborder in Jammu & Kashmir, DrJitendra Singh said, had beenconsistently made by the BJPeven when it was not in powereither in the State or at theCentre. He said, the ModiGovernment promptly consid-ered the demand for construc-tion of community bunkers, butthen the local people residingalong the borders also made a

demand for individual bunkers.Finally, therefore, within theconstraints of viability and feasi-bility, it was decided to have acombination of communitybunkers as well as individualbunkers and to begin with, theUnion Ministry of Home Affairsformally conveyed to the J&KState Government, the sanctionof Rs 415.73 crore for construc-tion of 14,460 bunkers," headded.

In the meanwhile, DrJitendra Singh disclosed thatthe Union Home Ministry haswritten to the J&K StateGovernment to submit adetailed list containing exactlocation of large communitybunkers as well as a list ofindividual bunkers as per theconditions and norms laiddown for the purpose. He

sound incredible but is truethat in the Directorate ofHealth Services, Jammu,which has the strength ofaround 900 doctors only ,more than 2000 transfers wereaffected in the last one andhalf year.

While some doctors weretransferred twice and thrice, afew others were shifted evenfour times within days for thereasons best known to the con-cerned authorities at the helm ofaffairs, though officially theseorders were said to be issued ‘inthe interest of administration’.

On the other hand, some blue

eyed and influential doctors con-tinued to evade the ingenuousduty by managing to remainattached at the Directorate officeor at the so called EveningClinics in Jammu City notwith-standing a clear direction by theCommissioner Secretary Healthto Director Health Jammu forimmediate detachment of all theattachments and adjustment ofsurplus doctors in Jammu.

Pertinent to mention thattotal sanctioned strength of doc-tors in the Directorate of HealthServices Jammu is 1370 whileworking strength is only around900. However, more than 2000transfers were affected in theJammu Directorate during thelast one and half year with sev-

eral doctors shifted frequentlywithin days till their pick andchoose adjustment at suitableplace, official sources told theExcelsior with documentary evi-dences in this regard.

While elaborating, sourcesquoted several orders, mostlyindividual, according to whichsome doctors were transferredfrom one place to another andwithin days, the same personwas shifted to second andsometime third or even fourthplace to adjust the blue eyed.

Listing the examples,sources quoted the orders of fre-quent shifting of a femaleMedical Officer, who was trans-ferred thrice within two months.

JAMMU, Jan 1: FinanceMinister Dr Haseeb Drabusaid today that the PDP-BJPAlliance was doing “remark-able well’’ and it will last fullterm even as he observed thatseveral significant issues men-tioned in ‘Agenda of Alliance’of the two parties have beenfulfilled in less than half of theterm of the Government.

In an interview to theExcelsior, Dr Drabu said theAlliance between the two parties

has beenw o r k i n gwell withboth thep a r t n e r sshowing lotof maturity.

“The BJPleadership in

New Delhi as well as Jammuand Kashmir and the PDP lead-ership in the State have beenshowing lot of maturity andworking with great responsibili-ty. Unlike the previous coalitionGovernments, the presentAlliance is firmly in placedespite ‘ideological differences’between the two parties. Thecoalition will complete its fullterm of six years,’’ he said.

Asserting that it would betoo early to take a view onwhether the PDP and BJP willcontest 2019 Lok Sabha and

2020 Assembly elections togeth-er, the Finance Minister, howev-er, maintained that comfort levelbetween the two parties is veryhigh despite grave provocationsfrom some quarters.

“Both sides now know eachother very well,’’ he remarked.

Dr Drabu maintained that itwas due to PDP-BJP Alliancethat “extreme polarization’’ wasnot in Jammu and Kashmir. “The BJP has been taking careof Jammu and the PDP Kashmir.Both have very good equationsand the State is benefiting fromthe Alliance,’’ he asserted.

The Finance Minister, how-ever, didn’t agree with generalperception that incidents ofstone pelting have gone downconsiderably in Kashmir due todemonetization.

“There seems to be no linkbetween demonetization and

stone pelting. But definitely,the stone pelting incidentsstopped suddenly. I don’t seeany link between the two but itis a fact that stone peltingstopped all of a sudden,’’ headded.

On implementation of‘Agenda of Alliance’ reachedbetween the two Alliance part-ners before forming theGovernment, Dr Drabu said anumber of points mentioned inthe Agenda have already beenimplemented.
