Without naming Rajiv Gandhi, he alluded to the former Prime Minister's remark that only 15 paise of Re 1 reaches the masses and said Congress Governments over the years did nothing to stop the leakage. Modi said his Government gave about Rs 5,80,000 crore to the people directly through vari- ous schemes. Addressing NRIs and Indian-origin people at the inau- guration of the 15th Pravasi Bharatiya Diwas convention in his Parliamentary constituency Varanasi, Modi described NRIs as India's brand ambassadors and said they were the symbols of the country's capabilities. Sanjeev Pargal JAMMU, Jan 22: Skandan Krishnan, a retired IAS officer of 1982 batch, who was Incharge of Kashmir Division in the Government of India for five consecutive years from 2007 to 2012, will be fourth Advisor to Jammu and Kashmir Governor Satya Pal Malik and will be allotted portfolios shortly after he takes charge of his new assign- ment. Skandan, who was Tamil Nadu cadre IAS officer, had retired as Director Anna Institute of Management, Chennai on December 31, 2016. Official sources told the Excelsior that Union Home Minister Rajnath Singh has cleared the posting of Skandan Krishnan as new Advisor to the Jammu and Kashmir Governor and his formal order of appoint- ment will be issued shortly. President Ram Nath Kovind has also approved the appointment as the State was under the spell of President's Rule since December 20, 2018, for a period of six months. Skandan Krishnan has handled Jammu and Kashmir during his posting with the Government of India as Joint Secretary, Incharge of Centre- State Divisions from 2007- 2012 followed by Additional Secretary Centre-State Division in 2012 during which he was also Incharge of Kashmir Division for five years. "In view of his experience in handling the issues of Jammu and Kashmir during his posting with the Centre, he was appoint- ed as Advisor to the Jammu and Kashmir Governor,'' sources said, adding that Governor Satya Pal Malik will effect changes in portfolios of his Advisors after Skandan Krishnan takes charge of the post. Skandan will be third retired IAS officer to be posted as the Advisor to the J&K Government. The fourth Advisor is retired IPS officer. Apart from Skandan, two NEW DELHI, Jan 22: The Supreme Court today said it would take an "in- chamber" decision on listing of a petition challenging the Constitutional validity of Article 35-A, which provides special rights and privileges to permanent residents of Jammu and Kashmir. Advocate Bimal Roy had mentioned the matter before the bench headed by Chief Justice Ranjan Gogoi and also compris- ing Justices L Nageswara Rao and Sanjiv Khanna. He sought urgent hearing of the petition, filed by NGO 'We The Citizens', saying the court had earlier ordered listing of the matter in the second week of January. In August, the Apex Court adjourned hearing on a batch of petitions challenging Article 35 A till January this year, after tak- ing note of submissions of the Centre and the State Government that there was a law and order problem in the State. Article 35-A, which was incorporated in the Constitution by a 1954 Presidential Order, accords special rights and privi- leges to the citizens of Jammu and Kashmir and bars people from outside the State from acquiring any immovable prop- erty in the State. The Apex Court had on August 31 deferred till January the hearing on the pleas chal- lenging the Constitutional valid- ity of Article 35 A, which pro- vides special rights and privi- leges to natives of Jammu and Kashmir, after the Centre and the State said that polls to local bodies polls there would go on till December. Article 35 A denies proper- ty rights to a woman who mar- ries a person from outside the state. The provision, which leads to such women from the State forfeiting their right over property, also applies to her heirs. Power supply to entire Doda-Kishtwar, Bhaderwah and Paddar area besides many parts of the region has been snapped as many poles and cables were broken/ dam- aged due to snowfall and rain, whereas, the water supply to many snowbound areas has also been badly hit. The Minister also gave full credit to Union Minister, Dr Jitendra Singh with whose efforts, he said the bridge was constructed. "I too was forced to take personnel interest in getting it sanctioned'', he added. He, while referring to Shahpur Kandi Project, said that an agreement was signed between J&K and Punjab Governments in this regard and the project has become a reality after 40 long years. This way the water of three Indian rivers which was the share of our coun- try as per Indus Water Treaty was flowing to Pakistan. Now with the signing of agreement the water will be utilized by the peo- ple of the two States of J&K and Punjab. He said 90 percent funds for the construction of Shapur Kandi will be provided by Centre while the two states have to bear only 10 percent. Health services as well as educational infrastructure in the constituency are virtually in shambles owing to inadequate staff and a number of develop- mental projects are either stalled or facing delayed execution of work while extremely poor con- dition of road network seems to be the root cause of backward- ness of this constituen- cy, which spreads from Patnitop to Dudu and Ghordi to Roundomail in Udhampur. Because of the lackluster attitude of the State Government authorities and the local repre- sentative, not even ten percent work has been done on much needed widening and blacktop- ping of the 45 km Mantalai- Dudu road, for which Rs 52 crores were sanctioned under CRF in 2017. Then Minister for Roads and Buildings, Naeem Akhter had inaugurated this road widening work on September 6, 2017 and Rs 9.90 crores were also released for the job on first five kilometers of the stretch. However, till date, work has been completed only on less than half a kilometer road for the reasons best known to the exe- cuting agency and the contractor. In October 2018, PMGSY Department took over the work for widening and blacktopping of this road for the 25 kms upto Sira. Tender was also allotted but no work had been started while fate of the onward road was still unknown, said K L Gupta, Sarpanch of Panchayat Latti and a prominent social worker of the area. Similarly, the extremely poor condition of road network has kept almost entire Ghordi area virtually cut off from Tehsil headquarters and District head- quarters thus subjecting the locals to a lot of problems, including no medical treatment during emergency hours, "Due to non availability of adequate medical facilities and doctors particularly Gynecologist and extremely poor road conditions, a number of pregnant women die in these remote villages," said Chet Ram of Ghordi. The area comprised 17 Panchayats with more than 25 thousand popula- tion. A total of 13029 individual and 1431 community bunkers were sanctioned for Jammu, Samba, Kathua, Rajouri and Poonch districts by the Union Ministry of Home Affairs early last year to mitigate the hard- ships being faced by the people living in the vicinity of International Border and Line of Control due to shelling and fir- ing by the Pakistani Rangers. In the month of June last year, the State Government issued directions to the Deputy Commissioners of these five border districts to ensure early start of the work on individual and community type bunkers. Even the Divisional Commissioner Jammu was directed to constitute multi-dis- ciplinary team in each district for physical verification of work on regular basis and furnishing monthly progress report for onward submission to the Union Ministry of Home Affairs. Moreover, latest conditions of the Union Ministry of Home Affairs were conveyed to the Deputy Commissioners as well as Roads and Buildings Department for strict compli- ance at the stage of construction of individual as well as commu- nity bunkers. These conditions read: "The building norms for all areas up to five kilometres from borders shall be specified and priority shall be given to the bunkers which are nearest to the existing Border Out- Posts (BOPs). Every bunker should be within three kilome- tres from the border and first line of sight from International Border/Line of Control. All bunkers shall be geo-tagged and a proper Management Information System (MIS) shall be put in place where the requisite details shall be uploaded on a regular basis". The Minister, while congrat-ulating the State Government,engineers and contractors forconstructing a 1210-meter span-Keerian Gandyal bridge over theriver Ravi before the time span

by saving crores of rupees alsosaid that the officers who workwith dedication and honestydeserve reward while those whoare dishonest and lazy need pun-ishment.

The Minister also gave fullcredit to Union Minister, DrJitendra Singh with whoseefforts, he said the bridge wasconstructed. "I too was forced totake personnel interest in gettingit sanctioned'', he added.

He, while referring toShahpur Kandi Project, said thatan agreement was signedbetween J&K and PunjabGovernments in this regard andthe project has become a realityafter 40 long years. This way thewater of three Indian riverswhich was the share of our coun-try as per Indus Water Treaty wasflowing to Pakistan. Now withthe signing of agreement thewater will be utilized by the peo-ple of the two States of J&K andPunjab. He said 90 percent fundsfor the construction of ShapurKandi will be provided byCentre while the two states haveto bear only 10 percent.

with natural beauty, lush greenforests and places of religiousimportance, which make the areasignificant and attractive, theChenani-Ghordi Assembly con-stituency in Udhampur districtcontinues to remain deprived ofrequired attention and develop-ment in all respects-thanks to thelocal representatives, who failed toget the issues addressed.

Health services as well aseducational infrastructure in theconstituency are virtually inshambles owing to inadequatestaff and a number of develop-mental projects are either stalledor facing delayed execution ofwork while extremely poor con-dition of road network seems tobe the root cause of backward-

ness of thisconstituen-

cy, which spreads from Patnitopto Dudu and Ghordi toRoundomail in Udhampur.

Because of the lacklusterattitude of the State Governmentauthorities and the local repre-sentative, not even ten percentwork has been done on muchneeded widening and blacktop-ping of the 45 km Mantalai-Dudu road, for which Rs 52crores were sanctioned underCRF in 2017. Then Minister forRoads and Buildings, NaeemAkhter had inaugurated this

road widening work onSeptember 6, 2017 and Rs 9.90crores were also released for thejob on first five kilometers of thestretch. However, till date, workhas been completed only on lessthan half a kilometer road for thereasons best known to the exe-cuting agency and the contractor.

In October 2018, PMGSYDepartment took over the workfor widening and blacktoppingof this road for the 25 kms uptoSira. Tender was also allottedbut no work had been startedwhile fate of the onward roadwas still unknown, said K L

Government is unlikely tomeet the latest deadline ofJune ending for completion ofover 14400 individual andcommunity bunkers in fiveborder districts of Jammuregion as only 951 bunkershave been constructed till datethat too in Jammu, Samba andKathua only while as work hasyet not begun on any of thebunkers in Rajouri andPoonch districts.

A total of 13029 individualand 1431 community bunkerswere sanctioned for Jammu,Samba, Kathua, Rajouri andPoonch districts by the UnionMinistry of Home Affairs early

last year to mitigate the hard-ships being faced by the peopleliving in the vicinity ofInternational Border and Line ofControl due to shelling and fir-ing by the Pakistani Rangers.

In the month of June lastyear, the State Governmentissued directions to the DeputyCommissioners of these fiveborder districts to ensure earlystart of the work on individualand community type bunkers.

Even the DivisionalCommissioner Jammu wasdirected to constitute multi-dis-ciplinary team in each districtfor physical verification of work

on regular basis and furnishingmonthly progress report foronward submission to the UnionMinistry of Home Affairs.

Moreover, latest conditionsof the Union Ministry of HomeAffairs were conveyed to theDeputy Commissioners as wellas Roads and BuildingsDepartment for strict compli-ance at the stage of constructionof individual as well as commu-nity bunkers.

These conditions read:"The building norms for allareas up to five kilometresfrom borders shall be specifiedand priority shall be given to

the bunkers which are nearestto the existing Border Out-Posts (BOPs). Every bunkershould be within three kilome-tres from the border and firstline of sight fromInternational Border/Line ofControl. All bunkers shall begeo-tagged and a properManagement InformationSystem (MIS) shall be put inplace where the requisitedetails shall be uploaded on aregular basis".

Thereafter, the Ministry ofHome Affairs a number of timesasked the State Government togear up the construction ofbunkers in all these five districtsand recently in an official meet-ing chaired by the Advisor to

31 Rohingyas fleeing from J&K

Jan 22: The BSF today handed over

the 31 Rohingya Muslims, whowere stranded on the India-Bangladesh border for fourdays, to Tripura Police, even as30 more community memberswere apprehended in Assam,officials said.

The 31 Rohingyas, who hadapparently come from Jammuand Kashmir, were stuck in no-man's land, beyond the barbedwire fence along the Indo-Bangladesh border in Tripurasince January 18.

The situation had led to ablame game between the BorderSecurity Force (BSF) and itscounterpart -- Border GuardsBangladesh (BGB) -- with the twosides accusing each other of push-ing them into their territories.
