I. Call to Order The meeting was called to order at 6:15 p.m.

II. Open Forum for Youth or Families with Small Children There were 17 speakers.

III. Adoption of Minutes Steven Wirt made a motion to adopt previous meeting minutes from 12/5/12, 2/6/13 and 4/17/13. The motion was approved. Vaughn Arterberry, Brandon Sturdivant, Kisha Jackson and Briana Dunn abstained.

IV. Overview of OFCY’s 2013-2016 Selection Process

Sandra Taylor summarized the OFCY selection process. There were five speakers for public comment.

V. Ad-Hoc Appeals Subcommittee Report of Findings

Cesar Sanchez reported that nine appeals were received and reviewed at the Ad-Hoc Appeals Subcommittee on May 1, 2013. The Appeals Subcommittee found none of the appellants had grounds for a successful appeal. There were three speakers for public comment.

VI. Ad-Hoc Review Subcommittee Final Recommendation Renato Almanzor presented the final recommendation by the Review Subcommittee to support 125 programs for $10,698,906 in FY2013-2014. Additionally, the Review Subcommittee recommended that if additional funding is available in year two (FY2014-2015), consideration should be given to implement Summer Pre-Kindergarten programming in partnership with OUSD for Summer 2014 and to expand Children's Hospital & Research Center Oakland-Integrated Developmental Playgroups Program in FY2014-2015 to services at an identified East Oakland site. For any additional funding available in FY2013-2014, the Review Subcommittee recommended supporting organizations that applied for funding and fit one or more of the following criteria: Small & Emerging applicants; Local organizations that are new to

OFCY funding; and proposals requesting a relatively small investment to make a major impact. Two potential applicants that fit these criteria were identified by the Ad-Hoc Review subcommittee: The Partners Program – Summer Academy Expansion and Improvement program and the Martin Luther King Jr. Freedom Center – Nonviolence Leadership Program. There were six speakers for public comment.

VII. OFCY Final Grant Recommendations FY2013-2016 Kisha Jackson motioned to allocate the remaining $62,285 to Youth Alive as bridge funding and up to an additional $100,000 should it become available in the future. The motion was seconded by Briana Dunn. The motion did not pass with three members voting for the motion (Kisha Jackson, Briana Dunn, and Brandon Sturdivant) and six members voting against (Emma Scoble, Steven Wirt, Cesar Sanchez, Nina Horne, Vaughn Arterberry, and Kathy Dwyer). There were two abstentions (Renato Almanzor and James Mathews).

Kathy Dwyer moved to accept the final grant recommendations by the Review Subcommittee to award 125 grants for a total of $10,698,906 without allocating the remaining $62,285. This motion was seconded by Brandon Sturdivant. The motion was approved.

James Mathews motioned to allocate the remaining $62,285 to Youth Uprising Queer & Allies Initiative. This motion was seconded by Brandon Sturdivant. The POC used the Gradients of Agreement scale to vote on the motion. The motion failed, as determined by the Co-Chairs, due to a vote to block the motion by two members. Due to a disruptive audience member, the meeting could not continue. At the next POC meeting, POC will discuss the allocation of the remaining $62,285.

There were 16 speakers for public comment.

Re: Allocation of Remaining $63,318 in Available Funds in FY2013-2014

Summary On May 8 2013 the Planning and Oversight Committee (POC) of the Oakland Fund for Children and Youth (OFCY) approved $10,698,906 in funding to support 125 program grants across 11 strategies, to reach a projected 21,829 Oakland children and youth. There is an additional $63,318 available for grant funding in FY2013-2014. The following memo outlines potential funding possibilities to allocate these dollars in the next fiscal year. Based on the work of the Ad-Hoc Review Subcommittee and the discussion of the POC at its meeting on May 8 2013, OFCY staff have outlined five options for allocating the additional funds:

1. Use of Ad-Hoc Review Subcommittee Criteria: The POC’s Ad-Hoc Review Subcommittee made the recommendations that any additional funding available in FY2013-2014 be used to support applicants that fit one or more of the following criteria: 1) Small & Emerging applicants; 2) Local organizations that are new to OFCY funding; and 3) Proposals requesting a relatively small investment so that the grant would have full impact. Using the criteria, the following programs with an average reader score above 70 are identified:

o The Partners Program – Summer Academy Expansion and Improvement Program o Tides Center – One on One Tutoring and Mentoring o Martin Luther King Jr. Freedom Center – Nonviolence Leadership Program o People United for a Better Life in Oakland (PUEBLO) - Youth Greening Oakland o Asian Health Services - Banteay Srei o Urban Peace Movement - Peace Ambassadors o Choose College Educational Foundation, Inc. - My Brother’s Keeper Project o SPAAT - Academic & Athletic Support Program

2. Provide funding to support LGBTQ youth. The POC has recommended funding for one LGBTQ specific organization – Our Family Coalition – Building Strong Children in LGBTQ Families – but has not recommended funding to agencies specifically serving LGBTQ youth. Three agencies that fit this criteria applied for funding. The Mind Body & Attitude Youth Center and Salon – MBA Center & Salon, which applied under Youth Career and Workforce Development, was ranked 23 out of 24 applications in the strategy with an average reader ranking of 59. AIDS Project of the East Bay – Save Our LGBTI-Youth (SOL) is not recommended due to performance in the current grant cycle. The program served less than a third of the youth intended in each of the last two years, and maintained a poor record of response to grant monitoring requests. The third submission, Youth UpRising – YU Queer & Allies Initiative, is competitive with revisions to the funding amount and budget, will have a

direct impact through its program design and specific intent, and is the most viable of the three LGBT-specific programs requesting OFCY support. Under this option, OFCY would recommend funding support for the Youth UpRising – YU Queer & Allies Initiative.

3. Add funds back to one or more of the programs recommended for reduced funding in the grants package approved by the POC on May 8 2013.

OFCY made reductions to the amount of funding requested to numerous grants in the selection process. The additional funding identified can be used to increase the award amount to agencies that were recommended with substantial cuts (funding reductions cuts of 45% or greater than requested amount). Staff has identified six programs that would benefit from “add backs”, including two in the summer strategy and four in the youth career and workforce strategy.

4. Provide a grant award for an agency that applied for funding, but was not recommended in the grants package approved by the POC on May 8, 2013.

An option is to focus on programs that applied in the high-demand strategy area of “Youth Leadership and Community Safety” and will serve youth in East Oakland, as both Districts 6 and 7 have more gaps in youth served compared to youth living in poverty, and fewer sites concentrated over large areas (see attached map). The programs identified are:

o Family Violence Law Center – Oakland Heals o Martin Luther King Jr. Freedom Center – Nonviolence Leadership Program o Youth UpRising – YU's Queers & Allies Initiative o Youth Alive! – TNT Youth Leadership and Community Safety

5. Provide funding to operate Summer Pre-Kindergarten Camps with OUSD, to begin in summer 2013.

Due to the timing of the application, OUSD was not able to list program sites when it applied in January 2013. Now that OUSD sites are selected for the summer and staffing is in place, OFCY funding can be allocated to operate four sites serving approximately 64 to 72 children with quality services that help prepare them for Kindergarten.

Re: Ad-Hoc Review Subcommittee – Recommendation for Allocation of Remaining Funds

Summary The Ad-Hoc Review Subcommittee held its final meeting on May 1 2013 and made a recommendation for allocations of future funding, should City revenues and OFCY funding available increase as projected by the City Budget Office in FY2014-2015. The recommendation was presented to the Planning and Oversight Committee (POC) on May 8 2013, but no action was taken on the recommendation at that time. The recommendation is presented again for consideration for adoption. Action Requested: Funding Recommendations for FY2013-2016

The Ad-Hoc Review Subcommittee recommends the following consideration: Additional funding, if available, be considered in year two (FY2014-2015) to implement Summer Pre-Kindergarten programming in partnership with OUSD for Summer 2014; and to expand Children's Hospital & Research Center Oakland – Integrated Developmental Playgroups Program in FY2014-2015 to services at an identified East Oakland site.

Re: Kids First! Revenues

Background Every two years, the Kids First set aside is budgeted based on the annual estimate of 3% of unrestricted general purpose funds using projections of revenue to be received by the City. Measure D requires that the City “catch up” the Kids First allocation to reflect the actual revenues received each year after the audited financial reports are available. Measure D states “Errors in calculation for a fiscal year shall be corrected by an adjustment in the set aside depending upon whether the actual, unrestricted General Purpose Fund (Fund 1010) revenues are greater or less than the estimate.” The POC is responsible for receiving annual reports on the Fund’s financial statement from the City Auditor. Summary The following information is provided per request:

The City of Oakland’s Auditor’s report from July 14, 2009 regarding the OFCY audit of the true-up adjustments of Fiscal Years 1997-1998 through 2006-2007 determined that there was an unpaid revenue allocation of $647,640 that is owed to OFCY.

The former City Administrator concurred with the Auditor that the amount of $412,040 for the year’s FY1997-98 through FY2006-07 were due to OFCY. The City Administrator agreed to make a payment of $133,759 to the Kids First! Fund in FY2009-11 and to include it in the budget. Payments to correct the set-aside were not made.

The Planning and Oversight Committee Co-chairs urged the City Administrator to respond to the POC’s prior requests to make adjustments to the OFCY revenue appropriation in the City’s FY2013-2015 budget in a letter dated March 1, 2013.

Next Steps

The Committee will discuss if further actions are needed to address Kids First! revenues.
