Our votes won’t mean much in deciding the presiden- tial nomination process but in other positions it will. The filing deadline for candidates in the spring primary is Tuesday, March 9, 5:00pm. There are several county offices up for election this year including commission- er positions # 2 and 3. Also up for elec- tion are the offices of district attorney, county treasurer and county sheriff. The incumbent in county commissioner position #2 is Republican Marilyn Scha- fer. She has filed for election. Cheryl Thorp has filed to run for this position in the Democratic primary. The incumbent commissioner in position #3 is Demo- crat Lucie La Bonte and she has filed for election. Two Republican candidates have filed for this position. They are Craig Mickelson and Dianne Daniels. Both Schafer and La Bonte were first elected in 2000. The other county positions are non-par- tisan. Incumbent District Attorney Charles Steak has filed for another term as DA. Alexandria Chris Streich is chal- lenging him. Incumbent Renee Kolen is the only candidate to file so far for Coun- ty Clerk. Mark Metcalf, recently appoint- ed to the position of Curry County Sher- iff, is running for election. No one else has filed for the job yet. Two candidates have filed for Curry County Treasurer. They are Isabella Brock and Linda James. If you’re interested in running for county office you can do it two ways. Either fill out a form and pay the County Elections department $50 or if you are a Republi- can candidate for commission collect 131 signatures. For Democrats running for commissioner they need to collect 82 signatures and fill out a form or pay $50. The majority of candidates pay the fee and forgo gathering signatures. Filing Deadline NearsBy Evan Kramer

Most of the rest of thecountry will have hadtheir primary electionsby the time Oregoniansvote on May 18. Ourvotes won’t mean muchin deciding the presiden-tial nomination process

but in other positions it will. The filingdeadline for candidates in the springprimary is Tuesday, March 9, 5:00pm.

There are several county offices up forelection this year including commission-er positions # 2 and 3. Also up for elec-tion are the offices of district attorney,county treasurer and county sheriff.

The incumbent in county commissionerposition #2 is Republican Marilyn Scha-fer. She has filed for election. CherylThorp has filed to run for this position inthe Democratic primary. The incumbentcommissioner in position #3 is Demo-crat Lucie La Bonte and she has filed forelection. Two Republican candidateshave filed for this position. They areCraig Mickelson and Dianne Daniels.Both Schafer and La Bonte were firstelected in 2000.

The other county positions are non-par-tisan. Incumbent District Attorney

Charles Steak has filed for another termas DA. Alexandria Chris Streich is chal-lenging him. Incumbent Renee Kolen isthe only candidate to file so far for Coun-ty Clerk. Mark Metcalf, recently appoint-ed to the position of Curry County Sher-iff, is running for election. No one elsehas filed for the job yet. Senator Ron Wyden is up for electionthis year and as of Monday, March 1hadn’t filed. Two Republican challeng-ers have and they are Pavel Gobermanand Bruce Broussard.

Driftwood Science FairThe Driftwood School Sixth and Sev-enth grade Science Fair is on Wednes-day, March 10. The science fair is held inthe school cafeteria from 6:30-7:30pm.The six and seventh graders have beenstudying space and space/aircraft. Ev-erything from the Wright Brothers to thespace station will be on display. Every-one in the community is welcome tocome out to the school and see what ourstudents are doing.

Letter to the Editor,Here is an update on the progress of thelong-term solution for Garrison Lakesince the February 5, 2004 meeting.

I contacted Oregon State Park’s DirectorMike Carrier and regarding the lead rolein the project. Mr. Carrier was surprisedto be asked. He told me that at that timeof the State Park’s land purchase CityManager Martha Weaver Britell told himthat the City would be the lead since theyhad infrastructure (the sewer plant) atrisk. I contacted the City and related thisinformation.

I met with Jeff Griffin of Governor Ku-longoski’s office. Mr. Griffin is workingon establishing a partnership agreementto identify roles the different entities cantake on this project.

During the February meeting I was un-aware that Hazard Mitigation people fromFEMA were present. They are applyingfor FEMA funding to help mitigate the

problem. Curry County Emergency Co-ordinator Michael Murphy is workingwith them on the application.

I met with Ann Burblinger, EDA - De-partment of Agriculture who funded theCity’s study. She told me that if the Citywas not happy with the work and did notaccept it that they could have the consult-ant rework the information in the secondsolution. I related this to the City.

I contacted Bob Bailey, DLCD CoastalProgram regarding funding for study ofthe second, inland solution. He told methat State Parks or the City could applyfor available planning funding. Both StateParks and the City are aware of this.

I met with Jim Brown; Governor Kulon-goski’s Natural Resource Advisor andbriefed him on the situation.

Mr. Carrier has set up a meeting in Salemwith all of the state agency directorsinvolved in natural resources that willtake place in mid March. Since it will be

the County’s Budget week I will not beable to attend but Representative Kriegerwill be there to represent the local views.

It is my hope that we will have someanswers in March.

James Harrell, local Branch Manager forCarroll’s Web announced Friday thatthey had the final go head from the high-er ups to install high-speed wireless ser-vice in Port Orford. A technician was atthe Fun Zone on Tuesday, March 2 toinspect the roof and plan for mountingthe antenna. If the weather cooperates,he says they may have the equipmentinstalled here within the next two weeks.Once the central site is operational, theywill be contacting those who have signedup to schedule installation of equipmentat those customers’ sites.

A big round of applause is due to thepeople who signed up in advance inorder to make this happen. These heroesare: Carl & Rebecca Malamud, DotMathews, H & H / Peregrine Inc. (PaulHewitt), Howard & Flo Lichtig, JamesAuborm, L & H Associates (Mary JaneLaBelle), and Logik Solutions, Inc.(Dwight Comer).

A number of people have asked ques-tions about the service. Here are a few ofthe answers:

The transmitter will probably run at about2.4Ghz with a power of about 4 watts. 4watts is roughly comparable to manyhandheld radio transcievers such as thoseused by police, fire, and ham radio oper-ators and to some cell phones such as theMotorola bag phone.

The service does not use the telephonesystem at all so if you have a secondphone line for Internet service, you willbe able to drop it and use the $20-40 permonth savings to help pay for the Inter-net service.

The residential service allows up to 5Gbof data per month before extra chargesapply. That is roughly comparable tospending 8 hours a day, every day, down-loading files. This should be well inexcess of most people’s needs!

Because the Internet connection will be“hot” 24/7 (no more waiting to connect!)

you need to be even more diligent aboutyour security precautions:

1) Check for Windows critical updatesoften and apply them asap.

2) Keep your antivirus current. LatelyNorton AV has had at least one day whenthey released three new updates in asingle day!

3) For a permanent connection at leastone firewall is a must. I highly recom-mend a hardware firewall (aka a “gate-way” or “router”). These devices costabout $50 and provide excellent protec-tion without adding to the load on yourcomputer or causing any potential in-compatibilities. They also allow multi-ple computers to be connected to theInternet feed easily. In addition to ahardware firewall, you may want to use asoftware firewall such as the one in“Norton Internet Security”, the free ZoneAlarm (www.zonelabs .com) or one ofthe many others on the market.

City Permit ExpiresThe City of Port Orford emergency per-mit to breach Garrison Lake expired onSunday, February 29. The City an-nounced last week that they were with-drawing their application for a perma-nent permit to breach the lake. The Cityhad planned to open the lake one moretime last week but weather conditionsworked against them and no action wastaken. Former city administrator ErnaBarnett sent out an e-mail on Wednes-day, February 25, stating that after con-sulting with Steve Williams from Ore-gon State Parks and looking at the NOAAmarine forecast through the end of Feb-ruary not to open the lake. The City isconcerned about damaging the archeo-logical site at the bluff.

The lake level was at 17.1 feet on Satur-day, February 28. As of March 1 respon-sibility for the lake and breaching it hasshifted to Oregon Parks and Recreation.

Crab Landings Break RecordIt’s official! Oregon crabbers have bro-ken the ‘all time” landings record in thestate’s Dungeness crab fishery. Depart-ment of Fish & Wildlife figures out thisweek show 20,158,713 pounds of crabhave crossed the dock since the harvestbegan back on December 1, eclipsing theold record of 18,242,530 pounds set dur-ing the 1979/80 season. The ‘to-the-boat’ value of the Oregon harvest standsat $32,128,611.00, a figure that will un-doubtedly increase over the course of therest of the season, which ends in mid-August.

Crabbers along the southern Oregon coasthave done exceptionally well this year,with the Port of Charleston in a closerace with Astoria, the perennial favoritefor the “Crab Capitol’ title. With only100,000 pounds separating the two, andhigher ‘pounds to ticket’ ratio on recent

Those wishing to walk farther can continue northto Floras Lake. “Be prepared once again for wind along the bluffs and some mud on thetrails” warns Boden.

Coos-Curry Strategic PlanningCoos-Curry Electric Cooperative justcompleted their Strategic Planning Re-treat on Thursday, February 25. Thisretreat followed the recently completedOrganizational Assessment conducted bythe National Rural Electric CooperativeAssociation.

The Organizational Assessment projectwas a comprehensive effort focused onproviding an objective analysis from fourindustry veterans coupled with employ-ees. Additionally a tour of the electricalsystem and its substations was conduct-ed as well. The study provided recom-mendations geared towards aligning or-ganizational structure and processes with-in the primary functional areas of thecooperative: Marketing and CustomerService, Engineering, Operations, andFinance/Accounting. The study also pro-vided validation for the best practicescurrently in place at Coos Curry Electric.

Findings of the study were generallyfocused on four primary opportunitiesfor improvement: Teamwork and Em-ployee Morale, Planning, FunctionalOrganizational Structure, as well asChecks and Balances. Results were pre-

sented to management, the board, and allemployees as well as public presentationat the start of the monthly Coos CurryElectric Cooperative Board Meeting.

Using the NRECA study as input, theBoard conducted a strategic planningsession that included the update and re-vision of the cooperative’s mission state-ment and the documentation of the coop-erative’s core values. The revised Mis-sion Statement is:

Coos-Curry Electric Cooperative is ded-icated to providing needed and reliableservices to the communities we serve,based upon sound business practices…while emphasizing respect and integrityfor our members and our employees.

Prior to concluding the retreat, the Boardcrafted an initial draft set of StrategicInitiatives that will be used to direct andinstruct management as they go aboutthe business of running the electric coop-erative. The Strategic Initiatives are inthe process of being adopted.

Tom Hall of the National Rural ElectricCooperative Association was quoted assaying “Coos-Curry is a tremendousCooperative. Projects of this nature aredifficult to conduct and even more diffi-

cult to act on. The employees and Boardshould be commended for their courageand determination to improve the coop-erative. Given the difficulty of the cli-mate and terrain, Coos-Curry’s stronghistory of service and reliability is trulyimpressive.”

Letter to the Editor,On 2-27-04, The Coos Curry ElectricCooperative Board received an in-depthreport on the state of the financial andorganizational health of CCEC. TheNRECA team identified areas of neededimprovement. Tom Hall of the NationalRural Electric Cooperative Association(NRECA) called them opportunities (vs.problems). He stated that he was greatlyimpressed with the employees and theirstrong work ethic and desire to get thejob done.

He gave an excellent slide/power pointoverview on points that the team studied;the positives and negatives based on goodbusiness practices. Mr. Hall also statedthat the mission of the NRECA teamassessment is not to identify fraud but toidentify areas of opportunity for improve-ment.

A few of the needed opportunities iden-tified were: to build strong, functionaldepartments; strong orchestration andoversight role desperately needed with acombination of diplomacy and strongoversight; checks and balances do notexist; job listing procedures; communi-cations within organization and with
