Board chairman Daryl Robison welcomed people and began the business meeting with some brief remarks. kilowatt hour and described it as one of the most effective sources of power. The Coffin Butte Resource Center generates electricity from landfill gas also known as methane gas. PNGC owns the Coffin Butte plant and operates it for 12 of the cooperatives belonging to PNGC.

The board was asked about the firing of General Manager Werner Buehler and Daryl Robison said the issue could not be discussed publicly.

The election results were announced by Rob Wall from the Coos Bay account-ing firm of Wall and Wall. He said there had been 4,024 ballots cast for the board election. There are over 14,000 members. Though Wall announced the winners of the election he did not release the vote totals to the owner-members.

Board member Daryl Robison defeated Gary Doran and was reelected as board member for the Port Orford-Langlois dis-trict. Incumbent Pete Radabaugh defeated Jerry Smith for the Bandon, Coquille, Myrtle Point district. The open Brookings

position was won by David Kitchen who defeated Frank Pritchard.

The meeting concluded and those in attendance left for the cafeteria and the barbecued chicken lunch.

The new board met after the public meet-ing to elect the officers for 2007-08. Grant Combs was elected chairman, Robison vice-chairman, John Herzog treasurer and Radabaugh secretary. Robison was elected for a one year term which will finish the term started by Jean Shank when she won a seat on the board two years ago. Kitchen and Radabaugh were elected for three years.

2007 Fire Season in EffectAs of Wednesday June 20, 2007, the 2007 Fire Season is in effect in Curry County. This means that a fire permit must be obtained to do any outside burning. In the City of Brookings open burn piles are all that is allowed by permit. Burn barrels are not permitted in the city limits of Brookings.

To acquire a open permit in Brookings you can call the Brookings Fire Department at 469-1140. Please leave your address and phone number.

In Gold Beach apply for a fire permit at City hall or call 247-7029.

In Port Orford contact Port Orford Police Dept at 332-9013.

In Harbor contact the Harbor Fire Depart-ment at 469-5301.

Burning in Burn barrels, except in Brook-ings, is allowed by permit from sunrise to 10 AM. Burning of burn piles is al-lowed by permit from sunrise to 4 PM. Wood materials are all that are allowed to be burned. A charged water hose and someone attending the fire at all times is required for all outdoor burning. Celtic Fiddle/Piano ConcertHanneke Cassel and Cali McKasson will present a Celtic fiddle and Piano Duo Concert Wednesday, July 18 at 7:30pm at Zion Lutheran Church, Port Orford. This is another Mildred Hill Concert. Port Orford native Hanneke Cassel will offer her exciting Irish and Scottish gigs, reels and ballads, with accompaniment and solo work by noted Tacoma Washington pia-nist Cali McKasson. Youth to 18 years are free of charge.

A free workshop is being presented by Mildred Hill Concerts and Friends of Cape Blanco the evening before the concert. Hanneke will talk about, demonstrate and be in conversation with the audience on the theme, “all you wanted to know about Celtic fiddle music.” The workshop is at Zion Lutheran, Port Orford, also at 7:30 PM. Mildred Hill Concerts offers workshops as well as concerts. Friends of Cape Blanco sponsor events of history and culture connected to the Irish heritage of Historic Hughes House. “The free Tues-day workshop will prepare attendees to

understand and appreciate the Wednesday concert,” according to Milt Nelson, chair of Mildred Hill Concerts.

“Exuberant and rhythmic, somehow both wild and innocent, delivered with capti-vating melodic clarity and an irresistible playfulness,” says The Boston Globe about Hanneke Cassel’s playing. Such charismatic fiddling has brought Hanneke Cassel many honors and awards. She is the 1997 U.S. National Scottish Fiddle Champion, she holds a Bachelor of Music in Violin Performance from Berklee Col-lege of Music, and she has performed and taught across the U.S., Scotland, Sweden, China, New Zealand, France, England, and Austria.

Cali McKasson is an award winning pianist and harpist. She began classical piano studies at the age of three, making her orchestral solo debut at the age of thirteen. Her interest in Scottish piano began in 1993 at the Valley of the Moon Scottish fiddling school where she became

a student of the Cape Breton pianist, Bar-bara MacDonald Magone. Cali has also been influenced by Cape Breton pianist Tracy Dares and Scottish pianist Muriel Johnstone. Her interest in Scottish piano grew with her brother’s fiddle playing and now she performs throughout the United States bringing audiences her passion for Scottish music. As a classical musi-cian, Cali is a graduate of the Cleveland Institute of Music.

Mildred Hill Concerts is a program of Zion Lutheran Church in memory of Mildred Hill, who was the soul of music in the church for well over 30 years. The Celtic Fiddle and Piano Duo Concert is the second event in the first year of the program. The Celtic Fiddle Workshop is the first event of that type. The choir of Gloria Dei Lutheran Church, Coos Bay, is tentatively scheduled for a free concert in November, 2007. Endowment funding and guidelines for the series is provided by the families of Mildred Hill.

06-07 Police received a report of a verbal argument between a female and male subject. A report was taken. No other action taken.

06-07 Police responded to an excessive noise complaint near 11th and Idaho Street. Both residents of the property were cited into municipal court for noise ordinances.

06-08 Police took a criminal mischief complaint at Washington and 11th Street where it was reported that a window had been broken. The case is under investi-gation. If anyone saw anything please contact the Port Orford Police Department at 332-9013.

06-08 Police received a report that on Highway 101 near mile post 298, two male subjects wearing children’s cowboy hats, and were displaying toy guns by pointing them at motorists as they past. The subjects were contacted and coun-seled on their potential dangerous acts. The victim did not wish to prosecute. NOTE: Pointing even a fake gun at a person or vehicle can result in criminal action against a person.

Police received a complaint of subject’s throwing eggs at a home in the city. The case is pending further investigation and review of a video surveillance tape. Cita-tions are pending.

06-12 Police received a complaint of dogs barking on Idaho Street. Information was taken and the owners contacted.

Chiefs Note: Remember we will be hav-ing our first pedestrian safety operation in the crosswalk at Ninth and Oregon Street on June 28 at about 11:00am so be extra cautions and courteous when a pedestrian is walking across the street. Knot CompetitionThe Point Orford Heritage Society will host the sixth annual Port Orford Knot Competition at the Port Orford Lifeboat Station museum located in the Port Orford Heads State Park on July 4 at 3:30pm as part of the Jubilee celebration.

The competition is open to all contestants over 7 years of age; there is no fee to compete. Overall winner’s name will be added to the permanent trophy on display in the museum.

Letter to the Editor,This is an open letter of thank you to the community of Port Orford. I have been the Postmaster of Port Orford for nearly 4 years and have enjoyed my appointment to this office. Many of you have been more than customers. You have become friends, and family. This is the best office I have ever worked in and you all have not only welcomed me here but have been very patient with me as I learned most of your names. You have all been more than a public servant deserves. You have been here through my best and also, my worst. Last November 6th I had a mild stroke due to high blood pressure and stress. Since then I have mostly recovered but still have trouble with certain aspects of this job. Unfortunately, I have not recovered enough to consider myself 100%.

The demands of an office of this size require all of my abilities and after the stroke I do not possess those abilities to continue serving this community in that capacity. After discussions with my physician, the best course of action is to take a downgrade to a smaller office so as to minimize my exposure to stress. So with a saddened heart I am going to step down as the Postmaster of Port Orford.

I hope you all will understand that this is a health decision and by no means reflects on this office, the employees, or the community. I will be transferring to the Langlois Post Office to become the Postmaster there effective at the end of the month. I leave you with two great clerks who are extremely capable and are an asset to this community. Marie and Debbie are both wonderful and will assist you just as before. I am not sure

who the new manager will be but please welcome them as you have welcomed me. Again, I want to say “Thank you” from the bottom of my heart and I will look forward to seeing you around town and, if you are ever passing through Langlois please stop by and visit...maybe even buy a stamp or two because surely, I will need the revenue! Happy Trails...

Planning Commission NewsBy Jay Stoler

The Port Orford Planning Commission was intact and in-gear for their regular monthly meeting on Tuesday. The Plan-ning Commission had just come off a meeting two weeks ago to dump the entire Phase II of the refinement project.

But, with smiles and good attitudes the Commission regrouped and opened up some new directions for themselves and got a very informative “tutorial” from Planning Director Crystal Shoji who is also an Accredited Certified Planner.

One of the new ideas introduced by Com-missioner John Roorbach is to work on the federally mandated Wetland Protection and Floodplain Management directive which is part of FEMA Wetland Pres-ervation. Commissioner Roorbach said there are ramifications if the Planning Commission issues a permit to build on a wetland or floodplain. The city could incur liability, something Roorbach did not want to see.

Planning Director Shoji said Roorbach’s idea was pertinent and mandatory and something the Commission would be wise in pursuing. Shoji and Joyce Kin-ney asked that it be put on the agenda for public awareness and discussion at the next meeting.

Two more new directions for the Planning Commission would be DSL compatibility statements and code assistance to make

sure the city is in compliance with state codes. Shoji says there is a group of consultants who travel to various cities to assist in these studies.

And, there’s even the possibility of bring-ing back some of the ideas of Phase I of the refinement plan. There will be a hearing by the full City Council on Monday, June 25 at 7pm to hear the annexation recom-mendations and make a decision. Shoji felt that “controversy was nothing new” and Phase I should be adopted because no one objected to it. It was merely a concept that was widely accepted. It was the Phase II stage that failed. Shoji says the state paid for Phase I, it was completed and puts the city under no obligation to adopt it, but may cause the city to not be paid fully for it if they don’t.

Commissioner Micki Snider said that she would like to see a monthly workshop to hear citizens concerns. Chairman Dave Holman said it would probably be best to move on to other things and wait a few months to return to any zoning change issues. Assistant Patty Clark said that workshops had some special rules and may not include being able to have “free form” conversations as they may affect a hearing decision and change the nature of the meeting.

Crystal Shoji gave a great presentation on the overview of the duties and responsi-bilities of a Planning Commissioner. The list was long and included a lot of complex rules about conversations with parties to

a hearing or even the presence of a City Councilor at a Planning Commission hearing could cause a real problem. It is called ex-parte communication and is a violation of law and ethics.

In some cases a Commissioner must “re-cuse” themselves from the panel for the decision portion of a hearing if they per-sonally have a financial or other involve-ment that would render them incapable of making an objective decision.

The experienced Shoji was very adept at describing the complicated steps of the State laws but was able to make them very understandable and even interesting.

Thank you for contacting me to share your support for legislation to protect the Copper-Salmon Wilderness area. I appreciate hearing from you.

Over the past few years, I have worked with local communities throughout Curry County to try to come up with a home grown way to permanently protect the pristine Elk River Watershed and Copper Salmon area. As with our success with Steens Mountain, this process needs to be based on a bipartisan, consensus driven model. The input of the local communities is critical to our efforts.

My proposal would designate as wilder-ness 10,924 acres of Copper Salmon area in the Elk River Watershed, including a significant portion of an inventoried

roadless area adjacent to the Grassy Knob Wilderness area already protected by the Oregon Wilderness Act of 1984. The Cop-per Salmon area includes the North Fork of the Elk River, widely considered to be the most productive salmon and steelhead fishery in the continental United States.

I believe that permanent protection for the Copper Salmon Wilderness area is needed to conserve the unique envi-ronment and outstanding fisheries in Southwestern Oregon. Protection of the proposed Copper Salmon wilderness area already has the endorsement of many key organizations in the region. As I use my position on the Senate Energy and Natural Resources Committee to protect our national treasures, I will keep your views in mind.

Jerry Can RaceThe Point Orford Heritage Society will host the sixth running of the annual Jerry Can races at the Port Orford Lifeboat Sta-tion museum located in the Port Orford Heads State Park on July 4, 2007 as part of the Port Orford Jubilee celebrations. The races kick off at 3:00pm.

Jerry Cans are military fuel cans. Why are they called “jerry cans?” During World War II, British soldiers serving in the deserts of North Africa noted that the German military fuel cans were su-perior to their own – the seams did not split when the cans fell off a truck. The British adopted the German design and called them “Jerry cans.” “Jerry” was the nickname used by the British to refer to German soldiers.

During the early days of the Port Orford Lifeboat Station, the Coast Guardsmen - the “Coasties” - had to carry fuel from the main station area down to the boat-

July 4 Jubilee CelebrationThe July 4 Jubilee celebration kicks off on Saturday, June 30 and continues through Wednesday, July 4. The third annual keg toss will be held on June 30, 12:30pm, at Dock Beach. There is a $10 entry fee with men’s and women’s division. Winner takes all. Other events taking place on Saturday include the pet show at 11:00am at 1634 Highway 101, and two square dancing events including the pancake breakfast from 8:00-11:00am and later on square dancing from 7:00-10:30pm at the Beachcombers Cove.

The July 4 parade begins at 11:00am at City Hall and continues down Highway 101 to Battle Rock Park. Later on that day thousands of people gather at Battle Rock Park for the fireworks display which begins at dusk.

Two person relay teams will carry two Jerry cans - one in each hand - over a 50-yard course. Winners will be deter-mined by the fastest times in each class. Classes are determined by the combined ages of the team members, in men’s (42-pound cans), women’s (20-pound cans) and couple’s divisions. Contestants must be at least 16 years of age. Overall win-ners’ names will be added to the perpetual trophy on display in the museum.

Council Discusses WaterBy Evan Kramer

The most important news to come out of Monday night’s council meeting con-cerned the loss of city water. The City hired American Leak Detection to conduct a survey of the water system looking for leaks. City Administrator Mike Murphy said the company began this process on June 4. They found nine leaks includ-ing three large leaks. The large ones were located at the Port of Port Orford adjacent to the fire hydrant nearest the port office; one on Flake Street, and one on Ninth Street between Highway 101 and Tichenor. On Ninth Street the city discovered an eight inch water main that was not on their maps. The leak was in a service line and was fixed on Monday afternoon. The Port water leak was more complicated and took over two days to fix but that work is complete as is the Flake Street water leak. Four other leaks are near fire hydrants. Mayor Jim Auborn

American Leak Detection still has one day worth of work surveying Port Orford’s water distribution system.

Murphy’s monthly report to the council showed why finding and fixing these water leaks is so important. The City treated 7,505,000 gallons of water in May and used 342,000 of gallons of water for backwashing filters. 7,163,000 gallons of water were produced and 3,339,190 gallons of water were metered in May for a loss of 3,823,810 gallons of water or 53.4% of the total. The council now has their eyes on Murphy’s July report on water loss to see the difference fixing the leaks will mean.

Fire Season BeganCoos Forest Protective Association announced today that fire season officially began at 12:01am Wednesday, June 20. The start of fire season activates restrictions on public and industrial forest use on all private, county, state and Bureau of Land Management.

The start of fire season means the end of unregulated outside burning for rural Coos, Curry and western Douglas County residents. Written permits and on-site inspections will be required for all types of outside burning, including debris burning and the use of burn barrels. Permits are free of charge and may be obtained as follows.

Residents living in rural areas can call their local CFPA office during normal business hours, seven days a week, at 247-6241. A Fire Warden will come to the burn site to perform the inspection and write the permit. County residents within

Responsible FatherhoodThe Port Orford City Council heard from Laurie Kreutzer at their meeting on Mon-day night. Kreutzer works for the South Coast Business Employment Corporation and was at the meeting to talk about the Responsible Fatherhood Initiative.

She said there is federal grant money avail-able for helping fathers better themselves through jobs and education in an effort to enhance their wages. The program offers help in job searches, budgeting, relationship building skills, one-on-one vocational skills and direct referral to employment and basic skills and GED preparation. The goal of the program is to bring fathers into a higher wage level.

This program is strictly voluntary and confidential. Laurie Kreutzer said she would meet with people interested in the program at the Blue Building or wherever they want to in Port Orford. She can be reached at 541-269-2013.

The Port Orford City Council meets on Monday, June 25, 7:00pm, in the city hall council chambers. This is a special session/public hearing on the Phase II zoning changes.

Letter to the Editor,As chair of the Budget Committee this year, I had the dubious distinction of presiding over one of the biggest funding cuts in our county’s history. Even with the one year reauthorization of safety net payments, it was necessary to be prudent and stretch one year’s funding to hopefully cover two years.

I am grateful to our lay budget committee members, T.V. Skinner, Jim Burfield and Gary Doran for their valuable input dur-ing the difficult decision making process. With their help and information from department heads as well as the public, we have put together a budget that will try to minimize, as much as possible, impacts to the citizens of Curry County. Yet some impacts will be unavoidable. We are in “uncharted waters” come July 1st.

Unfortunately, in the following year, we will not have the $2.1 million dollar carryover that we were able to put in the 2007-2008 budget. We will have to plan for even less in the 2008-2009 budget, without any additional funding.

All of us commissioners will continue to work at every level- local, state and federal, to find a permanent solution to our county’s funding crisis.

On a final note, I want to echo Commis-sioner La Bonté’s call for participation. Participation IS vital, and makes a dif-ference. Participation is information, and brings understanding to all sides. Fear and mistrust flourishes in a void, and truth is the casualty.

Burning LimitedFire season begins in Curry County on Wednesday, June 20. Because of this the City of Port Orford burn pile at the city shops is closed until much further notice. Police Chief Mark Creighton said he would ask the volunteer fire department to burn the material that has accumulated at the burn pile in order to get rid of it.

There is now no open burning in the City of Port Orford allowed but you can continue to burn in a burn barrel with a permit that is acquired from the police department. The Fire Department expects to shut off burning in the burn barrels in the city by August.

I would like to start by asking, do you live in Port Orford physically?? We all hear a lot about your being a “Stakeholder” and wanting to keep Port Orford the way it is. I guess that’s pretty easy for you to say, since you live up Elk River, outside of town. Now that you have bought property in Coquille, I guess you are a “Stakeholder” there and can now tell them what to do in their town. In my opinion, the people that physically live here in Port Orford and own legitimate businesses in Port Orford, would have a lot more to say as

to what happens in Port Orford, than a “Stakeholder”

As for the meeting on the 25th of this month, I believe the Planning Commis-sion has already heard verbal testimony and received written testimony as to what everyone had to say. The Commissioners have made a decision to NOT recom-mend anything to the Council, but as a “Stakeholder” you are still encouraging people to voice yet more opinion on an issue that is over for now. If the Planning Commission wishes to pursue this at a later date, then that is their choice, not a “Stakeholders”.

In closing, quit crying about a town in which you do not live in. The people that live here, myself (18yrs) included are trying to do something our own way, not because some “Stakeholder” tells us to.

The aforementioned response is my personal opinion and is not meant to rep-

resent council sentiment. Transparency, openness and honesty are key essentials to being a more informed citizen.

The book is the result of a project

Looking for a New Sheriff

The Board of Curry County Commission-ers is seeking qualified applicants for the vacant position of Curry County Sheriff. Pursuant to ORS 206.015, applicants must: 1) be at least 21 years of age or older; 2) have at least four years’ experience as a full-time law enforcement officer or at least two years’ experience as a full-time law enforcement officer with at least two years’ post-high-school education; and 3) the person must not have been convicted of a felony or of any other crime that would prevent the person from being certified as a police officer under ORS 181.610 to 181.712. Prior to appointment, candidates must submit a Form F-25 and F-26 to the Department of Public Safety Standards and Training (Attention: Bonnie Sallie) to determine whether he/she is eligible to be a candidate for the office of Sheriff. If the candidate is not certified as a police officer by the Department of Public Safety Standards and Training at the time of accepting appointment as a candidate, a person appointed to the Office of Sheriff must obtain the certification not later than one year after taking office.

Interested persons must submit a letter of interest and resume to the Curry County Commissioners’ Office, Attention Linda Elfman, at P.O. Box 746, 94235 Moore Street, Gold Beach, Oregon 97444 by Monday, June 25, at 5:00 P.M. The Board of Curry County Commissioners will conduct interviews prior to appointment. Following the appointment, the term of the Sheriff will expire following the swearing in of a newly elected Sheriff which will be in January of 2009. begun some time ago by North Curry Families’ and Children’s Center that was intended to honor our seniors by listening to and recording their stories. Twenty interviews were conducted with local people ranging in age from late 60s to nearly 90 at the time of the interviews. Their comments, pictures and some of their life stories have been captured in the book.

The elders will be present on July 1 at the Senior Center to be able to sign the book and speak with the public. Come and enjoy refreshments and the company of some of our honored seniors. The book will be available for sale. Special thanks go to Shirley Nelson for her tireless efforts to complete this project that was begun several years ago.
