1 Introduction

1.1 Project Context

Hebei Small Cities and Towns Development Demonstration Project

(HSCTDDP) funded by Asian Development Project (ADB) has become

effective on March 17, 2010. The total investment of HSCTDDP is estimated at

about 235.9 million dollars, of which 100 million dollars is a loan from ADB’s

ordinary capital resources. HSCTDDP intends to improve urban environment

in ten small cities and towns of the Province by providing basic urban

infrastructure and municipal services for water supply, wastewater treatment

and solid waste management, heating supply and river rehabilitation. A special

feature of HSCTDDP is the inclusion of community-based urban environmentprogram on top of the main loan. Pilot Demonstration Activity (PDA) under

Water Financing Partnership Facility (WFPF) was one of the community based

program proposed during project preparatory technical assistance (PPTA)

stage at an amount of 50,000 dollars, which will contribute to further

environment improvement by enhancing the public awareness and better

understanding of the linkage between protecting environment and

maintenance of good health in the selected project location. Zhengding, asubproject county of HSCTDDP, was identified as the project location for

implementation of this PDA on the ground that the county, a well known historic

town, has its demonstration effect in terms of community support to the

management and sustainability of project facilities constructed under

HSCTDDP through a series of thoughtful designed school and community

based education programs.

Letter of Agreement of (LOA) for PDA was signed by ADB and Zhengding

Project Management Office (ZPMO) on the 13th of April 2010, and amended on

June 2, 2010 in relation to fund transfer arrangement due to local policy

constraint in terms of foreign currency conversion. The implementation

involved a time frame of one year beginning the signing of agreement and

submission of inception report.

The primary objective of Zhengding PDA is to promote environmental

awareness in water supply and sanitation projects through advocacy,

information and education, training and capacity development of local

communities and local governments. Specifically, it aims to build capacities of

communities and schools in order to facilitate change in behavior and attitude

among people, and promote better understanding of the linkage between

protecting the environment and maintenance of good health.

The scope of the project covers the following activities:

(i) develop and/or adapting water, sanitation and hygiene related

environmental education program for children and local communities;(ii) conduct water and sanitation education program for children and local

communities;

(iii) training of formal and non-formal educators and community leaders

(men and women) to form a core of trainers in water, sanitation, and

hygiene education;

(iv) produce documentation such as leaflets, brochures, billboards, and

video for public awareness and education programs;(v) drawing competition as part of the “World Water Day” for children of age

6-12 years old; and

(vi) minor rehabilitation of water and sanitation facilities in 5 selected schools.

1.3 Expected Outputs, Outcomes and Measurable Indicators 

Outputs

The output of the PDA will be two fold (i) increased awareness of children fromfive selected schools and communities surrounding the school on public

hygiene, water conservation and sanitation; and (ii) minor rehabilitation of

water and sanitation facilities in 5 selected schools.

Outcomes

The outcome will be increased awareness of urban residents on hygiene,

public health and environmental aspect related to water conservation and

sanitation.

(i) Production of teaching and promotional materials, including brochures,

video, and billboards, calendar from the drawing competition on water and

sanitation programs; 

(ii) Rehabilitation of toilets in five schools; 

(iii) 2,500 children from grades 1-9 are aware of hygiene and sanitation

program;

(iv) 100 parents, teachers and community leaders trained on water,

sanitation and hygiene education. 

1.4 Preparation of Inception Report

This report constitutes the Inception Report as per the LOA, it was prepared onthe basis of findings from the mission to Zhengding in combination with

available information. In particular, the report enumerates background

information, management structure, coordination and monitoring of activities,

detailed work plan, cost estimation and reporting system towards undertaking

of the project activities.

2. Project Management and Monitoring Structure2.1 Recruitment and Mobilization of Consultants

As soon as the LOA was signed on the 13th of April 2010, the selection process

of consultants began by using individual consultants selection method

consistent with Guidelines on the use of Consultants by ADB and its Borrowers  

dated February 2007.

The consultants were mobilized in the mid of June 2010 upon the approvalobtained from ADB. Both HPMO and ZPMO have made available to the

consultants necessary administrative arrangements including support staff as

well as relevant information and data.

The initial tasks undertaken by the Consultants include review of project

documents followed by a site visit to Zhengding county, where a series of

interviews and meetings with HPMO, ZPMO and the relevant agencies were

conducted, a list of people met by the consultants are included in annex A of

this report.

2.2 Project Management Structure

The implementation arrangement of this PDA follows closely the projectmanagement structure of the main loan (HSCTDDP), i.e. HPMO will be the

executing agency (EA) for the PDA project responsible for oversight and

coordination of implementation, and ZPMO will be the implementing agency

(IA) and therefore will undertake and manage the project’s day-to-day activities.

The two consultants commissioned will work separately to focus on their own

professional areas, while also working together to produce the joint outputs of

PDA. Importantly, they will work very closely and coordinate their activities and

outputs with HPMO, ZPMO and other the relevant agencies and stakeholders

for the completion of their outputs as stipulated in the TOR.

It is proposed that the above involving parties ( refer to table 1 for the detailed

information) will meet regularly to discuss the implementation for this project,

progress achieved and address special issues as they arise. The timetable of

activities was also discussed and agreed upon (Annex C).

2.3 Reporting

The reporting schedule as required in LOA is as follows:

i) Inception Report: it is required in LOA that the inception report be

submitted two weeks or no later than one month after signing of the

Letter of Agreement, however, the slow process of consultant selection

and the amendment of LOA led to the delayed mobilization of

consultants, therefore, the submission of inception report postponed to

the late July.

ii) Mid-term Report: Financial and Technical, to be submitted within six (6)

months after the start of the PDA;

iii) Final Report: Financial and Technical, to be submitted within 30 days

after completion of the PDA. This will present all findings and

recommendations based on the experience gained in implementation of

this PDA project.

2.4 Fund Control and Procurement Activity 

According to original LOA, PDA funds would be disbursed to ZPMO’s accountin US dollars directly, however, due to the constraint of current foreign

exchange management system in the Province, the IA is unable to convert US

dollars transferred from ADB into Chinese currency at its account. Therefore,

after consultation with ADB PRCM and ADB headquarter in Manila, it is finally

decided that fund will be disbursed in RMB to IA’s Account through PRCM’s

imprest account. The amended disbursement schedule in LOA is as follows:

Project Completion Report, and the final SOE equivalent of

$10,000

The specific financial management are handled by the accounting staff of

ZPMO, whereas HPMO will provide continuous support during the life of the

project in terms of financial control, reviewing SOE and supporting documents

such as invoices and receipts, etc. and assisting in submission of required

reports to ADB for review and approval. Up to this reporting period, it was told

that the Advance of $10,000 had been transferred to the imprest account, ADB

Beijing Office from ADB Headquarter, but yet to the account of IA.

With respect to procurement activities under PDA, up to this inception report

point, two specialists were recruited by using individual consultant selection

method, with two service agreements signed on the 11th of June 2010

between HPMO and the Water/Sanitation specialist as well as media specialist

with fees at amount of USD 9,300, and USD 4,700 respectively. In addition, for

other spending items included in the cost estimation, i.e. i) rehabilitation of 5

school toilets ( covering the design, implementation, and constructionmaterials) ; ii) translation service for information and education program iii)

production of materials for billboard, brochures, etc. will be procured through

Shopping method consistent with ADB procurement guideline.

3 Proposed Approach and Implementation of PDA

3.1 General Approach

The proposed approach to implementation is tasks (activities) -oriented in

nature based on careful study and design and the tasks will be taken in

chronological order, starting with the desk review of available information.

Specifically, the implementation will be accomplished in four stages i.e.

inception, planning, implementation and completion. The first stage will involve

review of information (first or second hand information, published and

unpublished reports) and diagnostic studies on site ( through site visiting,

interview or meetings), the second stage involves thoughtful planning, and

based on which actual implementation, the third stage, will be taken place. The

last stage is the completion of project by summarizing all the findings and

recommendation in the form of final report.

3.2 Proposed Implementation Plan

This section describes the work plan towards undertaking each of the activities

stated in section 1.2 and 1.3 above. The implementation will generally fall into

following steps and the timing of each set of activities is shown in the chart in

annex 2:

Step One : Inception

As a kick off activity, an inception mission was fielded to Zhengding where

initial discussions regarding the general approach, relevant procedures and

implementation plan were extensively held among consultants, HPMO,ZPMO,

and other relevant agencies or parties; in the meanwhile, thorough desk study

of relevant documentation were conducted. This phase is completed with the

delivery of this inception report.

Step Two : Planning

Based on the discussions and findings of inception phase, the tasks for the

planning stage includes:

a) a water, sanitation and hygiene related environmental education program

will be developed ;

b) five school locations where rehabilitation of toilets to be implemented will be

finally decided and cost estimation are made. The selection principle of

locations is generally discussed and agreed upon during inception mission

given the consideration of dissemination effect of project: 1) age spread: one

kindergarten, three primary schools and one middle school are selected; 2)

student source: when selecting primary school and middle school, the source

of students from a mixture of urban and rural families is preferred.

c) Two school communities with prioritization for environmental education will

be selected with a view to representing communities of poor hygiene situations,

thus with a urgent need to increase the awareness of the linkage between

1. Objective:

The IEC program will be piloted in more populated urban villages with the

poorest sanitation condition.

There are no existing IEC programs by Hebei provincial government and byPRC. This PDA will directly support the ADB loan on Small Cities and Towns

Development Demonstration Sector Project.

The proposed scope is on environmental sanitation, including awareness of the

extent of pollution and clean-up of public water bodies. There is a need to

integrate sanitation practices with related river and ground water pollution

which is happening in the province. If the villages/communities will be taught

particularly in the poorer areas part of the project area then village committees

can replicate the program in similar villages. Criteria that can be used to

review the success of the progress include: (i) commitment of the village tocontinue on replicating to communities (other than the pilot) with target dates

set and target households; (ii) establishment of a system in place for the village

on improving sanitation practices; and (iii) setting up of a monitoring system in

place to coordinate with the village, town, and even city level to ensure that the

program is successfully replicated.

3. Implementation Schedule and Institutional Management

Arrangements 

The PDA will be implemented for a period of one (1) year starting from March2010 to February 2011. Hebei provincial government will be the executing

agency for the Small Cities and Towns Environmental Improvement Project

(SCEIP). The Zhengding project management office (ZPMO) will be the

implementing agency for the SCEIP and will undertake and manage the

project’s day-to-day activities. This implementation arrangement follows closely

the project management of the main loan (the Project). The SCEIP will work

very closely with parent/teachers associations, school management

committees, opinion leaders, women organizations, youth groups, business

communities, and others.

ZPMO is an implementing agency for the ADB loan on Small Cities and Towns

Development Demonstration Sector Project (the Project). In Zhengding county,

the Project will build public toilets and sanitation facilities throughout the county.

During the project preparatory technical assistance stage, the ZPMO staffs

have been trained by consultants and ADB staff on financial, engineering,

procurement, economic, and social aspects of the Project.

6. Stakeholders Participation:

The SCEIP activities will engage beneficiaries i.e., children, parents, teachers,

community leaders (men and women) and facilitate collaboration among local

government institutions to design and implement water and sanitation hygiene

program and formulate effective measures to sustain health benefits from the

Project.

7. Scope for Replication and Dissemination

The potential for PDA replication will be high and significant. Afterdemonstrating this pilot activity, the lessons and good practices will be

replicated in the other counties and cities of Hebei province. Potential for wider

dissemination and replication will be explored for future water supply,

wastewater management and solid waste management projects in PRC and

other DMCs, which have similar water and sanitation problems. Lessons

learned will also be disseminated through ADB’s water and social development

i.e., community-driven development websites.

1.  Introduction

1.1  Overview

This Mid-term Progress Report summarizes the activities and outputs of the PDA over 

the last three months since the Inception Report in two areas: in rehabilitation of 

toilets in selected schools and in developing and implementing water and hygiene

related education programs. Some missing elements of the Inception Report that have

 been pointed out by ADB project officer are also addressed in this report. Lastly the

report outlines main activities to be undertaken before project completion.

1.2 Background

In March 2010 ADB provided a loan to Hebei Small Cities and Towns Development

Demonstration Project (HSCTDDP) with the objective to improve urban environmentin ten small cities and towns of the Province by providing basic urban infrastructure

and municipal services for water supply, wastewater treatment, solid waste

management, heating supply and river rehabilitation. The total investment of 

HSCTDDP is estimated at about 235.9 million dollars, of which 100 million dollars is

a loan from ADB’s ordinary capital resources. Given the importance of behavior 

change and improved understanding of water related hygiene knowledge of people in

maximizing the environmental benefits of HSCTDDP, a Pilot and Demonstration

Activity (PDA) under Water Financing Partnership Facility (WFPF), through RETA6498 to carry out a school-based information and education program on water and

sanitation was proposed during project preparatory technical assistance (PPTA) stage.

The overall goal of this PDA is to further improve environment by enhancing the

  public awareness and better understanding of the linkage between protecting

environment and maintenance of good health in the selected project location.

Zhengding, a subproject county of  HSCTDDP, was identified as the project location

for implementation of this PDA on the basis of it having a demonstration effect in

terms of local support to the management and sustainability of project facilities

constructed under HSCTDDP through a series of thoughtfully designed school and

community based education programs. After the completion of this pilot activity, the

lessons and good practices may be disseminated in the other counties and cities of 

Hebei province or wider replication for other similar projects elsewhere in China.

The Letter of Agreement of (LOA) for the PDA was signed by ADB and Zhengding

Project Management Office (ZPMO) on the 13th of April 2010, and amended on June

2, 2010 to effect a change to fund transfer arrangement whereby the funds will be

released to ZPMO through the ADB Resident Mission due to local policy constraint in

terms of foreign currency conversion. An Inception Report was submitted to ADB on

10 August 2010. Major activities that have been undertaken during the inception stage

included that i) consulting team has been recruited and implementation arrangements

are put in place; ii) a thorough understanding of the objectives of the project has been

gained by project team through reviewing of the project documents and visits to

 project sites; iii) selection principles for five schools have been agreed as a result of 

extensive discussions among HPMO, ZPMO and consultants and other relevant local

departments; and iv) a project implementation plan for the whole project period has

also been worked out.

2. Project Components and Activities

There are two key components under PDA project, one is development and

implementation of schools and communities based education program on water 

related public hygiene, water conservation and sanitation, the other is minor 

rehabilitation of school sanitation facilities in selected school locations.

2.1 Development and Implementation of Education Program

Activities include:

●  develop water, sanitation and hygiene related environmental education program for 

children and local communities;

●  conduct water and sanitation education program for children and local communities;●  training of formal and non-formal educators and community leaders (men and

women) to form a core of trainers in water, sanitation, and hygiene education;

●   produce documentation such as leaflets, brochures, billboards, and video for public

awareness and education programs;

●  drawing competition as part of the “World Water Day” for children of age 6-12 years

old.

2.2 Rehabilitation of School Sanitation Facilities

Activities include:

●  minor rehabilitation of toilets in 5 selected schools.

3. Implementation Arrangements

3.1 Executing and Implementing Agency

PDA project will be overseen by HPMO, three out of 8 full time staff is dedicated to

PDA. The role of HPMO will be facilitation and coordination of implementation,

review of disbursement application and provision of necessary guidelines with regard

to issues in achieving project objectives. ZPMO will be the implementing agency (IA)

3.3 Coordinating Scheme and Strategies for Implementation

3.3.1 Coordinating Scheme

The challenge for this project is to ensure all components and concerned parties

including engineering, education, local government institutions and stakeholdersreally work together. During the inception stage, a strong co-ordination scheme has

 been worked out. Led by HPMO, this co-ordination scheme involves representatives

from key local government institutions such as ZEB, ZFB, ZUMB, school leaders,

PDA consultants and contractor. A dedicated fulltime staff of ZPMO is served as the

 primary point of contact and convener. The roles and responsibilities of the members

of the co-ordination scheme are clearly articulated. Their specific tasks include

 preparation of agreed inter-agency work plans, timely release of funds and checking

to ensure appropriate use of funds, overall responsibility for quality of the education

  program and rehabilitation of facilities and commitment to  motivate and supervise

their staff to work with consultants, school communities. Key members of 

co-ordination scheme are shown below in Table 3.

3.3.2 Strategies for Implementation

A balanced combination of rehabilitation and education program. Since rehabilitation

of facilities is only a part of PDA, adequate focus should be placed on behavior 

change of teachers, students and parents through properly designed education

 program.

Co-ordination and use of local resources. Ensure co-ordination mechanism

functioning efficiently and effectively and organize inputs at the right time. Wherever 

applicable, integrate PDA into the existing school programs.

Starting education program with orientation and capacity building for senior leaders

of relevant local government institutions. Without understanding and support of those

key players, the quality of PDA project cannot be assured.

4.  Approach and Methodology

Approach and methodology will involve the following activities:

4.1 Rehabilitation of School Toilets

For smooth and convenience of implementation, toilets rehabilitation project was

agareed to be undertaken ahead of education program when the toilets are not in use

during school summer vacation. ZPMO will be responsible for organizing

  procurement and supervision of rehabilitation works under the guidance of HPMO

and technical support of consultants. Works will be procured by shopping method

consistent with ADB procurement guidelines. Winning Contractor will be responsible

for design, materials, transportation and construction.

4.2 Developing and Implementing Education Program

PIP, outline of training program, contents of training handouts, training workshops, etc.

will be prepared and organized according to the results of following activities:

●   Reviewing second hand data. Through consulting background literatures to obtain

statistical information useful for gaining better understanding of local context;

●  Paying field visits. Investigating and discussing with ZPMO and other relevantstakeholders on the number of schools, the scale, the influential power and

location, water and sanitation related education status of schools, functional status

of school toilets in Zhengding county;

●  Conducting baseline surveys. School specific surveys will be conducted to assess

the awareness of water and sanitation related knowledge, the status of sanitation

and hygiene practices, and students’ attitude and demand for improved sanitation,

etc.

●  Focus group discussion. Focus group discussions will be held to validate findings

of surveys and further explore issues around water hygiene practices and so forth.

5.  Descriptions of Activities undertaken and outputs to Date

5.1  Selection of Five Schools for Rehabilitation and Education

During inception stage, the core working team of PDA consisting of the director and staff 

of HPMO, key representatives of ZPMO and two consultants hold extensive discussions

regarding the criteria for selecting the beneficiary schools of PDA rehabilitation activities.

Based on these discussions and further consultations with other local stakeholders the

 basic principles decided at the discussions are as follows: 1) range of age: between 6 –

15. Thus one kindergarten, three primary schools and one middle school will be

selected; 2) sources of students: from a mixture of urban and rural families, hence the

geographical location of the schools selected should have the source of students from

 both urban and rural households. Additionally, it was also agreed that other activities

of PDA, i.e. educational, training and awareness-raising activities, etc, would be done at

the same schools where the rehabilitation are implemented because mere provision of 

sanitation facilities alone does not automatically generate expected outcome of PDA,

it is proper use and maintenance of those water and sanitation facilities as well as

increased awareness of importance of self-management and improved hygiene

 behavior through education and training can provide better benefits of physical works

rehabilitated, moreover, the beneficiary schools may have more active attitude toward

education program.

Based on above principles, ZPMO proposed a list of schools for HPMO and

consultants’ deliberation, and site visits to those recommended schools have been

organized for HPMO and consultants to assess the condition and eligibility. Finally

the following schools are selected:

  Zhengding County Kindergarten. Founded  in April 1956, Zhengding County

Kindergarten is located in N0. 53 South Zhenzhou Street and it is the only state

owned kindergarten in the county. Currently, there are 69 teachers, 14 classes and 600children at age of 3-6.

 Hui Ethnic Group Primary School. Founded in 1937, the school is located in No.198

South Zhenzhou Street, a relatively poor local community area. It is the only minority

group school in the county. There are 42 teachers, 12 classes and 600 students. Most

of the students are from five nearby villages.

  Xiguan Primary School. It is located in the south of Xiguan Village, Zhengding

County. Currently there are 36 teachers, 348 students. The sources of students are

from Xiguan village and Chengli Zhuang village.

  Zhengding Town Middle School. Built in 1991, it is located on 49 West Hengshan

Road, there are 172 teachers and 2700 students. The students are from Zhengding

Town.

Shengli Street Primary School. It is located on 110 East Meishan Road, there are 35

full time teachers and 894 students. The source of students is from nearby village

households and town residents.

5.2 Progress of Rehabilitation Project

5.2.1 Procurement Procedures

Originally, the tendering was organized for the four schools out of five that had been

selected as pilots for rehabilitation, since the remaining one, Jiefang Street Primary

School was proposed to build a new high standard toilet with 80% of investment from

ZEB and the school itself, and PDA funds only account for a small portion, thus, the

construction has to adopt government procurement procedures according to relevant

government regulations. Later, however, the school decided to postpone the project to

the second half of next year, which would go well beyond the timeframe of PDA

 project. This raising issue was discussed among the representatives of HPMO, ZPMO

and local education department. It was then decided to find a replacement in some

other school, where there would be in need of rehabilitation and the school

management would be willing to participate in the works and education program as

well. A couple of alternative locations were considered and site visits were carried ou t, 

finally, Shengli Street Primary School was identified as a replacement.

Consequently, the procurement and construction was divided into two phases, the first

  phase was tendering for the first four schools, namely, Zhengding CountyKindergarten, Hui Ethnic Group Primary School, Xiguan Primary School and

Zhengding Town Middle School. The estimated cost for the rehabilitation of this four 

school toilets are 106304.14 yuan. Three bids received by the time of 9: 00 o’clock on

the closing date of 27 July 2010 were opened in public on the same day at 9:30 a.m at

the meeting room of ZPMO, the name of bidders as well as bid prices were read out in

 public. Following the public opening and the reading-out of the list of bidders and

their bidding prices, the Bid Evaluation Committee appointed by ZPMO has

conducted an evaluation on the bids received. The bids were evaluated in strict

accordance with the provisions of the bidding documents. The bill of quantities and

  prices were carefully checked. The Bid Evaluation Committee concluded that the

lowest evaluated, compliant and substantially responsive bid was from Hebei Yulin

Construction Co. Ltd and recommended that the contract be awarded to the lowest

evaluated and complying bid submitted by Hebei Yulin Construction Co. Ltd for the

sum of RMB 105474.4 Yuan (as indicated in Table 4 below).

The second phase of procurement was for the newly added Shengli Street Primary

School. Since the rehabilitation to be contracted is an extension of the on going works

with small value, the engagement of same contractor can be proved more cost

effective and efficient. Therefore, after a consultation meeting participated by key

members of coordinating team, the contract was decided to be awarded to the same

contractor Hebei Yulin Construction Co. Ltd at a negotiated price of 22642 yuan (inc.

Vat and also two running water points for Xiguan Primary School and Hui EthnicGroup Primary School). The total price for the five toilets rehabilitation and running

water points construction is 128116.4RMB. The cost summary and detailed BOQ is

attached as Annex C.

5.2.2 Rehabilitation of Toilets

The rehabilitation project in Zhengding County Kindergarten, Hui Ethnic Group

Primary School, Xiguan Primary School and Zhengding Town Middle School started

in early August 2010 and completed in early September. And the works for Shengli

Street Primary School and two additional running water points started in late

 Hui Ethnic Group Primary School. No running water points within or beside toilet for 

hand washing. Both outside wall, inside wall and the floor were in poor condition.

The rehabilitation includes building a running water point, tiling the inner wall andouter wall, painting the ceiling, repaving floor with concrete.

  Xiguan Primary School.  No running water point within or beside toilet for hand

washing. The wall was cracked, no tiles on both inner and outer walls. The

Rehabilitation includes  building a running water point, strengthening the wall body,

tiling the inner wall, painting the outer wall and the ceiling, repaving the floor.

  Zhengding Town Middle School. No running water point for hand washing.  The

overall condition of toilet was poor and obsolete. Calcimine of inner walls and ceiling

severely came off, windows were broken, floor became bumpy. The Rehabilitation

includes  building a running water point, tiling the inner wall, rebuilding the staircase,

repaving the floor, installing aluminum alloy windows.

Shengli Street Middle School. No Running water point for hand washing. No tiles

on both inner and outer walls. The roof was broken. The floor was bumpy. The

Rehabilitation includes  building a running water point, tiling the inner and outer wall,

repaving the floor, and repairing the roof .

5.3  Progress of Education Program

Development of educational program activities is a continuous process and is being

carried out simultaneously as the work progress is being made. The following sections

described key activities that had been done as of mid-November 2010.

5.3.1  Baseline Survey

Educational activities began with a baseline survey. The result of the study is used for 

establishing monitoring framework, preparing training materials, planning and

conducting training workshops, and promoting public awareness of water related

hygiene knowledge and practices, etc.

 Design of Baseline Survey Questionnaires

Led by the water and sanitation specialist, two baseline survey questionnaires has

 been prepared with the following specific objectives: a) get a better understanding of 

the current extent of knowledge, attitudes and practices in water related hygieneamong teachers, students and parents at selected school communities in Zhengding

county; b) based on the findings of survey, develop a meaningful training plan and

corresponding materials for later on educational activities; c) determine a quantitative

 baseline that could be used for measuring the effect of PDA and behavior change over 

time. One baseline survey questionnaire was designed for school management and

teachers, the other is for students and their parents. Specifically, the baseline survey

for school management and teachers tends to assess the existing status of sanitation

facilities in schools, M&O arrangement for sanitation facilities, knowledge of teachers,

and whether there is any regular system for water related hygiene education ( Box 1).

understand their current knowledge and practices with respect to water related

hygiene (Box 2).

 Distribution of Survey QuestionnairesIn mid September 2010 the consultant team visited Zhengding county and met the

representatives of ZPMO to provide orientation on the exercise of distributing and

collecting survey questionnaires. The same visit was also used to determine

individuals that will offer help in survey distribution and collection. Altogether about

10 individuals from ZED joined the survey activity. All of them were briefed on the

 project objectives and the rationale of questionnaires. The survey process was led by

the water and sanitation consultant, while the other team members assisted in quality

assurance of data and monitoring of data collection. The core team members visited

schools during the survey, occasionally accompanied the survey individuals and

checked the quality of information collected.

As decided earlier, the survey was to be carried out at the same schools which have

  been selected for toilet rehabilitation. Randomized sampling method was adopted.

Altogether 130 out of 389 teachers and 590 out of 5142 students (and Parents) from 5

 pilot schools were paper surveyed. The number and percentage of teachers, students

and parents surveyed in each school are shown in the Table 6 and 7 and below.

Focus group discussion

Aimed at the validation of the findings of the two surveys, the Focus Group

Discussions were held after the surveys are done. A copy of the Survey findings was

shared with the group prior to the discussion (See Annex d and E for survey results).

The discussion involved a well informed group of individuals, consisting of oneofficial from ZEB, one official from ZHB, 10 teachers and school leaders, and 3

 parents from 5 pilot schools. The discussion revolved around the following different

topics:

• knowledge of water borne diseases

• Importance of school toilets, its proper use and O&M

• Role of teachers/Mother in promoting water and sanitation related health education

• Importance of clean school environment for the health of students

• Current assessment of school environment• Importance and need for water and hygiene education for school children

5.3.1.1 Findings of baseline surveys and Focus group discussion

 Existing status of water and Sanitation facilities

The schools are complete in basic water and sanitation infrastructures, although four 

of them without running water points within or beside toilets for hand washing before

PDA project. Access to safe water system is up to 100% in the surveyed areas, both at

home and at school. Overall 90% of the schools connected to water distribution networks,

10% use self prepared wells. However, none of the schools provides safe drinking

water on site for free, students have to bring drinking water in bottle from home.

At surveyed schools, the toilets are separate for girls and boys. However, three toilets

out of five are not connected to public sewers, implying that an unsatisfactory hygiene

situation will easily occur as a result of no adequate water for flushing and cleaning.Obviously this is a problem that cannot be handled at either school level or ZEB level,

  but needs to be taken up at level of county planning by Zhengding government.

According to the official of ZEB during focus group discussion, of total available

toilets in the schools of Zhengding county, 90% are functional and remaining 10% are

non-functional, owing to initial construction level deficiencies, non-availability of water 

and poor operation and management. 22.3% teachers think that the current number of 

toilets is not adequate, and 42.3% thinks that the facilities are not clean enough.

There are maintenance arrangements for those facilities in 5 pilot schools. While the

 pits are removed twice a month by contractors, the cleaning jobs are done by classes

on a rotation basis without a rewarding mechanism.

Except for Zhengding kindergarten, all the other school tap water points are always

without soap, although some teachers keep a piece of soap for their own use.

Current status of knowledge, attitude and practice 

Although majority of students and parents surveyed give a “yes” when asking aboutwhether or not washing their hands after using toilets or before eating (over 86.3% for 

students and 75.9% for parents), the knowledge of when else and how to wash hands

exactly is weak, only 18.5% of parents surveyed in practice observe the rules fully

correct, the percentage for students is even lower, at 9.5%. Hygienic hand washing

occurs in 40% of households, while washing hands with soap is neither promoted nor 

is being practiced in school hours. The exact knowledge on water borne diseases for 

teachers and students is low, but drinking boiled water or bottled water is highly

 promoted at school and at home.

Generally, students, teachers and parents surveyed have a sense of water saving as a

result of increased water tariff and education on the issue of water scarcity and

deterioration in north China region.

The school curricula on water and sanitation education have not so far been given priority

for primary and middle school level in Zhengding. There are sporadic pieces on the

subject in the text books, but lack of information about the relation between water,

sanitation, hygiene behavior and health, including objectives, contents, suggested

activities and reference to resource material.

5.3.2  Training

5.3.2.1 Development of Training Plan

Based on the results of above surveys and further consultation with ZEB, in October 

2010 consultants assisted ZPMO in developing the following training plan:

Overall objective of the training

The overall objective of training is to  promote the link between water and sanitation

infrastructure and hygiene behavior change, including:

I. enabling pilot schools to get a better understanding about the importance of creating

a healthy and safe water and sanitation learning environment, which include a) safe

sanitation, water supply and hand washing facilities; b) hygienic use of those facilities

 by students and teachers; and c) sound management to keep the facilities in proper 

working and hygienic conditions, especially for those schools where there are no

sewer connection.

II. helping students develop better hygiene practices, particularly those in avoiding

water and sanitation related diseases.

III. promoting outreach to and benefits for family and community. It is important to

understand that students not only need a healthy school environment, but also a

healthy home and community environment. By including parents in the training, the

family and community environment will be improved at the same time.

Training calendar 

Training for 100 teachers and parents as well as for 2500 students will be organized

on a phase-in approach. The first phase is training of 20 core trainers (late October or 

  November 2010), each school will select 3 teachers and 1 parent as core trainers.

When the first phase training is completed, the trained trainers will provide training toother teachers and parents under the supervision of consultant and ZPMO ( Late

  November through late December 2010). Each core trainer will at least provide

training to 5 teachers in his or her school. The third phase is training of 2500 students

 provided by trained teachers (January 2011).

Training MaterialsTraining materials developed by the water and sanitation consultant cover the

following aspects: a) introduction to the concept and contents of PDA; b) the relation

  between health and water and sanitation; c) the importance of water; and d) basic

water and sanitation related knowledge. 100 volumes of training materials were

distributed to schools and core trainers.

5.3.3.2 Training of Trainers

First TOT workshop was organized on 19 November 2010 at the conference room at

Huayang Hotel in Zhengding county. About 50 people participated in this one day

workshop, including 20 core trainers from 5 schools. Other participants were school

heads, community leaders, local news paper reporters as well as officials from a

variety of local government institutions including ZEB, ZHB, ZFB, ZPMO and

HPMO.

The overall purpose of the workshop was to develop training skills to vitalize the

 passion of core trainers and motivate the willingness of ZED and school leaders to

cooperate and coordinate the training activities, and understand correctly the steps

need to take for the subsequent training activities in order to achieve expected outputs.

In the morning session of workshop, Mr.Wu Jianming, director of HPMO delivered

an opening speech in which he reviewed what has achieved to date since the

implementation of PDA, the importance of well organized training and effective

cooperation, coordination and support of Zhengding county government, in particular

ZED and school management, he also mentioned the importance of adopting

appropriate training style based on the characteristics of students of different age,

such as interactive presentation using examples, small groups, role playing, field visits

visual aids, etc. Lastly, he strengthened the actions and activities need to be taken

 before PDA project is completed.

Following his speech, HPMO staff gave a presentation on the main objective of PDA,

concept and rationale of PDA, and the importance of good combination of hard part

( rehabilitation) and soft part (education and training), iterating that PDA not only

  build water and sanitation facilities but also promote better water and hygiene

 behavior among students in order to prevent water and sanitation related diseases and

creating healthy school environment and developing safe hygiene behavior, which

  particularly includes practicing hygiene behaviors, appropriately using and

maintaining school facilities, etc. and in this process students can be served as agents

for change in their households and communities. Finally, water and sanitation

specialist and experts from Hebei Provincial Health Department covered extensively

on water and sanitation related health knowledge and information.
