CEO CORNER

Welcome back to another CEO Corner and the first harvest day of the season.

Last week was the October Ordinary Council Meeting, where Council endorsed the following key documents with specific key information components being:

ASSET MANAGEMENT PLAN• Total Asset Replacement

Value is $190M.• Annual Depreciation is

estimated to be $2.9M• Annual Operations

Expenditure is expected to be $1.6M.

• Annual Funding required for operations as well as capital works is estimated to be $5.2M.

ALL AGES PRECINCT CONCEPT DESIGN• This was developed in

consultation with KDHS and Cultivating Kulin Committee.

• A copy of this is included in the Update and also on the Facebook page for community information purposes.

• Shire staff held initial discussions with Arc Infrastructure to determine what could be built within the Railway Reserve and where. We will continue to liaise with Arc Infrastructure regarding approvals and specific conditions of our License Agreement.

• Detailed design will take place for Hangout Zone and Wheeled Zone for the

capital value of $300K to be completed by December 2020.

• Construction expected to commence in March 2021.

This weekend sees the Aquatic Centre open for the 20/21 season. Jones ensures me everything is up and running and ready to go and it looks like a couple of hot days to kick things off. Jones has also been working closely with a contractor to undertake remediation works on the Slide Flumes and the Splashdown Pool. These were completed last week within budget ready for opening.

The Oval reticulation upgrade has been completed with minimal disturbance to the turfed areas. Recovery of the turf has commenced and the oval is reopened, but patrons are asked to be careful during their use to ensure turf recovery isn’t compromised. Well done to Judd, Ambrose and the team on such an efficient installation process.

The Works Crew continue to be flat out widening and reconstructing Dudinin-Jitarning Road which will result in an 8m seal width. Hopefully these works will be completed early November, so as not to affect harvest traffic too much. Roadworks and harvest pose an interesting conundrum especially when upgrading sealed roads. Summer, and the hot weather, is the optimal time to undertake roadworks as there are less interruptions due to rain, and

high temperatures are required to optimise sealing effectiveness and minimise stone loss. Unfortunately, this is also peak period when heavy vehicles are on the road. In such instances Shire workers and road users need to remain patient and work together in the best long-term interests of Shire infrastructure renewal.

Last week saw the Sports Clubs AGM as well as the FRC AGM. Well done to all sports clubs for being represented and it was great to hear of the significant junior clubs that are up and firing over the summer with Basketball, Cricket, Tennis and Swimming all appearing to have huge participation numbers. I’m not sure if there are enough days in the week to cater for these kids and their love of sports, however the future of our sporting community bodes well.

This Thursday myself and President West have a meeting organised by WALGA with various Director Generals of government departments. I will be fortunate enough to be meeting with Peter Woronzow, A/Director General Transport, whilst Barry will be meeting with Ralph Addis, Director General, Department of Primary Industries and Regional Development. This presents another opportunity to promote the community of Kulin with government big wigs, as well as discuss key issues affecting regional WA.

CEO CORNER & COUNCIL NOTES

My controversial topic for this week to stimulate some debate revolves around vacant business premises on both Johnston and High Streets within the town centre and how can they be activated?

• Whose responsibility is it to activate them?

• Is there a market demand to activate them?

• What are the drivers / barriers to activate them?

• Do any of the existing owners want to see them or offload them?

• Are there potential tenants or buyers for these properties?

• What type of businesses would the community like to see in them?

• What type of businesses don’t the community want to see in them?

• Can Council or Shire staff do anything to activate them?

• Are community groups such as Kulin Development Co-operative or Business After Hours or Cultivating Kulin Committee interested in driving their activation?

• Is this something the community of Kulin would like included in Council’s Strategic Community Plan which is due to be updated in early 2021?

I suspect there is no easy answer to any of the above questions or solution to activating these premises.

My instinct is that it will require input and effort from all such stakeholders mentioned and the development of the Strategic Community Plan and subsequent community engagement process will provide an opportunity delve further into this challenge. It will be interesting to hear any feedback or if this starts some discussion.

ROAD WORKS 2021Shire of Kulin will be undertaking roadworks in the Kulin townsite from January 2021 and expected to end in March 2021.

The Shire has been successful in securing Heavy Vehicle Services Funding and will undertake the Jilakin Street/Old CBH Access Road and High Street drainage projects.

All attempts are being made to limit the disruption to the community while the works are being undertaken.

These works will provide much needed improvements to the roads, with long term benefits to our community.

Further information will be provided as we get closer to the works commencing.

HARVEST AND VEHICLE MOVEMENT BAN

Harvest and Vehicle Movement Bans are issued by your local government and are put in place when your local Bushfire Control Officer identifies the use of engines, vehicles, plant or machinery as high bushfire risk activities, during particular times of the day.

Kulin Shire will distribute this information via SMS and the harvest ban information line.

TOTAL FIRE BAN

A Total Fire Ban is declared on days when fires are most likely to threaten lives and proper-ty. This is because of predicted extreme fire weather or when there are already widespread fires and firefighting resources are stretched.Total Fire Bans are put in place by DFES.

Volunteer Fire Fighters / Bush Fire Brigade Members please be advised that the grey Vehicle Identifier Stickers will expire on 30 September 2020; and need to be replaced with the new blue stickers (valid from 1 October 2020 – 20 September 2022). These stickers are available from the Shire Office. If you would like one posted out please email Nicole [email protected] and provide your vehicle registration plate number and the make & model of your vehicle.

Please see below key information from DFES regarding these stick-ers:-• DFES encourages the use of

Vehicle Identifier stickers to identify private vehicles owned by persons pre-authorised by Local Governments to enter the fire ground and assist with emergency response opera-tions;

• As emergency response is often supplemented by local farmers/land owners with

• private vehicles who may not be members of local fire brigades they assist to provide timely identification of private vehicles and persons suitable for access on the incident ground;

• Vehicle Identifier stickers are affixed to the lower left corner of the windscreen of a vehicle to identify it as a private

• vehicle owned by a person who is authorised by Local Government to assist with

operations;

CONDITIONSDFES has set minimum conditions which the person being issued a vehicle identifier sticker must agree to:

• It is the responsibility of the owner and driver of the vehi-cle to comply with the Road Traffic Act 1974;

• Appropriate Personal Protec-tive Equipment and Clothing will be worn at all times; and

• The driver will ensure that the vehicle’s presence at an incident is recorded on both arrival and departure. The vehicle identifier sticker does not infer that a vehicle is a fire fighting vehicle, but that it may be assisting or supporting an incident, or to enable passage of brigade members through a Vehicle Control Point for the purpose of deployment to the incident (e.g. to travel to a local brigade station or to crew an appliance deployed to the incident).

FIREBREAK ORDERTOWNSITE BLOCKS

In past years the Council has not seriously considered issuing infringements however this year there will be no warnings given to anyone not complying with the firebreak order.

The firebreak order that applies to townsite land is as follows:“Land Area less than 1 hectare:-All hazardous material must be removed from the whole of the land except living trees, shrubs and plants. In the remaining area all vegetation is to be main-tained to a height of no greater than 100mm, and; It be recommended that at least a 2m wide area, immediately within the external boundaries of the lot, be clear of all flammable material except for living trees, plants and shrubs.”

Pursuant to the powers con-tained in Section 33 of Bush Fires Act 1954, owners and/or occupiers must comply on or before 31 October 2020 and thereafter up to and including 15 March 2021.

Note: any land of one hectare or above - rural provisions apply.

Infrigements will be issued with-out warning for all non-compi-ant blocks.

The Shire of Kulin is seeking enthusiastic and motivated people to fill the following two positions.

COMMUNICATIONS AND TOURISM COORDINATORAn opportunity exists for an organised and motivated individual to join the Shire of Kulin team as our Communications and Tourism Coordinator.

This is a full-time position working to support the Community Resource Centre and Shire of Kulin with a focus on communications and marketing, tourism, community development, event administration and engagement.

The successful applicant will possess highly developed interpersonal and verbal communication skills, excel-lent time management skills, experience and proficiency in using the Adobe Design Suite and other design tools (desirable) and work well in a team environment.

Council are prepared to offer an annual salary in the vicinity of $50-$65k dependent upon qualifications and experience. The package also includes access to Council’s superannuation matching scheme, salary packaging options and subsidised housing.

COMMUNITY RESOURCE CENTRE TRAINEESHIP (INCLUDING COMMUNITY DEVELOPMENT)

Shire of Kulin are looking for a Community Resource Centre Trainee. The salary package is in the vicinity $40-50K (dependent upon experience) with the option of subsidised housing if required.

The CRC Traineeship is a full time position with daily duties including customer service and being the first point of contact for visitors.

The position will be for a fixed term contract of 1 year associated with the duration of the traineeship studies. Traineeship options will be a Certificate in either Business Administration, Marketing and Communication or Tourism.

The successful applicant will develop skills and knowledge in marketing and communications, including so-cial medial, planning events, visitor servicing, tourism and administration using the best publishing software including Adobe InDesign, Adobe Photoshop, Publisher and Canva.

KULIN CHILDCARE CENTRE HAPPENINGS

Extending on from our focus on Our Community, we are now looking at Animals in more detail, Australian Animals to be precise. With the end of the year just around the corner, we are also fine tuning our school readiness skills. We have been watching some great educational clips on You Tube and then recreating the animals during our craft activities, learning the names of animal babies and role playing on our ‘small world discovery table’ Our pre-Kindy children have been practicing their name recognition, writing their names, using scissors safely and self help skills like putting their

own shoes, hats and jumpers on.

SCHOOL READINESS PROGRAMtTo strenghen the relationship between KCCC and KDHS we have started weekly adventures to Kindy/PP for an hour on Wednesday mornings. This gives the children an opportunitty to play and interact with teachers. This short weekly excursion allows the children the oppor-tunity to explore another part of their community.

SOUTH BUNBURY ROTARY CLUB

The South Bunbury Rotary Club ‘Dirt and Dusters’ Spent the weekend at Camp Hart as the rally they usually run was cancelled due to COVID.

The weekend started having a camp oven cook off which was won by a good old roast lamb and vegetables. Can’t beat a roast! This was followed by dancing away the evening to our very own DJ.

A few sore bodies the next day, however not to be stopped the dusters then repainted the blue tree which can be seen on the road into the camp.

Some of the dusters partners decided to check out the town and enjoyed coffees whilst checking out Kulin.

All in all everyone had a fabulous time and all agreed ‘That we will be back!’

Guidelines and criteria Each year three local citizens and one local community group in each local government area will be eligible for the Community Citizen of the Year Awards. The recipients will be selected from people and groups who have made a noteworthy contribution during the current year or given outstanding service to the local community over a number of years through active involvement.

Auspire - Australia Day Council WA provides four awards each year for presentation in each local government area. These prestigious awards are provided to your local government for presentation during Australia Day celebrations.

Nomination Process Your local government invites nominations for the awards from community groups and private citizens. At the council’s discretion, a committee comprised of people from community organisations and citizens, will be appointed to encourage and promote nominations. The committee or your local council may also make nominations based on local knowledge and experience.

Nominations open on 1 September and close on 31 October and can be received in hard copy on the original nomination form or online at www.citizenshipawards.com.au . Nominations received after the closing date will be ineligible for this year’s awards.

Selection Criteria The winners will have been judged to have shown active citizenship and:

• Significant contribution to the local community. • Demonstrated leadership on a community issue resulting in the enhancement of community life. • A significant initiative which has brought about positive change and added value to community life. • Inspiring qualities as a role model for the community.

Eligibility criteria • Nominees should reside or work principally within the local authority making the award.

• Awards may be granted posthumously in recognition of recent achievements.

• Groups of people or couples will not normally be eligible except when meeting the criteria for a community group.

• A person may receive an award on more than one occasion in recognition of their particularly outstanding community contribution or involvement in an alternative initiative.

• Unsuccessful nominees may be nominated in future years.

• Nominations must be apolitical in their nature and should not in any way bring the awards program or local government area into disrepute.

• Sitting members of State, Federal and Local Government are not eligible.

Your local government invites you to nominate an outstanding individual or group for one of this year’s Community Citizen of the Year Awards to be presented on Australia Day 26 January. The awards foster, recognise and celebrate significant contributions to community life and active citizenship in all local government areas of Western Australia.
