The objective of the call is to test a transaction cost support scheme in the form of a grant to

be combined with financial instruments as a means to address the mismatch of needed and

sustainable ticket sizes. More particularly, it aims at catalysing smaller risk-capital

investments of below 500.000 EUR that otherwise would not happen.

The grant is aimed at financial intermediaries that undertake long term risk capital

investments in ticket sizes of less than 500.000 EUR in the form of equity, quasi-equity, or

hybrid financing (see annex II for a glossary) to social enterprises in the EaSI Participating

Countries7. It will serve to lower the transaction costs for these small investment tickets and

thus help overcome a market failure in the social enterprise finance market.

Activities related to the preparation, conclusion and follow-up of long term risk capital

investments into social enterprises may be funded under this call for proposals.

This may include activities such as:

travelling to meet (potential) investees;

screening and processing investment applications;

preparing legal documents, potentially with a lawyers' advice;

carrying out the due diligence, including assessing (potential) impact;

providing investment readiness, scaling readiness or business restructuring support;

bringing in co-investors;

managing the investments and monitoring social impact.

Splošni cilji razpisa so po eni strani povečati zaposljivost mladih ter prispevati k razvoju

visoko usposobljene, kvalificirane in mobilne delovne sile, kar bi moralo koristiti tudi

podjetjem, ter po drugi strani podpreti skupni razvoj v poklicnem izobraževanju in

usposabljanju v Evropi ter na splošno okrepiti njuno kakovost, ustreznost in privlačnost.

Posebni cilj razpisa je podpreti pripravo ali vzpostavitev skupnih kvalifikacij v poklicnem

izobraževanju in usposabljanju, med drugim tudi na višji stopnji, ali izboljšanje takih

obstoječih kvalifikacij.

Nadnacionalne kvalifikacije bi morale vključevati dobro uveljavljeno učenje na delovnem

mestu in komponento mobilnosti ter obravnavati učne rezultate, zagotavljanje kakovosti in

pravilno priznavanje ob uporabi ustreznih evropskih orodij in instrumentov.

Skupni proračun, namenjen sofinanciranju projektov, je ocenjen na 6 milijonov EUR.

Najvišja stopnja sofinanciranja EU bo 80 %. Posamezni znesek nepovratnih sredstev bo

znašal med 200.000 in 500.000 EUR. Financiralo naj bi se približno 20 predlogov.

Partnerstvo morajo sestavljati partnerji iz vsaj dveh različnih držav, vključenih v program

Erasmus+ (od katerih mora biti vsaj ena država članica Evropske unije):

- 28 držav članic Evropske unije:

- države, ki so vključene v program in niso članice EU: Nekdanja jugoslovanska republika

Makedonija, Islandija, Lihtenštajn, Norveška, Turčija.

Poleg tega partnerstvo vključuje vsaj tri partnerje, vključno z naslednjima organizacijama:

- izvajalcem poklicnega izobraževanja in usposabljanja (na ravni srednješolskega,

posrednješolskega neterciarnega ali terciarnega izobraževanja);

- podjetjem (javnim ali zasebnim) ali industrijsko, trgovinsko in obrtno zbornico ali

panožno/strokovno organizacijo. Eden od navedenih partnerjev bo koordinatorska

organizacija, ki v imenu konzorcija partnerskih organizacij zaprosi za nepovratna sredstva

programa Erasmus+.

Druge upravičene sodelujoče organizacije so:

- ustrezni organi za kvalifikacije ali enakovredni organi (na nacionalni, regionalni ali

sektorski ravni). Sodelovanje take organizacije iz vsake od držav, sodelujočih v projektu, bo

pomenilo prednost pri ocenjevanju kakovosti projektnega konzorcija in ureditve sodelovanja;

- javni lokalni, regionalni ali nacionalni organi;

- socialni partnerji (organizacije delodajalcev in organizacije delavcev);

- raziskovalni inštituti;

- evropske krovne organizacije;

- sveti za sektorska znanja in spretnosti ali enakovredni sveti;

- javni zavodi za zaposlovanje;

- mladinske organizacije;

- združenja staršev;

- drugi ustrezni organi.

organizacije, zaprosijo za financiranje za učno mobilnost mladih in mladinskih delavcev ter

In order to facilitate strategic interregional collaborations and strong industry involvement,

and to create a project pipeline for smart specialisation investments across Europe, the

European Commission started to offer support to regional authorities, clusters and industry

stakeholders through an integrated approach to smart specialisation, clusters and industrial

modernisation. This approach combines two mutually reinforcing initiatives:

First, the Commission has set up Thematic Smart Specialisation Platforms to bring together

regional authorities interested in joining forces in the implementation of their RIS3 strategies.

This approach was launched in 2015 with the set-up of the Smart Specialisation Platform on

Energy and two additional Thematic Platforms on Industrial Modernisation and on Agri-Food

in 2016, with possibly others to follow.

Second, the Commission is starting with this call for proposals to mobilise European Strategic

Cluster Partnerships for smart specialisation investments. These partnerships should be

composed of cluster organisations, other business network organisations, technology centres

and science parks aiming to boost inter-regional collaborations and innovation activities

amongst groups of SMEs in specific thematic areas, related industries and value chains.

Moreover, the strategic partnering of cluster organisations is not left to happen at random but

with a specific linkage to the Thematic Smart Specialisation Platform on Industrial

Modernisation.

centre or science park71 involved in supporting the enhancement of collaboration,

networking and learning in innovation clusters to stimulate innovation activities:

by providing or channelling specialised and customised business support services,

especially to SMEs

and/or by promoting the sharing of facilities and exchange of knowledge and expertise,

in compliance with the coverage of innovation clusters described in sections 1.2 and 1.3

and Annex I in the “EU Framework for State Aid for Research and Development and

Innovation”; and

c) be registered or have requested to be registered on the European Cluster Collaboration

Platform in the case the applicant represents a cluster organisation or a business network

organisation.

Evropska komisija je Izvajalski agenciji za potrošnike, zdravje, kmetijstvo in hrano (v

nadaljnjem besedilu: Chafea) poverila upravljanje nekaterih delov ukrepov za informiranje o

kmetijskih proizvodih in njihovo promocijo, ki se izvajajo na notranjem trgu in v tretjih

državah, vključno z objavo razpisov za zbiranje predlogov in ocenjevanjem vlog za enostavne

programe.

Sedanji razpis za zbiranje predlogov se nanaša na izvajanje enostavnih programov v okviru

oddelkov 1.2.1.1 (ukrepi, ki spadajo med tematske prednostne naloge

- 1: enostavni programi na notranjem trgu) in 1.2.1.2 (ukrepi, ki spadajo med tematske

prednostne naloge

- 2: enostavni programi v tretjih državah) Priloge I k Letnemu delovnemu programu Komisije

za leto 2018.

Cilji – teme – prednostne naloge

V oddelkih 1.2.1.1 in 1.2.1.2 Priloge I k Letnemu delovnemu programu za leto 2018 so

določene tematske prednostne naloge za ukrepe, ki bodo sofinancirani v okviru tega razpisa

(glej tudi oddelek 6.2 o upravičenih dejavnostih). Vloge, predložene kot odgovor na ta razpis

morajo spadati na področje ene izmed šestih tem iz teh oddelkov Letnega delovnega

programa, sicer se ne bodo upoštevale za financiranje. Vložniki lahko v okviru iste

prednostne teme vložijo več vlog za različne projekte. Oddajo lahko tudi več vlog za različne

projekte v okviru različnih tematskih prednostnih nalog ali tem.

Skupna proračunska sredstva, namenjena za sofinanciranje ukrepov v okviru tega razpisa,

znašajo 95.000.000 EUR.

Najvišja stopnja sofinanciranja z nepovratnimi sredstvi EU je:

za enostavne programe za notranji trg: 70 % upravičenih stroškov,

za enostavne programe v tretjih državah: 80 % upravičenih stroškov,

za enostavne programe na notranjem trgu upravičenca s sedežem v državah članicah, ki

na dan 1. januarja 2014 ali po tem datumu prejemajo finančno pomoč v skladu s členoma

136 in 143 PDEU (2): 75 % upravičenih stroškov programa,

za enostavne programe v tretjih državah upravičenca s sedežem v državah članicah, ki na

dan 1. januarja 2014 ali po tem datumu prejemajo finančno pomoč v skladu s členoma

136 in 143 PDEU: 85 % upravičenih stroškov programa.

Ciljne skupine

upravičenci:

Predloge za enostavne programe lahko oddajo samo pravne osebe ali drugi subjekti, ki niso

pravne osebe po veljavni nacionalni zakonodaji, če njihovi zastopniki lahko prevzemajo

pravne obveznosti v njihovem imenu in zagotavljajo enaka jamstva za zaščito finančnih

interesov Unije kot tista, ki jih nudijo pravne osebe iz člena 131 Uredbe (EU, Euratom) št.

966/2012 Evropskega parlamenta in Sveta (v nadaljnjem besedilu: finančna uredba).

V skladu s členom 7 Uredbe (EU) št. 1144/2014 so tako upravičene vloge naslednjih

organizacij in organov:

trgovinskih in medtrgovinskih organizacij, ki so ustanovljene v državi članici in so

reprezentativne za zadevni sektor ali sektorje v tej državi članici, zlasti medpanožnih

organizacij iz člena 157 Uredbe (EU) št. 1308/2013 Evropskega parlamenta in Sveta, in

skupin iz člena 3 Uredbe (EU) št. 1151/2012 Evropskega parlamenta in Sveta, če so

reprezentativne za ime, ki je zaščiteno na podlagi slednje uredbe in ga zajema zadevni

program;

organizacij proizvajalcev ali združenj organizacij proizvajalcev iz členov 152 in 156

Uredbe (EU) št. 1308/2013, ki jih priznava država članica, ali

organov agroživilskega sektorja, katerih cilj in dejavnosti so namenjeni informiranju o

kmetijskih proizvodih in njihovi promociji ter ki jim je zadevna država članica podelila

jasno opredeljeno javno nalogo na tem področju; ti organi morajo biti zakonito

ustanovljeni v zadevni državi članici najmanj dve leti pred datumom razpisa za zbiranje

predlogov iz člena 8.

Navedene organizacije predlagateljice lahko predložijo predlog, če so reprezentativne za

sektor ali proizvod iz predloga in izpolnjujejo pogoje iz člena 1 ali 1 Delegirane uredbe (EU)

2015/1829.

This topics cover Information provision and promotion programmes targeting any third

country(ies).

The information and promotion programmes shall target one or several third countries.

The objectives of these programmes shall comply with the general and specific objectives set

out in Article 2 and 3 of Regulation (EU) No 1144/2014.

The expected ultimate impact is to enhance the competitiveness and consumption of Union

agri-food products, raise their profile and increase their market share in these targeted

countries.

The present call for proposals relates to the implementation of multi programmes, in the

framework of:

Sections 1.2.1.3 (actions under thematic priority 3: multi programmes in the internal market)

and

1.2.1.4 (actions under thematic priority 4: multi programmes in third countries) of Annex I of

the 2018 Annual Work Programme related to actions under thematic priority 3: multi

programmes in the internal market and priority 4: multi programmes in third countries.

The total budget earmarked for the co-financing of actions under this call is estimated at EUR

74.100.000.

The EU grant is limited to the following maximum co-funding rate of:

programme's eligible costs,

in case of applicants established in Member States receiving on or after 1 January 2014

financial assistance in accordance with Articles 136 and 143 TFEU, the percentage shall

be 85 %

Proposals can only be submitted by legal persons or other entities which do not have a legal

personality under the applicable national law provided that their representatives have the

capacity to undertake legal obligations on behalf of the entity and offer guarantees for the

protection of the Union's financial interests equivalent to those offered by legal persons as

referred to in Article 131 of Regulation (EU, Euratom) No 966/2012 of the European

Parliament and of the Council (hereinafter ‘Financial Regulation’).

More specifically, applications from the following organisations and bodies are eligible, as

referred to in Article 7 of Regulation (EU) No 1144/2014:

trade or inter-trade organisations, established in a Member State and representative of the

sector or sectors concerned in that Member State, and in particular the interbranch

organisations as referred to in Article 157 of Regulation (EU) No 1308/2013 of the

European Parliament and of the Council and groups as defined in point 2 of Article 3 of

Regulation (EU) No 1151/2012 of the European Parliament and of the Council, provided

that they are representative for the name protected under the latter Regulation which is

covered by that programme;

trade or inter-trade organisations of the Union representative of the sector or sectors

concerned at Union level;

producer organisations or associations of producer organisations, as referred to in

Articles 152 and 156 of Regulation (EU) No 1308/2013 that have been recognised by a

Member State; or

agri-food sector bodies the objective and activity of which is to provide information on,

and to promote, agricultural products and which have been entrusted, by the Member





State concerned, with a clearly defined public service mission in this area; those bodies

must have been legally established in the Member State in question at least two years

prior to the date of the call for proposals referred to in Article 8.

The Programme is implemented through two strands and a horizontal action:

- Strand 1: European remembrance: Raise awareness of remembrance, common history and

values and the Union's aim.

This Strand will support activities that invite to reflection on European cultural diversity and

on common values in the broadest sense. In this context, it aims to finance projects reflecting

on causes and consequences of authoritarian and totalitarian regimes in Europe's modern

history (especially but not exclusively Nazism that led to the Holocaust, Fascism, Stalinism

and totalitarian communist regimes) and to commemorate the victims of their crimes.

The Strand also encompasses activities concerning other defining moments and reference

points in recent European history. In particular, it will give preference to actions which

encourage tolerance, mutual understanding, intercultural dialogue and reconciliation as a

means of moving beyond the past and building the future, in particular with a view to

reaching the younger generation.

Moreover, projects should be implemented on a transnational level (creation and operation of

transnational partnerships and networks) or with a clear European dimension.

Participating countries:

Applicants must be established in one of the countries participating to the Programme. At

least one EU Member State must be involved in the Remembrance and Town Twinning

projects and at least two Member States must be involved in the Networks of Towns and

Civil Society Projects.

A Civil Society Project must include at least two of the following types of activities:

- Promotion of societal engagement and solidarity: activities promoting

debate/campaigns/actions on themes of common interest in the framework of the rights and

responsibilities of the Union citizens and making the link to the European political agenda

and policy making process.

- Gathering of opinions: activities aiming at gathering the individual opinions of the citizens

favouring a bottom up approach (including the use of social networks, webinars, etc.) and

media literacy.

- Volunteering: activities promoting solidarity among Union citizens and beyond.

- Strand 2: Democratic engagement and civic participation - Town twinning.

Town twinning – supporting projects bringing together citizens from twinned towns. By

mobilising citizens at local and EU levels to debate on concrete issues from the European

political agenda, this measure will seek to promote civic participation in the EU policy

making process and develop opportunities for societal engagement and volunteering at EU

level.

This measure aims at supporting projects bringing together a wide range of partner towns in a

town twinning event around topics in line with the objectives of the Programme and taking

into consideration the multi-annual priorities.

By mobilising citizens at local and Union levels to debate on concrete issues from the

European political agenda, this measure will seek to promote civic participation in the Union

policy making process and develop opportunities for societal engagement and volunteering at

Union level. Twinning must be understood in largo sensu, thus referring to the municipalities

which signed or are engaged to sign twinning agreements as well as to the municipalities

having other forms of partnerships fostering their cooperation and cultural links.

- Strand 2: Democratic engagement and civic participation – Networks of town.

Municipalities and associations working together on a common theme in a long-term

perspective may wish to develop networks of towns to make their cooperation more

sustainable. Networking between municipalities on issues of common interest appears to be

an important means for enabling the exchange of good practices.

Twinning is a strong link that binds municipalities; therefore, the potential of the networks

created by a series of town twinning links should be used for developing thematic and long-

lasting cooperation between towns. The European Commission supports the development of

such networks, which are important for ensuring structured, intense and multifaceted

cooperation, therefore contributing to maximising the impact of the Programme.

This call for proposals concerns the further development and scaling of 'Ideas from Europe',

an initiative developed by the European Commission in close cooperation with the Dutch

Ministry of Economy and the SME Envoys.

The call aims to support the scaling of businesses by identifying and removing roadblocks so

business can scale more easily. It thereby fosters the transfer of knowledge and experience,

This Call for expression of interest is for experts to evaluate tourism-related calls for

proposals that implement COSME, the EU programme for the Competitiveness of

Enterprises and Small and Medium-sized Enterprises (SMEs).

The Executive Agency for Small and Medium-Sized Enterprises (EASME) wants to establish

a list of independent experts to participate in:

the evaluation of proposals in response to calls for proposals aiming at implementing the

COSME programme;

the evaluation of finished and ongoing activities or projects under COSME;

the monitoring of the implementation of actions carried out under COSME.

The profile needs to include Personal Details and Languages as well as any relevant

information on Education, Area of Expertise and Professional Experience.

To be selected for COSME tourism calls, experts need to indicate COSME as one of the

programmes for which they wish to be considered as an expert in the Programme Selection.

Additionally they should indicate Tourism or any related field as one of their 'Open

Keywords' in the description of their Area of Expertise.

An ECAS account is necessary to register a profile. Only valid profiles can be considered for

the selection of experts.

RISE involves organisations from the academic and non-academic sectors (in particular SMEs),

based in Europe (EU Member States and Horizon 2020 Associated Countries) and outside Europe

(third countries).

Support is provided for the development of partnerships in the form of a joint research and

innovation project. This is aimed at knowledge sharing via international as well as intersectoral

mobility, based on secondments of research and innovation staff (exchanges) with an in-built return

mechanism.

The organisations constituting the partnership contribute directly to the implementation of a joint

research and innovation project by seconding and/or hosting eligible staff members. Secondments

shall always take place between legal entities independent from each other[1].

RISE should exploit complementary competences of the participating organisations, as well as

other synergies, and enable networking activities, organisation of workshops and conferences to

facilitate sharing of knowledge, new skills acquisition and career development for research and

innovation staff members.

RISE proposals can focus either on one dimension of mobility (intersectoral / international), or

include a combination of both.

Exchanges can be for both early-stage and experienced researchers and can also include

administrative, managerial and technical staff directly involved in the research and innovation

activities of the proposal.

Support for the exchanges between institutions within Europe (EU Member States and Horizon

2020 Associated Countries) covers only intersectoral secondments.
