2 Monthly Outage Plan/ Annual Outage Plan

2.1 ISGS/CGS: Generating Units

a) Shut Down Proposals for October/November 2016

b) Shut Down carried out during September 2016 along with reason for deviation, if any.

2.1.1 Rescheduling of Planned outages of Generating Stations

AOH of Simhadri Stage I Unit I (500 MW)/ Overhauling of Unit 4 of NTPC, Simhadri

2.1.1.1.1 TSTRANSCO vide their letter dated 30.08.2016 had requested NTPC Simhadri that the AOH of Unit I which is planned from 21.08.2016 to 27.09.2016 may be planned between middle of November 2016 and January 2017 since TS demand will be more due to Khariff season. It was noted that TSTRANSCO & APTRANSCO vide letters dated 10.08.2016 & 11.08.2016 had requested for the same earlier also. In 123

rd OCCM, NTPC had stated that it would be difficult for the postponement of shut down as it was tied

up with BHEL and assured that the outage duration will be compressed to 3 weeks instead of 5 weeks. TSTRANSCO was requested to appraise their Management on NTPC’s request and revert back at the earliest. APTRANSCO, TSTRANSCO and NTPC were requested to discuss in this regard and arrive at a mutually agreeable date.

2.1.1.1.2 NTPC vide letter dated 26.09.2016(Annexure-2A) had informed that Unit-4 of NTPC – Simhadri is due for major overhauling of Boiler & Auxiliaries, Turbine & Auxiliaries and other areas of the Unit. The overhauling as per plan is due w.e.f. 25.011.2016 for 35 days. Also Unit-1 (500 MW) was due for overhauling as per plan from 21.08.2016 for 35 days. In view of the demand from Andhra Pradesh & Telangana States, NTPC is not able to get the permission for stopping the unit for overhauling

2.1.1.1.3 It is requested by NTPC that they may please be permitted to take the overhauling of the unit-4 before Unit-1 (Tentatively in 1st week of October 2016) and informed that they are ready with all the resources to take up the overhaul job of unit 4.

2.1.1.2 Overhauling of Unit 6 of NTPC, Talcher

2.1.1.2.1 NTPC vide letter dated 23.09.2016(Annexure-2B) had informed that TSTPS Unit- 6 is under Shutdown from 10.08.2016 for Overhauling & major boiler modification works. The planned Overhaul duration was from 10.08.2016 to 13.09.2016 for 35 days. Due to major bailer modification for the first time, high quantum of work & other technical reasons the overhauling period is extended. Unit- 6 is expected to be back on bar by 05.10.2016.

2.2 ISTS/State Sector Transmission Elements

a) As per the NLDC outage procedure constituents to furnish the outage proposals for subsequent month by 3

rd of current month which would be posted on SRPC website by 5

th of

current month. The outage proposals shall be furnished in the specified format in Excel format through E-mail to the following address.

b) Non-availing the OCC approved shut downs

In earlier OCC Meetings SRPC/SRLDC had stated that in spite of huge efforts being put into finalizing the shutdown approvals, non-availing of the same (greater than 50%) was a matter of grim concern. Power purchase by the states was also being planned based on these approved outages and any changes affect their LGB and in some cases ATC/TTC was also getting affected. It was agreed that SRLDC would post the approved outages availed and non-availed by 3

rd of every month. Subsequently constituents should revert back with the

reasons for non-availing the shut down by 6th of every month.

c) In 120th OCCM, SRLDC had demonstrated the web based outage coordination system for

requisitioning the OCC approved outages on D-3 basis which is available at SRLDC website http://scheduling.srldc.org:8080/OCS/Account/Login.aspx. It was noted that the web based system is meant only OCC approved outages. All Utilities are requested to use the same

SLDCs and RTAMC to kindly monitor the D-3/5 outages and ensure that outages are

taken as per approved schedule.

d) SRPC/SRLDC pointed out that the few constituents/utilities were not furnishing outage requests as per specified time schedule and current month proposals for AMP works were also being furnished. All the utilities were requested to follow the procedure and the time lines.

e) All the utilities to furnish the details/deviations with respect to the Annual Outage plan schedule vs maintenance carried out on a monthly basis as this information is required for the Annual Outage Plan Deviation Report being submitted to CERC.

3 LGBR for upcoming five months

3.1 The following details to be furnished for discussion: Schedule of Hydro, Thermal Generation, RES, Purchases, anticipated consumption etc. Shortfall/Surplus, if any and how the same is proposed to be met. Arrangements to meet the Demand and Energy shortage for Oct’ 2016 to Feb’2017 Status review of Development of State of the Art load forecasting tools as per clause 5.4.2

of IEGC. Loss of Generation due to fuel shortage- Action plan for meeting their demand and short fall

by constituents. The coal shortage issue and sharing of coal availability as per the CERC order dated

23.07.2013. Load Generation Balance in real time. Status Review of ATC/TTC calculation by SLDCs.

4 Review of Power Supply Position /Inflows

Constituents/ Generators to furnish the reasons for deviation:

a) Actual with respect to anticipated (MW & MU) for availability and requirement. b) Generation variation category wise with respect to MoP targets/LGBR figures.

c) Inflows (MU) to major reservoirs: Actual w.r.t. 10 year moving average and w.r.t. same month last year.

d) Reasons for demand -supply gap and its variation The load shedding details in different heads along with the reasons needed to be

furnished. MoP/CEA specifically needed the reasons for load shedding like transmission constraints, distribution constraints, regulatory constraints viz the power purchase not allowed beyond an agreed cost or quantum, natural calamities, tripping of some of major transmission lines etc.

5 Issues for deliberation

5.1 Presentation by States on Operational Issues-OCC Template

5.1.1 In 123rd

OCCM it was noted that KSEBL, TANTRANSCO and KPCL had brought presentation/template and were appreciated for the efforts put by them to make the template and expected the same from APTRANSCO, TSTRANSCO and KPTCL in the next OCC Meeting. The following were also noted:

SRPC had suggested some additions/modifications for the Template and the Revised Template is at Annexure-5A . SLDCs were requested to prepare their presentations in the revised template which was also circulated in the OCC web group.

SRLDC had requested that states may kindly upload their presentation by 5th

of every month so that SRLDC can compare with their information/data which will help in better discussion/analysis of the issues.

5.2 Assessment and finalization of generation target.

5.2.1 CEA vide latter dated 28.09.2016(Annexure-5B) had informed that Assessment and finalization of generation

targets is the annual exercise of CEA which is going on for the year 2017-18. Since this exercise has been pre-poned by two months as per instructions of MoP the demand assessment and maintenance schedule of each generating units for the year 2017-18 has to be assessed on the basis of actual demand and Actual machine position of generating stations up to September 2016.

5.2.2 It is requested by CEA to RPC to arrange data from all the state Load Dispatch Centre of region in regard to energy requirement and the Demand growth of respective States before monthly OCC Meeting to be held in October 2016. It is requested to kindly make the agenda point in regard to State-wise energy requirement for 2016-17 and growth with respect to 2016-17 for October OCC Meeting. It is informed that representative from OPM division of CEA will also attend the meeting and will discuss the growth rate of individual State / Sector in that Meeting and requested that a slot of half to one an hour may kindly be kept for this Agenda point. The format for furnishing the information is at Annexure-5B-1

5.3 Sustained low scheduling below Technical minimum 70% for NTPC Ramagundam on 16.09.2016.

5.3.1 NTPC vide letter dated 16.09.2016 (Annexure-5C) has informed that NTPC – Ramagunadam is scheduled up

to 60 % MCR (1184 MW for Ramagundam Unit 1 to 6 and 284 MW for Ramagundam Unit 7) against 70% Technical Minimum (1380 MW for Ramagunadam Unit 1 to 6 and 330 MW for Ramagunadam Unit 7) for the first time on 16

th September 2016 early hours onwards. NTPC requested that the above scheduling up to 60%

may kindly be reviewed and also requested for SRLDC’s kind support in ensuring technical minimum limit of 70% MCR for NTPC- Ramagundam Units.

5.3.2 The following were submitted in this regard:

Amendment of IEGC Regulation notifying technical minimum limit of 55% and along with compensation guidelines covering deterioration of Station Heat rate and APC has not yet come into effect. Amendment along with the procedure being prepared by NLDC would come into effect from the date to be notified by Hon’ble Commission.

NTPC have not yet technically geared up fully to operate their machine at lower than 70% loads. Also NTPC is facing few technical problems at lower loads, like increasing TG shaft vibrations in Unit-3 at low loads, etc. (Unit-3 problem will be resolved in ensuring Unit Overhaul during November – December 2016).

In all the blocks, where the SG was less than 70% NTPC has run their machines at lower possible

loads without endangering stability of Units (Oil support was also resorted in some of the Units). Ramagundam has always supported the Grid by following SRLDC instructions.

5.4 Restriction of Technical Minimum of NLC Stations to 60% of Rated Capacity & Application of

Congestion Charges.

5.4.1 NLC TS II vide letter dated 16.09.2016(Annexure-5D) has informed that the technical minimum of NLC stations is suddenly revised from 70% to 60% from 00:00hrs on 16.09.2016 by SRLDC as per the instructions given by NLDC without properly appraising the situation to Control Room Shift Engineers of Thermal Power Station. The Shift Engineers Communicated the difficulties in reducing the station load below 70% to SRLDC and was not able to reduce the generation to match with the schedule issued by SRLDC.

5.4.2 NLDC also issued the Congestion message (Warning notice, Application notice & Withdrawal notice) for reducing the Generation in Southern Region. TS-II was struggling hard for maintaining generation at 70% and reducing the Technical minimum to 60% and simultaneous issuing congestion notice for reducing the generation force us for performing the impossible task.

5.4.3 NLC requested that treating the above situation as special case and appreciating the difficulties encountered by TPS-II (Stage-I & Stage II), congestion charges may kindly be waived for the above period.

5.5 Workshop on Automatic Generation Control (AGC) & Ancillary Services Feedback sessions –

Nominations.

5.5.1 Indian electricity grid has been growing tremendously with addition of new generating stations including thermal, Solar and Wind. Presently with an installed capacity of 304761 MW, the peak all India Electricity demand has touched 158 GW. With the rapid addition of Renewable Energy up to a Target of 175GW by 2022, real time operation of the grid in a secure and reliable manner is becoming a challenging task. The Automatic Generation Control (AGC) and utilization of reserves would help the operator in economical and stable operation of Indian Grid.

5.5.2 SRLDC vide letter dated 14.09.2016(Annexure-5E) had informed that as agreed during the recently concluded SRPC Meeting, one day workshop is being organized by SRLDC and NLDC with an objective to familiarize constituents and operators (SLDCs) about the technically of AGC mechanism and the need for implementing AGC. The workshop is scheduled on 3

rd October 2016 at SRLDC Auditorium. During the

forenoon session experts from industry and NLDC would be addressing issues on the topic. The opportunity is also being utilized by keeping feedback session/Suggestions in the afternoon Session for the Stakeholders on recently launched Ancillary Services for improvisations.

5.5.3 SRLDC requested overwhelming participation from all the concerned for the workshop to be held on 03.10.2016 at SRLDC.

5.6 Installation of 2 x 125 MVAR bus reactors at 400kV KGS Switchyard.

5.6.1 NPCIL vide letter dated 26.09.2016(Annexure-5F) had informed the following :

As recommended in the SRPC Forum, NPCIL has carried out the feasibility studies for installation of 2 x 125 MVAR Bus reactors at Kaiga 400 kV Switchyard in the existing Switchyardand and had found that space is available for installation of one more 125 MVAR reactor adjacent to the existing 63 MVAR bus reactor commissioned in the year 2012.

Kaiga – 3&4 had already sent a request to the designers for detailed engineering and preparation of the tender document for additional 125 MVAR bus reactors. This work is expected to be completed by December 2016.

Replacement of the existing 63 MVAR bus reactor with 125 MVAR reactors is planned after commissioning of the first 125 MVAR reactors. The 63 MVAR reactor is giving about 4 kV Voltage relief at Kaiga and its removal for simultaneous commissioning of both the 125 MVAR reactors is not desirable.

The project of installation of the 63 MVAR bus reactors at Kaiga was executed by POWERGRID based on the MoU signed with NPCIL In order to complete the project of supply and installation of 2 x 125 MVAR reactors at Kaiga expeditiously. NPCIL is willing to consider getting this work done on cost plus basis through POWERGRID.

5.6.2 NPCIL had requested that this may be kindly be taken up as an agenda point in the next SRPC Meeting.

5.7 LTA granted by CTU to ESCOMs of Karnataka and PGCIL.

5.7.1 CERC had issued Order dated 30th June 2016 in respect of Petition No. 10/SM/2014 in matter of Non-

Compliance of Regulation 8 (6) Central Electricity Regulatory Commission (Sharing of Inter State Transmission Charges and losses) Regulations, 2010. As per Para 41 of this order, Hon’ble CERC had directed that the LTA granted by CTU to ESCOMS of Karnataka and PSPCL shall be deemed to be operationalized w.e.f. 1

st July 2011, when 400 kV Hassan –Mysore DC transmission line was put into

commercial operation. SRPC vide latter dated 07.09.2016 (Annexure-5G) had requested Powergrid/NLDC that necessary action to implement the above CERC order by operationalising LTA may kindly be taken. Further, the implemented LTA needs to be considered for arriving the slab rates for future quarters, under POC regime.

5.8 Scheduling of infirm injection of KKNPP Unit 2

In 123rd

OCCM, all the states had agreed for the scheduling of KKNPP Unit II infirm power injection in real time. The exact date would be communicated by SRLDC. The scheduling of infirm power would be informed to Hon’ble CERC.

5.9 Daily Load Forecasting by SLDCs/RLDCS/NLDC

5.9.1 SRLDC vide letter dated 04.07.2016 had enclosed a copy of letter dated 28.06.2016 received from NLDC/POSOCO highlighting that load forecasting in different time horizons (daily/weekly/monthly/yearly basis) is an important input and a mandatory requirement for the entire scheduling process and reliable operation of the power system. As per Section 5.3 of IEGC demand estimation responsibility of SLDC/RLDC/NLDC is clearly identified. Details of action required to be taken by SLDCs/RLDCs/NLDC were given.

5.9.2 In earlier meetings, the following were noted:

GM, SRLDC had suggested in the last OCC meeting and 29th

TCC Meeting that for proper demand side management, accurate forecasting is a must and professional agency was required to be entrusted the activity. It had been noted that a Group at SRLDC could be formed to work on it will help in forecasting of the states. SLDCs were requested to furnish the required information in the prescribed format. SRPC requested SRLDC to update on the action taken in this regard.

MS, SRPC had stated that in the 29th

th August 2016, the

load forecasting issue was deliberated and CEA had informed that they could carry out the exercise as a part of separate project, provided data and concurrence for the same is furnished by the states.

5.9.3 Subsequently, MS, SRPC vide letter dated 23.09.2016 had taken up the issue with CEA as per the deliberation in 29

th TCC Meeting held on 26.08.2016 in this regard.

5.9.4 The mean absolute error (forecast Vs actual demand) during the month of September 2016(till 25th

) is at

Annexure 5H.

5.10 Frequent tripping of Vallur-NCTPS lines

In 123rd

OCCM, TANTRANSCO had informed that the changing of insulators at 14 critical tower locations would be started from October 2016. TANTRANSCO was requested to replace the insulators for the complete stretch of the line. NTECL had informed that for gantry tower insulator replacement, PGCIL had offered them the insulators and as soon as they are received by NTECL installation works will be started.

5.11 Progress of NLC TS II – TS I Expansion re- conductoring works- end span work and isolator

replacement

In earlier meetings, SRLDC/SRPC had clarified that until unless the end portion is reconductored, the enhancement of capacity of the line would not be considered for any of the operational purposes and the very purpose of re-conductoring as per CERC directions was not achieved. In the 122

nd OCC Meeting, it was

noted that PGCIL SR-II will carry out the works during November /December 2016 taking 4 days shutdown of lines for which NLC had agreed.

Status update.

(Item No. 5(f) of enclosed SRLDC letter dated 27.09.2016). 5.12 Scheduling of NTPC Ramagundam Solar Power Plant(10 MW)

In the Special Meeting held on 17th

November 2015, scheduling by SRLDC of NTPC Ramgundam Solar was discussed. In the 123

rd OCC Meeting the following was noted:

NTPC had informed that APTRANSCO had agreed in principle for the proposal of NTPC of allocating full quota of 10 MW to Telangana and the progress would be informed of accordingly.

SRPC had pointed out that unallocated quota was linked with NTPC Ramagundam Solar and MoP would be required to be appraised if full quantum is taken by TS.

SRPC/SRLDC had requested NTPC to complete the works and not link the two issues.

5.13 Discussion on Scheduling on LVRT & other protection requirements & scheduling of Solar Parks

(Item No.4 (c) and 8(d) of enclosed SRLDC letter dated 27.09.2016). 5.14 Patrolling / Maintenance of critical lines and substations

In recent times insulator tracking has been observed in the Transmission lines and Substations located in the coastal and polluted areas. The format for furnishing the details of schedule / Patrolling and Maintenance carried out of the critical Transmission lines and Substations had been circulated. It was requested to furnish the necessary details in the specified format. It was noted that MEPL, SEPL, NTPC Simhadri (not in format), APTRANSCO, KSEBL & KPTCL had furnished the details.

5.15 Preparation for fog weather – Insulator tracking

(Item No. 5(g) of enclosed SRLDC letter dated 27.09.2016).

5.16 PSS Tuning of generators/Exemption for PSS tuning in generators of capacity above 50 MW-KSEBL

5.16.1 3rd

Meeting to review the status of PSS tuning of the generators was convened on 28th

June 2016. PSS study committee had analyzed the SRT reports furnished by the generators. Minutes of the Meeting are available at SRPC website. All the generators to follow the action plan finalized in the 3

rd PSS meeting. PSS

study group had analyzed the SRT reports furnished and recommendations had been finalized. The Step Response Test Reports in the specified formats to be submitted in soft form to SRLDC ([email protected])/SRPC / CTU ([email protected]) / SRPC (seoprnsrpc- [email protected]; [email protected]).

5.16.2 KSEB vide letter dated 26.09.2016 (Annexure-5I ) the following points were noted regarding the provision for

PSS Tuning.

As per Central electricity Authority (Technical standards for connectivity to the grid) Regulation 2007, Part II – Grid Connectivity Standards applicable to the generating units, PSS is required for generators of capacity 100MW or above only, both for existing / new units. Also for old hydro units above 100 MW, PSS need be provided only at the time of Renovation and Modernization.

Considering all the above, PSS tuning is mandatory for hydro units of 100 MW and above. So as far as KSEBL is concerned the PSS tuning is mandatory for Idukki Generators only and that too only

after its renovation and Modernization.

Regarding Idukki HEP, PSS will be incorporated in the Stage I Units(units 1,2 & 3) as a part of the proposed R & M program. Letter of acceptance for the R & M of Unit 1,2 and 3 of Idukki HEP has been issued during August 2016 and the work is scheduled to be completed in 42 months. These units may be permitted to operate without PSS Tuning till the completion of R & M works. As oer schedule R & M works may be completed by December 2020.

Stage II Units (units 4,5 and 6) were commissioned in 1985-86, 10 years after commissioning of Stage I units. PSS cards were in the drawn out condition from the commissioning day itself. At present service of OEM is also not available. Implementation of PSS in Unit 4,5 and 6 will be considered during the R & M of these units. These units may be permitted to operate without PSS Tuning till the completion of R & M works. R & M works of Units 4,5 & 6 will be carried out only after successful completion of R & M of units 1,2 & 3.

5.16.3 KPCL to submit the SRT reports of RSTPS Unit II which was carried out on 20.08.2016 to enable the study

group to analyze the performance.

5.17 Implementation of URTDSM (PMU) project in Southern Region

5.17.1 It was noted that the revised schedule for completion of the project was January 2017. A meeting was held with the participation of PGCIL, LD&C wing and M/s Alstom at SR II, Yelahanka, and Bangalore on

23.08.2016. The minutes of the Meeting are available at SRPC web site. In the meeting, PGCIL had confirmed that training would be provided to all constituents & SRLDC on PMUs & Control Centre HW / SW training on SAT procedure before commencement of SAT. It was also agreed that in addition to providing exhaustive SAT procedure, training etc., PGCIL (LD & C) representative would also witness the complete SAT in any one location (say at SRLDC) wherein all constituents of the region could participate and get trained. Subsequently, individual constituent can take-up SAT independently in their locations.

5.17.2 In123rd

OCC Meeting, SR II, PGCIL had informed that Training on PMUs was expected during November

2016.

5.18 Non reporting of various 110 kV SS data of Puducherry ED to Pondy SCC/SRLDC

5.18.1 ED, Puducherry vide letter dated 26.08.2016 had informed about the non reporting of various 110 kV SS data of Puducherry ED to Pondy SCC/SRLDC. PED requested that necessary instructions may be issued to the concerned to make the communication links with the SCC Pondy in order to establish the data communication and to ensure the grid compliance and load relief mechanism. Puducherry ED vide their letter dated 31.08.2016 had communicated the issue of non reporting of RTUs of ED, Puducherry located in Yanam and Karaikkal regions of Puducherry to the SLDC which is a long pending issue. PED had taken up the issue with PGCIL in view of the fact that Communication issues are to be sorted out by PGCIL SRTS II.

5.18.2 In 123rd

OCCM, SR II, PGCIL had assured that this issue would be sorted out before next OCC Meeting. Meanwhile SR II, PGCIL had requested APTRANSCO to look into their network regarding the extension of Yanam data to PED and revert back on the status.

5.19 Video Conferencing facility at SLDCs

Kudgi Project ie 765 kV D/C Narendra(New)-Madhugiri Transmission line may be made available at the

earliest. It is informed that the lines are completed in all respect and is ready for energisation. CEA has issued

“Approval for Energisation” certificate. Highlighting the relevant clauses 6.2.1 & 6.2.2 of Transmission Service

Agreement” on declaration of Element to have achieved COD it is informed by KTL that the line shall be

declared to achieve deemed COD seven days after the date this notice.

5.21 Reference from MNRE regarding compilation of data for meeting renewable energy Targets of 175 GW

by 2020

5.21.1 MNRE/ MoP /CEA vide letters dated 02.03.2016, 22.03.2016 and 29.03.2016 respectively had communicated regarding compilation of data for meeting renewable energy targets of 175 GW by 2020. The concerned State Utilities/Generating companies are requested to furnish the data suggested by MNRE. SLDCs are also requested to coordinate and furnish the data for the generators in their control area.

that UVR trigger was recommended at MVAR drawal of 30% of ICT capacity (92 MVAR) at HV side.

It appeared that MVAR drawal was being measured at LV side and required to be changed to HV

side of ICT.

OCCM, KPTCL had informed that BESCOM approval was not received for UVR

implementation at Somanahalli and feeder identification was pending at Hoody & Nelamangala.

Director (Tech), KPTCL had requested the concerned to take all the actions to implement the UV

relays in operation before next SRPC Meeting. SLDC had communicated regarding feeder

identification to the concerned wing and the BESCOM Management had been apprised. if BESCOM

are not coming forward with identified feeders, SLDC would move ahead with their proposal. MS,

SRPC had recalled that in the last TCC/SRPC Meeting Director(T), KPTCL had committed that UV

Relays at the recommended locations (Somanahalli, Hoody, Nelamangala & Bidadi) would be made

operational within three months and requested KPTCL to initiate the action at the earliest to avoid

any further delay.

TANTRANSCO: To be implemented at Udumalpet, Salem & Hosur

UVR St-I had been implemented at Udumalpet. It was noted that UVR St-I at Udumalpet is set at 5

minutes which is to be changed to 10 minutes as recommended. St-II at Udumalpet was yet to be

implemented. TANTRANSCO had informed that feeders have been identified for UV Relay

implementation at Hosur & Salem and were furnished to P & C wing of TANTRANSCO. MS, SRPC

had stated that UV Relays Stage II to be implemented at Udumalpaet as committed in Higher Forum

of SRPC at the earliest. SRLDC had informed that if by December 2016 TANTRANSCO failed to

implement the UV Relays and voltage profiles were not improved ATC/TTC curtailment would be

imposed accordingly.

f) MVAR Interchange/MVAR capability testing

Nodal Officers may kindly ensure that the data reaches SRLDC/SRPC in time (by fourth of every

month) so that SRLDC can correlate it with SCADA data and analysis could be done facilitating actions

for further improvement. It was also requested that if any data visibility problems were being faced

needed to be addressed properly.

them which was agreed by Kaiga GS.

g) Tap optimization of ICTs in SR/submission of real time data

SRLDC had taken up ICT Tap optimizations studies periodically and suggest tap change action at 765/400 kV and 400/230-220 kV SS. However the optimization is effective only if it is done upto sub transmission level. To expand optimization study to this level SRLDC had requested 230/110 kV, 220/110 kV, 220/66 kV, 210/130 kV transformer technical data and voltage data from SCADA for peak and off peak scenario. SRLDC had furnished the revised format vide letter dated 19.05.2016 in line with the decision taken in the 119

th OCC Meeting.

Planning:

All States to carry out reactive power planning not only at transmission level but also at distribution

level and prepare schemes to maintain voltage profile as per relevant Regulations / Standards.

NPC had agreed that states should adopt a proactive approach in the matter of reactive power

planning, and that the provisions regarding reactive power planning similar to those mandated in the

IEGC for the CTU should be included in the respective State Grid codes. It was decided that RPCs

would follow up the matter further with the states.

NPC Meeting it was emphasized that on ISTS side CTU was required to study the Reactive

requirement and STUs at State level.

8 Network Protection/Security issues

8.1 U/F & df/dt Relays Schemes

8.1.1 Implementation of SRPC recommended quantum

It was noted that all the States had implemented AUFR and df/dt schemes fully. In accordance with clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all constituents shall submit a detailed report of operation of AUFR at different frequencies to SRLDC and SRPC on daily basis. It was noted that only KSEBL and PED were submitting the daily report regarding operation of relays.

8.1.2 SCADA mapping of feeders of AUFR & df/dt schemes

As per CERC vide Order dated 27.11.2015 on Petition No. 60/MP/2014, SRPC vide letter dated 29.01.2016 had submitted the status report duly certified by SRLDC and SRPC w.r.t implementation of SCADA mapping of all the constituents to Hon’ble CERC. SCADA mapping confirmation report of KSEBL had also been submitted to Hon’ble CERC. KPTCL, KSEBL and PED had achieved 100% SCADA mapping.

The status is as follows:

furnished to SRPC/SRLDC.

8.1.3 Load relief Realization through AUFR and df/dt schemes.

8.1.3.1 SRLDC vide letter dated 22.09.2018 had reported the performance of AUFR and df/dt protection scheme for the period 01.09.2016 to 15.09.2016. SRPC vide letter dated 27.09.2016 (Annexure-8A) had enclosed

SRLDC letter to all the concerned. It was requested that the matter may kindly be arranged to be examined urgently and remedial action arranged so that the available relief is in line with the declared relief.

8.1.3.2 In the 123rd

OCC Meeting it was observed that the AUFR performance was not furnished by SRLDC during July 2016. SRLDC vide letter dated 28.09.2016 had reported the performance of AUFR and df/dt protection scheme for the period 16.07.2016 to 31.07.2016. SRPC vide letter dated 28.09.2016 (Annexure-8B) had enclosed SRLDC letter to all the concerned. It was requested that the matter may kindly be arranged to be examined urgently and remedial action arranged so that the available relief is in line with the declared relief.

8.1.3.3 In 123rd

OCCM, KPTCL had informed that in order to obtain more relief realization from df/dt relays, 230 MW of additional feeders had been identified and 109 MW of feeders in Mysore zone were connected but SCADA mapping was yet to be done.

8.2 Special Protection Systems

8.2.1 Implementation of additional loads for KKNPP SPS/Finalized SPS logic for KKNPP Unit II SPS and

measures/actions to be taken by States and PGCIL/NPCIL

It was noted that mock test has been carried out on 09.09.2016. It was noted that except at Somanahalli Station of KPTCL all the stations identified had received the signal. PGCIL/KPTCL/SRLDC to resolve the issues at Somanahalli.

8.2.2 SPS Maintenance Protocol

maintenance protocol. It was noted the issue was deliberated in 29th TCC Meeting held on 26.08.206 and

PGCIL would be taking up with the works. Status update.

8.2.3 System Protection using Optimization Technique (SPOT)- SRLDC proposal

8.2.3.1 In the 122nd

Meeting, SRLDC had proposed to make a group of feeders which would be dedicated for tripping of various SPS operations in rotational manner in order to avoid repeated tripping of the same feeders connected under one SPS in the present scheme of arrangement. These dedicated feeders with designated quantum of loads would be tripped rotationally as per the required quantum of loads to be tripped set for different SPSs. Requirement of SPS loads could be reduced / optimized. OCC had felt that SRLDC could come up with draft scheme in the next OCC and the same would be deliberated in detail.

8.2.3.2 In 123rd

OCCM, The following were highlighted:

System Protection using Optimization Technique (SPOT) Engine is the centralized load optimization

engine, which runs by taking the inputs such as State wise quantum of loads to be tripped, Latest

tripping status of each feeder (so that the same feeder will not be tripped again continuously),

SCADA data (Actual load available on the feeders) and designated Load quantum (used in case of

non-availability of data from SCADA). The SPOT Engine will be interfaced with DTPCs for

transmitting the trip signals to loads.

8.2.3.3 SRPC had suggested that a Committee can be formed with representation of one officer from each utility under the Chairmanship of Shri Mohd. Mahamood, DGM, SR II, PGCIL. M/s Alstom/ABB/Siemens may also be involved for their perspective. It was felt that the funding will not be an issue once it is finalized. The views of all the stake holders for this proposed scheme are invited.

The SPS Operations if any, during the month of September 2016 to be furnished by SRLDC.

8.3 Status Review of Automatic Demand Management System

All constituents had confirmed about the implementation and enabling of ADMS in their respective system. SRLDC vide letter dated 04

implementation by SR constituents along with demonstration dates. It was noted that the issue of changing the frequency setting to 49.9 Hz from 49.8 Hz was discussed in the 29

8.4 Grouping of loads (IEGC clause 5.4.2 (e))

As per IEGC, to maintain the frequency within stipulated band and also to ensure network security, the interruptible loads were to be arranged in four groups of loads, This was for the purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding, loads to be shed through UF relays, df/dt relays and loads to be shed under any SPS scheme. These loads are to be grouped in such a manner that there is no overlapping between different groups of loads.

8.5 Tripping Details/Reports

In various forums SRLDC had raised concern that it was not getting tripping information/data within 24 hrs as per IEGC/CEA regulations and sometimes the information from both the ends was not being received. Also at times, tripping details only were being received without DR& EL details. SRLDC was unable to analyze events on account of non-receipt of details of tripping in a timely manner. SRLDC had stated that all tripping details should be uploaded on the SRLDC web portal. Para 29 of Hon’ble CERC Order dated 20.02.2014 in respect of Petition No.146/MP/2013 was brought to attention of the OCC. Non furnishing of timely tripping details would be treated as non-compliance. Procedure for timely furnishing information was needed to be streamlined by the utilities.

8.6 Declaration of availability and healthiness of various protection / defense mechanism

SRLDC stated that the healthiness certification was not being received in timely manner from all the

constituents.

8.7 LVRT Implementation

8.7.1 Hon’ble CERC has passed Order in respect of Petition No. 420/MP/2014 on 05.01.2016. The Order directs a number of actionable points by various utilities for compliance of LVRT, CEA & CERC Regulations etc. Three Special Meeting were conducted at SRPC Bangalore on 05.02.2016, 18.04.2016 & 05.07.2016 (Meeting minutes are available at SRPC website).

Preparation of quarterly reports by SLDCs

quarters (Jan-March 2016 & April-June 2016) would be furnished by 15.09.2016. AP, TS and KSEBL had furnished the Quarterly reports but the reports did not cover the details envisage in Hon’ble CERC Order. SRPC vide letter dated 28.09.2016 (Annexure- 8C) had communicated the details to be covered in QRs.

Data Acquisition System/ Real Time Data Availability of SCADA system as envisaged in the IEGC

Out of 1100 MW renewable generators, about 900 MW (>80%) is integrated to SLDC. The balance quantum was not compatible for SCADA mapping as they were commissioned before 2012. New generators are being directed to commission the feature for mapping.

98.7 MW of wind capacity was integrated to SCADA. 350 MW of solar capacity (EHT level) out of 693 MW of solar installed capacity had been integrated to SCADA. Balance 343 MW of solar capacity which is connected at 33 kV level and below was yet to be integrated to SCADA and it was being pursued with the RE developers.

KSEBL was requested to ensure the SCADA availability of RE at the SLDC.

Regarding 840 meters which would be connected on the dedicated renewable feeders at 22 kV and 11 kV (through MPLS), the meters had been installed but modems were yet to be commissioned and the scheme would be completed by December 2016. It was also informed that tendering was under progress for AMR energy meter scheme for around 11,000 meters (3,000 meters already existing) and the scheme would be in place before next wind season.

STU/SLDCs would communicate to the Wind Developers for setting the characteristics of LVRT feature and other provisions of CEA Regulations within end of July 2016.

They would take up the issue with Wind Developers in the meeting schedule for 17.08.2016.

They had communicated to the Wind Developers However, there was no response from the Wind Developers.

STUs/SLDCs to approach SERCs on various issues

To make suitable provisions in their regulations and through orders to ensure that solar/wind

generators provide real time data to SLDCs as per the provisions of Grid Code. SLDCs to

ensure availability of data in respect of real time data from their Data Acquisition Systems of

solar/wind generators in SCADA systems to respective RLDCs as per the provisions of the Grid

Code.

To issue appropriate regulations/orders to align with the provisions of the Grid Code in respect of

forecasting and scheduling for intra-State solar/wind generators and demand estimation by

SLDCs.

CTU and STUs to make provisions in this regard in their Connection Agreements to ensure that

wind energy generators comply with the provisions of CEA Technical Standards for Connectivity

Regulations for grid connectivity before granting connectivity to the grid.

STUs had agreed to take up the issue with SERC for the above requirements.

Wind Developers had been requested to take up with SERCs to consider allowing the cost of

retrofitting WTGs with LVRT under the provision of 'Change in Law' in the respective PPAs.

STUs were requested to coordinate with wind developers and ensure the issue is appraised to

SERC.

8.7.3 SRPC/SRLDC expressed serious concern that Hon’ble CERC had issued Order in the month of Jan’2016

but there was no tangible progress observed in this regard even after three review meetings.

8.8 Formulation of plan for procurement and Placement of Emergency Restoration System (ERS) in the

country

As per ERS requirement outlined in MoP letter dated 05.12.2014 status update on ERS is given below:

9 SCADA & COMMUNICATION ISSUES

9.1 It was noted that SCADA & Communications issues were being discussed in OCC Meeting on monthly

basis and also in Special Meetings.

9.2 A Special Meeting was held on 23.08.2016 to deliberate on pending SCADA/Communication issues.

9.3 KPTCL had informed that SEMs at Hoody and Nelamangala had been changed. PMU works at Guttur

were under progress.

Issue Action Plan

1 ICCP link between KPTCL Main & Backup SRLDC

It was agreed to call for a meeting between KPTCL, ABB, SRLDC & ALSTOM within a week with joint co-ordination of SRLDC & KPTCL. Meeting yet to be called.

2 Reporting of Status point of Gazuwaka (Isolators not reporting)

SRLDC had acknowledged the receipt of the same and they would revert back on verification / validation at SRLDC end. In the meeting, SRLDC confirmed not reporting.

3 Data discrepancies between site & SCADA values

All faulty data points involved in computation of real time grid drawl of constituents need to be attended immediately and resolved within a week by effective co-ordination of SR – I, SR – II and SRLDC by taking this assignment with exclusive focus. Other points of discrepancies will be resolved in subsequent weeks but within a month.

4 Updation of Scheduled share/Difference in deviation

SRLDC to look into the matter on updation of scheduled share. On difference in deviation, SRLDC had informed that scheme of SCADA w.r.t. SEM point connectivity had already started for AP and the same would be taken up for all the constituents. They were ready for a joint verification on interchange values with standard Power Quality Analyzers.

5 Replacement of Transducer at NTPC Ramagundam

NTPC had confirmed that that the procurement action for programmable transducer procurement is under process and the material receipt expected in a month. Accordingly the RTU replacement work will be completed within a month.

6 Providing additional RTU at NTPC Talcher

PO had been placed with M/s Alstom and the same will be completed in one and half months.

7 Establishing Standby data channel from NPCIL Kaiga

PGCIL confirmed that the link will be provided within a week.

8 Frequent interruption of communication link between KSEBL back-up SLDC & SRLDC back-up control centre

KSEBL informed that some improvement was observed. SDH equipment issues were still persisting and this issue needed to be addressed properly. KSEBL requested that M/s Tejas should take up the issue seriously. PGCIL had agreed to look in to the matter and resolve on priority.

9 Non-availability/ Continuous interruption of DCPC communication:Madurai/Puducherry/Salem

PGCIL to analyze the reasons for link outages on the given dates and will furnish the details within a week. In the meeting, PGCIL informed that they had examined at their end and problem was identified.

10 RLDC Certification for filing CERC tariff petition for ULDC assets (OPGW communication links)

PGCIL to present a procedure for certification of communication links and related assets in forthcoming OCC, where it will be deliberated and approved. PGCIL was requested to present the procedure in next OCCM.

11 OPGW stringing on balance portion of KPTCL lines

The issue has been deliberated in the 30th

SRPC Meeting held on 26.08.2016. MS, SRPC informed that MD, KPTCL had personally invited PGCIL to discuss on the issue. He requested PGCIL to visit MD, KPTCL at the earliest and it was agreed. PGCIL vide their letter dated 30.08.2016 had furnished the nodal officers names for coordinating this issue and requested to nominate the Nodal Officer from KPTCL for close coordination and smooth and early completion of the project.

9.4 SRLDC had invited attention of the forum that CERC had brought out Order on Suo moto Petition 007/SM/2014 dated 29.01.2016 regarding SCADA. It was directed by Hon’ble CERC that NLDC and respective RLDC are directed to update the status of telemetry every month at their website and persistent non availability of data from the generating stations/substations be taken up in RPC meeting for appropriate direction and action. Also NLDC is directed to submit user wise latest telemetry by 31.08.2016. SRLDC informed that they have started posting this information from February 2016 on their website.

9.5 Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission

Hon’ble Commission vide order dated 19.12.2013 on Suo-moto petition No. 56/SM/2013 had directed all the utilities to provide the required telemetry within six months of this order.

It was requested that MAPS, KGS & KKNPP may please furnish the compliance status of pending SCADA inputs the earliest. Details in this regard were available on SRLDC web site.

KKNPP representative had informed that out of 13 pending points only 2 points are pending w.r.t GT tap position. Re -tendering is going on and it will take 5 more months to complete the works.

9.5.1 In the special meeting held on 19.05.2016 with NPCIL/BHAVINI, the flowing were noted wrt OLTC

telemetry points:

SRLDC had pointed out that other generators in SR (Ramagundam and NLC) were extending the

status points of the off-load tap changers with the use of additional arrangement. MAPS and KGS

were therefore suggested to get in touch with Ramagundam/NLC and explore the possibility of

extending the OLTC points at the earliest.

KGS, MAPS and KKNPP would resolve SCADA reporting issues with SRLDC.

10 PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START PROCEDURE

10.1 Physical and Cyber Security

Status update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished every quarter. Information regarding Cyber Security was to be furnished to Chief Engineer, DPD, CEA, Sewa Bhavan, and New Delhi-110066. Report on Physical Security, other Mock Drills for CMP, Mock Drill for Black Start Restoration was to be furnished Chief Engineer, DMLF, CEA, Sewa Bhavan, and New Delhi-110066. A copy of the reports was to be sent to SRPC Secretariat ([email protected] and [email protected]). Information required by CEA (vide letter dated 26.11.2013) regarding Security of power installations was to be furnished to CEA.

10.2 Black Start Procedure

10.2.1 In earlier OCC Meetings, SRPC/SRLDC had expressed concern that black start mock test procedure is not being followed properly, mock exercise by point to point method is not carried out by all and schedules are also not being furnished. All the concerned entities were requested that BSRP Mock test completed out during 1

st half i.e January 2016 to June 2016 and schedule for second half be submitted at the earliest.

10.2.2 SRLDC pointed out that BSRP mock test reports were being furnished in different formats by constituents and requested to furnish the in the specified format.

10.2.3.1 Conducting mock drill exercise from RTPS to Jurala, Nagjheri to BTPS and Kaiga NPP.

10.2.3.2 Feed back on MVAR Capability testing/BSRP mock exercise conducted during September 2016.

10.2.4 Planning of Black Start Mock drill of Nuclear Power Plants

10.2.4.1 In the special meeting held on 19.05.2016, it was agreed that the Black Start Restoration Procedure Mock Exercise for Nuclear Power Plants would be co-ordinated on the days of Bus Shutdown / maintenance program. The station will take care of necessary resources required for such Mock Exercise and co-ordinate effectively. In this regard, it was agreed to have a plant level meeting with SRLDC and develop an internal procedure for detailing sequence of operations required at plant level in a similar manner as done for NTPC, Ramagundam etc.

10.2.4.2 In the Meeting 123rd

OCC Meeting KGS had informed that they were planning the Mock test when units are shut down with bus shut down. The procedure was under preparation.

10.3 Priority for Railways/Metros in the matter of Restoration of Supply

10.3.1 The following were noted earlier:

KPTCL: to expedite on the actionable points of KPTCL/BMRCL which were finalized in the Special Meeting.

KSEBL: Vide letter dated 06.06.2016 had furnished the operating procedure for extending supply of power to Kochi Metro.

TANTRANSCO/Southern Railway: The follow up of actionable points finalized in the special meeting in respect of Chennai Metro may be expedited by like redundancy at 220 KV level and commissioning of one more substation etc.

TSTRANSCO: was requested to take proactive action in respect of Hyderabad Metro.

11 RGMO

11.1 RGMO response had been deliberated in various Special/OCC/TCC/SRPC meetings. Inadequate response was an area of serious concern and there was no noticeable improvement.

11.2 In earlier OCC Meetings, the following had been noted:

In case RGMO is taken out of service for any reason, generating station must intimate SRLDC with

the reasons.

SRLDC/SRPC had pointed out that all SLDCs were to ensure that all the new units have RGMO,

communication links, Main & Standby data channel and SCADA facility in place before declaration of

COD.

SRLDC had expressed concern regarding the RGMO response of the generators in the region which

was in the range of only about 20-40 % of the expected relief of the capacity on bars.

SLDCs were requested to analyze the RGMO instances posted by SRLDC for the generators in their

control area and take up action as per 84/MP/2015. Inadequate Response to be taken up with SERC

(Petition No.302/MP/2013). Action on recommendations finalized in the Special Meetings needed to

be taken by generators/states. All generators were kindly requested to take all steps to ensure

intended RGMO/FGMO response.

As per the order in RGMO Petition No. 302/MP/2013, the units (including state embedded) shall not

be scheduled beyond their ex-bus generation corresponding to 100% of their installed capacity.

11.3 RGMO implementation/ Extension of RGMO status point to SLDC

11.3.1 The following had been noted in earlier Meetings wrt status point extension-pending:

APTRANSCO: Machkund (RTU problem) was yet to extend. TSTRANSCO: Status point of Hydro units were yet to extend. TANTRANSCO: Hydro stations to be extended. KPCL: All the status points of thermal units (except Raichur Unit IV) had been extended to SLDC.

Almathy, Kadra & Gerusoppa HEP status points were made available but yet to be configured to SLDC.KPTCL had informed that RTPS status points were not visible. KPTCL and KPCL were requested to ensure in this regard.

JSWEL: Yet to be extended to Kar SLDC.

11.3.2 In the 123rd

OCC Meeting the following were noted:

SRPC had requested TANTRANSCO, as an SLDC, to take up with NCTPS/TTPS and instruct them to look into the matter regarding non response seriously and revert back on the same.

TPCIL had informed that the logic change as recommended had been carried out in Unit I and the same will be carried out in Unit II during the next Annual Shutdown.

CEPL had informed that for RGMO fine tuning had been carried out for both the units and the performance would be observed during the next RGMO instance.

It was noted that the FGMO/RGMO response was not being circulated in the RGMO web group by SRLDC and SRLDC was requested to upload in the group for validation by generators/SLDCs.

11.4 Restricting Schedules of ISGS stations for RGMO performance:

11.4.1 In the Meeting, it was noted that SRLDC has been restricting schedule of ISGS units to normative value (ex-bus generation) corresponding to 100 % of Installed Capacity. It was informed by SRLDC that this measure was in order to ensure RGMO performance in accordance with CERC Order in respect of Petition No. 302/MP/2013. It is observed that schedule of the ISGS units was not restricted to normative DC. Higher schedule was due to RRAS up given to the ISGS. This is against the stated view of SRLDC.

11.4.2 SRPC vide letter dated 07.09.2016 had taken up this issue of scheduling the units higher than presumed restricted value during RRAS up with NLDC and had requested that this matter may kindly be arranged to be examined. It is also not understood whether all other RLDCs are adopting the same scheduling practice for ISGS units for ensuring adequate RGMO response.

12 TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES

12.1 High loading on 400 kV Nellore PS- Nellore DC line/ Separate control area for Nellore PS complex

12.1.1 It was noted that this issue was deliberated in detail in the 29th

TCC and 30th

SRPC meetings held on 26th

and 27th

August 2016. CTU had informed that there were basically two issues high loading of Nellore- NPS

and high voltage at Nellore, in 34th

SCPSPSR it was noted that the interconnector was to be opened to

control the short circuit levels. With the temporary reconfiguration of Tumkur-Bidadi, around 550 MW of

power was flowing on Gooty-Tumkur lines. If required the interconnector could be closed by SRLDC in

critical conditions. The system would be N-1 compliant to evacuate power from the complex. If the

interconnector is opened other lines get loaded and voltage profile at Nellore also improves.

12.2 Loadability of ICTs and revisit of the associated protection settings to prevent cascaded tripping of

ICTs./high loading of transmission lines

12.2.1 Insufficient action in controlling the loading of ICTs leads to N-1 criteria violation in compliance of Regulation 3.1 f(8) of CEA(Grid Standards) Regulations 2010 and Regulation 3.5 a(i) of CERC Indian Electricity Grid Code Regulations 2010.

12.2.2 N-1 violation of Neelamangala, Vemagiri, Hoody, Somanahalli, Madurai, Trichy and Ramagundam ICTs.

12.2.3 SRLDC had requested all the constituents that whenever real time messages were issued to control over ICT loadings, constituents should be committed to take necessary steps/load shedding to curtail the overloading. SRLDC requested for urgent action to alleviate the loading of 400/220 kV ICTs. A long term solution of augmentation/load reconfiguration needed to be considered / implemented in view of grid security. Action Plan of constituents to restrict the loading to permissible limit may kindly be furnished to SRLDC and immediate action needs to be initiated.

12.3 Prolonged Outages

12.3.1 Status review of prolonged outage of grid elements in SR & Realistic Action plan for revival of the prolonged outage was awaited from some of the constituents. Monthly reports are required to be submitted to CERC.

12.3.2 The following was noted in the 123rd

OCC Meeting:

Ramagundam STPS ICT- II: ICT will be commissioned by the end of September 2016. Chittor ICT1: A note had been put up to Higher Management for shifting the ICT from RYTPP. Hoody ICT II (R-Phase-ALSTOM): Will be commissioned within one week.

July 2016 onwards. The Generator Stator winding one bar replaced and the capital

overhaul of turbine are carried out and the unit was taken into service on 10.09.2016.

12.3.4 All constituents were requested to convey the schedule of revival for the elements under prolonged outage to SRPC, which was to be reported to Hon’ble CERC on monthly basis. (CERC Order on petition no 146/MP/2013).

12.4 Closing of 220 kV Upper Sileru- Balimela line

Upper Sileru - Balimela line had been idle charged from 8th

January 2015 from Upper Sileru end.

12.5 Status of Hoody ICT: In the 123rd

KPTCL had informed that ICT will be commissioned within one week.

7 BHAVINI Lines In the Special Meeting held on 19.05.2016, BHAVINI had agreed to consider and implement the A/R scheme (could be time differentiated A/R). Necessary approval would be taken from their engineering/corporate. BHAVINI was suggested to implement the A/R scheme by June 2016.

12.7.1 Study report regarding parallel operation of 220 kV lines with the existing Inter-Regional lines between WR & SR received from NLDC is at Annexure 12 C.

12.8 Alternate Auxiliary Supply arrangement for Bhadravathi B2B HVDC

SRLDC had informed that as per Hon’ble CERC Order, 315 MVA ICT could not be used to meet the Aux Supply of HVDC B2B station. PGCIL was requested to revert back on the issue as reliable Aux Supply was required for Bhadravathi B2B HVDC.

12.9 Status review of actions taken by SEPL/MEPL in respect of Hon’ble CERC Order in IA Nos 34/2015 & 5/2016 in Petition No. 205/MP/2011

It was noted that since SEL/MEPL are not members of OCC, the issue could be taken up with them separately. If required, a special meeting would be called.

13 LGBR & OUTAGE PLANNING

13.1 Status Review on development of load forecasting tools by SLDCs as per IEGC Clause 5.4.2

13.1.1 The issue was noted for compliance by the states/SLDCs.

13.1.2 The following was noted from the Order dated 19.12.2013 on Petition No. 249/250/251/MP/2012

“We direct all STUs/SLDCs of the Northern Region, Southern Region and Eastern Region to forecast

their demand and make adequate arrangements to avoid dependence on Unscheduled Interchange for

meeting their demand or for injecting short term surplus power, irrespective of the frequency”

13.1.3 There was need for further involvement of DISCOMs for their 96 block load forecast and by state generators

of their 96 block generation forecast. SLDCs needed to play more proactive role in this regard.

13.2 Outage deviation report for the period April 2016 –September 2016 in respect of Generating

Units/Transmission Elements of Southern Region

Outage deviation report for the period April 2016-September 2016 in respect of Generating

Units/Transmission Elements of Southern Region need to be submitted by all the constituents which is to be

communicated to Hon’ble CERC.

13.3 Constituents/Generators are also requested to furnish the following Data/Information:

a. Minimum/Maximum Demand Ratio of Constituent States. Information and measures adopted may please be shared.

b. Forced/Planned outages of thermal units. c. Status of Srisailam/Kadamparai pumps mode operation. d. Installed Capacity in MW as on 30.09.2016 and additions to Installed Capacity in

September 2016.

in previous day by all the constituents in SR. p. Loss of generation due to coal shortage/technical problem needs to be furnished for

onward transmission to NLDC by 1000 hrs on daily basis.

q. Collection of data regarding Power Supply to Rural Areas

In the Meeting held at MoP on 09.04.2014 it had been decided to collect the data invariably from DISCOMs. It is requested that the data in this regard in the required format may please be arranged to be communicated to SRPC Secretariat at the

r. Reporting the Status of implementation of the recommendations of the Enquiry Committee

Preparation for meeting the revised environment norms as per Environment (Protection) Amendment Rules,2015 CEA vide letter dated 18.01.2016 had requested to furnish the details of preparedness and action plan in order to comply the revised water consumption and emission norms by the existing and new thermal units (to be installed from 01.012017 onwards) as per Environment (Protection) Amendment Rules, 2015 notified by Ministry of Environment, Forest & Climate Change (MOEF & CC) (Gazette Notification dated 07.12.2015). Vide letter dated 20.01.2016 SRPC had communicated to all concerned in this regard.
