The Forest Products Association of Canada (FPAC) is calling on the federal government to renew and replenish the highly successful Invest-ments in Forest Industry Transformation (IFIT) program to help the sec-tor further develop inno-vative breakthrough tech-nologies.

FPAC is asking for IFIT to receive an additional $500 million over the next six years, starting with a modest $25 million next year in recognition of the government’s tight fiscal situation, and then scaling up to $150 million for the final two years of the pro-gram. The Executive Vice-President of FPAC, Cath-erine Cobden, made the request recently during pre-budget consultations before the House of Com-mons Finance Committee.

“Our industry is grate-ful for the significant sup-port provided by the fed-eral government in recent

years to help our trans-formation,” says Cobden. “The sector has to do the heavy-lifting but we still need to partner with government to de-risk in-novation and help bring new technologies to the final stage of commercial readiness. IFIT is a prov-en strategic model for that partnership.”

IFIT was first created in 2010 to encourage innovation in the for-est sector by supporting first-of-kind commercial-scale demonstration and market applications. The $100 million program re-ceived 107 project appli-cations worth $2 billion. So far IFIT is supporting 15 technologies includ-ing: Alberta Pacific For-est Industries producing methanol from a pulp mill waste stream; Mil-lar Western building a unique bio-energy efflu-ent project and Tolko be-coming the first facility in North America to produce

both specialty- and com-modity-oriented strand board products from a single production line. In addition, IFIT is leverag-ing new investment in Ca-nadian industry in smaller communities when forest companies are the major employer.

“Under our Vi-sion2020, the forest in-dustry is aiming to pro-duce another $20 billion in economic activity from new products and mar-kets,” says Cobden. “A focused program such as IFIT is critical to help us develop innovative non-traditional products, cre-ate new jobs, especially in rural Canada and en-hance the sector’s eco-nomic viability.”

FPAC is also asking the government to ex-tend its support for for-est industry research and development through the eight university networks of the Forest Innovation by Research and Educa-tion (FIBRE) organization and to expand the eligi-bility criteria of Sustain-able Development Tech-nology Canada’s (SDTC) NextGen Biofuels Fund to cover other sectors of the bio-economy. b

KPI-JCI and Astec Mo-bile Screens has introduced a new high frequency screen designed for the industrial sands market, launched this year at the company’s National Dealer Conference held in Eugene, Ore.

The new high fre-quency screen for the in-dustrial sands market is a redesigned version of the original Vari-Vibe High Frequency Screen from KPI-JCI and Astec Mobile Screens. Engineered to be a versatile screen, the high frequency screen is designed to operate in numerous markets, in-cluding Fractionated Re-claimed Asphalt Pavement (FRAP), wood pelleting and now industrial sands.

Industrial sand refers to high-purity silica sand products with closely con-trolled sizing, according to Patrick Reaver, Product Manager for KPI-JCI and Astec Mobile Screens. A more precise product than common concrete and as-

phalt gravels, industrial sand requires state-of-the-art screening equipment. Industrial sand is used for a variety of products, from glass to chemical cleaners, to golf course bunkers and natural and synthetic ath-letic fields.

The new high frequen-cy screen for the industrial sand market is a 5’ wide x 12’ long screen specifical-ly designed for dry screen-ing fine materials in an efficient and cost-effective manner. It is fully sealed for dust, spillage and col-lection, and has a broader range of operating angle than a conventional high frequency screen, provid-ing greater application flexibility and higher ca-pacity for fine dry screen-ing.

Because industrial sand applications require a very tight band of in-spec material where purity is high and separations are very fine, the new high frequency screen was de-signed for maximum strat-

ification and increased probability of separation, Reaver said. The high frequency screen allows for very efficient cuts and separations of products, especially when the sepa-rations being made are fine.

While KPI-JCI and As-tec Mobile Screens’ High Frequency Screen is best known for traditional ag-gregate screening appli-cations, the company is continually seeking out new markets to position its products, Reaver said.

“While we as consum-ers often take these mate-rials and the products they provide for granted, sepa-rating specialty sands for these specific applications is no simple task,” Reaver said. “Producing such pre-cise materials requires ex-treme precision, both on the part of the producer as well as the equipment. We believe our redesigned high frequency screen for the industrial sands mar-ket is the key to a success-ful industrial sands opera-tion.”

The NEW Terex Finlay I-100RS direct drive 860mm x 860mm (34” x 34”) hori-zontal impact crusher with variable speed gives opera-tors unprecedented levels of fuel efficiency and pro-duction in both recycling and quarrying applications. The robust and proven Ter-ex chamber gives excellent reduction ratios and high consistency of product shape.

The machine features an on-board 2.44m x 1.2m (8’ x 4’) single deck

screen for sizing and re-circulating oversize ma-terial back to the crush-ing chamber. The sizing screen can be quickly detached for applica-tions that do not require resizing or recirculation of materials for further processing. The I-100RS features hydraulic folding of all conveyors provid-ing rapid set-up times and easy point to point moves when operating on mul-tiple sites.

The machine features

an advanced electronic control system that moni-tors and controls the speed of the rotor and regulates the heavy duty vibrating feeder (VGF) with integrat-ed pre-screen to maintain a consistent feed of material into the impact chamber for optimal crushing con-ditions. Material from the integrated pre-screen can be diverted to a stock pile via the optional by-pass conveyor, or it may join the crushed product on the main belt. The stan-dard hopper capacity of 2.3m³ (3.01yd³) places the machine at the forefront in this competitive market sector.

With tracked mobility this machine is capable of working in the most de-manding of environments and features a rapid set-up time.

The machine features a heavy duty chassis, with convenient access points and ladders to all service areas.

control unit, make on site mobility very easy.

A key additional benefit of the machine is the in-built hydraulic assist apron adjustment for the impact chamber.

ued, “Sandvik is seen as the premier crusher manu-facturer for the aggregates industry here, so when our customer required a hard wearing cost-effective solu-tion, he had little hesitation in choosing the Sandvik CH 430 & CH 440 cones we recommended.”

Stallion for Investment customers’ quarry possess-es a very hard 99% Silica rock, which due to its abra-sive nature, proved to be particularly hard wearing on the liners of the Sand-vik cones. Although per-formance was exceptional, and well within the param-eters established by the customer, providing pro-duction of over 150mtph, the liners were only lasting an average of twelve days of continuous fifteen hours daily operation. Thus a new solution was required: the Flexifeed mantle from Sandvik Construction. As Mr. Tarek Youssef explains the results; “On the CH440 the liners lasted a great deal longer, even though the Flexifeed is a heavier mantle with more material in it. Based on our advice the customer used to oper-ate their jaw and a cone at any given time so we were

able to switch between the CH430 and the CH440 whenever the liners wore down, thereby giving us time to change the liners of one cone while the other was operating, thereby pro-viding almost continuous production.”

The Sandvik-developed and patented Flexifeed mantle optimizes the crushing process, produc-ing a finer product and greater reduction through the crusher. This is ac-complished as the mantle is able to achieve a more efficient crushing operation due to the latest chamber design. Thus through the use of the Flexifeed mantle the crusher is able to ac-cept over-sized material in part of the chamber, whilst simultaneously reducing the chamber profile in the opposing part of the cham-ber, thereby permitting operation at a tighter set-ting. This results in a finer product being produced on a “first pass basis”, but also a superior shape which is essential when the equip-ment is set up to produce single-size products. Of Stallion’s customers’ use of Flexifeed mantle Mr. Tarek Youssef explains, “The dif-

The Confederation Line Light Rail Transit (LRT) project has been awarded the 2013 Gold Award for Transportation Innovation from the Canadian Coun-cil for Public-Private Part-nerships.

The award recognizes the innovative procure-ment model that was em-ployed by the City of Ot-tawa and Infrastructure Ontario and the resulting contract to design, build, finance and maintain the Confederation Line. The award was recently pre-sented at the 16th annual Canadian Council for Pub-lic-Private Partnerships’ (CCPPP) Awards for In-novation and Excellence in Public-Private Partner-ships gala in Toronto.

Nancy Schepers, the Deputy City Manager of Planning and Infrastruc-ture and Antonio Estrada,

CEO of Rideau Transit Group accepted the award on behalf of the City and Rideau Transit Group.

“Infrastructure Ontario has worked very closely with the City of Ottawa and Rideau Transit Group to ensure the Confedera-tion Line is both a testa-ment to innovation and the best value for our citi-zens,” said Glen Murray, Ontario’s Minister of In-frastructure and Minister of Transportation. “This award is a reflection of the Province of Ontario’s commitment to building world-class infrastructure that is accessible, afford-able and sustainable.”

“I am very proud of what we have achieved with the Confederation Line to date,” said Mayor Watson. “As the corner-stone of our future trans-portation network, it will benefit the City for gen-erations to come. I thank the Canadian Council for Public-Private Partner-ships for recognizing this accomplishment and con-gratulate all of the mem-bers of the project team at the City, Province, Federal Government and Rideau Transit Group.”

The Confederation Line is a $2.1 billion proj-ect that is jointly funded by the Government of Canada, the Province of Ontario and the City of Ottawa. The Government of Canada is contributing $600 million through the Building Canada Fund. The City of Ottawa will also allocate up to $161.5 million of its federal Gas Tax Fund transfers to this project. The Government of Ontario is contributing up to $600 million. In ad-dition, the City of Ottawa will allocate $287 million of Provincial Gas Tax rev-enues to the capital infra-structure. The remaining project budget funds will come from development charge revenues and tran-sit reserves.

This project is the first stage in Ottawa’s future rail network. The 12.5-ki-lometre electric light rail system replaces existing diesel powered buses, providing rapid transit be-tween Blair Station in the east and Tunney’s Pasture in the west. Natural gas explora-tion in Pictou County is getting underway, under strict regulations from the departments of Energy and Environment.

East Coast Energy Inc. has met all regulatory re-quirements, including per-mits to drill two test wells into the Foord coal seam at a depth of about 540 metres. The permits do not allow the use of hydraulic fracturing.

“East Coast Energy has all of the necessary permits in place to begin exploring for local and cleaner sourc-es of natural gas,” said Energy Minister Andrew Younger. “Drilling com-panies must follow a strict regulatory approval process that ensures any activity is done in a safe manner that protects the environment.”

All drilling applications in Nova Scotia must go be-fore a one-window stand-ing committee of provincial government departments. East Coast Energy has met with representatives from the departments of Energy,

Environment, Labour and Advanced Education, and Natural Resources.

Applications for an Au-thority to Drill from the Department of Energy are subject to:• review by the depart-

ment and a third-party drilling engineer,

• review and approval by the Department of Envi-ronment,

• open house in the com-munity,

• permission from the landowners,

• Aboriginal notification.“Any oil and gas activ-

ity in our province must be done in a way that mini-mizes any risk to the en-vironment, especially our water resources,” said En-vironment Minister Randy Delorey. “Our staff care-fully reviews these appli-cations and, if an approval is given, terms and condi-tions are put in place to protect the environment.”

Industrial approvals with the Department of Environment include wa-

ter management, process waste management and air-quality control.

Requirements from the industrial approval include: • erosion, sedimentation

and spill control mea-sures,

• industrial waste must be treated at approved fa-cilities,

• air-quality control mea-sures,

• water testing of all wells within one kilometre,

• water monitoring of all surface water within 500 metres of the drill site.As part of its water man-

agement plan, East Coast Energy has tested all water wells within one kilometre of the two well sites. All 16 wells tested positive for nat-ural gas. These results have been shared with residents.

The company has sub-mitted an emergency re-sponse plan and will pro-vide daily reports to the Department of Energy once drilling begins. The drilling program for the two wells is expected to take place over 30 to 40 days.

Before the company can undertake any further activities, it would have to apply to the departments of Energy and Environment for permits. b

An international gath-ering of scientists, re-searchers, and industry experts meeting in To-ronto endorsed the future of energy recovery (or energy-from-waste) as a highly promising way for municipalities to generate affordable and renewable power from post-recycled garbage.

Expert speakers from around the world present-ed their findings to a sym-posium hosted in partner-ship with the University of Waterloo, Columbia Uni-versity of New York, the Waterloo Institute for Sus-tainable Energy (WISE), the Canadian Plastics In-dustry Association (CPIA), the Canadian Energy-From-Waste Coalition (CEFWC), and the Ontario Environmental Industries Association (ONEIA).

“Modern waste to en-ergy recovery facilities that are designed and op-erated in accordance with current stringent regula-tions do not adversely impact human health or the environment,” accord-ing to Sarah Foster of CPF Associates, a Bethesda, Maryland based scientific research and consulting firm. “A comprehensive

review of the many doz-ens of environmental and human health studies conducted over the past decade shows that energy-from-waste is a safe form of waste management and power production.”

“Energy recovery has al-most no measurable effect on human health,” accord-ing to Sarah Foster of CPF Associates, a Bethesda, Maryland based consulting firm. “A comprehensive review of hundreds of en-vironmental and human health risk assessment re-ports shows that energy-from-waste is as safe or safer than any other form of waste management or power production.”

The study of energy re-covery will surely be con-sidered as part of the long-term waste management review currently under-way in the city of Toronto.

“Ontario will need new generation sources by 2018,” according to Power Advisory’s Jason Chee-Aloy. “Energy recovery in the form of distributed generation may address some of this emerging supply challenge.”

There is also broad awareness of the poten-tial for energy recovery to

serve municipal needs.“Where waste meets

energy is a critical point of policy convergence,” says Greg Lyle of Innovative Research Group. “Pub-lic opinion polling shows considerable support for managing waste locally and generating power from residual material that would otherwise be disposed of in a landfill.”

Symposium partici-pants agreed that gov-ernments across the country would benefit tre-mendously from the waste and energy expertise resi-dent in Canadian universi-ties.

A collaborative energy recovery workshop bring-ing together industry and academia will follow the Symposium in Spring 2014.

According to WISE’s Tracey Forrest, “Advance-ments in energy recovery through rigorous evi-dence-based science are critical if we are to realize the full potential of waste as a resource in a sustain-able energy future.”

Durham Region is cur-rently building a new en-ergy-from-waste plant that will come on-line in late 2014. Other municipali-ties are actively investi-gating the potential of the technology to service their long-term needs, includ-ing Peel Region, Metro Vancouver, and the com-munities of southern Al-berta. b

Gautam Infrastructure and Construction Equip-ment, a Mumbai, India-based construction com-pany, uses its veteran Skyjack SJ9250 RT scissor lift for a variety of proj-ects, including some highly original jobs. The company purchased the machine second-hand in 2006 from AJ Access Platform Equip-ment in Caldicot, UK, al-though its date of manu-facture stretches back into the 1990s. The age of the platform has prompted Gautam to enter it into Sky-jack’s Quest2013, a contest to find its oldest work-ing unit. Companies can enter their platforms into Quest2013 via social me-dia and at the end of this year Skyjack will present the company with the old-est working machine with a brand new scissor lift.

Shah Malay, associate technical head of Gautam Infrastructure and Con-struction Equipment, ex-plains that the company has enjoyed working with its SJ9250 RT.

“The SJ9250 RT is a robust machine with an advantageous size and ca-pacity,” Malay says. “The machine’s capabilities al-low us to use it for some unconventional jobs as well as routine projects. It is easy to run, maneuver and maintain.”

Gautam Infrastructure and Construction Equip-ment uses its machine for a myriad of tasks, and it has been used on a number of airport projects for tasks such as the installation of cable trays, fire-fighting as-sistance and cameras. It is also popular in shopping malls and small factories, assisting with maintenance and for general duties on metro and rail projects.

Sometimes Gautam Infrastructure and Con-struction Equipment uses its Skyjack SJ9250 RT for more unusual applications. On one occasion, the lift was used as a watch tow-er close to a public area where authorities wanted

tighter security. The excel-lent mobility of the SJ9250 RT allowed it to manoeu-vre through crowds and over difficult terrain to a perfect observation spot for security personnel.

Since taking ownership of the machine, the com-pany has added GPS and a water jet system for mall maintenance work. It has also been fitted with a load-ing and unloading ramp for other work on construction sites.

“As we use our Skyjack for such a wide variety of work, it’s become an in-tegral part of our fleet. Al-though it’s already given us many years of loyal service, we want to keep it running smoothly for many more years to come. So, we run a regular maintenance schedule for it, to maintain the best possible levels of performance and efficien-cy. Any issues with the ma-chine have only been mini-mal and it’s really been a joy to own.”

The SJ9250 RT is one of Skyjack’s full-size rough terrain scissor lifts. Its GM 1.6 l Vortec dual fuel en-gine powers the machine’s strong axle-based 4WD system that offers an im-pressive 30% gradeability.

The SJ 9250 provides a working height of 17 m (56 ft) and a capacity of 680 kg (1,500 lbs). The platform can fit five people comfort-

ably, and measures 1.9 m (74 in) wide by 4.3 m (168 in) long. With the ma-chine’s standard indepen-dent/auto leveling outrig-gers, the SJ9250 RT offers a solid base from which to serve a wide variety of ap-plications.

“Almost every week we find another reason to feel pleased about our purchase of the SJ9250 RT,” Malay said. “It is our preferred machine and it has yet to disappoint us in the seven years we have owned it. We are strong supporters of the brand and we be-lieve Skyjack has a bright future in the fast-growing Indian market.”

Gautam Infrastructure and Construction Equip-ment was founded in 2006 and has 53 employees. The company has been working with Skyjack since its be-ginning. It also has a Sky-jack SJ4632 and a SJ8831 in its equipment fleet.

Ontario Minister of Transportation Glen Mur-ray has responded to con-cerns raised by the trucking industry over the phase-in period of the 70% increase in commercial plate fees originally announced in March 2012. In a letter re-cently sent to OTA presi-dent David Bradley, the minister states,

“I am pleased to advise you that the ministry is ad-justing the fee schedule to implement the heavy com-mercial vehicle validation increase over a three-year period instead of a two-year period. The increase scheduled for December 2013 will now be an in-termediate step. The final increase has been delayed

by one year with an imple-mentation date of Decem-ber 2014. This change is in response to the concerns you raised that the trucking industry felt this increase to be steep and over too short a period of time.”

While acknowledging that the plate fees had not increased in 20 years, the Ontario Trucking Asso-

ciation at the time of the original announcement ob-jected to the government’s characterization of the in-creases as being “modest” and “gradual.” The origi-nal schedule had the fees increasing by 30% in De-cember 2012 and then by another 40% in December 2013.

The association pro-posed that at the very least the increases needed to be phased-in over a longer pe-riod to allow the industry to adjust. To get the message out to government, OTA launched a “Put the Brakes on the 70% Fee Increase” campaign which provided trucking companies with a portal to communicate with their local MPPs on this matter.

Under the new sched-ule, the fees will increases by about 22.3% on Decem-ber 1, 2013 compared to current levels and then by another 6.3% in December 2014.

“Although OTA had urged the government to cancel the fee increase alto-gether, this announcement to delay full implementa-tion until 2014 provides carriers with some addi-tional breathing space and allows them time to adjust contracts accordingly,”

said OTA President David Bradley.

“A 70% increase in any expense item is a chal-lenge,” says Bradley. “Un-fortunately, when it comes to things like taxes and fee increases it’s very difficult to shut the barn door af-ter the horses have bolted. Nevertheless, we welcome the minister’s announce-ment; the government has listened to the concerns of truckers, who, under the previous phase-in sched-ule, were being asked to bear a disproportionate toll of the increase in these tough economic times.”

The schedule for a num-ber of other previously an-nounced but more modest fees increases (e.g., for the air brake endorsement practical test, o/o permit replacement, trip permits, etc., remain essentially un-changed.

The fee schedule ac-companying the announce-ment did include the intro-duction of a new fee of $32 starting October 1, 2013 for a new entrant educa-tion and evaluation/com-mercial vehicle operator’s registration written test. Further details on the new entrants program to follow.

OTA remains concerned that certain heavy utility

trucks -- such as mobile cranes, vacuum trucks, concrete pumping trucks and water trucks -- are ex-empt from paying any plate requirements and therefore from paying any vehicle registration fees and fuel taxes. The association esti-mates the revenue leakage to the province from this runs around $50 million per year.

“These vehicles are commercial trucks too. Charging these types of ve-hicles ensures that every-one using our public roads pays their fair share,” said Bradley. b
