To improve the sanitation situation in urban areas, in October 2008, the Government of India (GoI) sanctioned a policy paper prepared by Ministry of Urban Development (MoUD) as the “National Urban Sanitation Policy” (NUSP). The overall goal of this policy is to transform urban India into community driven, totally sanitized, healthy and liveable cities and towns.

GIZ in India is actively supporting the Ministry of Urban Development in various issues concerning sustainable urban development. Amongst other activities, GIZ is currently supporting the Ministry of Urban Development, GoI and seven selected states (i.e. Himachal Pradesh, Chhattisgarh, Andhra Pradesh, Karnataka, Kerala, Maharashtra and Madhya Pradesh) and 10 urban local bodies in planning, implementing, operating and maintaining sustainable city-wide sanitation. GIZ is also supporting the Ministry of Human Resource Development (MoHRD) in implementing the National School Sanitation Initiative (NSSI). As a part of this support, GIZ is collaborating with the Central Board of Secondary Education (CBSE) in improving sanitation facilities in selected schools throughout India and building awareness on issues concerning sanitation and hygiene.

In March 2010, the Ministry of Urban Development (MoUD), GoI requested GIZ to support the preparation of City Sanitation Plan (CSP) in six cities namely Shimla, Varanasi, Nasik, Raipur, Kochi and Tirupati. This support to the preparation of the CSP’s has resulted in the continuation of the technical co-operation in the field of urban sanitation through a new programme called “Support to the National Urban Sanitation Policy”. The current support involves support to CSP implementation, preparation of State Sanitation Strategies (SSS) and up scaling activities under National School Sanitation Initiative (NSSI). It is envisaged that the overall outcome of this support is to enable the GoI in achieving its commitments under MDG 7 and the 2nd World Water Decade.

The programme ensures holistic urban sanitation improved in selected cities which focus not only in asset creation of sanitation related infrastructure through technical advisory but also gives a strong emphasis on refining city database, ensuring inclusiveness through various participatory approaches; developing/streamlining various institutional and legal frameworks and converging with other national/state level urban infrastructure development projects. The programme has an escalated attention to previously neglected subject – Ensuring Inclusiveness in infrastructure development. A special emphasis is given to improve sanitation situation in urban poor pockets of the city ensuring city-wide sanitation improvement. The programme envisages schools and students as ‘agents of change and transformation”. Through support to the MoHRD, GoI in NSSI, GIZ aims at raising awareness and behavioural change on sanitation/hygiene related aspects. Since solid waste management, water supply and storm water management are interlinked to a city-wide sanitation, the programme supports the respective cities in equally strengthening the service delivery.

Advisory support to the National Urban Sanitation Policy (NUSP)

A snapshot The project looks at holistic improvement of urban sanitation by providing recommendations at the policy level, capacity enhancement and legal framework for mainstreaming sanitation and assisting select cities in planning, implementing, operating and maintaining sustainable sanitation.

As a part of its support to the NSSI (National School Sanitation Initiative) of MoHRD, GoI, GIZ has already established a technical cell at CBSE which will act as a nodal platform for improving school sanitation and raising awareness on issues concerning sanitation and hygiene.

What is our objective? It aims to implement and operationalise sanitation infrastructure, and management of

the sanitation sector as a whole at all levels: national, state and city with a special focus on poorer parts of the cities.

Who is our partner? • Central Level: The Ministry of Urban Development (MoUD), GoI and the Ministry of Human Resource Development (MoHRD)

• State Level: The respective State departments for Urban Development, water supply and sanitation in states of Himachal Pradesh, Maharashtra, Chhattisgarh, Andhra Pradesh, Kerala, Uttar Pradesh and Karnataka

• City Level: The city governments of Shimla, Varanasi, Nashik, Raipur, Kochi, Tirupati, Mysore, Vasai-Virar, Dewas and Vikarabad

Other Project Stakeholders:• Central Board for Secondary Education (CBSE) for implementing the NSSI

• The City Task Force

• City level elected representatives

• Selected schools (under the NSSI initiative)

• Urban poor, Community representatives

Who are we working with? • The programme works through consultant agencies such as: CDD, Ecosan Service Foundation, IMaCS, WASH, SACH, IFANOS, SYCOM.

• The programme also works closely with research institutes like Eawag – A Switzerland based aquatic research institute, University of Stuttgart, University of Applied Sciences Ostwestfalen-Lippe, The Energy and Resources Institute (TERI).

About the Project:

The project is simultaneously working at three levels:

Central level: • The project is currently supporting the MoUD in evaluating the City Sanitation Plans (CSP) prepared so far and

documenting the best practices and lessons learnt. This document will provide suggestions to MoUD in streamlining the CSP preparation process in future. A criteria list has been prepared for the evaluation of CSPs. GIZ has so far evaluated 10 CSPs and documented their best practices.

• A national event on launching the NSSI website and the manual on school sanitation has been conducted under the presence of the MoHRD minister.

• A NSSI-cell at CBSE which currently acts as a national hub for improving school sanitation and raising awareness on sanitation and hygiene has been installed. GIZ is supporting the MoHRD and CBSE in improving school sanitation in selected schools throughout India by providing technical services for cost effective solutions. The documentation of this process will assist other schools in improving their sanitation services.

State Level: • Supporting selected states in improving/preparing their State Sanitation Strategies (SSS). It is envisaged that key issues

concerning capacity enhancement, outsourcing urban services in issues such as public/community toilet complex and sewerage and legal framework will be addressed in the SSS through GIZ support which will enhance service delivery at city level.

City Level:• Four city sanitation planning documents prepared with GIZ’s assistance have been approved by the elected body of the

respected cities and forwarded to the state government.

• The project enables a decision process based on cost-efficient and long-term planning at city level. It supports the cities in developing bankable projects by creating sector-wise financial sustainability while strengthening service delivery. The project supports the decision-making process for outsourcing urban services.
