Conference Chair Welcome Message On behalf of the Institute of Electrical & Electronic Engineers Systems Council, may I extend a warm welcome to the 6 th International Systems Conference here in the wonderful, exciting and very cosmopolitan city of Vancouver. We hope that you enjoy not only the conference with its extensive Technical Program and Exhibits, but also the charm and hospitality that this beautiful area has to offer – especially during this fine early Spring week! This conference addresses systems engineering for complex systems and systems-of- systems, both from a research/academic standpoint as well as the practical application perspective. Such complex systems span the gamut of everything you see around you and use in your everyday lives, from transportation to communications to medical systems, entertainment systems, security and protection systems, manufacturing and production systems, military and defense systems, power and energy generation and distribution systems, computer and information technology systems, agriculture systems – everything! Systems engineering, especially for complex systems, has the overall responsibility to make sure all aspects are considered during the planning, design and development phases, which includes production and manufacturing, cost and schedule including risk, use which includes safety and environmental impacts, reliability, sustainment and maintenance, and eventual disposal of the objective system. In systems-of-systems the problems are far greater because the designers are not in control of all aspects of the overall objective or end-state system, which is composed of many individual systems and components. In most cases much of the objective end-state system exists and the designer must design new elements to work within that existing set of systems, or with commercial elements of the system that are not subject to additional design. But it is often very difficult to imagine all the possible combinations of issues that may arise in a complex system, and often even more difficult, and sometimes impossible, to design around them to include contingencies and backups for every possible scenario. This brings us to the focus of this conference – to explore complex systems-of-systems and how to employ the right level and expertise of systems engineering to design effective and safe complex systems-of systems. We particularly want to look at agile development methods and model-based systems engineering, since often we need tools such as this available to us in the face of the need to be budget-conscious in our endeavors. Systems architectures is another major focus this year since this is key to a number of critical attributes of our system that can provide for a more robust system with increased opportunity for future sustainment and enhancement. We hope you enjoy the content of the Conference and have ample opportunity to network with your international colleagues. Thanks to all authors and presenters for your fine work in this area, and to our colleagues in the Vancouver Section of IEEE for their help in staffing this Conference. Keynote Speaker "Systems of Systems in Disaster Response" by José R. Marti, The University of British Columbia

Tuesday Lunch Speaker "Mind the Gap" by Dr. Scott Knight, Royal Military College of Canada It has been said that we are in a new era of espionage. Newspaper articles over the last year have reported an increasing number of cases of complex computer based attacks and intrusions. We know that our computers at home, and office computers at work, have been subject to the attention of hackers for decades. A major industry has sprung up to create and market computer antivirus and firewall products. At times it seems that the only safe thing to do is to not connect to the Internet at all. Embedded computing and control systems and other systems “air-gaped” from the Internet received much less attention from computer security engineers. They were considered harder to attack and inherently safer. Aim of the presentation is to describe the nature of the threat to modern embedded systems. Systems like SCADA-based control systems controlling industrial processes and infrastructure. Systems like secure government information system, prisons, and modern weapons systems. The presentation will first discuss the nature of the threat – who it is that might do these things and how capable they are. The discussion will then focus on some specific incidents such as the Stuxnet attack and others. Scott Knight is an Associate Professor and Head of Department in the Department of Electrical and Computer Engineering at the Royal Military College of Canada. He completed his PhD at Queen’s in 2000. Dr Knight was appointed to the academic faculty at RMC in 2000 on retirement from 21 years of service in the Canadian Air Force. At RMC he founded the Computer Security Laboratory, and continues to lead this research group. This research group has a close working relationship with the Canadian Forces Information Operations Group and focuses on computer network defence and support to information operations. He is also cross-appointed to the School of Computing at Queen’s.
