Entries will be accepted only TUESDAY. (Look at rules of specific divisions for entry times). No premiums will be paid on any exhibits removed before the release times listed in this book. Any insult to the Judge by a child or his parent will forfeit the awards made and parties will be

barred from future showing at the fair. In the classes of the Home Economics Department and Farm Crops Divisions, each exhibitor will

be allowed only one entry in a class. Classes in Open Division are open to any exhibitor except where stated otherwise. Livestock Exhibitors must keep their pens and alleys clean and pay the entry fee which includes

bedding. Exhibitors are required to have their name & address displayed with their animal. Each division of the Fair will be under a superintendent who will be in charge of enforcing all rules

and regulations in their division. The Fair Board reserves the right to make any rules and regulations necessary. Written Fair

policies are available upon request.

LIABILITY: The Putnam County Fair refuses to assume any liability for injuries to any person, or damage to any property, due to coming on or bringing entries into the fairgrounds.

CODE OF ETHICS - Believing it is in the best interest of all junior exhibitors to maintain a reputation of integrity and to present a wholesome and progressive image, the Missouri State Fair and the Putnam County Fair sets forth the following regulation: 4-H and FFA members are expected to conduct themselves according to the best traditions of their respective organizations. Inappropriate conduct (drinking, stealing, vandalism, and indiscreet behavior) WILL NOT BE TOLERATED. Any violation of this rule will be grounds for disqualifying the exhibitor and/or livestock involved and any premium money earned will be forfeited.

OPERATING POLICIES AND PROCEDURES The Putnam County Fair Board or their designee (committee, etc.) approves these rules. Individual proposals

and requests will be reviewed and approved/disapproved as soon as possible after the request is made! Space on the fairgrounds is limited. Furthermore, the fair is held at the City Park, which is city property! To

assure all fair goers enjoy the fair, the following rules & standards are considered necessary & appropriate! 1. ALL performers, entertainment, carnival, and presenters will be screened and selected by the Putnam County

Fair Board or their designee. NO one will be allowed to participate in the fair without having been selected by this process!

2. Food and beverage vendors will be screened and selected by the Putnam County Fair Board or their designee. ONLY those food or beverage items pre-approved will be allowed to be sold on the fairgrounds. They will refrain from selling any non-food items!

3. Space for commercial exhibitors is limited and will be handled on a first come, first-served basis with first chance going to previous exhibitors! A fee of $5.00 per foot will be charged for those exhibitors in the Commercial Building or tent. The fee for those setting up outside will be determined based on area utilized and location. Commercial exhibitors are expected to have their display there for the entire week of the fair!

4. Commercial exhibitors may sell products as long as those products do not interfere with the fair prizes given away or are food or beverage products (other than water) NOT pre-approved! The fair board or its designee reserves the right to approve or deny items for sale at the fair!

5. NO raffles, chances or tickets for non-fair items or events will be sold or distributed on the fairgrounds during the fair!

6. The Putnam County Fair is a family event. Any guest, performer, presenter or vendor using offensive or inappropriate language, gesture, or clothing will be asked to discontinue! If this request is NOT complied with, the individual will be escorted off the fairgrounds!

7. NO alcoholic beverages can be brought onto the fairgrounds for sale, personal consumption, or other use. ALL food and beverages consumed on the fairgrounds must be purchased from fair approved vendors.

8. NO firearms are allowed onto the fairgrounds except those utilized by law enforcement personnel, security guards, and pre-approved re-enactors!

9. During the fair, no one will be permitted to distribute any petitions, brochures, pamphlets, information or materials related to causes or events unrelated to the fair without the express consent of the Putnam County Fair Board in advance.

10. Political information & pamphlets may be distributed through a political party booth or may be handed out if there is not a booth. NO objectionable or offensive materials will be allowed! Political candidates are welcome at the fair BUT will be expected to pay the booth fee as everyone else! Campaigning will be allowed as long as it is NOT objectionable to fair goers.

11. The Putnam County Fair has liability insurance for the period of the fair BUT reserves the right to request an entertainer, presenter, vendor, or event to carry additional or their own liability insurance as well!

12. The Putnam County Fair takes every precaution to make the events and grounds as safe as possible. We refuse to assume any liability to any person or damage done to any property (including theft or loss) due to coming onto the fairgrounds!

13. NO bicycles, or skateboards allowed on the fairgrounds. Ample parking is available on the fairgrounds for fair goers; several parking areas are restricted to specific personnel only! Shuttle service is available for much of the fair between the parking area and the fairgrounds!

14. The Putnam County Fair is a true county fair that has youth 4-H & FFA shows and open shows. Those shows and events restricted to youth exhibitors are noted in the fair book. Open shows are eligible for those persons residing in the counties and states listed in the rules for each show.

15. ALL participants are expected to act in a professional manner showing due respect to judges, other exhibitors, fair board members and staff, and the public! Those NOT adhering to these qualities can be disqualified from the fair and its events!

16. ALL participants will be expected to go by the established rules and regulations. Those found to be NOT going by the rules would be subject to disqualification, forfeiture of any prizes received and possible disbarment from future fairs!

17. Fair board members, superintendents and fair staff wear special shirts or nametags the week of the fair. They can assist you with any questions or problems. If you cannot find one of them, go to the fair office. The fair office is located in the 4-H Building (in the kitchen) which is a white metal building with a large sign on the south end!

The above guidelines and rules are subject to interpretation and enforcement by the Putnam County Fair Board or their designees. Any individual or group seeking clarification or modification of these is welcome to meet with the fair board at a regular or special meeting!

MISSOURI STATE FAIR & PUTNAM COUNTY 4-H/FFA OWNERSHIP OF ANIMALS: One of the objectives in owning an animal is to learn new skills in animal breeding, feeding, management and health. To accomplish this, the member should secure the animal as early in the year as possible. Livestock shows and exhibitions set up minimum dates for length of ownership necessary for exhibiting. For the Missouri State Fair the dates are: Beef Cattle - Steers 3/1 Bucket Calf—7/1 Breeding Animals 6/1 Sheep - Breeding Animals 7/1 Market Lambs 6/1 Swine - Breeding Gilts 90 days Breeding Boars Since farrowing Market Hogs 5/1 - P C Date 6/1 Dairy Cattle - All Dairy Cattle 6/1 Dairy Goats - 6/1 Meat Goats - 6/1 Dogs - 4/1 Horses - 5/1 Rabbits - 6/1 Meat pen must be less than 62 days of age prior to show Poultry - Meat pen 8-10 weeks prior to show

All members of the Putnam County FFA Chapter and members of the Putnam County 4-H Clubs are eligible for competition in the Junior Livestock Division at the Putnam County Fair. Those classes open to out of county members are so noted in the individual division Rules and Regulations. All out of county exhibitors will be charged an exhibitor division entry fee. Premiums will be paid on the Danish System, except in Championship classes. Exhibitors cannot show in both 4-H and FFA in the same category (breeding cattle, steers, market lambs, etc). Clover Kids will not be allowed to show in any competitive 4-H classes. We use the MO State Fair Rules at http://www.mostatefair.com/wp-content/uploads/2013/03/animal-health-requirements.pdf

PUTNAM COUNTY JUNIOR LIVESTOCK RULES AND CLASS PLACEMENT

1. Each division; Beef, Sheep, Dairy, Dairy Goats, Swine, Horse, Small Animals, and the Livestock Sale shall have a superintendent other than Extension staff or Vo-Ag instructors. These are to be selected within Putnam County by the Putnam County Livestock members, leaders and parents; and approved by the Putnam County Fair Board.

2. The judges will place the animals of each class according to merit, as blue, red, and white. The first place animal in each class receiving a blue ribbon will compete for Championship. Second place animals are to be available for Reserve.

3. Grievances and complaints will only be accepted in writing and signed. These must be submitted to the superintendent.

4. In-County entry fees per animal will be charged as follows– Beef $5, Sheep, Goat & Swine $2.50, Cat, Dog, Rabbit, Poultry & Horses $1 per animal.

5. Pre-registration is required by the date announced. There will be a late fee of $10 per head except for cattle that will be $25, per division charged to all entries received after the due date. The superintendents reserve the right to refuse entries received after the start of the fair.

6. All out of county livestock must be in place by 8 PM the night before the show

7. Out of county hogs, dairy & meat goats, dairy cattle, sheep & beef will be released after the show. All 4-H and FFA livestock will be released Saturday at 8 PM. Early releases before the appointed time must be in writing to the Superintendents no later than weigh-in time. All exhibitors must be at the Fairgrounds at 8 AM Sunday morning to assist in cleaning barns and the fairgrounds.

8. Starting in 2007 out of county exhibitors will not be charged an admission fee to get into the fair. This does not include family members. An out of county entry fee of $10 per species stall fee will be charged.

9. Uncontrollable animals or animal which the exhibitor cannot handle alone may be disqualified by the superintendent and required to leave the ring. If a beef cattle animal gets loose twice it will be dismissed from the show ring and the judge will classify it into a ribbon grouping (taken from Missouri State Fair Rule Book).

10. Registration, transfer papers, or proof of transfer must be furnished for purebreds with entries These must be the originals. Transfers must be made prior to June 1 in all divisions, except Horses which is May 1. A copy of Registration papers must presented with your Fair Entries at the Extension Office on due date.

11. Those exhibitors that don’t feed or care for their animals during the week or clean up their stalls, will be barred from selling in the livestock sale the next year. Superintendents are not responsible.

12. The Putnam County Fair follows the Missouri Animal Health Requirements for Exhibition located at http://www.mostatefair.com/wp-content/uploads/2013/03/animal-health-requirements.pdf . Currently only sheep and goats from Missouri exhibiting in Missouri require a health certificate but other animals (horses, require a negative coggins test (ECLA) and dogs, & cats need proof of current rabies shots and Poultry will be blood tested on the grounds. Animals coming from out-of-state (Iowa, etc.) do require a health certificate before being unloaded at the fairgrounds.

13. The weigh-in weight at the fair will be used as your sale weight minus 2% shrinkage.

14. All sale animals must be pre-registered at the Extension Office by date announced. Changes may be made under certain circumstances but must be approved by Livestock Sale Superintendents. All fees must be paid in full when pre-registration is made at the Extension Office.

15. No butt fans allowed in the barns (all fans must be hanging and not in the aisle)

16. A Putnam County Champion will be chosen in all species if the champion chosen is from out of county.

LIVESTOCK GENERAL RULES

4-H/FFA exhibitors must have one large animal project consisting of Beef, Sheep, Horse, Swine or Goat, OR 2 small animal projects consisting of Dog ,Cat, Rabbit, Poultry or 4-H/FFA exhibits for the building in order to receive a Free Fair Ticket

1. All animals entered must be owned, fed, cared for and trained by the livestock exhibitor and their immediate family as their 4-H/FFA project (which includes paying their applicable 4-H or FFA dues). Animals must be owned by the exhibitor until released by the appropriate superintendent.

2. Animals are to be groomed by the 4-H/FFA exhibitor with assistance from the immediate family (Immediate family

is defined as father, mother, grandparents or legal guardian of the exhibitor), other 4-H/FFA exhibitors or leaders only, except for shearing of market lambs . All animals will be groomed in the barns or immediately adjacent to the barns except where approved otherwise by the superintendent due to space limitations.

3. 4-H and FFA members must show their own animals unless they have a written statement from the Extension Office or FFA instructor. This statement must have a valid reason as to why they cannot show their animal. Older 4-H and FFA members, parents, or leaders can assist them in the ring, if necessary, but the member must be with the animal. If not able to show your own animal you must have a 4-H or FFA member to show for you (excluding clover kids). Each entrant MUST ALSO HAVE ATTENDED 6 REGULAR 4-H MEETINGS, ONE-HALF OF THE REGULAR PROJECT MEETINGS HELD OR BE A SATISFIED MEMBER OF FFA UNDER THE

SUPERVISED FARMING PROGRAM.

4. All exhibitors must pre-register their animals at the Extension office at a set date. Upon arrival at the fair, the exhibitor must present health papers if applicable (horse-coggins & dog & cat-rabies & out of state exhibitors) to the Extension Office personnel or contact the division superintendent BEFORE unloading your livestock.

5. You must be a student and have completed one year of Ag Classes to be eligible to show FFA at the Fair.

6. Show-me Quality Assurance Cards must be available upon request.

6. In 4-H and FFA Divisions, the exhibitor shall receive money regardless of number entered in class.

7. All feed and bedding must be furnished by the exhibitor at his own expense.

8. All stalls (this includes all species) must be kept clean, with refuse disposed of as directed. Any exhibitor not cleaning stalls before leaving will be barred from showing again, or will be charged for the cost of clean up. Not cleaning of stalls will mean the forfeiture of premium money.

9. Animals shown for showmanship must be owned by the exhibitor and shown as part of their 4-H/FFA project, with the exception of Master Showmanship as explained below.

10. Showmanship classes will be Junior (13 & under) and Senior (14 & over). If you have won in that age group before, you are not eligible to show again in the same age group (Ages as of January 1 of the current year).

11. The Master Showmanship Class is offered to current Putnam Co. 4-H and FFA livestock exhibitors who have won Senior Showmanship in any division in the past, or in the present year at the Putnam Co. Fair or the Lucerne Stock Show. These individuals will be required to exhibit one animal from each of 3 different species (beef, swine, and sheep). The animals selected cannot be the individual's own livestock, and participants are encouraged to choose only market animals for showing in this contest. The point system used will be determined by the judges, and individuals are eligible to win Master Showman only once.

12. At the Spring weigh-in of all species you may bring 4 animals to weigh (with the exception of market lambs which can be 8 per exhibitor) however , ONLY 2 of the animals will be eligible for Rate of Gain classes at County Fair time.

BEEF CATTLE REGULATIONS

1. NEW IN 2015! NO FIT SHOW~BLOW & GO—Animals are clipped, blown, and brushed or combed to enhance their appearance. Sheen and oil is fine. No use of paint or glue.

2. The exhibitor must own all beef cattle entries that are shown at the Putnam County Fair.

3. Cattle must be in the barn from 8:00 a.m. daily until 8:00 p.m., when they MUST be taken out of the barn and tied-up.

4. No artificial coloring, filling or pumping will be allowed.

5. All beef classes are open to 4-H and FFA members in Putnam County.

6. Home raised beef class will be limited to one steer and one heifer per exhibitor.

7. Herdsman Plaque will be awarded at 4-H Recognition Ceremony.

8. The exhibitor must have owned breeding cattle no later than June 1, or since birth.

PUTNAM COUNTY BEEF STEER REGULATIONS

1. The exhibitor must have owned all steers or market heifers no later than March 1 of the current year.

2. All Market Calves exhibited must be steers, purebred or grade, calved after January 1 of previous year. In case of dispute (which must be in writing), a veterinarian will mouth steers. No steer with a broken mouth may be shown; meaning a full set of baby teeth is required.

3. Registration papers or a Breeders Certificate is required to show in a breed class. If papers are not shown steers will be shown in the crossbred class. The superintendent may have a breed association official representative on hand if he/she so chooses.

4. The range in weight of each class will be established and posted after all cattle are weighed. Large classes may be divided as many times as deemed necessary by the superintendent.

5. Home raised steer class entries must have been raised and owned by the 4-H/FFA member as a part of their project work and they must also be produced from the 4-H/FFA project or Immediate Family (Father, Mother, Grandparent of the exhibitor) Cow herd of a 4-H or FFA member of Putnam County.

6. The Home raised class is limited to one female and one steer per exhibitor.

7. No butt fans allowed in the barns (all fans must be hanging and not in the aisle)

8. All market steers and market heifers must have a PC Fair ear tag to show.

34. RATE OF GAIN CONTEST— Any animal not showing a positive gain will not receive a ribbon or premium money.

An average daily gain contest will be held. Members must weigh the project animals planned to be exhibited in this contest on the designated weigh-in date established by the Livestock Specialist. All

steers or market heifers entered in the rate of gain must show in their appropriate weight class. Steers and market heifers for this class must be weighed at the time set at the Putnam County Fair. 1. All swine classes are open to 4-H and FFA members in Putnam County and all reciprocating counties in Missouri that have a 4-H/ FFA Show.

2. All purebred animals must be earmarked at farrowing time. All breeding entries must have been farrowed after January 1 of the current year.

3. Market hogs must have been born after January 1 of current year and are to be weighed for Class placement. Larger classes may be divided as many times as deemed necessary by superintendent.

4. The exhibitor must own all swine - breeding stock (gilts and boars) & market hogs by June 1.

5. Each member will be limited to no more than two entries in each of the swine classes and no more than 6 swine total. To explain one boar or sow entry is one animal, six feeder pigs will be considered one feeder pig entry, and one barrow will be considered one barrow entry.

6. Feeder pigs will be weighed upon entry and divided into two weight classes. Six Feeder pigs will be considered one entry. These may be barrows, gilts, or a combination.

7. All hogs must be shown by the member except when one has two entries in a class, then another 4-H or FFA member may show the second entry.

8. Showmanship classes (Junior and Senior) will be held immediately following the Barrow Championships.

9. Show-me Quality Assurance Cards must be given to the Swine Superintendent before unloading at the fair.

2. At the Putnam County Fair all animals entered must be owned, fed, cared for and trained by the poultry & rabbit exhibitor and their immediate family ((Immediate family is defined as father, mother, grandparents or legal

MEAT & DAIRY GOAT RULES AND CLASSES

2. General health papers shall be required for all goat entries. Any goat showing evidence of disease, or any open contagious lesions or soft abscesses shall be subject to isolation or expulsion.

4. The base date for computing the age of the goats in all classes will be the show date.

5. No milk out time shall be required, but distended udders will be strongly discouraged.

6. Every goat must be properly fitted for show and properly restrained at all times.

7. The exhibitor must own animals prior to June 1.

8. Out-of-county 4-H/FFA exhibitors shall have their animals in place by 8:00 p.m. the evening before the show. These animals will be released immediately after the show.

SHEEP RULES AND CLASSES

1. All Rate of Gain (Market Lambs only) and ALL market lambs to be shown at the Putnam County Fair must be purchased by the weigh-in date. ALL market lambs to be shown at the fair will be checked in and marked at the weigh-in. Only Rate of Gain Market lambs will be weighed at the weigh-in. All other animals must have been owned by the exhibitor prior to June 1 of the year shown, unless purchased through a breed sale, of which the exhibitor must show proof by a stamped and sale manager signed bill of sale, and ear tag number.

2. All sheep classes are open to 4-H and FFA members in Putnam County and all reciprocating counties in Missouri that have a 4-H/ FFA Show.

3. General health papers shall be required for all entries. However, any sheep showing evidence of any disease, or any open contagious lesions or soft abscesses shall be subject to isolation or expulsion.

4. All exhibitors must clean their pens before removing their animals from the fairgrounds.

5. All entries must be turned in to the Extension Office by the proper time before the fair so the superintendent can be notified.

6. Showmanship can be won only once in each age group (13 and under, and 14 and over). The Herdsman award can be won more than once.

7. Exhibitors may show only 2 entries per class and 1 group in a group or pair class, no more than 12 animals total.

8. At Spring Weigh-In, Exhibitors may weigh in a maximum of 8 lambs.

9. Only 4 market lambs will be allowed per exhibitor in the market classes.

10. Market lambs must be slick sheared in order to show, including all areas above the hock/knee and from the ears back.

11. Market lambs are shown by weight, NO breed designation is necessary.

12. Home Raised sheep class entries must have been raised and owned by the 4-H or FFA member as a part of their project work and they must also be produced from the immediate family sheep flock of a 4-H or FFA member of Putnam County.

13. No artificial coloring will be allowed.

14. No Drenching of Animals. (Except by Veterinarian.)

PUTNAM COUNTY 4-H AND FFA JUNIOR LIVESTOCK SALE RULES

1. Only Putnam County 4-H/FFA members will be permitted to sell livestock at the Putnam County Fair Junior Livestock Sale.

2. Any animal shown in a market class may be sold. Once sold, the animal belongs to the highest successful bidder.

3. Exhibitors with breeding stock in a market class may be sold. Once sold, the animal belongs to highest successful bidder.

4. Each Exhibitor may sell only one animal in the sale.

5. Animals being sold must have been shown at the Putnam County Fair by the seller.

6. The Putnam County 4-H/FFA Livestock Sale Superintendents shall establish the sale order and make out the sale arrangements.

7. A fee for selling each animal will be deducted from the sale check. This fee will be determined by the Sale Superintendents.

8. Members are to contact their buyer after the sale, and be available for the buyer until pictures have been taken with the buyer. Remember to thank the buyer.

9. Livestock which is sold at the sale will be released to the buyers at 8:00 p.m. Saturday.

10. If animal is shown as a market animal, it has to be sold as a market animal. If shown as breeding animal, it will be sold for a premium.

11. 1st and 2nd year 4-H Bucket Calf Project members ONLY will be allowed to sell a premium on their Bucket Calf at the Putnam County Fair Junior Livestock Sale.

12. You MUST pre-register ALL entries and indicate what animal you will be selling at the PC Junior Livestock Sale. Pre-registration is required by the date announced. If changes are made to your registration, you will be put at the bottom of the sale order. This excludes championship animals.

13. Beginning with 2011 Fair, all exhibitors will only be able to sell premium on an animal one time. After that to participate in the sale you must sell your animal as a market animal.

14. Entry day weights will be used for ALL Market Animals at the PC Junior Livestock Sale minus a 3% shrinkage.

15. Any violations of these rules maybe appealed to the sale committee. If the violation is waved a penalty of 10% not to exceed $50, will be charged and the exhibitor will sell at the end at the sale. This penalty also applies to all late entries.

HORSE SHOW RULES, REGULATIONS AND CLASSES

OBJECTIVE 4-H Horse Shows in Missouri are designed for the development of the individual; therefore, it is intended that they provide opportunities for 4-H members to:

1. Develop leadership, initiative, self-reliance, sportsmanship and other desirable character traits

2. Have fun and enjoy the recreation provided by riding and showing horses

3. Learn skill in horsemanship

4. Achieve knowledge of breeding, feeding, training, and management of horses

5. Develop an ability to judge horses

6. Increase awareness of safety precautions to prevent injury to themselves, others, and their mounts

ELIGIBILITY REGULATIONS Membership 1. Each participant in the junior show must be enrolled May 1 of the current year, in the local 4-H/ FFA

horsemanship project, and be in good standing within his or her local club, including attendance at a majority of project meetings held to date of show. Individual counties may designate earlier enrollment deadlines.

Age 2. Each contestant in the junior show who has passed his or her eighth birthday and has not passed his or her

nineteenth birthday before January 1 of the current year may participate in the show. Ownership of Management 3. Exhibitors must manage all horses shown beginning not later than May 1 of the current year. Each member

must have all project horses enrolled with the Extension Office by May 1 of the current year. Although ownership is desired, it is not required. Management is defined as the animal being under the care of the 4-H or FFA member for the time they are enrolled in the project. Professional training, showing and handling after May 1 of the year of the show is not permitted. Members are encouraged to get help whenever available. Horses may be exchanged for another, if the first horse becomes ill or injured. All horses must enter the arena under the sole control of their rider. Horses may not be led in by parents or others.

4. The 4-H project leader or FFA instructor has the responsibility of certifying that membership, age, and management requirements are met.

5. Must show superintendent 4-H Horsemanship Enrollment Form.

REGULATIONS

1. All junior Horsemanship classes are open to 4-H and FFA members enrolled in Horsemanship project in Putnam County and surrounding counties in Missouri (Adair, Mercer, Schuyler, and Sullivan).

2. An exhibitor may show only one horse per class – one Showmanship, one speed and one Horsemanship class.

3. Trophies will be presented to the first place winner in each class. Classes may be combined with like classes if any class has less than five (5) entries.

4. Horses are NOT to be tied in the calf barns in the case of inclement weather, unless it is approved beforehand by the superintendent.

5. A negative coggins test is required before you unload.

GENERAL RULES 1. Any accident or injuries should be reported immediately to the horse show management.

2. Unless superseded by these rules, regulations, and requirements, rules of the American Quarter Horse Show Association will apply for Hunt and Saddle Seat. American Quarter Horse Association rules will also apply for stock and western classes.

3. No studs will be shown.

4. Exhibitor age requirements for all classes except special classes will be 12 years of age and under and 13 years of age and older based upon January 1 of the current year.

5. The Danish system of placing will be used on the showmanship and horsemanship classes.

6. Ribbons will be awarded for five places in game classes.

7. No chains except as approved by breed standards; irritants, sedatives, or stimulants will be allowed in any class. Any pony being shown in the 56” & under class will be measured.

8. Use of mechanical hackamore is not permitted in horsemanship, western riding pattern, or reining. Bosal is permitted. Use of hackamore or other types of bridles is the optional choice of the contestant in timed events; however, judge, or horse show management may prohibit the use of bits or equipment that they may consider severe. Cable core bosals and humane hackamore bits are allowed in timed events only. There must be no bare metal over the nose or under the chin, except standard curb chains are allowed. Bosal recommended for 2-4 year old horses only.

9. Chain curbs of the standard flat variety are permissible if not twisted. Standard lead chains are permissible in halter classes either under the chin or over the nose.

10. No nosebands are permitted in Western Classes.

11. Nose tie downs will be permitted in game classes only. Tie downs above the eyes are prohibited.

12. Western saddles are required for all game classes and all other riding classes except bareback classes. Saddle type riding pads are prohibited.

13. No hitting with hands, reins, whips, or any other object. Humane bats may be used only behind the girth in timed classes. This includes all ages.

14. Humane spurs are permitted in all riding classes. Spurs with locked rowels; sharp points or sharp edges are prohibited.

15. Two hands may be used on the reins only in game, hunt and saddle seat classes (Exception: Two hands may be used when riding a junior horse (4 years and under) in a Bosal or "D" ring Snaffle.

16. All exhibitors must wear their number on their backs or left side of saddle pad

17. Horsemanship and Equitation classes are open to horses of any breed or combination of breeds. (A) In western horsemanship classes, western saddle and equipment are required. Proper western attire (Hat may be optional in severe windy conditions, option will be announced at show time; boots, and long sleeved shirt) are also required. (B) In Saddle Seat Equitation classes, proper saddle seat equipment and attire are required. (C) In Hunt Seat classes, proper hunt and seat equipment and attire are required. Horses are to be shown both directions of the arena in a walk trot or optional gait and canter. In Saddle Seat and Hunt Seat classes, Extended gaits are left to the direction of the judge.

18. A horse may be shown by more than one 4-H member in the same family, but only once in each class per age group. Example: Horsemanship class/Showmanship class only once in each type of game class.

19. All participants must wear an Equestrian approved helmet in all speed and game classes.

20. If entered in a walk trot class, not eligible for pleasure classes or horsemanship classes.

21. In order to be eligible to enter speed events, must show in one halter, horsemanship, or other class.

CAT SHOW RULES AND REGULATIONS

1. Entries are limited to Putnam County 4-H Cat Care Project members only. 2. Project members must care for the cat, which is owned by the member or family. 3. All members must be in good standing with their club and project leader to show. 4. Cats in place half an hour before the show. 5. All cats and kittens must be current on rabies vaccinations. 6. No cat will be allowed to show without an immunization record. 7. It is recommended that all cats be vaccinated for distemper, feline Leukemia & be wormed. 8. All entries will be restrained in a pet carrier of some type and remain confined unless being

groomed or judged. Leashes or harnesses are highly recommended. 9. No entry shall be left unattended and will be released immediately after the show. 10. All judges decisions are final! 11. Pre-registration is required by the date announced. 12. Exhibitor may exhibit 2 per class, with a maximum of 4 animals. 13. Classes may be changed or combined at the discretion of Cat Superintendent. 14. Cats will be judged on appearance as well as the condition of the coat, skin, teeth, claws

and eyes. Nails must be trimmed if cat hasn’t been de-clawed. 15. No Kittens UNDER 8 WEEKS will be allowed to be shown. 16. Costume Class will be judged on originality, theme and creativity 17. Showmanship class will be judged on the exhibitors general knowledge.

Dog Show Rules

1. All dog classes are open to 4-H members in Putnam County and all surrounding counties in

Missouri (Adair, Mercer, Schuyler and Sullivan).

3. All dogs must be owned by April 1 of the current 4-H year, excluding puppy class.

5. Any dog with uncontrollable behavior, such as snapping, barking, or fighting, will be disqualified

from all classes and must leave the grounds immediately

6. No dog shall have been professionally trained by another person. All dogs must be

trained and shown by the 4-H member(s). Dogs may be owned by the immediate family.

7. Only one obedience class per dog. Only one showmanship class per person.

8. Dogs with AKC obedience titles must compete in the next advanced class.

9. All dogs must have immunizations up to date and be free of disease and parasites.

10. All dogs and puppies will not be allowed to show without an immunization record.

11. Proper equipment will be required.

12. Obedience---6 foot leather or nylon lead and metal or nylon slip training collar.

13. Junior Showmanship- a proper size show lead for class of dog. AKC rules will be followed.

14. Showmanship classes will be judged on the handling of the dog, behavior and appearance of

16. Grooming classes will be judged on how well dogs are groomed, appearance, health, and

4-H DEMONSTRATIONS & ILLUSTRATED TALKS GUIDELINES You must add the demonstration title to your 4-H Building Entry Form due with Putnam County Fair entries so a time can be set up for your demonstration.

The demonstration must have been given at Achievement Day to be given at the PC Fair

A $10.00 Premium is paid on demonstrations given at the Putnam County Fair to all 4-H members. Clover Kids not included. They may give the demonstration but not collect any premium money.

General Demonstration - Demonstrations and illustrated talks may be on any topic or project area lasting

around 5 minutes.

Working Demonstrations - Demonstrations may be on any topic or project. In a working demonstration, the 4-H member works continuously on an item, or shows a particular skill. Members do not give a formal talk while they work, but respond to questions from fair-goers. Members should bring enough material so they can work for about 1/2 hour. A poster giving the topic of the demonstration and the 4-H member’s name should be displayed on the demonstration table as you are doing your demonstration.

FFA AGRICULTURAL MECHANICS PROJECTS

To be eligible for a Putnam County Fair Ticket you must have at least 10 points

1. Articles exhibited must have been constructed by FFA members either as part of their agricultural mechanics instruction in vocational agricultural or as part of their supervised occupational experience programs.

2. An article can be shown only once at the Putnam County Fair, but does not have to be constructed during the year it is exhibited.

3. All articles must be painted or properly treated in the case of feeders, etc. All articles must be clean and in presentable condition even though they may have been used.

4. Each exhibitor is limited to a total of two entries in each class. 5. The points assigned to projects are based upon the amount and difficulty of the work involved, difficulty

and cost of moving, and the cost of materials. The points given below are for average projects of the kind listed. The FFA teacher may adjust the points up or down within a range of 50 percent when a project is unusual in size or difficulty, and it appears necessary in order to keep the points in balance.

6. Projects built to be used as one unit should be entered as one entry and not entered separately (example: trailer ramps should not be entered separately from the trailer if the trailer is being exhibited). The FFA teacher will make the final ruling if a question arises.

7. All agricultural mechanics exhibits MUST BE on the fairgrounds by 7:00 PM on Tuesday.

The Putnam County Fair invites you to submit your 100% homemade pie

(including crust) into our Annual Pie Contest. The pie can be an original recipe

or one that has been passed down through generations. Shared recipes are

welcomed for a cookbook to come in the future! We have 3 categories, Soft

Pies, Fruit Pies or Any Other Pies. One entry per person, per category. Prizes

will be awarded including one People’s Choice winner. Registration begins at 4

PM. Come join the fun and plan to purchase one of the pies to be auctioned off

following the contest and 1/2 of the proceeds will go towards the 4-H Building

remodeling project. All participants will entered into a drawing for a pie server

given by Linda, Carolyn and Eileen in memory of their mom, Mary Roof-Smith.

This event is named for Rowdee because he loved the Putnam County Fair and he loved to get dirty and participate in the fair. He caught a pig every year and he was very proud of that! He would take it home, help feed it and was proud of providing food for his family. He loved the P.C. Fair especially the Greased Pig contest. A special boy that is missed everyday and will forever be in our thoughts!

THOU SHALT be sure that thy child has animals entered and registration papers in order by the designated deadline. THOU SHALT NOT feed, train and care for the animal, for you are trying to teach the child responsibility and discipline. THOU SHALT forgive a child for making mistakes in the show ring, for thou hath made mistakes too. THOU SHALT NOT get mad when thy child forgets items in the show box, for one day thou may forget the show box. THOU SHALT help the show management, for they are doing a job thou would not want to do. THOU SHALT NOT complain about the judge, for it is his opinion that has been sought. One persons opinion on that day. THOU SHALT see that thy child is on time for all show activities, for thou would not want to wait on another. THOU SHALT teach thy child that winning a Blue Ribbon is a desirable goal, but making friends along the way is a more worthy goal. THOU SHALT remember that livestock projects are teaching projects, not necessarily money-making projects. THOU SHALT remember that thy livestock project is a family project that shall be enjoyed by the entire family!
