US Navy ACE-C eFile Room Team

The ACE-C eFile Room Team, in partnership with SPAWAR and Vector Planning Services Inc. (VPSI) has achieved Department of Defense (DoD), Department of Navy (DoN) and Na-val Warfare Systems Command target objectives for a cost effective end-to-end enterprise contracts and acquisition management automation system, including the eFile room. In 2010, this team was nominated for the David Packard Excellence in Acquisition Award; while 2 team members distinguished themselves in 1997 and 2000 by being nominated for the David Packard Excellence Award and being awarded the DEPSECDEF Productivity Ex-cellence Award. Since forming nearly 13 years ago, this team has demonstrated a continuing pursuit of cost reduction and excellence. This team has developed innovative, effective, turn-key solutions for an automated eFile room system. This system incorporates workflow architecture and automated processing and management of contract award documents and vendor propos-als through SPS and eCommerce interfaces. The eFile room has proven to be an efficient, production-based system that has enhanced productivity and streamlined acquisition and contracting processes. To date, the deployment of this solution and capability has produced a reoccurring cost-avoidance of over $3 million annually through reduction of touch labor, totally a cumulative total of over $20 million to date. Over the expected life of the eFile room, the total cost avoidance and savings could rise to over $50 million for SPAWAR alone. Team members include Mr. Edwin McGinnis, Ms. Toy Walker, Mr. Manny Adriano, Mr. Vinh Vo, Mr. Lan Huynh, Mr. Huy Pham, Mr. Tuan Truong, and Mr. Michael Blakeley
