INTRODUCTION This report provides an accounting to the Texas Board of Nursing (BON) of the
outcomes for the Texas Peer Assistance for Nurses Program and its Extended Evaluation Program (EEP) for the BON’s third quarter (March – May) of FY 2015. Five activity centers are summarized herein: 1) Client ‐ program metrics concerning nurses referred to TPAPN as well those currently participating in TPAPN or whose participation is pending during the quarter is presented. Additionally, in this report referral outcomes/graphic are provided for FY 2014; 2) Outreach – includes formal education and other outreach activities; 3) Administrative ‐ significant operational and networking activities; 4) Fiscal ‐ the program’s financial status; and 5) Requests of the BON. Note: TPAPN does not have any requests of the BON at this time.
CLIENT ACTIVITIES
Referrals by Referral Source & Nurse Type – See Graph 1, page 4. A total of 166 referrals were received during the 3rd quarter of FY 2015, an increase of five nurses compared to the 2nd quarter.
Active Cases by Nurse Type – See Graph 2, page 5. The average number of active cases, i.e., nurses with signed participation and those pending participation in TPAPN and EEP during the 3rd quarter was 697 compared to 639 during the second quarter, an increase of approximately 8%. The average number of active cases by nurse specialty or licensure for the 3rd quarter versus (vs.) the 2nd quarter was as follows: APRNs: 23 vs. 29; LVNs 136 vs. 125; and RNs 537 vs. 485. As of the end of February, TPAPN had received 39 referrals approved for the new Mental Health Support Program and 3 nurses were active in the new Interim Monitoring program.
Referral Outcomes by “Type” for YTD, FY 2015 – See Graph 3, page 6. The overall numbers
for each type of referral are as follows:
Thus far for FY 2015, 139 nurses were referred under “board order” to participate in TPAPN. Of the 139, 96 signed participation while 19 were discharged (“referred by TPAPN to BON”) to the BON. 25 nurses under board order were pending possible enrollment with TPAPN at the time of the report. Twelve nurses without an enrollment deadline specified in their board order are included in the data.
87 nurses thus far this FY were “Direct 3rd‐Party referrals” to TPAPN, i.e., received by TPAPN directly, mostly from employers. Of the 87 referrals, 39 signed participation while 40 were discharged to the BON for disposition. 8 were still pending participation.
237 “BON 3rd‐Party referrals” were received by TPAPN from the BON, with 68 signing participation and 148 were discharged to the BON. 21 nurses were still pending.
And in this report self‐referrals are included, with a total of 30 having referred, 19 of whom have signed, 5 have been discharged to the BON and 6 still pending enrollment.
Graph 4, page 7, provides additional aggregate data for the different referral (discharge) types from TPAPN to the BON, the reasons and totals for nurses who initially did not participate in TPAPN or its related programs.
A further accounting of referral outcomes comparing FY 2015 to 2014 will be provided with the next quarterly report in September

attendees on Friday and 46 attendees on Sat. – 10.9 total contact hours 4. 4/21: PD attended TNA’s Tri‐Corporations’ meeting at TNA HQ 5. 4/23 – 24: TPAPN’s Clinical Supervisor attended TNA’s House of Delegates meeting 6. 4/24 – 27: PD attended the annual conference of the Federation of State Physician

ADMINISTRATIVE ACTIVITIES
• 3/ 5/15: Weekly (ongoing) BON review meeting of 3rd party referrals to TPAPN • 3/6: Regularly scheduled business meeting of the TPAPN Advisory Committee
• 3/11: Four TPAPN staff members attended monthly luncheon meeting of “AustiNet,” of the Texas Association of Addictions Professionals, Austin, Texas
• 3/13: Marie Krebs, with Elements Treatment Center presented to TPAPN staff
• 3/13: PD and Intake Coordinator were part of panel presentation to the Austin Bar
Association’s Administrative Law Section
• 3/25/15: PD attended BON Eligibility and Disciplinary Advisory Committee meeting
• 4/2: PD and Program Operations Coordinator attended regularly scheduled quarterly TNA/TNF Provider Unit meeting for continuing education
• 4/22 – PD met with Andrea Schwab, JD, regarding confidentiality needs for program • 5/1: TPAPN staff attended staff retreat at Sol Healing & Wellness Center, Austin, TX • 5/5: PD teleconferenced with Tom Edwards and Mariel Swiggard regarding (ongoing)
planning for collegiate recovery programs and professional state‐wide alternative programs for the 3rd annual Clinical Overview of the Recovery Experience conference
• 5/6: PD attended networking/CE at Rock Springs Behavioral Health Care, Georgetown, TX • 5/15: PD attended luncheon with alternative program representatives of the Texas
Medical Association’s Program and the Texas Lawyer’s Assistance Program
FISCAL • See attached financials, Attachment A, pages 8 ‐ 16 • As of the end of May, TPAPN realized a net income of approximately
$107,815.53 with income approximately $13,000 greater than budget and expenses approximately $44,000 less than budget.
REQUESTS OF THE BON • TPAPN has no requests of the BON at this time.
