SENIOR BUILDING SURVEYOR

$82,620 to $91,800 per annum 22 Days Annual Leave

We are seeking an enthusiastic and customer focused Building Surveyor to join our Development Services team. The successful applicant will be responsible for the provision of reliable, professional advice to developers and the general community on all matters related to the practical application of statutory building controls codes. To be considered for the position, you must be a registered Building Surveyor and should demonstrate experience in assessing large, high quality residential building projects, small to medium sized commercial building projects and strata title applications. Experience must also be demonstrated in the administration and enforcement of statutory building control codes, the capacity to negotiate mutually beneficial outcomes with key stakeholders, providing strategic support in relation to policy development, customer service standards, and familiarity with energy efficiency and sustainability initiatives. SELECTION PROCESS

All applications received by the nominated closing date and time will be rigorously assessed by the appointed selection panel. Consideration for an interview is based upon your employment history relevant to the position being sought.

The interview panel usually consists of two to three officers.

The Town of Cambridge came into existence formally on 1 July 1994 as the result of a restructuring of the former City of Perth by the WA State Government. Its creation provided an excellent opportunity for the revitalisation of local government in those suburbs and communities within the new Town - an eminently identifiable area encompassing City Beach, Floreat, Wembley and West Leederville. The Town of Cambridge takes its title from Cambridge Street which was built in about 1890 as part of Leederville. Cambridge Street was originally named after Cambridge University in England. The Town of Cambridge occupies a small part of an ancient land; this land itself was once covered by water and the remnants of this geological area can be seen in the numerous

limestone ridges, outcrops and bodies of water throughout the Town. They create the basis for spectacular features such as Bold Regional Park, Lake Monger and the Quarry Amphitheatre. Other unique facilities and features of the Town include Perry Lakes and surrounds, large metropolitan coastal beachfront (Floreat and City Beaches), the Wembley Golf Complex (36 holes) and Matthews Netball Centre.

Serving a population of 27,500 and covering 22 sq. km., the Town is recognised for its many regional parks and recreational facilities. All traditional outdoor sporting activities and facilities are provided for. The Town is predominantly residential, with localised shopping facilities, some ribbon shopping areas located along Cambridge Street, and a small regional Shopping Centre situated in Floreat. The Town does not have any major commercial or industrial centres. Public transport is provided solely by bus services with railway connections at the eastern end of the Town. This results in a high level of use and reliance on private vehicles. The demographics of the population include a significant number of senior citizens and a high number of middle aged married persons with teenage children. Whilst the Town has a large cross-section of society within its boundaries, it comprises predominantly above-average families in terms of wealth and housing standards. There is a strong interest in local affairs and Community Associations are active in representing the views of the residents.

OBJECTIVES OF THE POSITION • To contribute effectively towards the performance of the directorate as the regulatory

and strategic service unit for the Development and Sustainability Directorate • To promote the objectives of the directorate by providing professional advice,

guidance and direction to members of the community and building practitioners regarding Building Codes, Local Laws and relevant statutory provisions

• To provide leadership, mentoring and supervision within the Building Services team • To assess building applications to ensure compliance with the Building Code, relevant

Australian Standards and Codes of Practice, relevant local laws and the Town Planning Scheme, and to approve building licenses (under delegated authority)

• To monitor construction projects and buildings for Building Code, Town Planning, and

Local Law compliance during and after construction

SELECTION CRITERIA KNOWLEDGE & SKILLS: • Demonstrated knowledge and ability to interpret and apply:

� the National Construction Code (NCC); � the Building Act 2011; � Building Regulations 2012; and, � Local Government Act 1995; � Local laws.

• Demonstrated knowledge and application of Residential Planning Codes. • Well-developed written and verbal communication skills. • Well-developed negotiation, decision making and analytical skills. • Proficient in the operation of general computer systems with basic keyboard skills. • Sound working knowledge of the operations and processes of local government. EXPERIENCE: • Extensive experience working as a Building Surveyor. • Extensive experience in assessing applications in accordance with the provisions of

the Building Code of Australia and the Building Regulations. • Demonstrated ability to provide effective quality customer service. • Practical experience in the building construction industry would be advantageous. QUALIFICATIONS AND/OR TRAINING: • Degree or Associate/Advanced Diploma in Applied Science (Building Surveying) or

other recognised qualification relevant to Building Surveyor. • Current Registration as a Level Two Building Surveyor • Worksafe Construction Induction Card

Desirable: • Registration as a Level One Building Surveyor.

KEY RESPONSIBILITIES 1. Outcome - Building Applications

• Provide sound technical advice relating to Building issues (including Residential Planning Code information) to Council, Council officers and the Community.

• Assess building and development applications for compliance with the NCC, • Approve and sign building permits for all classes of building (under delegated

authority). • Approve and sign Demolition permits. • Inspect completed buildings/properties and impose appropriate conditions for

compliance with the NCC and local laws where necessary. • Inspect construction projects to ensure compliance with the NCC and conditions

of approval. • Issue Occupancy Permits on satisfactory completion of commercial building

projects. • Process and maintain appropriate records as required, carry out inspections for

Strata Title clearances and other land subdivision or amalgamation applications, apply or enforce any relevant compliance conditions or requirements and ensure accuracy of all documentation.

2. Outcome - Administration

• Provide leadership and advice on policy direction, and resolution of building and general NCC and construction related issues.

• Update computerised records relating to land subdivision and building applications where relevant, and file documentation following processing where required.

• Initiate correspondence and prepare reports following inspection of buildings. • Prepare Notices for issue pursuant to the Local Government Act 1995, the

Building Act 2011, and Local Laws; prepare general reports and liaise with service area manager and Council solicitors when undertaking legal proceedings.

• Assist and respond to initiatives in the review and development of policies, procedures and general development for the D&S area.

• Put forward ideas (as they arise) for improvement to procedures relevant to building and development approvals.

• Assist in the review of Local Laws pertinent to Building Services. • Assist the service area manager in preparation of Building Services annual

budget and key performance indicators. • Assist the Manager Compliance and provide guidance for compliance in the

administration and enforcement of Part 8 of the Building Regulations - four yearly private swimming pool inspection program.

3. Outcome - Customer Service

• Assist the public in their enquiries on building matters to the full extent that expertise allows, but acknowledge the extent of (or limitations of) Council’s authority to resolve or assist in particular issues.

• Provide quality service to members of the community and Building Practitioners. • Attend to Building enquiries and provide technical information. • Inspect construction sites and buildings as a result of building enquiries.

• To produce a Certificate of Registration of Birth or Extract, or a valid Passport.• To produce original or certified copies of qualifications that you have achieved.• To produce proof of a Driver’s Licence if necessary for the position you have applied for.• To produce a National Police Certificate no older than three months, if necessary for the
