Pusat Daya Pengeluaran Negara telah ditubuhkan pada tahun 1962sebagai satu projek bersama di antara Kumpulan Waiig Klias Bangsa-Bangsa Bersatu dengan Kerajaan Persekutuaii, daii Organisasi BuruhAntarabangsa sebagai Pentadbirnya.
Dalam taliun 1966 Akta (Memperbadankan) Majlis Daya Penge-luaran Negara Bilangan 19 telah diluluskan oleh Parlimen dan Majlismenjadi sebuah badan yang berkuasa sendiri mulai daripada Ihb Mac,1966. Akta ini dipinda oleh Akta (Pindaan) (Memperbadankan) MajlisDaya Pengeluaran Negara 1975 (Akta A305 tahun 1975) scjajar de-ngan usaha-usaha perkembangan Pusat ini. Ahli-ahli Majlis adalah di-lantik oleh Menteri Perdagangan dan Pcrindustrian.
Pusat ini diberi bantuan oleh Kerajaan sehingga sampai kepadamasa ia boleh berdikari.
ObjektifDi antara objektii-objektif Pusat Daya Pengeluaran Negara ialah:
• meninggikan mutu pcngurusan termasuk penyeliaan di seniuaperingkat;
• memperbaiki kecekapan perjalanan perusahaan dengan memberiperhatiaii khusus kepada kaedah meninggikan produktiviti, memper-baiki kualiti dan pengeluaran, pengurusan kos dan membina per-hubungan baik di antara pekerja dan pengurusan;
• mengeiidalikan latihan dan rancangan seumpama yang sebaik-baik-nya untuk memenuhi kehendak tempatan.
Kaedah-Kaedah LatihanSoal/jawab dan perbincangan adalah ditekankan. Latihan secara
tidak formal dalam bentuk syarahan, perbincangan sindikel dan kajiankes boleh membawa kepada suasana latihan yang sesuai bagi orangdewasa. Kakitangan Pusat juga mengadakan lawatan susulan untukmemberi panduan dan bantuan lanjut; terutamanya mengenai projckpraktikal yang dijalankan di kilang oleh peserta-pescrta kursus. Kajiankes dan latihan-latihan memainkan peranan penting di dalam perbin-cangan sepanjang kursus dijalankan. Kursus-kursus diperlengkapkandengan filem-mem yang berkaitan dengan pengurusan, sessi 'role play',
perakam video, makmal komputer dan lawatan sambil belajar. Waktukursus adalah dari 9.00 pagi hingga 4.00 petang.
Permohonan MengQmti KursusPermohonan bagi mengikuti kursus-kursus hendaklah dibuat
dengan mementihi borang soal-selidik Pra-Kursus yang dilampirkan.Pemohon hendaklah mempunyai pengalaman yang berkaitan dengankursus yang dipilih. Pilihan akan dibuat berdasarkan maklumat yangterdapat di borang soal-selidik Pra-Kursus yang tersebut. Borang-borang dan pembayaran hendaklah dikembalikan dalam masa 2 minggusebelum kursus dijalankan. Untuk menentukan penyertaan, pemo-hon-pemohon dinasihatkan supaya membuat permohonan awal.
Cek-cek berpalang hendaklah dibuat atas nama Pengarah PDPN.
Penganugerahan SijilPDPN mengeluarkan sijil kehadiran kepada setiap peserta yang
menyertai semua sessi di dalam setiap kursus latihan.

• Pueat Daya Pengeluaran Negara menawarkan diskaun 20%untuk bayaran kursus kepada organisasi yang menghantar 3pesexta atau lebih untuk setiap kali kursus. Kadar diskaununtuk 5 atau lebih peserta boleh dirundingkan.
\ National Productivity Centre
National Productivity Centre was established in 1962 as a jointproject by the United Nations Special Fund and the Federal Govern-ment with the International Labour Organisation as the executiveagency.
In 1966 the National Productivity Council (Incorporation) ActNo. 19 was passed by Parliament and the Council became an autono-mous body elective as from 1st March 1966. The Act was subse-quently amended by the National Productivity Council (Incorporation)(Amendment) Act 1975 (Act A305 of 1975) to keep in line with theexpanding activities of the Centre. The members of the Council areappointed by the Minister of Trade and Industry.
The Centre is subsidised by the government until such time as itbecomes self-support ing.
ObjectivesAmong others, the objectives of the National Prtxluctivity Centre
are:* raising standards of management including supervision at all levels;* improving efficiency of industrial operations with particular reference
to methods of increasing productivity, of improving quality and out-put, of reducing costs and developing constructive labour/manage-ment relations:
* initialing training and other programmes that would best servespecific and local requirements of the country.
Method of InstructionQuest ions/answers and discussions are emphasised. Informal
instruction in the form of lectures, syndicate discussions and casestudies creates an atmosphere conducive to adult training. The Centre'sstaff also carry out follow-up visits to give fur ther guidance and assis-tance, particularly in the case of in-plant practical projects being carriedout by the course participants. Case studies and exercises play a centralpart in discussions throughout the courses. The courses are supple-mented with relevant management Rims, role play sessions, videorecordings, computers and study visits. Course hours from 9.00 am.to 4.00 p.m.
Admission for CoursesApplication for admission should be made on the Pre-course Ques-
tionnaire form attached at the end of this brochure. Applicants shouldhave some experience In the particular subject relevant to the course.Selection is based on the information contained in the Pre-CourseQuestionnaire forms, which are to be returned two weeks before thecourse commences together with the relevant fees. Applicants areadvised to apply early to avoid disappointment.
Cheques should be made payable to the Director, National Pro-ductivity Centre and crossed 'A/C Payee Only'.
Awarding of CertificateThe Centre issues a certificate of attendance to every participant
who attends all the sessions of each training course.

In this context quality is a major concern and Quality Control Circleshave been found to be instrumental in increasing quality consciousnessamong workers and enhancing overall productivity in many countries.This unique management style, which rests on close cooperation andconsultation between employers and employees in their attempt tocreate a better and happier working place for all, has also achievedother objectives such as:• Motivating workers through their job tasks;• Developing leadership capabilities among the members;• Encouraging self-development and decision-making by employees;• Promoting more effective teamwork;• Enhancing the quality of products and sen-ices.
Although initially QCCs were introduced and practiced in themanufacturing sector, they are fust gaining popularity in the servicesector as well. Awareness on the benefits of QCC has been spreadingrapidly and further efforts are being taken to generate greater interesttowards achieving the objective of making QCC as an accepted way oflife for Malaysians. In this context, the National Productivity Centrehas further expanded the range of training to assist organisations toinstall and sustain QCC activities. A wider range of workshops forfacilitators and circle leaders has been added in order to assist them indeveloping skills and knowledge in various aspects to enhance leader-ship and management of QCCs, problem-solving techniques, statisticaltools and QCC presentation skills. Attempt will also be taken tointroduce the concept of Total Quality Control into industries.

INTRODUCTIONThere are many LCA techniques available for the upgrading of
existing production facilities as well as the designing of. new equip-ment.
Among the most prominent of LCA techniques is pneumatic con-trol engineering which can be used in many situations which may in-volve the handling of materials and/or tools in the manufacturing andprocessing operations.
The present LCA programmes are thus geared towards the train-ing and use of pneumatic control engineering for such purposes.
MODULE LCA 1 — Introduction to Pneumatic ControlEngineering
This module will concentrate on ihc understanding and uses ofcompressed air. Its physical properties, characteristics and behaviourin engineering applications.
Understanding pneumatic component technology is the necessaryfbmidation towards control engineering design practice. LCA 1 dis-cusses the characteristic functional behaviours and uses of pneumaticcomponents in great depth.
