Ti liu ny c cung cp cho cc khch hng
ca VCB.
This document defines a number of basis
principles in accordance with the reguirements ofISO/IEC Guide 65:1996 which VinaCert
Certification Body applied in the evaluation
process, product certification compliance
standard and technical regulation belong to the
fields: food, electric, mechanical, chemical,
building materials, consumer goods, household
goods, petroleum products
This document is provided for customers of VCB.
2. Thut ng, nh ngha: 2. Terms, difinition
2.1 Khch hng: T chc/c nhn ngh VCB
chng nhn sn phm ph hp tiu chun;
2.2 Chng nhn: S nh gi xc nhn ca VCB
i vi sn phm ca khch hng ph hp vi
tiu chun tng ng;
2.3 Tiu chun v sn phm: Cc sn phm datrn cc tiu chun quc t, cc tiu chun quc
gia hoc tiu chun hip hi c tha nhn;

2.1 Customers: Organizations/ individuals
applying VCB product certification compliance
with standard;
2.2 Certification: Confirmation audit of VCB for
customers products in accordance with relevant
standards;2.3 Standard of products: The product based on
international, natinonal standards or standard of
association is recognized;
2.4 Audit team: One or more auditors conducting
audits is supported, if necessary,technical experts
(including the sample);
2.5 Auditors: The person has the capacity to
conduct an assessment;
2.6 Techinical expert: The provision of specific
knowledge or expertise to audit team.

To ensure consistency, objectivity, fairness,
impartiality, openness in the product certification
assessment activities, confidentiality of
customers information and responsibility before
law for their activities.
VCB ensures to create favorable condition for all
applicants whose activities belong to published
field of certification of VCB to access all services
of VCB and not to give financial conditions or
other conditions irrationally. The access to theservices will not depend on size of applicant or
membership regulation of any association.

QCHDCN. The members in Certification
Council must:
- Representatives of the benefits for all
parties;
- Do not take the pressure of financial, work,
emotional in their decisions;
- Understand the law.
Though activities of Lab Derpatment commit
to independence, confidentiality objectivity;
Provide for customer information about
certification standard, product certification and
evaluation regulation; certification maintain,
suspend or withdraw procedure compliance
with standard and regulations about use logo,
evaluation and certification fee;
Making lists of organizations and individuals
related to evaluation and certification activities
of VCB potential hazards lead to unfair and
preventive measures to ensure fairness in the
assessment of VCB;
Creating favorable conditions for the VCBs

hng thit lp, VCB tha thun chu k nh
gi gim st cht llng sn phm. Chu k nh
gi gim st khng ngn hn 6 thng.
7.1 VCB conducting certification appropriate
standards for customerss product when meet
fully requirements of standards that customer
registration certificate.
7.2 The validity of all certification is 3 years from
date of issue. During the validity of certificate,
VCB conducting product monitoring assessment
have been certified by: take samples for testing
on production lines, in warehouses or on the
market to confirm the product quality are
maintanined in accordance with relevant
standards. Depending on products and quality
management system that the customer has
established, VCB will agreement product quality
surveillance cycle. Surveillance cycle is not
shorter than 6 months.

PRODUCT CERTIFICATION PROCESS

1. Initial contact to exchange information: Staff ofSale Room contact with the customer to collectthe necessary information. To request the client
to complete BM-QT-13-01.2. The customer submit a product certification
application for the VCB and attached relevantdocuments under BM-QT-13-01. If need, VCBcan conduct surveys at the facility to have basicunderstanding of the production operating,equipment and product activities of customers.
3. Certification Derpatment contact with customer tocomplete product certification procedures.
4. VCB will conduct to assess quality assuranceconditions. VCB conduct test sampling by theappropriate methods for testing of product typical/representative samples. VCB only accept product
certification appropriate standard when: Conditions to ensure qualified quality; On-site test results meet the requirements; Test results of typical/ reprensentative
samples meet the requirements (acceptance01 testing criteria that result does not achieve,with deviation not exceeding 20% compared tothe published criteria. Not reached criteria isnot criteria specified in the technicalregulations)
5. Result reports including report result of testassessment and result of assessment qualityassurance conditions.
6. If the test results of typical samples and qualitymanagement system or quality assuranceconditions in accordance with certificationrequirement, VCB will grand certificate suitablestandards/ technical regulations and quality/regulation sign for customer.
7. Maintaining certification: VCB will conductperiodical surveillance. Surveillance also takerepresentative sample as certificationassessment.
8. Re-issuance of the certificate: VCB will conductre-evaluation after 03 years.

VCB s xem xt thay i thnh phn on nh
gi.
8.2.1 When customer are ready for the
evaluation and certification, VCB established
audit team includes team leader and other
members when necessary;
8.2.2 The auditor is selected on the basic ofqualified in accordance with the assessment area
and ensure the objectivity. Where VCB do not
specified auditor have been qualified in
accordance with the assessment area that VCB ill
invite suitable technical expert join audit team;
8.2.3 VCB notify writing to the customer on the
composition of audit team. If customers feel audit
team do not ensure objectivity, the customer maybe request and VCB will review changing the
composition of audit team.

quality management systems: ISO 9001,
ISO 22000, TS 16949 valid over 12 months
and are certified by certification bodies that

recognized;
Where the customer has had the
organizations certificate that VCB is not
recognized or is recognized but the valid
less than 12 months, the audit activities
conditions to ensure quality similar 4.1.2 of

from five different locations in one shipment.

but in principle, sampling must be obtained on
produiction lines, warehouses and the market.
c) Testing in the laboratory:
The auditor established 02 samples handover
record. In particular must specify the criteria to
test and test menthods are specified in
separate regulations.

8.4.1 VCB xem xt kt qu nh gi v cp
chng nhn ph hp tiu chun vi cc ni dung:

khch hng p ng ton b cc yu cu ca
tiu chun.
8.4.2 VCB gi chng nhn ph hp tiu chun

8.4.3. Chng ch VCB cp cho khch hng bao

chc c chng nhn; phm vi chng nhn
c cp (bao gm sn phm c chng nhn;
cc tiu chun sn phm hoc cc ti liu quy
chun khc; h thng chng nhn thch hp);
ngy c hiu lc v thi gian hiu lc ca chng
ch.
8.4.1 VCB review audit results and certification
standard compliance in accordance with the

8.4.2 VCB sent certificate to customers.

9.1 Customers certified by VCB are entitled to

9.2 The product certified by VCB according to
technical regulations are entitled to use the VCB
logo along with certification mark of respective
technical regulation, see Chart 9.2
9.3 Certified customers are entitled to use the
above-mentioned mark to propagate, advertise on
mass media and on the brochures, trade
documents of the customers.
Customers are only entitled to use the above-
mentioned mark for products that are certified.

10.3 During the validity of certificate that clients
are certified with the major change: property
rights; located; organization; representative
leadership; expand/collapde buildings; product

10.4 Depending on the level of change, VCB will

accordingly. Customers will paid all costs incurred
related to addition surveillance.
10.5 Re-issuance of certificate: After 3 years of
certificate valid conformity of the current standard,
VCB will conduct re-audit as the first and
certification appropriate standard and have
validity in next 3 years.

11.4 Vic nh ch v thu hi chng nhn ph

11.2 Depending on the level, VCB consider
suspending or withdrawing certificate granted if
the customers does not comply with one of the
following:
Use appropriate standard certificate or VCB
logo contraty to regulations;
Failing to arrangement periodically
surveillance as agreed;
Failing to maintain of product quality, violation
certificated regulation of VCB;
There is serious complaints from individuals
or organizations using the customers
products;
Do not pay the full certification fee
agreement.
11.3 During the validity period of the certificate, if
the customers violate the provisions of Section
11.2, certificate may be suspended for 03 months
until the VCB receive appropriate corrective
action. If the period of 03 months, customers do
not have the appropriate corrective action, the
certificate will be suspended further 03 months. Ifafter 03 months, the customer do not appropriate
corrective action, the appropriate standard
certificate will be revoked permanently.
11.4 The suspension and withdrawal of
certification that VCB will be announced on the
website: http://www.vinacert.vn and notify the

12.2 Customers can complain activities related to
the evaluation, certification process of VCB. VCB
will consider and resolve customers complaints.
If customers do not agree with the decision of
VCB resolve complaints, the customer may
request resolution under the provisions of law;
12.3 Neither party shall be responsible
compensation if there are objective factors occur
beyond the control of two party but must notify
each other of these events by fax or mail with 5
days since take place.
13. Cc khon chi ph 13. The expenses

hnh ha n, bn Khch hng phi chu li sut
1,5% trn thng cho phn gi tr cn phi thanh
ton;13.4 VCB ra quyt nh nh ch chng nhn ph
hp tiu chun i vi Khch hng khng thanh
ton chi ph nh gi, chng nhn sau 60 ngy k
t ngy VCB pht hnh ha n. Vic khi phc
chng nhn ph hp tiu chun s c thc
hin sau khi Khch hng thanh ton chi ph nh
gi chng nhn.
13.1 The expenses for product evaluation and
certification activities are specified in the contract.
Customers do not pay any other expenses for
VCB except the cost for addition assessment
specified in this Section 13.2;
13.2 When need to verify the corrective actions of
customers at the point being evaluated, thecustomers must pay the costs of travel and stay
for an auditor of VCB;
13.3 VCB issue invoice for the full certification
assessment costs of VCB. The late payment after
30 days of issuing the invoice, the customers
shall bear the interest rate of 1.5%/ months for
the value to be paid;
13.4 VCB will decide certification suspension that
customers do not pay for certification assessment
cost after 60 days from date of invoice issuance.
The recovery of certification will be made after
customers pay certification assessment costs for
VCB.
