The Rehabilitation and Community Providers Association is proud to serve its members by offering continuing education credits in conjunction with Drexel University College of Medicine, Behavioral Healthcare Education.

OBJECTIVESAt the completion of the 2020 conference, Vision 2020, participants will be able to:

• Cite national trends in human services while working within a pandemic;

• Identify tools and techniques in order to achieve outcomes within services;

• List evidence-based practices that promote health and wellness for individuals.

CE REGISTRATION/DOCUMENTATIONEach CE type costs $50 (no additional fee for ethics) and should be included on the conference registration form along with all associated license numbers or using the Continuing Education form that will be sent to you following registration.

RCPA ensures that a formal validation of CE credits is sent to those who register and complete paperwork. The certificates will be generated through Drexel University and/or RCPA and will be sent to the email address indicated on returned documentation. DREXEL UNIVERSITY COLLEGE OF MEDICINE, BEHAVIORAL HEALTHCARE EDUCATIONBehavioral Healthcare Education (BHE) was established in 1980 with contractual funding from what is now the Pennsylvania Office of Mental Health and Substance Abuse Services. The purpose of its creation was to turn clinical knowledge from biological and programmatic research into information and skills that are directly useful to practitioners in the behavioral health fields, particularly those working with persons in the public and Medicaid managed care arenas who have serious and persistent mental disorders. Since that time BHE has added expertise in the areas of substance use disorders, intellectual/developmental disabilities, and child and adolescent diagnoses and treatment. The mission of the Division of Behavioral Healthcare Education is to support behavioral health practitioners in providing high quality services to people of all ages. We fulfill this mission through delivering continuing education, consultation, technical assistance, and conferences, using evidence-based and promising practices, research findings, and program and policy advances.

PA Educators Act 48: Drexel University College of Medicine, Behavioral Healthcare Education is recognized by the Pennsylvania Department of Education to offer continuing education credits under Act 48 guidelines. Chuck Ingoglia, MSWPresident and CEO | National Council for Behavioral Health Chuck Ingoglia is the president and CEO of the National Council for Behavioral Health where he leads the national charge to ensure people have access to quality, affordable mental health and addiction services. To accomplish this, he harnesses the voices and support of the more than 3,000 National Council members who serve over 10 million individuals nationwide.

Chuck previously led the organization’s policy and practice improvement work, directing the organization’s federal and state policy efforts, and overseeing trainings and programs offered to more than 500,000 behavioral health professionals across the US. He has effected change at both the national and state levels by playing a major role in policy advocacy and analyses issues relevant to behavioral health. Chuck draws from personal experience and a deep knowledge of the field acquired from more than 26 years’ professional experience to provide services, including site-of-service technical assistance, to members. His efforts center on key issues such as parity, health care reform, and improving access to behavioral health treatment in communities.

Chuck holds a Master of Social Work and a Bachelor of Arts in Social Work, both from The Catholic University of America.

Plenary 1: Addressing the National LandscapeIn the midst of a global crisis and a once-in-a-century pandemic, the health and wellbeing of people around the nation is more important than ever. Mr. Chuck Ingoglia, National Council, and Ms. Barbara Merrill, ANCOR, will share updates from the federal landscape that affect the behavioral health and intellectual and developmental disability systems. Join us to hear about topics such as calls for the strengthening of Medicaid, the effects of additional COVID-19 relief packages, innovations in providing treatment and services, and policy updates.

Barbara MerrillCEO | ANCOR Barbara Merrill has served as ANCOR’s Chief Executive Officer since 2014. The American Network of Community Options and Resources (ANCOR) is the nation’s leading association advancing supports and services for people with disabilities, representing 1,600 providers and 56 state associations. A disability and association professional, Barbara has worked on disability issues since 1992 as an advocate, state legislator, and attorney

for people with disabilities and the providers who serve them.

Elected to ANCOR’s Board of Directors in 2010, Barbara co-chaired ANCOR’s Government Relations Committee prior to joining ANCOR’s professional staff as Vice President of Government Relations. A native of the state of Maine, she brings 28 years’ experience working with associations. She lives and works in the DC metropolitan area and unabashedly cheers for New England sports teams.

Dana Winters, PhDFred Rogers Center for Early Learning and Children’s Media at Saint Vincent CollegeDana Winters, PhD, is the faculty and academic director of the Fred Rogers Center for Early Learning and Children’s Media at Saint Vincent College, and the co-creator of the Simple Interactions approach to support children, families, and their helpers. At the Fred Rogers Center, Dr. Winters applies and advances the legacy of Fred Rogers’ work in

serving children and their helpers. She directs the Fred Rogers Center’s applied research lab, Incubator 143. Her team of researchers and students partners with educators, trainers, advocates, and researchers to focus on amplifying the active ingredient that universally helps serve children – the power of human connection.

She frequently delivers keynote presentations and workshops across states and countries to describe and affirm the essential, relational practices of professionals who serve children, youth, and their families. She has led numerous federal, state, and foundation grants in early childhood education, family engagement, and statewide training and technical assistance. In addition, she studies and advances the legacy of Fred Rogers by directing the Center’s partnerships with educators and communities. Dr. Winters received her PhD in administrative and policy studies from the University of Pittsburgh.

Plenary 2: Understanding and Promoting Everyday Human InteractionsIt is sometimes difficult to imagine how small and ordinary moments fit within the complex challenges around us, yet such moments are the most essential building blocks of a healthy community. Finding meaningful ways to understand, appreciate, and promote such moments can be encouraging, enriching, and empowering at every level of a human services system. At the foundation of every person’s healthy development is the power of human connection and we will explore the power we have to build connections and contribute to the positive development of those around us.

Dana E. Crawford, PhDDr. Dana E. Crawford is a pediatric and clinical psychologist. Dr. Crawford is also the developer of the Crawford Bias Reduction Theory & Training (CBRT), a systematic approach to reducing bias, prejudice, and racism. She has a thriving private practice in Manhattan, New York. Dr. Crawford holds certifications in medical hypnosis and biofeedback. She has treated patients with high incidences of trauma in Philadelphia, Cincinnati, New Orleans, San Antonio, The Bronx, and New York City.

Dr. Crawford is a graduate of Howard, Temple, and Miami Universities and has degrees in the areas of counseling, African-American studies, clinical psychology, and the arts. She also has a certification in Practical Nursing. She completed her pediatric psychology residency at Tulane University School of Medicine, a two–year clinical fellowship with the United States Department of Defense, and a two-year fellowship with the Center for Early Connections at Tulane University. In recent years, she has worked with the National Black Caucus to create legislation for Black maternal health equity, appeared on a plethora of news platforms, and conducted over 100 trainings and presentations nationally in private, public, and government sectors.

Plenary 3: Using the Crawford Bias Reduction Theory to Manage Three Pandemics: COVID, Racism, and Financial Uncertainty If 2020 has taught us anything, it’s that things change quickly and flexibility is golden. In the coming months, there will be more COVID, more racism, and more economic uncertainty. Additionally, there will be both challenges and beauty. In this presentation, Dr. Crawford invites participants to explore ways to engage in value-driven living, rather than emotion driven responses. She will also discuss specific challenges related to becoming an antiracist, pandemic parenting, and finding interpersonal fulfillment. The presentation will discuss concrete strategies for coping through arduous days ahead.

Plenary 4: DHS Executive Deputy Secretary Clarke Madden

Jeff ButlerJeff Butler is the author of two provocative books – The Authentic Workplace and The Key To The New You. Having written over 100 articles on workplace dynamics, his insights have been featured in dozens of media outlets such as Forbes and HR News. In addition, he has appeared on TEDx in both 2016 and 2017, with both talks focusing on psychology. Before Jeff founded his workplace consulting company, he spent almost a decade in Silicon Valley working as a software

engineer, which is where his initial interest in organization psychology began to develop. Since then, he has personally addressed over 100 organizations internationally on workplace dynamics issues such as Google, Amazon, LinkedIn, and Wells Fargo. He lives in Boston, MA with his family.

Plenary 5: The Remote Work Experience: What Innovative Companies Are Doing to Create Successful Remote TeamsIn 2020, no one was planning on COVID-19 to force thousands of companies to transition to remote work. With these abrupt changes, countless teams found themselves communicating less, employee engagement lowered, and deadlines missed because of the inevitable remote work challenges. The in-person managerial and leadership skills simply do not solve the obstacles that the remote workplace experience brings. However, there are a select few innovative companies that are leading the charge by building unstoppable remote workforces that are unexpectedly more effective than in-person teams. So what are these companies doing that makes them so successful? Since 2014 and well before the time of COVID, Jeff Butler has been building remote teams across different time zones and studying what the most successful remote companies do. From his research, he put them into practice in his own companies to discover the truth from fallacy. The ideas he found are simple, yet profound – but most importantly, when someone learns how to master the remote manager techniques, it would make them that much better of an in-person leader. Learning to master remote work is no longer optional; it’s a necessity, but fortunately, anyone can create a successful workforce, it’s just a matter of how.

Toni PergolinCEO | BancroftToni Pergolin is a highly regarded strategic leader with acute financial acumen who has successfully grown companies organically and through mergers and acquisitions. Currently serving as President and CEO of Bancroft, one of the largest human services providers in New Jersey and the Greater Philadelphia region, she has more than doubled the size of the company in 10 years. Her ability to lead nonprofit

organizations with a focus on delivering excellence with a healthy margin has resulted in a decade of profitable returns enabling reinvestment in the organization’s mission.

She was selected as one of the 50 most influential people in South Jersey by South Jersey Biz in 2015, won the SmartCEO Cornerstone Award in 2015, was among The Who’s Who in Healthcare in South Jersey in 2017, and SJ Magazine Women of Excellence in 2019. Pergolin received the Campbell Soup Extraordinary Leadership Award and was awarded the first Corporate/Business Award by Maria’s Women United. She has been recognized for her leadership in many publications and received recognition for advancing women’s equality.

Prior to joining Bancroft, she worked at the University of Pennsylvania Health System for 14 years in various positions, including Chief Financial Officer for Pennsylvania Hospital. She received her undergraduate degree in accounting from Pennsylvania State University and her master’s in health administration from Saint Joseph’s University. Pergolin’s first book, Too Important to Fail: Leadership Lessons for Nonprofits, came out on Amazon in January 2020.

Plenary 7: Leading Through the Life Cycle of a CrisisThe life cycle of a crisis can take many forms and as leaders we need to be ready for every twist and turn along the way. Some crises are under our control, while others may not be. Some require a knowledge or skill set we have, while others may not. But the key to surviving a crisis – no matter what kind – is being prepared in advance and then acting quickly in response to the changing forms of the crisis. In good times and in bad, over the short-term or long-term, leaders must be forward-thinking and prepared for any scenario. As we continue through the life cycle of this current crisis, we must adjust to the changing circumstances and in some cases, move to a new way of operating. The life cycle of a crisis is critical for any leader to recognize in order to devise a plan for survival.
