Proposal for a White House Office on Volunteerism.Throughout the campaign, Jimmy emphasized the importance ofgovernment to tap the talents and energies of the Americanpeople for the purpose of improving the quality of life. IfAmericans are to be a part of the solution instead of theproblem, there is a need in both the public and private sectorfor coordination, direction and support of their efforts.

ACTION has been politically abused and misused, yet the need for the services ofthis agency continues at local and state levels. ACTION should not be destroyedbut redefined and redirected. Gene and I are very familiar with ACTION and knowpersons inside the agency willing to assist in any way possible. We have a work-ing knowledge of federal government and private sector volunteerism that is es-pecially beneficial from our stance outside the "system". It is important tohuman services that ACTION grants and programs be awarded on potential positiveimpact to meet human needs and not political affiliation.

President-elect Jimmy Carter and members of the Carter family have continuallyrecognized the importance of volunteer services to the stability and well-beingof the country. During President-elect Carter's term as Governor of Georgia, theneed for greater cooperation and understanding among those involved in the delivery

United Way of America, the American National Red Cross and the National Center forVoluntary Action, and ACTION officials; 3) review amendments to the Domestic Volun-teer Service Act as advocated by ACTION officials, members of Congress, the staffsof the House Subcommittee on Equal Opportunities and the Senate Special Subcommittee

President; .4) consult with the Office of Management & Budget with respect to theAdministration's proposed budget for the agency; 5) facilitate the creation of afederal advisory committee to ACTION composed of its clients. Although the Domes-tic Volunteer Service Act of 1973 established the National Voluntary Service Advisory

the appropriate congressional committees last March that if, at a later date, itbecame desirable to form a new advisory council, ACTION would have the authority todo so administratively, utilizing the provisions of the Federal Advisory CommitteeAct. To date, such a committee has not been established. The White House Officeon Volunteerism should favor the policy that since ACTION programs relate to commun-ity needs, there should be an established mechanism which permits representativesfrom anti-poverty groups and voluntary agencies to influence the direction of anagency which was created to serve them.2. The White House Office on Volunteerism may serve as the central office in theExecutive Branch from where the First Lady may continue to express her support forvolunteer services, particularly in the areas of mental health and the elderly.The Office would assist the First Lady in generating public interest in those areasin which the First Lady believes the support of volunteers is needed. The Officewould serve in an important role in spotlighting the importance of volunteer activ-ity as a way of helping others and as a viable family activity.

agencies must be sensitive to the fact that their policies may adversely affectcharitable organizations. The Office would be able to assist federal agencies on

support of charities, the mere $11,000 required for the study never came through -nothing was ever done and charitable organizations are still suffering. It has beenwell documented that despite concerted efforts to conserve fuel, the fuel costs ofcharities have risen dramatically. A White House Office on Volunteerism would havesought to correct this neglect by recommending to the President that it be hispolicy that the FEA actively consider the peculiar characteristics of the nonprofit

This position will also serve as technical advisorto federal government agencies in the promotion and development of volunteer services.

Budget should not exceed $170,000 with major support functions provided by existingACTION resources.

Throughout the campaign, President-elect Carter emphasized the importance of govern-ment to tap the talents and energies of the American people for the purpose of im-proving the quality of life. Alexis de Tocqueville, in the early 19th century,observed that the most unique characteristic of America was the creation of localassociations to deal with local problems as fast as they locally arose. By contrast,in 1976, New York City - government in crisis - failed to turn to the existing 6,000

individuals to keep functions and facilities, beyond the capabilities of the budget,operating. Our society is increasingly fragmented and we must take the time torediscover the strength of the spirit of our nation, the People of the United States.We must emphasize services Qy the people rather than continuing to emphasize servicesfor. Volunteers and volunteer organizations can be a catalyst to solidify the strengthof the American people. The Carter Administration could significantly assist in thiseffort with a federal policy which is supportive of the role of volunteer services.

DirectorOffice of Volunteer ServicesGeorgia Department of Human Resources

The Director, Office of Volunteer Services, works directly under the Commissionerof the Department of Human Resources--the largest state agency which provides acomprehensive delivery of human services. The Director supervises a staff often professional and five clerical employees.The major function of this office is to coordinate and maintain continuity ofeffective utilization of volunteer services throughout the Department; to pro-vide technical assistance to human service agencies in coordination, training,placement and management of volunteer services; and to obtain increasedcitizen input in the delivery of services in relation to the Department'sgoal of improved services throughout the State of Georgia.In 1974 the Director, working closely with the Georgia State ACllON Uffice(the federal agency for volunteer services), designed and was awarded anational demonstration grant for the placement of VISTA volunteers to serveas administrators of volunteer services in the ten service districts of theDepartment throughout Georgia. The Director has been designated as directliaison to the Georgia State ACTION Office for the development of volunteerservices for all ACTION programs in the Department of Human Resources.As a result of the efforts of the Office of Volunteer Services, for the firsttime there are VISTA workers in all Divisions within the Department in 14different projects. Recognizing the success and importance of volunteerplacement in DHR-OVS, the Governor's Office of Volunteer Services has awardedfifty of sixty VISTA slots allotted to state government by ACTION for fiscalyear 1978 to the Department through the Office of Volunteer Services.The Office of Volunteer Services, DHR, is responsible for administering abudget of over $200,000 in state funds plus the additional $200,000 federalfunds provided through VISTA volunteer placement. Within the last two anda half years, the Director and OVS staff have conducted more than 85 trainingsessions; and over 3,000 employees have been trained in the administration,coordination, training, and management of volunteer services throughout theState. Over 20,000 volunteers are now successfully serving the Departmentthrough the Divisions of Mental Health and Mental Retardation, PhysicalHealth, Vocational Rehabilitation, Youth Services, Social Services, andother human service programs.

Director of Volunteer Services and Public RelationsGeorgia Regional Hospital at AtlantaGeorgia Department of Human Resources

As Director of Volunteer Services and Public Relations for Georgia RegionalHospital at Atlanta, recruited and trained over 3,000 volunteers to work inthe multi-purpose mental health and mental retardation programs serving onefourth of Georgia's population. The Director worked immediately under thesupervision of the superintendent of the Hospital and directed a professionalstaff of two people.This was the first multi-purpose mental health facility within Georgia stategovernment with a volunteer services position. There are now eleven of theseregional hospital positions in the State.REASON FOR LEAVING: Promotion to Director of Office of Volunteer Services,Georgi a DelJar-tmetltof Human Resources.

SupervisorMotor Vehicle UnitGeorgia Department of Revenue

As Supervisor of the Motor Vehicle Unit for the Georgia Department of Revenue,was directly responsible for the coordination, training, and supervision of52 employees. The major responsibility of this office was the sale of motorvehicle licen~e tags received for 159 counties throughout the State of Georgia.Other responsibilities included administering, documenting, and verifyingtotal sales of license tags for all trucks and cars within the State. Theoperating budget for the Unit was $300,000 with the direct responsibilityof coordinating and logging total receipts for motor vehicle tags within theState.REASON FOR LEAVING: Promotion to Director of Volunteer Services and PublicRelations, Georgia Regional Hospital at Atlanta.

Personnel AssistantGeorgia Department of Revenue

As Personnel Assistant, worked directly onder the supervision of the Directorof Personnel, Georgia Department of Revenue. Job responsibilities includedthe screening, classification, and placement of all applicants for employmentwithin the Department. The Department was composed of over 900 employeepositions.The Department Personnel Office worked very closely with the State MeritSystem of Personnel Administration in order to assure that proper classifi-cation of job experience, work experience, and placement was executed withinthe guidelines and regulations of the System.REASON FOR LEAVING: Pro~otion to Supervisor, Motor Vehicle Unit, GeorgiaDepartment of Revenue.

It is estimated that 50 million Americans are serving in avolunteer capacity today, and that volunteer service has thepotential of touching every citizen. I feel that as a Presi-dential candidate I have a special responsibility to expressmy support of the millions of Americans who are involvedin this vital tradition, and of the many organizations dedi-cated to volunteerism.

My family and I have long recognized the value of vol-unteers. In 1972, during my term as Governor of Georgia,I instituted a Commission on Volunteerism, and conse-quently established one of the very first state offices forvolunteer services. My wife has for many years been in-volved with mental health efforts as a volunteer, and mymother has served as a volunteer with the Peace Corps.

I feel that we must fully pursue a voluntary society,whereby citizens can work in partnership with public andprivate efforts to accommodate human and environmentalneeds. Volunteers can substantially enhance and expandefforts in education, health, justice, the environment, pro-grams for our youth and our elderly, and numerous otherprograms.

We have too often trusted government alone to solve allof our problems. I believe it is time to trust the people ofthe United States, and in that trust to ask more of them thanever before. I feel that volunteering is a right, and a respon-sibility, of every American-regardless of age or conditionof life. As President, I wourd advocate federal leadership,balanced with private input, by encouraging state-levelmechanisms for volunteer services development. Thiswould insure direct communication between public andprivate volunteerism efforts throughout the nation and theWhite House. My administration will monitor federal volun-teer services activities, and will encourage unity andalliance among national voluntary organizations. I willencourage greater 900peration and understanding amonggovernment, business, unions and volunteer services.

President Ford, in accepting the Republican nomina-tion for election November 2, said, "As I try in my imagina-tion to look into the homes where families are watching ... 1

see Americans who love their country for what it has beenand what it must become .... I like what I see. I have no fearfor the future of this great country."

The President realizes that there is no way at all for gov-ernment to do everything needed to make that future abright one for all Americans. There simply is not enoughmoney to pay for all that must be done to meet our human,social and environmental needs.

Fortunately, millions of Americans throughout thenation are volunteering their services to help preserve ourheritage and to work toward a better quality of life for all ofus. Studies show that 37 million Americans over the age of13-or one in four-are doing volunteer work. More thantwo million citizens are serving as volunteers in Federalprograms, such as the National Park Service, the farm andcommunity programs of the Department of Agriculture, andVeteransAdministration hospitals.

Many major functions of the Federal Government wereinvented by, experimented with, and generally popularizedby the voluntary sector before being institutionalized bythe government. For example, the Labor and CommerceDepartments grew out of the concerns and activities of theunion movement and the voluntary, nonprofit business,trade and professional association movements.

To meet the challenges facing America today, we mustdo more to mobilize the big national resource that lies inthe volunteer services of our citizens, especially women,young people and older Americans.

Too often, young people have difficulty moving fromschool into the world of work. We must give them more op-portunities to accept social responsibility through commu-nity service work. Perhaps we should consider some formof national support for community work/study opportunities.(Continued on next page)

. Too many older Americans are pushedaside by our market system. They are re-tired when they are still active and ca-pable of doing productive work. Retiredcitizens can find real meaning to lifethrough community service.

Our financially troubled cities, whilebeing careful not to replace paid work-ers with volunteers, can benefit by find-ing ways to give more and more citi-zens opportunity to attack their neigh-borhood problems through urban vol-unteer service programs.

The Federal Government is encourag-ing volunteerism. Thirty-four Federal de-partments and agencies have expressstatutory authority to use volunteers. Oneexample is the Department of Housingand Urban Development which involvesvolunteers in community developmentwork. Another is ACTION, a federalagency with a primary responsibility forvolunteerism. Besides programs that area part of ACTION (Peace Corps, VISTA),ACTION encourages volunteerism in theprivate sector. For example, it providesshort-term, start-up organizational sup-port for recruiting and placing volun-teers.

In 1977, there will be approximately23,500 full-time and 203,000 part-timevolunteers participating in ACTION'sdomestic programs, most of them proj-ects designed to meet the needs of thedisadvantaged. These projects will em-phasize local· design and operation, at-tempt to increase the number of volun-teers participating in community activi-ties,·and give special priority to encour-ag ing older citizens to volunteer. Federaloutlays for ACTION's domestic programsare estimated to be $93 million in 1977:

Over the past year the National Con-gress on Volunteerism and Citizenship,1976 has been acting to organize andpromote citizen participation efforts incommunities across America. At Localand District Forums, citizens have beenasked to identify local concerns or prob-lems, and to suggest solutions that they,as citizen volunteers, can implement.These ideas and suggestions will berefined at a National Congress, andrecommendations will be distributed forapplication at the national, state, andlocal level.

The issues discussed at the NationalCongress, and the resulting recommen-dations, will be reported in a later issueof VAL. An interim report on Local Forumresults is now available upon requestfrom NCVC, '76.

This report is concerned with the re-sponses of Local Forum participants toa questionnaire on volunteer issues.Content of the questionnaire and the re-sponses of participants are provided inthe accompanying graph. Over 2,000responses were received from individ-ual volunteers, members of voluntaryorganizations, and members of citizenparticipation groups outside the tradi-tional voluntary sector.

GOVERNMENT FUNDINGGeneral support was indicated for in-

creased government funding of volun-tary action, with 65% of respondents.supporting fund ing for volunteer bureausand VACs, 53% supporting funding ofvoluntary organizations for programdevelopment, and 67% supporting in-creased funding of federal programs Inwritten comments to question #1, somerespondents indicated a preference forfunding from state and local governmentsources.

TAX ISSUESRespondents indicated support for a

tax deduction or tax credit for volunteertime (69%) and of a deduction for childcare services (65%). Sixty-four per centof respondents ind icated support forreimbursement of out-of-pocket ex-penses of volunteers.

School and employment credit forvolunteer experience received supportfrom 76% of respondents. The highestlevel of support for any proposed actionwas received by the inquiry into the re-quirement of minimum insurance andliability protection for volunteers; 79%of those responding favored such pro-tection.

Sixty per cent of respondents indi-cated that volunteers should continue towork during a strike, but some com-mented that the matter should be left toindividual discretion. The question re-garding assumption of the duties ofstriking paid workers received the onlyoverall negative response, with 67% ofthose responding rejecting such action.Many respondents, however, indicatedthat this should be left to individual pref-erence. Others felt that volunteers shou Idassume duties of striking workers onlyin emergency situations, such as pro-viding food or medical services tohospital patients.

Massachusetts Volunteer TacklesChild Lead Poisoning Problem

IEach year two hundred Americanchildren ages 6 and under die of leadpoisoning-a man-made, preventabledisease. The primary cause of leadpoisoning, according to Elaine Kohn,director of volunteer services for theMassachusetts Department of PublicWelfare, is exposure to lead-basedpaint, not gasoline fumes as manypeople believe. "A child who ingestsa thumbnail-sized chip of lead paintevery day for three weeks will be per-manently damaged or may even die,"says Jeanne Marie DeGiacomo, a vol-unteer who has worked almost single-handedly to educate Massachusettscitizens on the dangers to which350,000 of their children are beingexposed.

"Jeanne DeGiacomo has epitomizedthe new trend in vo1·mtarism towardsmeaningful work which meets theneeds of the public interest," Kohnsays. "The whole thing started ,vith

- me watching Channel 2, The Report-ers, on the dangers of lead and seizingon the idea of developing a lead pre-vention program. I suggested it toJeanne who wanted something 'in-teresting and challenging,''' Kohnrecalls.

DeGiacomo started off by doing anin-depth study of the dangers of lead-based paint, consulting local expertsin the field. She asked for their as-sistance in setting up educational pro-grams for social work staff in the Cityof Boston Welfare Service offices andsurrounding areas of the state. Shecontacted the Citizens Conunittee toEnd Lead Paint Poisoning and hasserved as a liaison between them andgovernment agencies, hospitals andkey medical personnel, coordinatingtheir efforts to de-lead existing hous-ing units and to screen, test and treatlead poisoning victims.

"From the original citizens' com-mittee (volunteers) who disbandedthen re-formed, to program directorsworking in local, state and federalprograms, there has been on-going,continuous communication and coop-eration. That is a real feat!" says Kahn.

DeGiacomo lobbied for the ~assage

of the Massachusetts Childhood LeadPoisoning Prevention Law, using theexpertise she gained from workingwith the League of Women Voters toapproach government officials in anon-threatening manner. She orga-nized a letter-writing campaign tolegislators, wrote editorials to localradio and television stations andnewspapers in a successful campaignto get the law enacted.

"My greatest contribution," De-Giacomo says, "has been in the area ofeducation." She developed an infor-mational flyer, "Poison in the Walls,"which included information on thedangers of lead, tenants' legal rights,and where to obtain free blood testing.The brochure was printed in Spanishas well as English.

DeGiacomo solicited volunteersfrom an advertising agency, graphicartists, and a print shop to design andproduce a poster- "Sweet Death!"-for use in high-visibility areas such asbanks, grocery stores, and other storewindows. It warns parents that "Leadchips taste like candy ... but leadpaint is poison," and urges parents tohave their children tested annually.

As chairperson of the Governor'sAdvisory Committee for the Lead Poi-soning Prevention Program, DeGia-como has organized conferences andseminars to disseminate informationto tenant and citizen groups, law en-forcement officials, boards of healthand landlords about current programsto enforce the state lead law.

"We are still halfway up the hill inour efforts to de-lead," noted DeGia-como, "but some advances have beenmade." Research is underway to de-velop a paint to cover lead paint thatwill force a child to vomi t if he ingestspaint chips.

For the future, DeGiacomo is tryingto obtain low-interest loans to en-courage landlords to de-lead. "WithJeanne's help, the Department of Pub-

Mayors EndorseVolunteer Credit

Last June, at its 44th annual meet-ing in Milwaukee, Wise., the U. S.Conference of Mayors passed a resolu-tion stating that volunteer experiencebe considered a qualifier for CivilService employment in municipalgovernment.

In the resolution the mayors recog-nized ". . . the significant role thatvolunteerism plays in communities."The mayors view their endorsementof the resolution " ... as a means offurther achieving the goals of Affirma-tive Action Programs," particularlywith regard to the training and hiringof women and minorities.

The resolution is in large part thework of an ad hoc committee con-vened by Margery K. Stich, volunteerdirector of New Orleans' Volunteersin Government of Responsibility.When John Gunther, executive direc-tor of the U. S. Conference of Mayors,expressed interest in having a pro-posalsubmitted, Stich contacted "per-sons who have had long careers ofvolunteer service in New Orleans andare now on the payroll of 1 Tew Or-leans Government in career slots."Stich called the resolution, " ... a

It is estimated that 50 million Americans are serving in a volunteercapacity today, and that volunteer services has the potential of touchingevery citizen. I feel that as a Presidential candidate I have a specialresponsibility to express my support of the millions of Americans who areinvolved in this vital tradition, and of the many, many organizations dedicatedto volunteerism.

My family and I have long recognized the value of volunteers. In 1972,during my term as Governor of Georgia, I instituted a Commission on Volunteerism,and consequelltly established one of the very first state offices for volunteerservices. My wife has for many years been involved with mental health effortsas a volunteer, and my mother has served as a volunteer with the Peace Corps.

I feel that we must fully pursue a voluntary society, whereby citizenscan work in partnership with public and private efforts to accomodate humanand environmental needs. I truly believe that our nation can benefit tremen-dously from the contributions each of us can make in all areas of life.Volunteers can substantially enhance and expand efforts in education, health,justice, the environment, programs for our youth and our elderly, and numerousother programs.

We have trusted government alone, all too often, to solve all of ourproblems for us. I believe it is time to trust the people of the United States,and in that trust to ask more of them than ever before. I feel that volunteeringis a right, and a responsibility, of every American - regardless of age orcondition of life. As President, I would advocate federal leadership, balancedwith private input, in assuring the maximum opportunity for Americans to volunteer,and the maximum development of volunteer services in our society.

If I am elected President of the United States, my administration wiilencourage state-level mechanisms for volunteer services development and thusinsure direct communication between both public and private volunteerism effortsthroughout the nation and the White House. My administration will monitor

federal volunteer services activities~ and will encourage unity and allianceamong national voluntary organizations. I will encourage greater cooperationand understanding among government~ business and unions and volunteer services.

I have a special concern for the American family - the basic buildingblock of our society. I would encourage volunteering as a viable familyactivity because it offers young Americans a unique opportunity to participatein community affairs; it offers parents an opportunity to contribute to thewell-being of the community while at the same time serving as models of civicresponsibility for their children; and it offers our elderly .~ericans a greatopportunity to continue to lead productive and meaningful lives~ while sharingthe wisdom of their years with others.

Volunteering is a pillar of our nation's internal strength, a source ofits pride, and a boundless reservoir of the knowledge, initiative and creativityof its people - from which we must draw heavily in the challenging times ahead.If I am elected President of the United States, I will calIon all Americans topersonally help me in the strengthening of the fibers, healing of the wounds,and pursuit of the dream of this great land - through volunteer service.
