It’s a new jazz swing.

The jazz standard “Take the A Train” was fi rst composed in 1939, and it became one of Duke Ellington’s signature songs after his band introduced it in 1941.

It’s taken a few years, but the fi rst-ever Washington Heights Jazz Festival has arrived.

The weekend-long event will be held from March 9 to 11 and will feature 12 different bands performing at three venues across three days.

It is presented by JazzWahi, a cohort of uptown jazz musicians and educators that formed in 2014 over a mutual love of jazz.

Louise Rogers, who co-founded the festival as well as JazzWahi with her husband, musician and composer Mark Kross, said the goal of the festival is to foster a greater appreciation for the genre in Northern Manhattan.

“We want to show people that jazz can be accessible, and also spotlight the talented musicians that are right here,” said Rogers. “About 50 musicians are performing at the festival, and most of them are from the local community.”

The festival will kick off on March 9 with a performance at Kismat

Bar from a jazz trio led by Rogers, a longtime vocalist and recording artist. She also works as a music teacher and has written several books on jazz.

Other performances will be held at local restaurants Le Cheile and Las Tapas, with Saturday’s schedule featuring a concert for kids.

“Jazz is surprisingly appropriate for children, and we’re looking to connect with them at a young age,” Rogers said. “It’s all about participation and making them feel like they’re involved in the performance.”

In addition to the children’s show, 10 other bands will perform throughout Saturday and Sunday.

“The festival will have something for everyone: New Orleans Funk, Latin Jazz,

Blues, Straight Ahead, International, Chamber, Hard Bop Pop,” said Rogers. In addition, there will be an art show featuring local artists which will be curated by the creator of the festival poster, Lilia Levin.

Tickets for the kids’ performance are $10 per family. Full-day tickets for Saturday’s festival are available for $40 in advance or $50 at the door, while tickets to see individual acts are $10 per band.

Festival performances on Friday and Sunday are free of charge.

JazzWahi also sponsors the WaHi Jazz Choir, a program for children to learn jazz singing, and a monthly Vocal Jazz Series, which brings top performers to Northern Manhattan.

The group’s website also includes a listing of music instructors in Washington Heights.

It’s a lot of dreams.

Elected offi cials and community advocates are calling for a city-owned property in Washington Heights to be transformed into an affordable housing site.

At a press conference on February 16, City Councilmember Mark Levine and Manhattan Borough President Gale Brewer said that 654 West 158th Street could be used to develop badly needed low-income housing.

The site is currently owned by the city’s Department of Transportation (DOT), and houses “Safety City,” a fenced-in replication of city intersections used to teach school children about traffi c safety.

The offi cials suggested that as many as 200 families could be housed at the site, which

Levine called “dramatically underutilized” and “one of the few large, undeveloped parcels anywhere in uptown Manhattan” that could help solve the area’s desperate need for affordable housing.

“Thousands of families are facing eviction, have already been evicted, are living doubled up and tripled up, crowded in the homes of family members, are cycling in and out of the shelter system, or simply are young adults who are starting their own family and need a new place to live,” said Levine, who demanded that any housing built be 100 percent

affordable. “For all of them, we owe it to our community to create more affordable housing.”

Along with members of local advocacy groups, Levine and Brewer asked the DOT to transfer ownership of the site to the Department of Housing Preservation and Development (HPD).

During the press conference, numerous DOT workers were visible at the site, setting up for demonstrations on how to properly install car seats.

However, community members insisted that the site is usually

vacant, with Levine calling the activity “a show being put on here today by DOT.”

“There is collectively more action here, at

this exact hour by coincidence, than any of us have seen in many months and maybe years,” remarked Levine.

The offi cials said an affordable housing project could be done in a way that would still allow DOT to continue its safety training at the site, or relocate those activities to another location.

“When you have competing uses, you get creative about fi guring it out,” stated Brewer. “We are very underserved with affordable housing and we are very underserved in the borough of Manhattan with city-owned land. When you have city-owned land you can build low, low, low income housing. When it is privately owned, you always have the push and tug of who’s going to pay for this, who’s going to be able to afford this fi nancially.”

Brewer suggested that a non-profi t organization could partner with HPD on creating a low-rise building.

“HPD takes over community lots where there’s gardening, much to our distress. There’s nothing happening here that’s as challenging, where there can’t be some other alternative,” Brewer said.

The DOT challenged the assertion that the Safety City site is underused, and said more than 6,000 elementary school students use the site each year.

The bail agent has been bounced.

The city’s Department of Consumer Affairs (DCA) has announced charges against bail bond agent Marvin Morgan, as well as several insurance and management companies for engaging in deceptive and unlawful trade practices that preyed on vulnerable New Yorkers.

The charges, to be fi led with the New York State Supreme Court, allege numerous violations of the Consumer Protection Law by Morgan, four insurance companies (Crum & Forster Insurance Brokers, Inc., Evergreen National Indemnity Company, Financial Casualty & Surety, Inc., Roche Surety and Casualty Co., Inc.) and several management companies that the insurance companies hired to oversee Morgan (Cutting Edge Bail Bonds, LLC, Steven Krauss, C.E. Parish General Agency, Inc., Cyril E. Parish, Williams National Surety Corp., and the estate of Bradley Williams).

An investigation by DCA found that Morgan, who owned and operated Around

the Clock Bail Bonds, Marvin Morgan Bail Bond Agency, Marvin’s Fianzas, and Marvin’s Bail Bonds, charged illegal fees, refused to provide copies of documents to consumers and failed to return collateral owed to consumers.

His insurance companies and managers looked the other way while Morgan was ripping off consumers, DCA said.

disadvantaged consumers in their most desperate hours — after the arrest and incarceration of a loved one,” said DCA Commissioner Lorelei Salas. “Here in New York City, we are leveraging all the tools we have to curb predatory business practices in the for-profi t bail bond industry, which threatens the fi nancial stability of families who often are already struggling fi nancially. Today’s charges put all corporate insurance companies, management companies and bail bond agents on notice that this type of illegal and exploitative behavior will not be tolerated.”

According to a DCA press release, the agency is seeking more than $57,500 in fi nes and restitution for 16 consumers and a restitution fund for the affected consumers who have not yet fi led complaints with DCA.

On average, the consumers cited in DCA’s complaint are owed over a thousand dollars each, the release said.

Thousands of additional New Yorkers sought Morgan’s services since 2012, Salas said. She encouraged any consumers who might have been victims of Morgan’s deceptive practices to

Our buses are busted.

Transit activists and City Councilmembers had a special Valentine’s Day message for Mayor Bill de Blasio — fi x the bus system, and step on it.

Brandishing signs reading “Will you be our bus mayor?”, advocates took to the steps of City Hall on February 14 to ask de Blasio to create policies that would improve the city’s moribund bus service.

Ydanis Rodríguez, Chair of the Council’s Transportation Committee, said the city needed to “take our buses to the 21st century” by using readily-available technology and making the Department of Transportation (DOT) ramp up enhancements to bus lines.

Rodríguez said he and 25 other Councilmembers issued a letter to de Blasio in January asking the city to install dedicated bus lanes on 10 local routes during the DOT’s 2018 painting season, accelerate the rollout of Transit Signal Priority (TSP) to 60 routes by 2020, and place countdown clocks to 1,000 busiest stops by that same year.

The TSP technology lets buses communicate with traffi c signals, allowing the vehicles to shorten red lights and extend green ones.

“In the next four years, we should be able to modernize our buses,” stated Rodríguez, who said every bus should also be equipped with a camera so drivers can receive tickets for blocking buses in bus lanes.

“While the city has already developed a plan to expand the Select Bus Service (SBS) program, which will impact hundreds of thousands of daily users, we want the city to commit to an equally ambitious plan to improve local bus service for the two million riders who rely on non-SBS service,” the joint letter read.

Councilmember Carlos Menchaca, who referred

to his Red Hook district as “a transportation desert,” said public transportation is the “lifeblood of our city and its economic engine.”

“The fastest impact to our goal to have transportation work for us is through our buses,” he said. “That is where we can make an impact, and the mayor has an opportunity to make that happen.”

Advocates noted that the Bus Turnaround

Coalition issued report cards for bus lines in early February, with about 75 percent of bus lines receiving failing grades, based on bus speeds, frequency and on-time performance.

“It doesn’t have to be this way. The tools that we have used on Select Bus Service have demonstrated that good bus service is possible,” said Tabitha Decker, Deputy Executive Director of TransitCenter.

The local routes transit advocacy groups have prioritized for bus lanes are: Bx9, Bx19, Bx28, B35, B41, M57, M101, Q58, Q66 and S48.

It's bad out there. Even inveterate optimists cannot deny the turmoil

and trouble.

At the same time, I cannot help but celebrate the hope that is contagious when people put their heads together for the good of humanity. That is how I feel about the unprecedented study of adolescent brain development funded by the National Institute of Mental Health (more here: abcdstudy.org).

1. The Adolescent Brain Cognitive Development (ABCD) Study. Launched in 2015, the ABCD Study is the largest long-term study of brain development and child health in the United States. More than 7,500 children and their families have been recruited so far, and this week, data from the fi rst 4,500 participants were released to scientists worldwide. Approximately thirty terabytes of data (about three times the size of the entire Library of Congress collection) has been

obtained from the fi rst 4,500 participants. The ABCD Study aims to support ongoing research collaborations on the many factors that infl uence brain, cognitive, social, and emotional development.

2. Growth and Decline of the Brain.The ABCD Study analyses are helping us understand the relationship of brain development to brain degeneration. Analyses of structural brain images suggests that the sequence of neural development early in life might actually play in reverse during aging, like a dance playing backwards. connected to up to 10,000 other neurons and can pass signals through up to 1,000 trillion synaptic connections. It appears that this dense web of connections degenerates in the same way that it develops, a kind of a last-in, fi rst-out process.

3. Return to oneness. Cells are controlled by genes, and markers on these genes tell the cells how to behave. Over one's life, these markers accumulate, and a kidney cell becomes more

different than a lung cell, for example. But new research shows that after age 75, nerve

cells in different parts of the brain actually start to become more similar to each other. The ABCD Study will advance

our understanding of this process and has the potential to inform

the development of therapies for when this "epigenetic assimilation" gets out of hand, for example, in Alzheimer's disease.

4. Precise glial gardeners. As a baby's brain is developing, neural connections are both forming and being broken at the same time, like a careful gardener cutting the encroaching honeysuckle vines while protecting the maturing daffodils. Over or under-pruning, though, has been associated with developmental and mental disorders, including autism spectrum disorders and schizophrenia. The ABCD Study will contribute to better understanding the role of glial cells as neural gardeners. Once they

In 2005, Guillermo Chacón was diagnosed with malignant

colon cancer.

“If I show you the pictures and describe to you what I went through, at that moment it was a terrible time,” Chacón recalled.

The experience provided a unique perspective to the concept of aid in dying for the health advocate.

Since his bout with cancer, Chacón has come to lend his support to legislation to give terminally ill New Yorkers an option to relieve their suffering and the campaign to pass New York’s Medical Aid in Dying Act.

If passed, New York would join six other states and Washington, D.C. in providing terminally ill adults with the legal right to request a prescription to end their life. Medical aid in dying has been legal in Oregon for two decades. More recently, it was legalized in California, Colorado, Washington, Montana and Vermont.

New York’s bill has been backed by the National Hispanic Council on Aging, as well as the New York State Academy of Family Physicians, the New York State Public Health

Association, and Rochester Breast Cancer Coalition.

Father Luis Barrios, priest-in-charge of Holyrood Episcopal Church in Washington Heights, said he has comforted and prayed with many terminally ill cancer and AIDS patients who have “begged to die.”

“It is the memory of these brothers and sisters that has helped me to lend my voice to help authorize the medical practice of aid in dying,” he said.

be allowed to make these decisions free of government interference and in consultation with their loved ones and their faith leaders.”

Both offi cials said they issued letters to the Landmark Preservation Commission, stating that the protection of the buildings was important to preserving the neighborhood’s character should new housing be developed nearby.

Jeanie Dubnau, an activist with the Riverside Edgecombe Neighborhood Association (RENA), said more affordable housing was needed uptown, as an increasing number of tenants are faced with eviction attempts.

“Recently, instead of people coming to us talking about their roofs and lack of heat, they’re talking about landlords trying to get them out of their building,” Dubnau said. “We need [housing], and now we’re fi ghting.”

“It’s an emergency crisis,” added RENA President Josie Ventura. “I do believe

something can be built here.” Members of RENA collected over 1,000

petition signatures from local residents asking HPD to assume control of the Safety City site and create housing there at levels affordable to the neighborhood.

Nova Lucero, an organizer with the Metropolitan Council on Housing, said she fi elds calls every day from tenants in search of affordable housing or reporting landlord harassment.

“This is a crisis that we do have a lot of resources for. There are a lot of vacant lands, a lot of vacant buildings that can be utilized across the city that right now are sitting there,” said Lucero. “This is an opportunity to have something that more New Yorkers can afford.”

A new food truck has arrived uptown – and on its menu is

a novel mission.

In order to help reduce hunger in Northern Manhattan, a coalition of organizations has gone mobile.

West Side Campaign Against Hunger, New York-Presbyterian Hospital, Holyrood

Episcopal Church, CHALK and the Dominican Women’s Development Center (DWDC) have all teamed up to launch a mobile food pantry.

A food truck will distribute free healthy grocery items outside of Holyrood Church, located at 715 West 179th Street, on the second Tuesday of each month from 10 a.m. to 1 p.m.

To receive food, families must pre-register with Holyrood or DWDC. Additionally, they must have a place to cook the food and be in need of additional food to eat.

Recipients are able to fi ll a bag with items from all major food groups, including fresh fruits and vegetables, proteins and dairy.

“Instead of people coming to food, we want to bring food to where the people are,” said Erika Freund, Mobile Pantry Start-Up Manager for West Side Campaign Against Hunger. “We’re showing respect for customers by bringing them choice, and allowing them to select items that they want, rather than handing them pre-selected groceries.”

Available items include carrots, squash, milk, rice, beans, pasta, peanut butter and oatmeal, with clients receiving 20 to 25 pounds

of food per person.“A lot of times with food pantries, you get

canned goods. Here you get fresh vegetables, and everything is healthy,” said DWDC Executive Director Rosita Romero.

The mobile food pantry had its offi cial launch outside of Holyrood on Tues., Feb. 13.

Romero said that 200 people signed up to receive groceries for the pantry’s debut.

“Something like this is really needed,” she remarked. “Because of the high cost of rent, people have trouble buying food. Most of our clients are single mothers who are struggling.”

“We partner with elementary schools, faith-based organizations and community partners to teach kids about healthy eating,” explained CHALK Director Emma Hulse, who said the group also helps to run a weekly food pantry at La Puerta Estrecha Church on Sherman Avenue in Inwood, open to all community members from 10 a.m. to 12 p.m. every Saturday.

Reverend Luis Barrios of Holyrood Church said the new mobile pantry serves a great need for congregation members, whom he said are predominantly low-income and routinely express desire for food assistance.

“We don’t want to pray to God to give people something to eat. We thought, let’s do something about the problem,” Barrios said. “Eating is a human right. We have a whole community inside the church that needs it.”

Local resident Anna Martínez, a member of Holyrood Church, said she was grateful for the chance to obtain food from the pantry.

“It helps a lot. It’s hard to afford food sometimes,” she said.

Most of the food distributed by the pantry is provided by City Harvest, Food Bank of

New York City, or other private donors, said Freund.

West Side Campaign Against Hunger, which targets neighborhoods in Northern Manhattan and the Bronx where healthy food access is scarce, is also preparing to unveil a customized food van in later in 2018, acquired through a grant from the city.

“The van will give us the fl exibility to go anywhere, and to offer added services like SNAP, medical screenings and more,” Freund said.

Barrios remarked that he eventually hoped to see residents and businesses from Washington Heights contribute to Holyrood’s mobile pantry endeavor.

Reform advocates, who have long criticized the commercial bail bond industry, applauded DCA’s charges.

“For too long, Legal Aid’s clients and their families have been subjected to illegal fees and unscrupulous practices by bond agents looking to profi t on the inequities of the criminal justice system,” said Tina Luongo, Attorney in Charge of the Legal Aid Society’s Criminal Defense Practice. “We are happy to see that DCA is now taking a stand against those abuses, as Legal Aid and our allies continue look for ways to end wealth-based detention in New York once and for all.”

The timeline for these changes was unsatisfactory, advocates said.

“This crisis will not be remedied by two or three routes being upgraded a year,” said Decker, who noted that bus ridership dropped 6 percent in 2017. “We need an ambitious, ongoing program to turn around our local buses right now.”

JazzWahi hosts a weekly jam session, every Wednesday at La Cheile from 8 to 11 p.m. What began as Rogers, Kross and a few friends has turned into a budding ritual.

“We’ve had over 200 musicians attend these sessions since we started three years ago,” Rogers said. “It’s been a great opportunity to meet people and form our own little jazz community.”

Rogers said she and Kross hoped to build the festival into something bigger as well.

“We’re hoping it becomes an annual thing,” she said. “We’d love to see it grow and become something that people look forward to.”

“I don’t have any problem with the notion of death, because death is part of life,” Barrios added. “It is a liberation from it. It is how we face it and how we go through the dying process that makes a difference.”

Barrios noted a study by Lifeway Christian Resources indicated that 69 percent of Hispanics supported medical aid in dying, and the majority of Christians found it “morally acceptable.”

Nilsa Centeno, whose son Miguel died in 2016 of brain cancer, said her son urged lawmakers before his death to pass the Medical Aid in Dying legislation, a fi ght Centeno vowed to continue.

“I promised him that I would fi ght to make medical aid in dying an option for terminally ill people, so they would not have to suffer in agony at the end of life like he did,” said Centeno.

Amanda Cavanaugh, an organizer for Compassion and Choices, said her fi ancé died of liver cancer in 2015.

“Medications could not alleviate her pain,” she said. “Chrissy’s parents and I watched their only child suffer horribly and there was nothing we could do about it. It wasn’t the death Chrissy wanted nor that she deserved.”

“Part of bringing this option to every state is ensuring that people of all races, all incomes, all demographics, that everyone has equal access to the law,” she said.

5. Teen brain training. Despite the popular myth that you can't grow new brain cells, neurogenesis in the brain actually occurs throughout life. Findings from the ABCD Study and others indicates that in adolescence, the hippocampus produces thousands more neurons each day than in the adult brain. Although most of these new brain cells don't survive past a few weeks, research in rodents shows that the survival of these new cells in adolescence can be increased with physical training. Research now needs to show whether exercise can produce the same effect in humans - something that the ABCD Study may be able to answer.

If we are ever to better understand human behavior, I am sure our best hope lies in

studies like the ABCD Study that enable us to better understanding the developing brain. Imagine what this can mean for our future, and the future of next generations. A large-scale study with big data sets might seem dry and even dull, but when I consider the good that can come when we put our heads together, I am reminded that there is great promise for the future. It's also a good reminder to look the teenagers in our lives in the eyes, and tell them how much we believe in them.
