Classes of 2015 and 2016
Therefore, Biology COE will not be available in January 2016;

Good for ‘who tested; how did they perform’
Good for ‘how proficient are our students for whom we have scores’
NOT Good for ‘how proficient is our district’
Does not include any non-testers in proficiency metrics
E.g., you have 100 students, 98 refuse, 2 test and meet standard – if
only 2 students test and both meet standard:
Is the district 100% proficient?
Or is it more accurate to say “2% of our students have demonstrated proficiency”
Good as a teacher/principal/district tool for development purposes, less
useful as a ‘dashboard’ unless everybody tests

flexibility waiver.
WA did receiver a waiver that means schools will not
move “up” in school improvement steps this year if the
only reason they did not make AYP is proficiency.
Not making AYP because of participation or ‘other
indicator’ will move a school “up”.
Refusals count in the denominator for school accountability,

Enhancements to the technology platform are intended top ease user
interfacing
Revisions to the access point frameworks & performance tasks are
intended to lessen time used in teacher preparation and administration
Cut-scores were approved by SBE on August 5
Student and district reports are slated for delivery the first week of
September
Access to electronic data formats will be available through WAMS on
August 11.
Proficiency rates will be reported in like fashion to WAAS-Portfolio
2015 AYP will not include proficiency rates as part of accountability
reporting (USED-approved waiver).

ELPA21 replaces WELPA as annual assessment starting in 2015-16. ELPA21 is based on new ELP standards (adopted Dec 2013)
Developed as USED grant within a 10-state consortium
Administration will be online fixed-form assessment
