Comprehensive Plan

• Goal 1#DEVELOP A COMPREHENSIVE COUNTYWIDE FARMLAND PRESERVATION PROGRAM EXISTS AND MAINTAINED FOR CURRENCY.

Supporting objectives:

A. Create a planning committee for the farmland preservation program by January 2007

B. Initiate development of a purchase of development rights (PDR)/transfer of development rights (TDR) model by July 2007.

C. Begin the PDR/TDR program implementation effort in fiscal year 2008.

(PDR) Program

• Goal is to develop and manage a farmland preservation program for Scott County

• Develop a Rural Service Area Land Management Plan.

• Target goal is to preserve 20% of the Agricultural zoned land within Scott County

• Annual Goal is to preserve 2,000 acres per year.

Why Farmland should be preserved

in Scott County?

• Scott County is ranked No. 19 out of 120 Counties in the Commonwealth of Kentucky in terms of cash farm receipts.

• Scott County farmers sold approximately $ 47,000,000 of agricultural products in 2003.

• Since 2000, Scott County has lost approximately 6,936 acres from agriculture use to residential, commercial, and others non agricultural uses.

Farmland Preservation (PDR) Ordinance

• Article I– Purpose

• The purpose of this ordinance is to establish a countywide program to preserve and manage agricultural, rural and natural lands in furtherance of the public health, safety and general welfare of Scott County residents, by provision designated to:

– Establish a Scott County Rural Land Management Board;

– Create and administer a program for the purchase of Conservation Easements over eligible agricultural, rural and natural lands; and

– Coordinate administration of this ordinance with the five year update of the Georgetown-Scott County Comprehensive Plan

• Appraisal : Conservation Easements; – Appraisal shall be conducted by a licensed real estate

appraiser– Appraisal shall be based on an analysis of comparable

sales.– Appraisal shall include:

• Legal Description• Description of Improvements• Photos of Property• Aerials Photographs• Listing of public and private restrictions• Limiting attributes• Description of the area or neighborhood • Analysis of the highest and best use of the land.• In accordance with either USPAP or UASFLA
