Data Collection and Reporting Reminders for 2016-17

Chronic Absenteeism: • NYSED will be requiring districts to report and verify student attendance data and

school calendars to assist educators in identifying students in need of support and to provide interventions.

• NYSED will be requiring districts to report and verify attendance and school calendars to enable attendance reporting to transition from BEDS to SIRS.

Teacher Attendance: • NYSED will be requiring districts to report and verify teacher attendance data to

enable this data element to transition from BEDS to SIRS.

Staff Evaluation: • For the transition period (2015-16 through 2018-19), LEAs are required to calculate

both original and transition staff evaluation scores and ratings.

Growth Model – Grade 8 Algebra: • Algebra I Regents Exam data will not be included in the growth model for 8th grade

students, and in 2016-17 students who take only the Regents Exam and do not take their grade level math assessment will remain excluded from the State-provided growth model.

• The data submitted is used for monitoring, public reporting, and requests from Congress.

• Staff Assignment for Non-Teaching Staff being reported for ePMF (BEDS) purposes.

• Will be pulled Thursday, March 2

• This report will be used again to verify building Principals for APPR.

• June 1 is the deadline to certify this data for principals.

Student BEDS Enrollment Reports

• March 23 is the second data pull that SED will prepare and send the counts to State Aid and other agencies.

• Districts have until August 2017 to certify the accuracy of the data.

• Districts should compare the snapshot reports (.1) in January and March to the current reports to see if anything changed

• SED will use the counts pulled on March 23 to submit FRPL data to the Feds for use in EDFacts.

*SIRS-323 Free and Reduced Price Eligible Students enrolled on BEDS Day

*SIRS-313 Location of Enrollment and Subgroup – Check accountability subgroups. Students in a subgroup for 1 day get counted.

BEDS Day Snapshots (.1)

• The SIRS-323 report displays the most recent data that you have pushed. This report will continue to update and change throughout the year, as you make your corrections.

• The SIRS-323.1 will be the data pulled on the January 5 “Snapshot Date” and sent to State Aid.

• After March 23, the SIRS-323.1 will be updated with the counts from the March 23 data pull.

Class Entry Exit• Resolves multiple issues that prevented extracts from being

loaded to L0

• Course Instructor Assignment- Changes to come for Special Ed Indicator– Currently the handling of Special Ed teachers is

cumbersome and does not follow how districts are set up– In talks with Custom and Campus to change logic. No eta

The Audits/ Use Cases:

• Disappearing Students (DS): expected to be continuously enrolled in a given location based on the past year enrollment record, but with no apparent re-enrollment in that location in the new school year

• False Dropouts (FD): students exited as dropouts but who may have re-enrolled in a new location

• False Transfers (FT): students who were to have transferred to a new location but appear not to have been enrolled elsewhere

• Simultaneous Enrollments (SE): students who appear to be inappropriately enrolled in multiple locations.

• Can only modify data in demographics, enrollment, program fact, assessments (3-8 ELA/Math, NYSAA, and NYSESLAT will not be displayed)

• No changes can be made in L0Historical that affect accountability

• Changes may be reflected in L2RPT Reports as long as they don’t effect accountability

ePMF/TAA Teacher BEDS Collection

• Deadline for teachers to submit data (complete ePMF forms) is February 24.

• The certification button should become available for administrators in TAA on February 24th.

• Administrators will have access to review and change data until March 3.

• Certification of teacher ePMF forms will take place on the TAA system, by March 3.

• Superintendent SEDDAS account is the only account that can certify the ePMF data.

Administrator ReviewAdministrator Form Creation Option• If a teacher was responsible for a class and left the

district before he or she logged into TAA and generated a form, an administrator may create a form with the teacher data during the administrator review process (please refer to ePMF timeline).

• TAA/TSRV/ePMF administrators will see the option, “CREATE FORM” in TAA for those teachers loaded in Staff Snapshot for whom a token was generated, but never logged in for form creation. Administrators may complete these forms and “Submit” them.

Removing a Teacher from Staff Snapshot:

• This should only occur if an employee does not belong to the district during the current school year. If a staff member is erroneously reported to Level 2, a soft delete can be done by sending a "D" for Field 41 (Active/Inactive). We can assist with this.

• At this time, even though a Delete flag is set in Staff Snapshot, those individuals will still be listed in TAA. Teachers listed with a “DELETE” should not be visible on the TAA administration screen and will not receive a token.

• If they had previously created a TAA account, they will still be able to log into the system, but they will not see an ePMF form.

Staff Assignment • This template collects data for Personnel Master File

(PMF BEDS) state and federal reporting purposes and Annual Professional Performance Review (APPR) purposes. This template also includes information to link principals to students enrolled in programs they supervise, including assignment start and end dates.

Which Staff Should be Reported? • All non-teaching professional staff, including building

principals, must be reported. To determine which staff are considered “non-teaching professionals,” refer to the non-teaching assignment codes found in the SIRS Manual

• The format for each new account should conform to the following format:`

– A 2-3 letter district abbreviation followed by an underscore, followed by email prefix

– Example jsmith@boces.org = jsmith

– District: Westbury = wes

– Final account ID = wes_jsmith.
