➤ To realiseSELF-DETERMINATION— the process by which a person controls their own life
➤ Control what they want to BE
➤ Self-realisation, Identity formation, Social participation
➤ Control how they want to LIVE
➤ Being able to shape environment in a way that they comfortable with
➤ Think POWER and CONTROL

➤ Information is power.
➤ People with information on a particular thing can have better control over that thing.
➤ People with your information can have better control over you.
➤ If you want to control your own life in this digital era, you have to be able to control your information.
➤ Information about yourself (personal data)
➤ Information that runs the tools you use (software code)

WHAT THESE NEW POWER-RELATIONS MEAN?
➤ We live more and more in private spaces, owned by (multinational) companies.
➤ Our activities, and the data about them, go more across borders.
➤ International trade agreements are no longer only about trade, they’re more and more about harmonisation of different other laws, including civil and criminal laws. They can also override local laws.
➤ To protect our civil rights, we need to deal with these “trade” laws and agreements too.
➤ “Consumer rights is the new civil rights.”
➤ In response to this, civic education, and also media and information literacy, should adapt itself.

“For a citizen in this Digital Era, to achieve self-determination, an ability to understand, secure, and make use of data, computation (code), and network for his or her own interest (and preventing others to use against) is essential.
LOSING CONTROL➤ The “Feudal Internet”
➤ Convenient cloud services (we trust that the Lord will protect us)
➤ Control over one’s own data (=life).
➤ Stricter intellectual property regime
➤ Control over one’s use of tools
➤ Should innovation need a permission?
➤ New Digital Divide: Data-driven discrimination
➤ Surveillance (Communication - Street level - “Smart City”)
➤ Cross-border data flow
➤ Anything can be a “hate speech”
WHAT LITERACY IS FOR? IF…
➤ You know how to grow a seed.
➤ But patent law (legal code) doesn’t allow you to; or
➤ the gene (biological code) of the seed is already modified to prohibit that.
➤ You know how to fix or tweak your own computer.
➤ But the copyright law doesn’t allow you.
➤ You know how to remix media and cultural information to express yourself.
➤ But people who disagree with you use vague defamation or copyright law to take your content down.
“MIL should make people able to have control over their own personal information; code the information system in a way best suited for them; and if necessary, code the related legal system that they are governed under.
