DESCRIBE THE PRESENT AND ORIGINAL (IF KNOWN) PHYSICAL APPEARANCE This building was altered into the Victorian French Second Empire Style, originating
in Paris, in the latter half of the 19th century and has many true characteristics, such as a high mansard roof, sloped edges trimmed with moulding, many very ornate heavy dormer windows, a projecting center pavillion on the top story, and various shapes of windows. It is a four story brick building attached on both sides, seven bays wide and approximately three bays in depth with a two story, two bay wide and three bay long "L" wing with old "S" braces holding the sides and a two story, two bay wide, approximately eight bay long extension of about the same period. This was probably built for use as a factory or warehouse. There is a later one story wooden addition to the left side of the wing. All brickwork is of common bond and painted on the front. The front facade is visually divided into four stories. The first floor contains two shops and an entrance to the upper stories. These shop fronts are of rather plain wooden construction compared to the rest of the building and have a plain moulded cornice with carved brackets running across the building. The only decorative elements are vertical panels of raised moulding on either end and floor separating the shops and apartment entrance. All second and third floor windows are tall and narrow with 1/1 sash and wood decorated lugsills. Second floor windows are flat topped with hooded flat cornices with incised scrolls, roundels, a row of carved pyramids and with dropped ears. Third floor windows are flat topped with the corners arched. These are headed by segmental arched hoods, peaked in the center, and heavily moulded and with dropped ears. A belt course composed of terra cotta discs mounted side by side containing roundels and mounted in a recessed plain, sep- arates the second and third stories. Topping the third story is a very elabor- ate bracketed cornice area (entablature) with moulded modillions, a narrow band of cable moulding a row of raised pyramids and the architrave has a row of "Wall
of Troy" motifs. Heavily carved consoles are located at each end. The fourth floor is topped by a gambrel roof with a front mansard of slate with a center band of fishscale trim. From the center projects a pyramidal flat topped tower framed by cable moulding, topped by an arched frame and a moulded cornice on three sides. The window in this is larger than in the two dormers on either side but of the same design — 1/1 sash, round arched, a plain wooden surround with carved moulding extending out from the top and bottom ends and capped by a round arched cornice, peaked in the center. Cable moulding frames each side of the mansard roof. It is headed by a simple moulded cornice with halfround block decor The rear of the second floor, front section is lighted by 6/6 sash with wood lintels and sills as well as those on the wing. A wide double door with glass over panels and framed by heavy wooden beams, leads out of the rear wing. The main section is covered with metal except for the front. There are short wide enclosed chimneys rising from the park on either side and several smaller ones to the rear. The building sets on a very low foundation.

STATEMENT OF SIGNIFICANCE
This is one of two Victorian Second Empire (from Paris) building facades in Frederick and most unusual for a Colonial - Federal town. The front section of this building was practically rebuilt. It is much in need of restoration before it is too late.
