Mr. Vaughn is the new Division Director of the Professional Licensing Boards. Mr. Vaughn discussed his background. Mr. Vaughn stated that he hopes to reduce the burden of paperwork in the division’s offices. He stated that if there is anything the Board wanted to comment on, please let him know. He stated he will do all he can to help. Roger Huggins stated that the Board is missing the consumer advocate position on the Board as that position is vacant and the Governor also needs to appoint the 15th member to the Board, which is a position created by legislation from the last session. Dan Cash stated he would like for there to be a way for the Board members to review applications without having to come to Macon. Mr. Vaughn responded that one possibility would be to scan in the documents received by applicants so that it would be easier to view as a PDF file. Mr. Vaughn stated this would be an ideal situation if the Professional Licensing Board Division is not violating any rules in doing such. Mr. Vaughn stated that he would like to handle persons waiting in the lobby in a more comfortable manner. Chairperson Thayer commented that a large reason for the wait on meeting days is that these applicants waited until just before the deadline to apply and have now created a crush of appearances. Scarlett Elliott, Board Attorney, delivered the Attorney General’s Report. Ms. Elliott presented a Consent Order for acceptance by the Board. This order had been drafted by Ms. Elliott at the board’s request, mailed to Residential Light Commercial Contractor applicant Robert Lovell Grizzle, and returned to Ms. Elliott signed by Mr. Grizzle. The Consent Order allows for Mr. Grizzle to be licensed under probationary terms. Being one of two Residential-Light Commercial Subdivision members present at the meeting, Chairman Thayer temporarily turned control of the meeting over to Executive Director, Kyle Floyd, to call for a motion involving Residential-Light Commercial applicants. A motion was made by Philip Thayer, seconded by Timothy Ansley, and the Residential Basic Division voted unanimously to accept the consent order. There were no Old Business items to discuss. New Business items were discussed. Roger Huggins requested staff look at the denial list more closely. He feels that some of the names on the denial list may have accidentally been put there. Tanja Battle, Deputy Director, stated that there are more applications to be denied and that a conference call may need to be scheduled before the end of the year. Mr. Floyd stated that he has been given a directive to have all applications for licensure by examination exemption either approved or denied by the end of the year. Discussion ensued. The conference call was tentatively scheduled for Thursday, December 27, 2007 at 10:00 a.m. With no other business for the Board to discuss, a motion was made by David Cyr, seconded by Roger Huggins, and the Board voted unanimously to adjourn the meeting at 3:44 p.m.
