Chairperson David Jones established that a quorum was present and called the meeting to
order at 9:15 a.m.
A motion was made by Charles Manning, seconded by Winston Strickland, and the
Board voted unanimously to accept the June 8, 2009 Board and citation meeting minutes.

Pursuant to request from the Department of Human Recourses (DHR) and the Georgia
Higher Education Assistance Corporation (GHEAC), to deny the application or suspend
the license of the following applicants/licensees to practice for failure to repay a student
loan or child support obligation and further move that this suspension/denial will cease
upon receipt by the Joint Secretary/Division Director of a “Notice of Release” from the
Department of Human Resources (DHR) or the Georgia Higher Education Assistance
Corporation (GHEAC).

Board Appearances
The Board held a discussion with DL Roope regarding upcoming Barber examinations
and the testing facilities. In attendance were Deborah Roope and examiners Kirby Morris,
Lester Summers, Beverly Gordon, and Corey Hallett. Attending from PLB staff were
Don Munday and Craig Fluck.
Winston Strickland made a motion, Charles Manning seconded, and the Board voted
unanimously to delete the curling iron portion of the Barber examination.
The Barber Board members along with Lisa Durden, Executive Director attended an
offsite DL Roope seminar following the Board meeting.
The Board instructed Jacob Rogers to complete current applications for his individual and
Shop license as his pending application was over a year old.
James Frasier requested that the Board consider licensing Mobile Barbershops. Georgia
State representative Al Williams addressed the Board on behalf of his constituents.
The Board advised that Georgia law prohibits Mobile Barbershops as they cannot be
regulated.
State Representative Williams advised the Board to enter any Bills they were considering
early in the session.
A motion was made by Charles Manning, seconded by Virgil Ergle and the Board voted
unanimously to enter Executive Session in accordance with O.C.G.A. §43-1-2(k) and 43-
1-9(h) to deliberate on applications and enforcement matters and to receive information
on applications and information received during the Hearings. Voting in favor of the
motion were Lutha Crump, Lorena Barrios and Winston Strickland.
The Board concluded Executive Session in order to vote on these matters and to continue
with public session.

unanimously to approve the application of Christopher Niles – Barber Apprentice. The
license was issued.
The Board reviewed a letter from former Board member, T.R. Rollins regarding the need
for more Barber apprentices.
Virgil Ergle made a motion, Lorena Barrios seconded, and the Board voted unanimously
to reduce fine for Simeon’s Barber Shop (BRSH006481) to $1,500.
Virgil Ergle made a motion, Lutha Crump seconded, and the Board voted unanimously to
decline consent agreement of LBJ, Jr d/b/a/ EB&B and to issue Shop license without
stipulations.
Winston Strickland made a motion, Lutha Crump seconded, and the Board voted
unanimously to request an appearance by Orenthius James Perkins BR017312 and his
Instructor, Sandra Lane.
Winston Strickland made a motion, Lorena barrios seconded, and the Board voted
unanimously to approve application of RS&C4S – Shop attaching a consent order with
$500 fine and four years probation.

fine and four years probation.
