FL Sen. Bogdanoff Files Open Carry Crippling Amendment

AGAIN – SB 234

Florida --(Ammoland.com)- If you have been keeping track of SB 234,

you’ll remember that Senator Ellyn Bogdanoff (R-Fort Lauderdale)

introduced an amendment to the Senate Judiciary Committee that would

have stripped out the open carry provision of the bill in favor of

subjective language that would exempt inadvertent exposure of one’s

firearm as punishable under law.

Realizing she didn’t have the votes necessary to get the amendment

adopted, Sen. Bogdanoff withdrew the amendment.

On the eve of the floor vote of SB 234, Sen. Bogdanoff has again

introduced the exact same language as a floor amendment.

The amendment only addresses inadvertent exposure, and does nothing

to improve other situations in which general open carry is the only

solution. For example, the amendment would not legalize open carry

when hiking, when entering or exiting a vehicle, when on any private

property other than one’s own residence or place of business. Most

troubling is the fact that the determination of what is “inadvertent”

would remain in the hands of law enforcement.

The Florida Sheriffs Association is walking the halls of the Senate,

lobbying heavily against the bill, saying that they cannot find any

prosecutions on the books concerning accidental exposure. This is a

small consolation to those who have been detained for hours, disarmed,

handcuffed, proned out, held at gunpoint, and booked, only to be

released when the State Attorney or District Attorney found no crime

with which to pursue prosecution.

In fact, just last week, an individual was “printing” in a Hillsborough

county restaurant and a patron called in a “suspicious person” call. The

individual was pulled over by four HCSO cruisers after leaving the

restaurant, and was removed from the vehicle, disarmed, handcuffed,

and detained while sitting on the curb AFTER PROVIDING HIS CWFL

for over a half-hour.

During this time, he was subjected to leading questions like, “What war

are you preparing for?” and “Why do you feel you need to carry a

firearm?” He was told that the only reason he was being released rather

than transported was because the caller incorrectly stated the firearm

bulge was on his right side, and his firearm was on his left side.

This is exactly the type of situation open carry would eliminate. Imagine

what would have happened had he had his children with him in the

vehicle at the time?

Please take the time to contact the Senators below, and ask them to

reject the amendment and vote on the bill based on its merits.

Reject Sen. Bogdanoff’s amendment on SB 234

Dear Senator,

Senator Bogdanoff has introduced a floor amendment to SB

234 that would cripple the bill’s multiple purpose. This

amendment was originally proposed to the Judiciary

Committee, and was subsequently withdrawn due to lack of

support.

I urge you to reject Sen. Bogdanoff’s amendment as it does

not address any rationale for open carry other than

inadvertent exposure. A licensed carrier would still be

prohibited from carrying openly while hiking, while

entering or exiting a vehicle, while visiting a neighbor’s

property despite their permission, and any other

appropriate situation. Lacking a firm definition of what is

“inadvertent”, it also places that subjective determination in

the hands of law enforcement, whose administration is set

against any expansion of 2nd Amendment rights.

Please vote favorably on the bill as it is written and resist the

temptation to take the easy way out by watering down its

effectiveness. Your response to this bill is without a doubt a

direct reflection on your view of the 1.95 million past and

present law-abiding and responsible licenseholders.

COLORADO SPRINGS, Colo. --(Ammoland.com)- The USA Shooting

Team’s 19-year-old Rachael Heiden (Clinton, Mich.) equaled the junior

world record in Women’s Trap qualification at the International

Shooting Sport Federation (ISSF) World Cup Beijing.

Heiden, the 2010 World Championship junior bronze medalist and

reigning National Champion, nailed 73 out of 75 targets after just three

rounds of shooting in strong winds. In the final she shot 16 out of 25

targets for a total score of 89 targets. Tied with Italy’s Jessica Rossi

(69+20) at 89 targets, the two entered a shoot-off for the gold medal.

Rossi topped Heiden after two targets to win the gold medal. Rossi, the

2010 World Championship bronze medalist, won a silver medal at the

last leg of ISSF World Cup competition in Sydney. Heiden finished with

the silver medal. “It feels great to win a medal, and to shoot a world

record,” said Heiden in an interview with the ISSF’s Marco Dalla Dea.

The bronze medal was won by Taipei’s Lin Yi Chun with 87 total targets

(68+19), who also secured a quota place for her federation. The second

quota place was awarded to Finland’s Satu Makela-Nummela, the 2008

Olympic gold medalist. Makela-Nummela scored 86 total targets (69+17)

to finish fourth overall.

The ISSF World Cup Beijing wraps up on April 27 with the Men’s Trap

final. The men shot two qualification rounds on April 26. The USA

Shooting Team’s Collin Wietfeldt (Hemlock, Mich.) is leading the charge

for the Americans with 49 out of 50 targets. Staff Sergeant Ryan Hadden

(Pendleton, Ore.) shot 43 out of 50 targets, Zachary Bollman (Defiance,

Mo.) shot 41 targets and Lance Bade (Vancouver, Wash.) scored 40

OGDEN, Utah --(Ammoland.com)- The National Shooting Sports

Foundation has awarded a $50,000 challenge grant to help fund the

educational and outreach campaign created by the nonprofit Tread

Lightly! called “Respected Access is Open Access.”

This grant will help fund an important element of the campaign—the

production costs of a minimum of 250 information kiosks to be provided

to the U.S. Forest Service, Bureau of Land Management and state

agencies that manage America’s public lands. These important education

and information tools will be placed on public lands throughout the

nation to encourage responsible behavior in America’s great outdoors.

“Careless behavior by even a few hunters or target shooters is

damaging to the image of all,” said Chris Dolnack, senior vice

president and chief marketing officer of NSSF, the trade

association for the firearms, ammunition, hunting and

shooting sports industry. “Our challenge grant of $50,000 to

Tread Lightly! furthers NSSF’s commitment to promoting

good sportsmanship. We encourage others to take up the

challenge and help fund this education initiative.”

Respected Access is Open Access was officially launched in late 2009 at

the request of the Federal Lands Hunting and Shooting Sports

Roundtable. The campaign works to improve the behavior of outdoor

recreationists on public and private land and addresses littering, careless

behavior by hunters and target shooters, illegal dumping, straying from

the trail and other issues. The ultimate goal of this movement is to

protect and enhance access and opportunities for people so they can

enjoy recreational shooting, hunting and other outdoor activities now

and in the future.

“This is a remarkable gift that will give us the ability to truly

take the campaign to the next level,” said Lori McCullough,

Tread Lightly!’s executive director. “With this grant, NSSF is

also challenging us to find matching funding from other like-

minded companies and organizations. We will be working

hard this year to accomplish this goal.”

Part of the match has already been made by Yamaha Motor Company,

which plans to award a $20,000 grant to Tread Lightly! this spring

through its OHV Access Initiative to help further advance the campaign,

especially for the OHV community.

As the trade association for the firearms industry, NSSF’s mission is to

promote, protect and preserve hunting and the shooting sports. Formed

in 1961, NSSF has a membership of more than 6,000 manufacturers,

distributors, firearms retailers, shooting ranges, sportsmen’s

The satin oil finished walnut stock is finely checkered in the familiar

pattern with double-lined bordering. The Sporter 94 has a semi-

buckhorn rear sight and a fine gold bead on the front. Each receiver is

drilled and tapped for scope mounts and the hammer is drilled and

tapped for a spur extension.

The Sporter comes in either 30-30 Winchester or 38-55 Winchester.

for shipping. It’s military surplus, pulled-down by automated machine

contaminants and no moisture as is common with other pull-down

methods, so the powder does not need to be filtered.

These particular powders have multiple applications. The burn charts

show them to be ideal for 50 caliber reloading, as they are in the same

range as H860, H870, 5010 & 50 BMG (872 is replacing 5010 by many

reloaders.)

and conservation membership organization today unveiled another

element in its new education initiative by teaming up with Pass It On –

Outdoor Mentors, a leading national mentoring organization.

Together, they intend to greatly increase the number of youngsters

pulling triggers safely at the range and on mentored hunts, according to

MDF CEO Miles Moretti.

He said, “This will help our chapters and volunteers reach

more of the right kids and channel them into proven

programs of our partners, including Big Brothers, Big Sisters,

Scouts, 4-H, Salvation Army Outdoors, FFA and others. And

it fits with our other partners, like the Youth Shooting Sports

Alliance.”

The Mule Deer Foundation’s relationship with Pass It On – Outdoor

Mentors compliments its new M.U.L.E.Y. program (Mindful,

Understanding, Legal and Ethical Youth), funded in part by

MidwayUSA, and designed to introduce youth to the shooting sports.

MDF COO Eric Tycksen, who oversees the initiative, said it is

one more way Mule Deer Foundation is promoting safe

hunting, shooting and conservation. He said the initiative

focuses on reaching youth who probably would not otherwise

be introduced to the shooting sports or contribute to wildlife

restoration.

“Our goal is to build an Outdoor Mentoring Alliance,

consisting of youth organizations, conservation organizations

and state fish and wildlife agencies,” said Michael

Christensen, President and CEO of Pass It On-Outdoor

Mentors. “We are proud to have the Mule Deer Foundation

join us in our efforts to focus on giving children who would be

the least likely to have the opportunity to go hunting and

fishing the chance to do that with a caring mentor who will

BELLEVUE, WA – -(Ammoland.com)- The Citizens Committee for the

Right to Keep and Bear Arms mobile “Guns Save Lives” billboard truck is

visiting Pittsburgh, PA during the National Rifle Association’s annual

convention in that city.

The Guns Save Lives campaign is CCRKBA’s response to anti-gun Mayor

Michael Bloomberg and Mayors Against Illegal Guns, who have sent a

moving billboard truck around the country claiming that 34 Americans

are “murdered with guns every day.”

CCRKBA Chairman Alan M. Gottlieb said Bloomberg’s campaign “tells

less than half of a story, so we’re setting the record straight in the

Keystone State.”

“We’re answering Bloomberg’s flash with genuine substance,”

he explained. “We’re telling people what Bloomberg

isn’t telling them. Guns save between 800,000 and 2.5

million lives annually. That’s 2,100 to 6,800 people every day

who successfully use firearms to defend themselves, or

prevent a criminal attack. In the majority of those incidents,

no shots are fired, and nobody is injured or killed. In some

cases where shots are fired by armed citizens, several lives are

saved.”

CCRKBA has teamed up with the Second Amendment

Foundation, which is producing educational materials on

firearms rights, the number of lives saved and the Second

Amendment right to keep and bear arms. Last year, SAF won

a landmark Supreme Court victory in McDonald v. City of

Chicago, ending that city’s handgun ban.

“While Bloomberg is shooting blanks,” Gottlieb explained,

“CCRKBA is hitting the bull’s eye with information Americans

need to protect their civil rights. What better place to do that

than in Pittsburgh when tens of thousands of gun rights

activists will be in town?”

“Bloomberg’s campaign is a smokescreen,” he continued.

“America needs to look behind the facade to see that his

ultimate goal is to convince Congress to implement New

York-style gun control laws, ban most semiautomatic

firearms, stretch background checks out to between six and

nine months, and to put gun shows out of business.

“No mayor, regardless how wealthy he is, should dictate to

Congress, the citizens of Pennsylvania, Ohio, West Virginia or

anywhere else the terms of their civil rights,” Gottlieb said.

“Michael Bloomberg is spreading hysteria about gun rights.

We’re spreading the truth.”

NSSF Awards $480,552 to State Agencies for Hunting Projects

Focus on research, e-marketing and developing lifelong hunters.

NEWTOWN, Conn --(Ammoland.com)- Nine state wildlife agencies

and one regional organization have been awarded $480,552 in grants by

the National Shooting Sports Foundation to fund programs that will

work to expand hunting opportunities for all ages.

Since NSSF began the Hunting Heritage Partnership grant program nine

years ago, more than $4.3 million has been provided via 109 grants to 38

state agencies and one regional agency covering all Western states.

“These grants support sorely needed programs that might

never have gotten off the ground because agencies are so

strapped for funding,” said Chris Dolnack, senior vice

president and chief marketing officer of NSSF, the trade

association for the firearms, ammunition, hunting and

shooting sports industry.

“Hunting Heritage Partnership grants are making a

difference. After decades of decline, hunting license sales

have stabilized, and in 2009 thirty states reported increases

in license sales.”

Notable among this year’s awards are Kentucky earning its first grant

and Florida receiving funding for two projects. Three new grants will

have an effect on multiple states. The Western Association of Fish &

Wildlife Agencies received funding for a programs-evaluation project

that will benefit all states in its region. Two proposals–Virginia’s and

Georgia’s–will focus on research related to apprentice hunters that will

benefit five Southeastern states.

“We encouraged submission of these broader plans to

encourage states to work together on recruitment-and-

retention issues they are all dealing with,” said Melissa

Schilling, NSSF’s recruitment and retention manager. “We

have high hopes for this approach.”

NSSF developed the Hunting Heritage Partnership grant program to

respond to significant challenges that hunters face in an increasingly

urbanized and mobile society. Helping hunters locate land on which to

hunt and to easily access state hunting information plus encouraging

newcomers to get started and then continue hunting are issues state

agencies are grappling with nationwide.

This year’s 11 grant recipients are as follows:

• Florida Fish & Wildlife Conservation

Commission–$46,560

• Project: The agency plans to evaluate its apprentice hunting license

program to identify trends and then use an integrated marketing

approach to motivate apprentices to complete a hunter-education

course and purchase a hunting license.

• Florida Fish & Wildlife Conservation

Commission–$16,992

• Project: The agency plans to increase the amount of hunting

activity with current and lapsed hunters by using email, social

media and Internet-distributed public service announcements

promoting public lands and quota- hunt opportunities. The goal is

to reach more hunters with these less-expensive, new-media

strategies.

• Georgia Department of Natural Resources–$55,000

• Project: This multi-state project with Georgia, Alabama and

Kentucky will assess the best ways to encourage and assist hunter-

education graduates to become regular hunters and license

purchasers. The project will focus on using data combined with

hunter education surveys to develop “next step” guidance for

hunter-education graduates.

• Kentucky Department of Fish & Wildlife

Restoration–$75,000

• Project: A comprehensive advertising promotion to increase

hunting participation will focus on electronic outreach to males in

their 20s and 30s. A promotion related to apprentice-hunter

opportunities will include “next steps” to creating lifelong hunters.

In addition, the agency will launch an effort to expand partnerships

with shooting ranges.

• Maryland Department of Natural Resources–$39,000

• Project: Mentored youth hunts will be offered in each region of the

state to provide a positive hunting experience and allow youth to

interact with wildlife managers and conservation officers. The

importance of mentoring will be impressed on parents, relatives

and guardians. The goal is to increase the number of youth who

annually purchase a hunting license and to develop lifelong

• Michigan Department of Natural Resources–$25,000

• Project: The agency’s Mi-Hunt public hunting interactive website

will be enhanced to deliver quality information on nine million

acres of land open to public hunting. Features include new data on

vegetation and game species and more detailed maps of habitat. At

the same time, the agency will advertise Mi-HUNT on social media

sites.

• Oklahoma Department of Wildlife

Conservation–$40,000

• Project: The agency plans to certify 4,000 to 5,000 students via

teacher-led, in-school hunter education courses and recruit up to

1,000 students to participate in hunting.

• Oregon Department of Fish & Wildlife–$25,000

• Project: The agency plans to train adults from groups such as the

Boy Scouts, 4-H and Outdoor Schools to become certified hunter-

education instructors and incorporate hunter education into their

group’s activities.

• South Carolina Department of Natural

Resources–$38,000

• Project: The agency will utilize its email database to mount an

electronic media campaign to increase hunting license sales and

highlight regional hunting opportunities. The agency hopes to

reactivate lapsed hunters and encourage active license holders to

hunt more. Secondary efforts focus on recruiting new hunters

through Facebook.

• Virginia Department of Game & Inland

Fisheries–$75,000

• Project: This multiple-state project includes Virginia, Alabama,

Kentucky, Georgia and South Carolina and will use research to

determine apprentice hunting license holders’ motivations for

obtaining a first-time license, their expectations related to hunting

and their satisfaction with their hunting experiences. Such

information can be used to encourage apprentice license holders to

become regular hunters.

• Western Association of Fish & Wildlife Agencies–$45,000

• Project: The purpose is to develop tools that state agency members

of this regional organization can use to evaluate recruitment-and-

retention programs so that project coordinators are provided

important feedback and assessments.
