Noteworthy Department Updates Administrative Services Department – Administrative Services has the following active job
recruitments:
-Park Ranger Maintenance Assistant – Seasonal – application process closes March 18.
-Environmental Health Specialist 1–Onsite Wastewater Treatment Program – application period closes
March 28.
-Deputy Sheriff–Criminal “Promotional” job posting. Application period closes March 16.
Volunteer Nominations Due March 13: It’s time to recognize our 2014 volunteers! The categories are
Advisory Board Volunteer, Division or Program Volunteer, Outstanding Volunteer Group and
Volunteer of the Year Award. The award ceremony will take place this year during the April 8 Board
of Commissioners meeting. The nomination form is attached – completed forms must be submitted by
Friday, March 13.
Your department’s participation is needed to make Clatsop County’s volunteer recognition event a
success! Nominate your volunteers!
Wellness Team: The 5-2-1-0 Challenge will begin April 12 and end May 11. CIS will present a series of
Lunch n’ Learn on March 18 to kick-off the event! For more information please see the flyer attached.
Budget and Finance – Budget and Finance Director Monica Steele and County Manager Scott
Somers began meeting with county department heads this week to review their Fiscal Year 2015-16
budget requests. Budget meetings will continue next week.
The completed proposed county budget will be presented to the Budget Committee in May.
Clerk and Elections Department – To date, 53 candidates have filed for the May 19 Special District
Election. March 19 is the last day for a district candidate to file their declaration of candidacy or to
withdraw.
Ballots for the March 26 Special Recall Election in the City of Gearhart were delivered to the post
office on Friday March 6 and registered voters began receiving their ballots on Monday, March 9. There
are 936 total eligible voters in the City of Gearhart. As of Friday, the Elections Division has received
158 ballots. Daily ballot returns are posted under Election Data on the Elections Division webpage on
the county’s website, www.co.clatsop.or.us.
Community Development Department – Department staff will be working with two new
committees: (1) Wetlands Advisory Committee: The first meeting of the ad hoc committee took place
this week. A webpage was set up for the committee for agendas, minutes, and to provide opportunity for
public comment. Comments and responses will be posted regularly. (2) The Board appointed a Tsunami
Hazard Overlay Project Advisory Committee to work on a new overlay district. The first meeting is
expected to take place in late March.
The Community Development Director and Building Official have been making preliminary plans to
host a summit to address barriers to building alternative housing types that continue to be requested, but
for which there are no clear guidelines, such as tree house dwellings, earth sheltered homes, cob
construction, tiny trailer-able homes, etc.
County Manager’s Office – County staff continue presenting information on a proposed Enterprise
Zone (E-Zone) in Clatsop County. We learned this week that the Enterprise Zone application to
Business Oregon will likely be in a competitive position since four E-zones are available and yet five
applications for E-zone designation are expected. This week the Clatsop County Board of
Commissioners approved a resolution supporting the E-Zone application. Next week, Tuesday, March
16, the Astoria City Council will consider approval of a similar resolution. Both the Port of Astoria
Commission and Warrenton City Commission have approved resolutions. Deadline for application
submission to the state is April 10.
Emergency Management – Emergency Management has received a $20,442 National Tsunami
Hazard Mitigation Program (NTHMP) grant to install ‘You Are Here’ tsunami evacuation signs in
Clatsop County. Staff has already begun working with various public and private stakeholders on the
project which entails installing up to 65 evacuation signs throughout the inundation zone by July 31,
2015.
The Warrenton Teen CERT training program concludes March 13 with a final exercise that provides
students the opportunity to demonstrate and showcase the skills they’ve learned since January. The
program continues to garner community support with a number of adult CERT volunteers from Astoria
and Warrenton assisting the RARE participants in conducting the final exercise. Astoria and Seaside are
scheduled to complete their programs and final exercises later this spring.

Volunteer Recognition – National Volunteer Week April 12 – 18, 2015
It’s time to recognize and nominate our outstanding 2014 volunteers!
This year we will send a letter of recognition to all volunteers who were active, at some
point, in 2014. I will be in touch with you to verify names and addresses of those receiving
recognition via mail. Thank you in advance for responding quickly.
The nomination format for volunteers to receive volunteer awards will be the same as last
year. Anyone may nominate a county volunteer or group. This is an opportunity for a
deserving volunteer to receive an award for his or her contribution, and for volunteer groups
to be recognized for outstanding work. Your volunteer or volunteer group may be
considered by completing and returning the attached nomination form to Sue Farmer,
Volunteer Coordinator, County Manager’s office by Friday, March 6, 2015. A selection
committee will review the nominations and select the recipients for 2014 service. All award
recipients will be invited to attend and will be recognized at the April 8, 2015 Board of
Commissioner’s meeting. You may nominate more than one person or group, but only one
volunteer or group will receive an award in each category.
Your nomination will be considered for the following category in which it best fits:
Advisory Board Volunteer – Volunteers who serve on county advisory boards and
committees are eligible for this award. Through this award, an individual is recognized for
service or leadership or an ongoing commitment to an advisory board or for work on a one-
time special task force or ad hoc committee. One individual will receive this award.
Division or Program Award – An award for those who display dedication and exemplary
accomplishments within the division or program in which they volunteer. Volunteers in this
category will be recognized for their contribution to the division or program, to the customers
or clientele the program serves. One award will be given for each division or program with a
nomination submitted.
Outstanding Volunteer Group Award – This award is for county affiliated groups with
membership that consists of volunteers. Although the entire membership does not have to
consist of volunteers, volunteers must be a component for a group to be eligible for the
award. One group receives this award.
Volunteer of the Year Award – One volunteer will be selected for this premier award based
on outstanding service to the county and the community.

Nomination Directions:
1. Fill out the contact information for the volunteer completely since he or she will be
invited to the award ceremony. Groups are notified through a central contact person or
staff, so be sure that information is clear on the nomination.
2. Complete the nominator information for the same reason.
3. Try to focus on the volunteer or volunteer group’s contribution to the county, benefit to
the community, commitment to the project or the program, and any unique qualities of
the volunteer work since these are criterion the selection committee is asked to score.
4. Use specific examples to describe the nominee’s activities. It is important to inform the
selection committee why he/she is so wonderful and why you cannot get along without
him/her.
5. Again, use specific examples in the impact section, which may include, where
appropriate, the numbers served, a description of the services offered or the project that
was completed. In this section, describe any impact changes to the quality of life,
availability of service, improved safety procedures, or community enhancement in which
the volunteer or volunteer group was involved.
6. Lastly, summarize for the selection committee, the qualities, skills, meritorious behavior,
dedication and commitment that your volunteer or volunteer group demonstrated to
deserve recognition.
The awards selection process and ceremony:
Once the selection committee has chosen the award recipients, nominators, and family
members of award recipients will be invited to the Commissioners’ Board Meeting on
Wednesday, April 8, 2015. All nominees are introduced and the award recipients announced
at the beginning of the board session.
Preceding the board session, a reception will be held for nominees and their nominators.
Refreshments will be provided. Please mark your calendar for this recognition event.
Everyone is welcome to attend.
