    SITE LOCATION

    The site is situated at 12 Powlett Street and 9-11 Martin Street, Heidelberg. It is locatedwithin a mainly residential area of single and double storey dwellings. Multi-unitdevelopments are prevelant in the area, with new developments under construction at thecorner of Martin and Burgundy Street. Heidelberg's Medical Precinct, including the AustinHospital, is within close vicinity.

    TOPOGRAPHICAL FEATURES

    The site features a fall from the north-west corner. This is typical to the area. Aneighbourhood and site description plan (including surveys and levels to A.H.D) has beenprovided by Di Mase Berry & Co Pty Ltd.

    PLANNING SCHEMES AND OVERLAYS

    The site sits within a special use zone, and is surrounded by general residential zones.The purpose of the special use zone is to encourage the consolidation of medical serviceswith the area, while protecting the amenity of patients and residents.

    A design development overlay (DDO5) also covers the site. The design responds to thisby;? Respecting the preferred scale and character of the Heidelberg Activity Centre,? Protects views from the public realm along and across the Burgundy Street Valley,? Incorporating a combination of articulation, materials and colours to create visual

    interest,? Providing facade treatments that are sympathetic with nearby areas of parklands and

    vegetation,? Providing a sympathetic design response to nearby sites of know heritage value,? Providing building setbacks that create a sense of openness within the streetscape

    environment and maintain the amenity of peripheral residential and other sensitiveuses,

    ? Providing consistent setback of buildings along Burgundy Street (east of railway line),Hawdon Street and Cape Street to retain valued views onto nearby tree-linedridgelines, the Yarra River's green corridor and the distant Dandenong Ranges,

    ? Encouraging development to provide passive surveillance to the streetscape andother public areas,

    ? Maintaining sunlight and daylight access to adjoining private open spaces ofdwellings in accordance with clause 55,

    ? Locating living areas, windows and private open spaces to minimise the potential foroverlooking in accordance with clause 55,

    ? Ensuring ground-level street frontages have activity and interest for pedestrians and? Ensuring car parking is appropriately screened by buildings and landscaping.

    REGIONAL CONTEXTHeidelberg is located 13kms north-east of Melbourne's CBD. At the 2011 Census, it had apopulation of 5,714.

    Heidelberg is home to the largest hospital in Victoria, the combined Austin Hospital andMercy Hospital for Women. The Heidelberg Medical Precinct consists of not only the AustinHospital but the Heidelberg Repatriation Hospital and Warringal Private Hospital as well asnumerous other healthcare facilities.

    Heidelberg Central Shopping Precinct runs along Burgundy Street, with retail, commercialand professional business residing within the precinct. Warringal Shopping Centre is alsolocated within close proximity to the site, along Lower Heidelberg Road.

    Parkland and public open space is prevalent in the area, as well as schools and educationfacilities. Public transport is available in the form of the Hurstbridge train route, stopping atHeidelberg station. Buses run around the site along Burgundy Street and Upper HeidelbergRoad.

    ROAD NETWORKThe site is in close to proximity to the main roads of Lower Heidelberg Road to the west andthe Banksia-Bell Link to the south. The Eastern Freeway is 4km to the south.Within the basement car parking levels, above bonnet storage cages will be provided.

    PUBLIC TRANSPORT NETWORKTRAIN - The Heidelberg train station lies within 500m of the site. It runs along theHurstbridge line, approximately half an hour from the city.

    BUS - Multiple bus routes service the area. The 513 (Eltham - Glenroy), 551 (Heidelberg - LaTrobe University) and 903 (Altona - Mordialloc) run via Burgundy Street to the south. The517 (Northland - St Helena) runs via Lower Plenty Road to the north. The 551 and 958(City-Eltham Nightrider service) run via Upper Heidelberg Road to the west.

    BIKE NETWORKHeidelberg is connected via a range of bike paths, with an on road bike path situated onStudley Road. Off road bike paths lie within the Yarra Valley Parklands to the east of LowerHeidelberg Road. Informal bikes paths lie within the streets surrounding the site.Bicycle parking to accommodate 44 bikes will be provided on the ground floor level forresidents.
