Director’s Message
The contemporary world is facing increasingly complex risks. We need technological
and engineering solutions to address these risks in order to build a more adaptable and
resilient present, as well as future. As a premier technical institution of the country, IIT
Roorkee has been contributing towards providing solutions to these challenges. It is our
endeavour to keep abreast of the challenges and opportunities in the field of disaster
mitigation and management. The Centre of Excellence in Disaster Mitigation and
Management (CoEDMM) in IIT Roorkee serves as a resource for professionals and
students from diverse disciplines to address real life problems through innovative
research, collaboration and education. The Centre is currently reviewing its journey
since inception to learn from its experiences and develop it into an important national
resource. Within a few years of its birth, CoEDMM already has many achievements and
seeks to increasingly contribute towards the national vision “To build a safer and
disaster resilient India by a holistic, pro-active, technology driven and sustainable
development strategy that involves all stakeholders and fosters a culture of prevention,
preparedness and mitigation”.

Message From Head
The Centre of Excellence in Disaster Mitigation and Management (CoEDMM) is knowledge development centre on hazard sciences. Its aim is to understand risks of society towards natural and man-made hazards, to impart techno-managerial education to the next generation students, facilitate researchers through advanced research facilities for innovative knowledge generation, and share the same through science and technology advises to professional managers in disaster risks, vulnerable communities, analysts and policy makers.
Integrated program of the Centre enhances the quality of learning experience for graduate and professional students who participate in the Centre's research and education projects. With the ever increasing pace at which technology is expanding its reach in today's dynamic world and with the ever growing need for unparalleled demands, the onus is on developing managers with that perfect touch of technical expertise. CoEDMM has the distinction of being the only institute in the country where perfect blend of engineers and scientists meets management discipline producing the techno-managers required to build and maintain disaster resilience.
The Sendai Framework for Disaster Risk Reduction (SFDRR, 2015) has brought a sweeping change in disaster management perspective. Paradigm shift towards risk management brings big data management and networking into the focus. The CoEDMM is committed to work for risk resilience and in bringing changes at local, national and global level as important knowledge partner.

Introduction: Conforming to the National vision on Disaster Management promulgated by National Disaster Management Authority (NDMA), "To build a safer and disaster resilient India by a holistic, pro-active, technology driven and sustainable development strategy that involves all stakeholders and fosters a culture of prevention, preparedness and mitigation", and to promote the shift from a culture of reaction to a culture of prevention and disaster risk reduction, The Centre of Excellence in Disaster Mitigation and Management (CoEDMM) was established on March 27, 2006 at Indian Institute of Technology (IIT) Roorkee. The CoEDMM is the first centre in India for Disaster Mitigation and Management committed to capacity building through educational program, cutting edge research and training on disasters, risk, vulnerability, mitigation and resilience aligned with national and international disaster risk reduction strategies by promoting scientific and technological interventions. Having faculty with domain expertise in all fields of disaster mitigation and management equipped with international standard research and development facilities like Climate Change and Wind Engineering Lab, Bio-Chemical Disaster Assessment Lab, Earthquake and Landslide Risk Assessment Lab, Wind Simulation Lab, Industrial/Manmade Risk Assessment Lab, High-Performance Computing Lab, Shake Table Lab of Earthquake Risk, the centre is poised as premier institute for capacity building, research and consultancy projects in the field of natural, and Industrial disasters, Resilient Critical Infrastructure and Risk management at National and International level.
IIT Roorkee: IIT Roorkee has the distinction of being the First Engineering College of India established in 1847 AD called then as 'The Roorkee College'. The College was renamed as The Thomason College of Civil Engineering in 1854 and in November 1949 was elevated to the First Engineering University of Independent India. Since its establishment, the University of Roorkee has played a vital role in providing the technical manpower and know-how to the country and in pursuit of research. The University has contributed to all sectors of technological development in the country. On the 21st September 2001, the University was declared an institute of national importance changing its status from 'University of Roorkee' to 'Indian Institute of Technology Roorkee'. The main campus in Roorkee has an area of 365 acres and a campus of 25 acres in Saharanpur and 10 acres campus in Greater Noida.
CENTRE OF EXCELLENCE IN DISASTER MITIGATION AND MANAGEMENT (CoEDMM)
Centre of Excellence in Disaster Mitigation and Management (CoEDMM): The CoEDMM was established as an interdisciplinary Centre of Disaster Mitigation and Management funded by MHRD, Govt. of India in 2006 with an objective of becoming a multi-disciplinary research hub that specifically caters to the disaster risk mitigation and development of disaster resilience in India. The centre offers M.Tech program in Disaster Mitigation and Management since 2012. The first research scholar joined the centre in 2008; in the same year the first consultancy project was accepted. Research conducted in the CoEDMM broadly covers all hazards and scope of the research extends beyond hazard science; vulnerability and risk assessment and management are pursued by researchers.
In addition to laboratory facilities available with different core departments and instrumentation centre of IIT Roorkee, centre has also developed its own research laboratories catering to specific requirements of researchers. Some of the notable sponsored/research projects are earthquake early warning systems, vulnerability and risk analysis of geo-hazards in Himalayan regions, rehabilitation and retrofitting of heritage buildings, seismic strengthening technologies and comparative assessment of various retrofit techniques for unreinforced masonry (URM) school buildings in India, documentation of traditional earthquake resistant building technologies from SAARC countries, wind tunnel studies for various real-life projects across India, bioremediation of accumulated pesticides, mitigation techniques of contaminated environments etc. In the M.Tech dissertation and doctoral research the centre encourages to cover wider aspects of disaster management and mitigation and risk resilience; e.g. micro-insurances for risk reduction, involvement of corporate in sustainable and holistic development, humanitarian logistics during disaster relief and rescue, escape route and evacuation planning, simulating of tropical cyclones, studies on urban heat island, cyber breach, seismic retrofitting from architectural perspective etc. The Centre patronises research in all possible diversities with the sole aim of building the resilient nation.
OBJECTIVES:
• To build and strengthen national capacity to reduce the impacts of natural, technological and environmental disasters through multi-disciplinary technological and scientific interventions.
• To stimulate research and application, provide knowledge, convey experience, build capabilities for reducing or preventing severe and recurrent impacts of hazards, for most vulnerable communities.
• To increase opportunities for multi-disciplinary collaborations to foster scientific, technical and managerial contributions to the public decision-making process in matters of hazard, risk and disaster prevention.
• To develop comprehensive risk assessments, risk reduction strategies for the analysis and expression of the socio-economic impacts of disasters and risk mitigation for disaster prevention by establishing nationally and professionally agreed standards / methodologies.
The CoEDMM provides and ensures an academic and research environment, which is conducive to preparing disaster managers who can handle challenges associated with risk management due to multidisciplinary nature of their specialization. The programme and specialization are designed in such a fashion that it yields a skill-set that has optional compatibility with the competency set anticipated by Govt, Public and Private sector industry, NGOs, Consultants and other agencies.
M.Tech program
The Centre of Excellence in Disaster Mitigation and Management, launched the very first Masters' Program (M.Tech.) of two years duration in 2012. Students come through Graduate Aptitude Test in Engineering (GATE) (National Entrance Examination) and sponsored by reputed national agencies. The program prides itself of encompassing all hazard approach for sustainable development and resilience of the nation.
Ph.D. Program
Research programmes leading to the award of Doctor of Philosophy (Ph.D.) facilitated in the Centre. The Centre currently has 21 doctoral students pursuing research in fields related to disaster risk reduction creating opportunities for independent and cutting edge research.

ALUMNI
With the unique techno-managerial expertise, alumni of the CoEDMM are well placed in different fields pertaining to disaster management and risk mitigation.
Some of our alumni are working with Government authorities dealing with Disaster like Department of Science and Technology, IMD etc. They are well-suited for disaster managers' role for various types of Industrial risk assessments and managements. Our Alumni are also in Industries outside countries. Educational/ Training Institutes, Non-governmental organizations and Socio-technical entrepreneurship are alternative options for our Alumni.
Some of they are pursuing higher studies in reputed national and International reputed Institutes like Texas Tech University, Cornell University, Kyoto University and Tongji University, China.

FUTURE PLANS
The CoEDMM envisages its role in national and international platform
through significant contribution. The Centre, in future, will be involved
with greater intensity in capacity building, vulnerability and risk
assessment, planing for risk resilience and reduce disaster risk in order
to protect communities, their livelihoods, health, cultural heritage,
socioeconomic assets and ecosystems by strengthening their
resilience. Centre shall play vital role in furthering the national agenda
set through various instruments like DM Act 2005, DM Policy, DM Plan,
NPDRR and Prime Minister's 10 point agenda on disaster risk
reduction.
The centre aims to be part of the National Mission in achieving four
priority areas of Sendai framework for DRR 2015-2030 i.e.
understanding disaster risk, strengthening disaster risk governance,
investing in disaster risk reduction for resilience and enhancing disaster
preparedness for effective response and to 'Build Back Better' in
recovery, rehabilitation and reconstruction by providing technical,
scientific and managerial human resource and expertise in
collaboration with National and International agencies.
The CoEDMM plans for sharing disaster management and risk
resilience knowledge through different missions of National and State
governments e.g. Pradhan Mantri Awas Yojana, Smart City, Atal
Mission for Rejuvenation and Urban Transformation, Gram Panchayat
Development Plan, National Mission for Himalayan Studies etc.
