Water OutlookRemains Strong The Natural ResourcesConservation Service hasjustreleasedthesecondwa-tersupplyoutlookreportforthe2016wateryear.Idaho’smountainsnowpackrangesfrom150%ofnormalacrosssouthernIdahotonearnor-malintheBearRiver,Up-perSnake,CentralIdaho,ClearwaterandPanhandleRegion. “Precipitation since thewateryearstartedOctober1,2015closelymirrorsthesnowpackpercentofaver-ages,”notedRonAbramov-ich,watersupplyspecialistwiththeNaturalResourcesConservationService.“Thelowestonesareabout95%ofaverageintheSpokane,Upper Snake, and BearRiverbasins.Nearnormalprecipitation has fallenacrosseasternIdahototheClearwaterbasin.TheWestCentral Mountains alongwiththePanhandleRegionhavereceived110to120%ofnormal.Thehighestwa-teryearprecipitationtotalsare130to155%ofaveragein the Owyhee, Bruneauand Salmon Falls basins.Thisisgreatnewsforthesesouthern Idaho basins.Hopefullytheywillbeable

ThiswasabusyweekintheStatehouse.Wehaveseenanincreaseinbillsdraftedatthispointcomparedtoprioryearsanditwillbeinterestingtoseehowmuchofthisactivityisrealizedwhilemajorityleadershipinsistsonmaintainingashort,election-yearsession. OnWednesday,over300citizensshoweduptoparticipateinthehearingforSenatorDanSchmidt’sHealthyIdahobills,99%ofwhomweresupportive.Despitethisturnout,thechairmanallottedonly60minuteswhichaccommodatedjustahandfulofspeakers.Weheardfromfamilypracticeandcriticalcaredoctors,ahospitallobbyist,officialsfromcityandcountygovernmentsandpatients.Theyalltestifiedinfavorofextendinginsurancecoveragetothe78,000workingpoorcurrentlysuffering,andtoooftenneedlesslydying,duetoinadequateaccesstocare.ThereisampleeconomicincentiveforIdahotoredesignMedicaidtocoverallcitizens,butattheendoftheday,ourdecisionshouldbemadebasedongoodpolicy.Weshoulddothissimplybecauseitistherightthingtodo. AlsoonWednesday,theHousepassedatax-cutbillwhichhas been referred to my Local Government & TaxationCommittee.However,ChairmanJeffSiddowayhaspubli-callystatedthathewillnotconsiderthemeasureuntilheissatisfiedwiththestate’scommitmenttofundingeducationinkeepingwithGovernorOtter’sdirective.Forthecurious,hereisananalysisoftheproposedcutsbytheIdahoCenterforFiscalPolicybutIwillwithholdfurthercommentunlesstheSenategivesthisproposalahearing. TheSenatepassedS1229whichhelpsIdahobusinessesbyconformingtotheliftingoffederalrestrictionsoninter-statetransitfortrucksweighingupto129,000lbs.TheIdahoTransportationDepartmentconducteda10-yearstudythatshowsnosignificantimpactoninfrastructureorsafetybutIstillhaveconcernsaboutbothwhentheseoversizetrucksinevitablyexittheinterstateontolocalroads.Furthermore,inthefaceofaremainingannualshortfallof$165.3millionforinfrastructuremaintenance,wemustholdthetruckingindustryaccountablefortheirfairshareofcosts. OnThursday,thejointDemocraticcaucusesunveiledoursix-pointplanforthe2016legislativesession(andwellbe-yond)entitledCreatingOpportunity:ABalancedPlanforIdaho’sFuture.WebelieveabetterfutureforIdahocanbeachievedbypromotingeducationalinvestments,economicfairness,governmentaccountability,respectforournaturalresources,securityforseniorsandenhancedvoteraccess.Thebillsalreadyintroducedtoadvancethisagendaincludetuitionstabilizationandreimbursementtaxcredits,universalbroadband,fairnessintheminimumwageandtaxexemptions,promotingIdahobusinesses,seniorworkforcedevelopment,
