The Courier continued on page 9..... Water Outlook Remains Strong The Natural Resources Conservation Service has just released the second wa- ter supply outlook report for the 2016 water year. Idaho’s mountain snowpack ranges from 150% of normal across southern Idaho to near nor- mal in the Bear River, Up- per Snake, Central Idaho, Clearwater and Panhandle Region. “Precipitation since the water year started October 1, 2015 closely mirrors the snowpack percent of aver- ages,” noted Ron Abramov- ich, water supply specialist with the Natural Resources Conservation Service. “e lowest ones are about 95% of average in the Spokane, Upper Snake, and Bear River basins. Near normal precipitation has fallen across eastern Idaho to the Clearwater basin. e West Central Mountains along with the Panhandle Region have received 110 to 120% of normal. e highest wa- ter year precipitation totals are 130 to155% of average in the Owyhee, Bruneau and Salmon Falls basins. is is great news for these southern Idaho basins. Hopefully they will be able On Saturday, February 20th, Soldier Mountain Performance Arts (SMPA) will hold a special perfor- mance and movie night at the Gooding Recreation Center. Starting at 5:00 p.m. SMPA students will give their first performance to show off what they have been learning over the last several months. Admission is Free, but donations are encouraged. Directly after the perfor- mance (7:00 p.m.) there will be a Community Fam- ily Friendly Movie Night Fundraiser. Concessions will be available for pur- chase and will include: pizza, popcorn, treats and drinks (bring a pillow/ blanket to create the drive in experience). Tickets can be purchased in advance for a discount from one of our members or on their website (discount Fam- ily Packs available). Tickets available at the door as well. All money goes to funding and keeping the program affordable. As we educate our children, subjects such as music, art, theatre and dance, often receive the least amount of sup- port - both from teach- ers and parents. And yet, the arts are the one activity that people can enjoy for a lifetime. Jami Rossman started up Soldier Mountain Performing Arts specifi- cally to give young people the opportunity to learn about performing arts. She said, “Performing in front of an audience gives kids confidence that extends to all aspects of life.” Fairfield classes are held at the old grade school building on Camas Ave East. Good- ing classes are being held at the Gooding Recreation Center on 14th Ave East. Summer programs/camps are also being planned. Last Wednesday, Declo came out on top with a 41- 36 win. On Friday, Wen- dell came back with a 43-35 win sending the teams into a winner-take-all game on Monday night. Declo held on to the lead for the first three quarters (26-24), but Wendell came alive in the final quarter and forced the game into overtime. Final score... 45-43. OnWednesday,over300citizensshoweduptoparticipateinthehearingforSenatorDanSchmidt’sHealthyIdahobills,99%ofwhomweresupportive.Despitethisturnout,thechairmanallottedonly60minuteswhichaccommodatedjustahandfulofspeakers.Weheardfromfamilypracticeandcriticalcaredoctors,ahospitallobbyist,officialsfromcityandcountygovernmentsandpatients.Theyalltestifiedinfavorofextendinginsurancecoveragetothe78,000workingpoorcurrentlysuffering,andtoooftenneedlesslydying,duetoinadequateaccesstocare.ThereisampleeconomicincentiveforIdahotoredesignMedicaidtocoverallcitizens,butattheendoftheday,ourdecisionshouldbemadebasedongoodpolicy.Weshoulddothissimplybecauseitistherightthingtodo. TheSenatepassedS1229whichhelpsIdahobusinessesbyconformingtotheliftingoffederalrestrictionsoninter-statetransitfortrucksweighingupto129,000lbs.TheIdahoTransportationDepartmentconducteda10-yearstudythatshowsnosignificantimpactoninfrastructureorsafetybutIstillhaveconcernsaboutbothwhentheseoversizetrucksinevitablyexittheinterstateontolocalroads.Furthermore,inthefaceofaremainingannualshortfallof$165.3millionforinfrastructuremaintenance,wemustholdthetruckingindustryaccountablefortheirfairshareofcosts.
