Itmightb eusefulattheoutsettocommentbrieflyontheenemyandfriendlysituation r .theI IFieldForceareaduringthatperiod.b .atureofthewar . A saresultofFuMAFsuccesses,themainforceenemyunitshavemovedintooutlyingareas.tappearsthattheenemy'smajorobjectivesweretoreopenLOC'sandtodisrupttheFWMAFpacificationeffort.istacticswerecharacterizedbystandoffattacksusingmortarsandrockets,sapperreconnaissanceandselectedattacks,andmainforceattacksinstrengthalongtheborder.heenemy'sabilityt oavoidcontactwheneverpossible

DurinpthepaBtBixmonths,the5thVCDivisionhaBmovedfromitsbaseareaBinLongKhanhProvincetothenorthernportionofPhuocLongProvince.he7th

    and9thNVADivisionsremaininthenortherntier.ntelligenceindicatesthatthe13tNVADivision,withtworegiments,hasmovedIntoIVCTZ. Sub-regionalforceshavebeenseriouslyattritedandwhiletheyremaininthesamegeneralareashavebeenforcedtodisperseintosquadandplatoonsizegroupsinordertoobtainfoodandtoavoiddetection. TheassumptionoffullresponsibilityforCapitalMilitaryDistrictbyCG,CML,andtheBubequentphasedownofCMAC,permittedtheutilizationofthe199thLIBandthe3dBde82dAbnDivinotherareas.he3dBde82dAbnDivwasInitiallyemployedinsouthernBinhDuongProvinceandlaterreturnedtotheUnitedStates. The199thLIBwasdeployedt otheeasternportionoftheIIICTZtooperatewiththe18th* ARVNDiv.     S E C R E T d ArtilleryDeploymentsandOrganisation . ThepastBixmonthswitnessedtheinitiationandcompletionofthefirsttwophases(KeystoneEagleandKeyBtoneCardinal)oftheoperationwhichprovidestheimpetusforUStroopwithdrawalsfromtheRepublicofVietnam.nitialimpactoftheforcereductionson

    IIFieldForceArtillerywastheIOBSof809personnelapaceare-quiringinactlvationofonebattalionof 105mm howitzers,oneartillerygroupheadquarters,andtwoartilleryradardetachments.Additionally,theorganictargetacquisitionbatterywasdrawndowntoastrengthof 30personnel,loBtitstwoMetrosections,andispendingattachmenttotheForceArtilleryHeadquartersandHead-quartersBattery.OBSofonegroupheadquartersnecessitateda realignmentofForceArtilleryassetstoprecludeoverextendingthespanofcontrolofasinglegroup.nderthisrealignmentthethreeheavybattalionswereassignedtoForceArtilleryandthetwolightandfourmedian battalionswereassignedto23dArtilleryGroup.hefor^eartillerystaffwasaugmentedtomeettheaddedadministrativevorkload,principally,thatresultingfromassumptionofresponsibilityforpersonneladministration.heassumptionofcommandandcontroloverthreeheavybattalionsresultedInaddeddemandsontheoperationsf l e c t i o nandrequiredsomeinternalreorganisation.hechartsatTABAdepictIIFieldForceArtilleryorganizationbeforeand aftertheinitialforcereduction.

    Duringthepastsixmonths,throughcorrelationofintelligencedata,highlysuspectareasofenemy activitywerelocatedandaGSRmovedtothenearestalliedinstallationorfirebasetofurtheren-hancedetectionofenemymovementsforsubsequentengagementbyartillery,,TACAir,ormaneuverforces.wotypeBofGSR,AN/PPS-5andtheAN/ITS-^,havebeenusedinIIICTZ. Theoffensiveem-ploymenttechniquedescribedabcvohasbeenextremelyeffectiveincounteringenemymovementsbuthasidentifiedseveralproblemareas. Therelativelydelicatenatureoftheequipmentrequireswelltrained personnelnotonlyintheoperationandmaintenanceofthesetbutalsoinproperdisplacementtechniques.ncreasedcrewproficiencyintheseareashasgreatlyreduceddowntime.oin-creaseeffectivenessofthesetinareasthataremaskedfromgroundlevel,AB-216/UsignaltowershavebeenusedtoelevatetheGSR andhaveprovedt ob ewellsuitedforthisparticularrole.

    a .rtilleryRaids.ommandemphasisonmobilityandaggressiveemploymentof theforceartilleryhasresultedinatenfoldincreaseinheavyartilleryraidsduringtheperiodMaytoNovember1969overemploymentofsuchtacticsduringtheprevioussix months.mploymentofheavyartilleryinthismannerhasprovenparticularlyeffectiveagainstcaves,bunkersandcachesalongenemyroutesofegress,denyingtheenemyvitalsuppliesandshelterenroutet oandfromsanctuaryareas.ccasionallysuchraidsaretargetedagainstenemyforwardstagingareaslocatedbyimprovedtargetdetectionmeans.heextremeaccuracyanddevastatingfirepowerhavehadadecidedpsychologicalimpactonenemymoraleasrevealedbyagentreportsanddetaineeinterrogations.histacticmaintainscontinualpressureontheenenybyeffectivelydenyinghimsaferefugeinareaswhichwerepreviouslyrelativelysecure.

    c .rtilleryArnnmnltlonExpenditures.uringtheperiodMaytoNovember1969,artillery ammunitionexpendituresincreasedslightlyeventhoughexpenditureswithinIIFieldForceArtillerydroppedduringOctoberinresponsetcacorrespondingdecreaseinenemyact-ivity.hechartatTAB Fcomparesexpendituresoftheforceartilleryandother artillerywiththeforcetoenemyinitiatedincidentsandenemyKIAsinceJanuary1969.fparticularsignif-icanceisthefactthatexpendituresofthedirectsupportartillerybattalionsshowedamarkedincreaseduringOctoberasenemyincidentsdecreased and'friendlysearchanddestroyoperationswereinitiatedtomaintainpressureontheenemyandlocatehisbaseareas.sreflectedonthechartatTAEG ,expendituresbyIIFFORCEVArtilleryunitsagainstacquiredtargetsincreasedsharplyduringthesameperiod,whileconfirmedtargetengagement,whichhadincreasedsteadilysinceMay1969,decreasedproportionately.hevarioustargetcategoriesdepictedaredefinedonthepagebehind thischart.mprovedtargetacquisitionmeans,alreadydiscussed,areresponsiblefortheIncreasedexpendituresagainstacquiredtypetargets.nextensivestudyisinprogresstodevelopspecificguidancewhichwillprovidecommandersabasisforfurtherdevelopingexpendituremanagementpolicywithintheircommands.
