Hazard Mitigation Grant Program (HMGP) Notice of Availability and Application Period
DR-4466 Tropical Storm Imelda (9/17/2019 -9/23/2019)
January 31, 2020 Dear Partners: Governor Abbott and the Texas Division of Emergency Management (TDEM) announce the open application period for the Hazard Mitigation Grant Program (HMGP) related to FEMA-DR-4466 (Tropical Storm Imelda). The initial estimate provided by the Federal Emergency Management Agency (FEMA) is for $11,069,832 available in HMGP funding under this declaration. This figure may change between now and when TDEM receives the final lock amount one year after the declaration date of October 4, 2019. Eligible subapplicants include state agencies, local governments, tribal governments, and certain private nonprofit organizations. All entities seeking funding under this opportunity must have a FEMA approved Hazard Mitigation Plan at the time the project is submitted to FEMA for consideration and at the time an award is made with the exception of projects to develop or update mitigation plans. An exception to this requirement may be requested on a case-by-case basis in accordance with FEMA’s 2015 Hazard Mitigation Assistance Guidance https://www.fema.gov/hazard-mitigation-assistance-program-guidance All applications must be received by TDEM no later than July 31, 2020 in order to be considered for funding under this opportunity. Pre-award costs incurred after October 4, 2019 may be considered for those projects selected for funding.
Priority selection for these funds will be provided to jurisdictions from the counties designated in this disaster declaration (attached map). Jurisdictions from outside the declared area may submit projects for consideration, however TDEM anticipates the limited funds available under this award will be allocated to projects in the declared counties.

Applications from jurisdictions outside of the declared area will be reviewed. These projects may be designated as alternate projects and may be considered after those applications submitted from eligible jurisdictions in the declared counties. Any jurisdiction seeking funding under this opportunity must submit the attached Notice of Intent (NOI) form for each project they wish to be considered. TDEM will provide the HMGP application form to jurisdictions after reviewing the NOI for eligibility and funding amount requested. A completed HMGP application form must be received by TDEM no later than July 31, 2020 to be considered for funding. HMGP applications will be reviewed and evaluated as they are received. Note that all applications must be submitted on the new HMGP application form dated February 2018. Applications submitted using older forms will be returned with instructions to resubmit using the proper form. State priorities for distribution of HMGP funds associated with this disaster are:
1. HMGP eligible jurisdictions within the declared counties for the disaster declaration;
2. Projects that address the principal hazards associated with the disaster declaration;
3. Regional flood projects in the drainage basins associated with the declared counties.
4. Projects that demonstrate greatest community benefit; a. Highest Benefit Cost Ratio (BCR) b. Verifiable population directly served or benefitting from the project
5. Projects in jurisdictions that received the most damage for the disaster event based on Public Assistance (PA) & Individual Assistance (IA) award amounts.
6. Eligible jurisdictions outside the counties declared in the disaster declaration. Important HMGP deadlines:
• February / March 2020: HMGP Applicant Webinars and Workshops. TDEM Hazard Mitigation Grant Coordinators will be working to set up regional applicant briefings.

• July 31, 2020: Subapplicant deadline for submitting complete HMGP applications to TDEM for consideration of funding. TDEM expects to announce selections in October of 2020.
