CE of TNPWD and appointment as E-In-C, WRO, PWD heading the irrigation wing of TNPWD. We firmly hope that you will do your best in the new post to steer away much demoralized and damaged Dept during your tenure.

2. In this connection we observe that the irrigation wing has get itself neither updated not upgraded in the past 2 decades in the designs and execution of Irrigation Projects including during plan formulation, investigation due to the old mindset, without even getting exposed to the newer and advanced practices adopted in Andhra Pradesh, Telengana and elsewhere in India. We feel that it is high time for us to shed our obsolete practices in tune with modern developments in the irrigation sector.

3. We therefore request you to kindly allot some time (at least one hour –

even on Saturdays FN) for us to present our views with concrete examples and model estimates for the modified irrigation structures to the top level engineers of WRO, PWD – preferably during first week of June 2017. We also desire that all functional CEs of WRO including their Joint Deputy CEs & SE Designs Circle are also present during our presentation so that immediate follow up actions may be initiated in this direction.

16-5-2017 Dear Thiru.Arun Roy, Sub: Link canal form Chembarambakkam Tank to Sikkarayapuram quarry –

a wasteful expenditure – An effective alternate proposal suggested. Ref: TOI Chennai Edition dt 16-5-2017 – page 2. 1. This is w.r.t your suggestion of reviving the link canal from Chembarambakkam Tank to a stone quarry at Sikkarayapuram to mitigate the drinking water scarcity. We are of the firm opinion that it is a round about wasteful expenditure as an additional storage of 0.5 TMC (2 fillings) in Kannankottai – Thervaikandigai reservoir near Uththukkotai by drawing water from KWS Canal at 2.20KM and again pumping out the same to KWS Canal at 3.85KM (a byepass), that too depending Andhra Pradesh water at cost of Rs.450 Crores. We hope that you are very much aware of the present condition of this reservoir in mitigating Chennai City’s water scarcity. 2. Alternatively we suggest to deepen the water spread of Chembarambakkam Tank by an average 1.00m depth for additionally storing 1.15 TMC water during heavy rains. This can be executed without spending Govt funds by just entrusting this job to a selected roads contractors, buildings agencies and brick manufacturers which can be completed within 30days on war footing. 3. We request you to kindly leave the suggestions for effective remedy to the technical and engineering experts in this field.

Monthly meeting of Trichy Branch for the month of April 2017 The monthly meeting of TANSEA, Trichy Branch was conducted in the meeting hall of 'Hotel

Ajantha', Trichy, on 23.4.2017 sunday @10.00 Am with, "Tamilthaai Vazhthu”.

40 Members along with family attended the meeting. The meeting was presided over by

Er. M.P. Durairaj, the president of this branch, Er.P. Vembadi, Secretary, welcomed the

gathering and the chief guest Dr. Sugumar, B.N.Y.S.MS. Shri. JAYA

RANGHA Nature cure Hospital and Er.A. Veerappan, M.E., Secretary,

State Central Association. Er. S.Rajasekaran, Joint Secretary introduced

the chief guest. Er. M.P. Durairaj honoured the chief guest with

Ponnaadai. Dr. Sugumar narrated "The Five Principal of Healthy way

of living", with examples. He clarified the doubts to the members.

Er. A. Veerappan narrated the central association activities He also

expressed that steps taken for present the evaporation losses in the Vaigai

Dam and also further remedy for the same. Then all the Executive

Engineers expressed their grievances that pay scale fixed very low in the

6th Day commission as well as the proposed 7th pay commission. They all

requested that action kindly be taken to remve anomaly for the E.E. Scale.

He accepted and assured that necessary steps would be taken to remove

the disparity.

Then Er. S. Thyagarajan, special Chief Engineer Dindigul donated Rs. 5000/- to central

Association and Rs. 2000/- to Trichy Branch.

Endowment has been created by M/s. L&T, M/s. Gammon India, M/s. Nagadi etc to honour the professional achievements by Individuals and firms in Civil Engineering every year. The no. of Nominations received from each State Centre in India were scrutinized by Selection Committee headed by Dr.Ram Prasad Rao. The Committee has selected me for Tamilnadu Region to receive the Eminent Engineer 2017 Award.

The Criterio in my case is the Service to the Society through Civil Engineering profession.

Construction Wings of Non-Technical Departments to be closed

1. Kindly preuse the lined houses constructed by the Forest Department and these inferior low quality houses crumbled just in 5 years causing wasteful expenditure incurred from resource crunching TN State.

2. Similary also many newspaper reports and TV displays exhibit the poor quality of slum clearance Tenenents constructed by the TN SCB, throwing all standards of construction to winds. How can a ten ement having 400 sqft of plinth area can be constructed with Rs. 1.50 lakhs budget & grant while a standard quality construction of 400 sqft basically requires about Rs.7.50 lakhs.

3. We observe the following pit falls/ deficiencies in the type of Govt's schemes

1. No Importance and concern is given for the quality and durability of these constructions as they are partly subsidised or given free. The IAS bureancrats in the districts (District collector) and in the Finance Department with just brosting up the numbers of houses and District collectors always co-erce and urge the executing agencies to make up within the budget cost announced by the Govt without any preauds aswell as port and it.

2. Non- Technical officers especially in the forest Dept and other Govt Agencies (Splinter quesi Govt Organisations) execute these Projects for getting illegal extra money and cheat the Govt.

3. It is our reasonable suggestion to the Govt that... Construction of buildings say houses and multistoreyed tenenats, check Dams in the forest area should not be entusted to forest dept and splinter quari Govt organisations due to the scant regard /concern to qualitt and technical standars.


1. Govt should get the cost by the construction from the TNPWD (Buildings wing) on prevailing schedule of rates for the period and sanction +10% over and the estimate amount to cover up the tender exvess and cost of escalation during the period of excavation.

2. Further these works should be invariably entusted to the buildings Branch of PWD at least to maintain the quality and technical standards so that these constructions serve for 50 years period.

3. It is further insisted that no splinter group of Govt. Agencies (say so called) construcion wings such as forest dept, co-operation, Runu Development Dept, TNSCB should be encouraged to execute civil construction works under any circumstances as already decided by the TN Govt during 1980, 1990 & 2000.

4. It is further suggested that these type of Govt funded constructions (free and subsidised) should be further periodically inspected by third party quality Audit Group (out side experts group) before making final payment to the contractors. Especially the District collectors should be compulsorily prevented to interfere in these works, just to add numbers and personal gain.

Unless other wise there is a puradigm shift and mind set among the rulers (the so called honorable ministers) and IAS buranerats, this kind of bad planning and execution of inferior buildings cannot be preverfed, Rights Activists should take up this type of constructions by the splinter group Govt. agencies to set right the maladies already crept in the system.
